courtesy

respecting
all

our

even
if
we
may
not
agree
so
with
that,
I'm
going
to
take
I'm
going
to
go
out
of
order
since
I've
got
everybody
here
and
I'm
not
sure
nobody's
told
me
that
they
have
to
leave
for
another
bill
presentation
or
anything,
but
I'm
going
to
go
ahead
and
we're
going
to
start
with
the
work
session
on
sb
36,
which
revises
provisions
relating
to
plans
for
responses
to
crisis
emergencies
and
suicide
by
school.
D
D
So
the
bill
on
today's
work
session
is
senate
bill
36,
which
was
presented
by
nevada's
department
of
education
at
our
first
meeting
on
february
3rd,
the
bill
requires
the
development
committee
established
by
each
school
district's
board
of
trustees
and
charter
schools
governing
charter
schools
governing
board
to
include
a
representative
of
the
local
county
or
district
board
of
health.
The
bill
also
requires
the
department
of
education
to
include
a
procedure
for
responding
to
an
epidemic
in
its
model
plan
for
managing
a
suicide
crisis
or
emergency.
D
We
did
have
four
amendments
proposed
amendments
here
listed
on
the
work
session
document,
the
first
one
by
the
school
safety
task
force,
which
would
be
to
update
language
throughout
the
bill
to
align
with
national
best
practices
in
emergency
management
and
response,
and
to
support
compliance
efforts.
D
The
second
amendment,
the
southern
nevada
and
washoe
county
health
districts,
proposed
an
amendment
to
clarify
language
in
subsection
2i
of
section
1
regarding
the
membership
of
the
development
committees
that
these
committees
inc
can
include
a
representative
designated
by
the
appropriate
district
board
of
health.
C
All
right,
thank
you
very
much,
so
it's
not
customary
for
the
committee
to
take
testimony
or
otherwise
rehear
bills.
During
a
work
session.
However,
because
we
had
several
amendments,
I
want
to
make
sure
that
they
got
done
correctly.
So
I
want
to
start
with
the
department
of
ed
to
make
sure
just
to
get
on
the
record
that
that
that
accurately
reflects
the
amendment
that
they
had,
that
they
heard
and
that
they
presented.
E
C
Thank
you,
and
just
walt
since
I
have
you
right
now.
Is
there
any
any
of
the
members
that
have
any
that
need
any
clarification
on?
Yes,
I
see
a
hand
by
senator
buck.
A
C
Do
we,
I
guess
miss
ever,
do
you
do
you
have
the
answer
to
that.
E
C
F
Thank
you,
mr
chair.
So
do
we
actually
have
a
copy
of
the
amendments
or
the
description
of
the
amendments?
I've
got
a
friendly
amendment
to
senate
bill
from
committee
statewide
school
safety
and
I've
got
a
prepared
testimony
of
a
friendly
amendment
from
washoe
county
chief
of
police,
but
we've
enumerated
more
amendments
than
that
are
they
somewhere.
D
Thank
you
miss
mr
chair,
jen,
sturm
committee
policy,
analyst.
We,
I
included
the
language
amendment
from
these
school
safety
task
force,
which
was
submitted
to
us.
The
other
amendments
were
discussed
during
the
hearing.
C
F
I'm
just
a
little
concerned
that
it
seems
a
little
cavalier
that
we're
having
a
work
session
and
we
don't
have
the
actual
verbiage
supposed
to
be
in
the
amendment
is:
is
this
what
we're
going
to
do
from
now
on
for
a
reason,
or
where
are
we
at
with
this.
C
No,
so
we
we
originally
were
going
to
work
session
this
when
we
heard
the
the
bill
the
other
day,
and
I
just
wanted
to
to
give
us
a
few
a
little
bit
of
time
to
make
sure
we
could
get
it
done.
I
don't.
I
know
we
need
to
get
amendments
and
sometimes
they're
taking
a
little
bit
longer.
So
I
think
that
we,
you
know,
I
brought
it
forward
because
we
had
really
no
major
questions
as
to
the
amendments.
C
You
know
we
do
need
to
see
the
language
so
and
mr
killian
do
we.
I
know
we
have
mock-ups
on
some
of
the
other
ones,
but
this
one
we
didn't.
We
didn't
do
that.
G
Thank
you,
mr
chair
asher,
kelly
and
committee
council.
That's
correct.
We
have
not
yet
prepared
a
mock-up
for
this
bill.
We
prepared
a
mock-up
for
a
couple
of
the
other
bills
that
had
more
substantial
sets
of
amendments
than
this
one,
but
for
this
one
we
only
have
the
conceptual
descriptions
of
the
amendments
and
legal
does
believe
that
all
of
these
are
draftable,
as
described.
C
Okay,
so
I
it
it's
up
to
you
know,
because
these
were
fairly
simple
amendments.
I
believe
that
we
thought
that
we
could
have
a
discussion
and
make
sure
that
you
know
that
that
it
meets
with
what
we
we
want,
if
we're
not
ready
to
do
it
today,
I
you
know
we
don't
have
to
do
this
today,
I'm
just
trying
to
be
efficient
on
our
timing.
C
I
know
we're
still
waiting
on
a
lot
of
bills
to
come
in,
and
so
I'm
just
trying
to
take
up
to
make
sure
we
can
move
forward
on
things
as
as
judiciously
as
we
can.
But
if
there's
concerns
on
on
the
amendments
you
know
we
can,
I
can.
I
could
put
this
on
us
on
a
future
agenda.
There's
no.
You
know
time
frame
on
this.
F
I
I
appreciate
that
mr
chair,
one
of
the
things
besides
that,
if
I
look
at
section
one
for
instance-
and
I
don't
see
an
amendment
that
changes
the
words
so
I
I
have
I
I
guess
this
is
for
asher,
for
when
it
says
section
one
subsection,
two
subsection
subsection,
I
at
least
one
representative
of
the
county
or
district
board
of
health
in
the
county
in
which
the
school
district
or
charter
school
is
located.
F
So
if
is
that
or
meaning
the
county,.
F
G
Thank
you,
mr
chair
asher,
killian
committee
council,
so
that
construction
is
meant
to
capture
whichever
is
appropriate,
either
a
county
or
district
board
of
health
for
each
of
the
respective
school
districts
and
charter
schools,
to
which
this
requirement
would
apply,
which
is
all
of
them.
G
Some
of
them
are
located
in
places
that
have
county
boards
of
health,
and
some
of
them
are
located
in
places
that
have
district
boards
of
health,
and,
whichever
is
appropriate
for
where
the
particular
school
is
located,
would
apply
in
the
bill
as
written.
My
understanding
is
that
the
amendment
submitted
by
the
boards
of
health
would
change
this
to
have
the
county
or
district
boards
of
health
as
appropriate
designate.
F
Thank
you,
mr
chair,
I
think
realistically
I
mean
I
I
can
vote
for
this
reserve
my
right
to
change
my
mind,
but
I
think
it's
a
disservice
for
us
to
not
have
the
language
that
we're
voting
on.
I
I
just
don't
think
that's
the
precedent
that
we
probably
ought
to
do.
F
I
I
mean
I
can
support
the
intention,
certainly,
and
if
you
wanted
to
bring
it
to
a
vote,
I
could
vote
for
it
to
reserve
the
right
to
look
at
the
language,
but
I
I
think
the
president
probably
isn't
the
wisest
thing
to
do.
Thank
you.
C
So
much-
and
we
do-
I
mean-
we've
done
this
in
the
past.
Obviously,
as
we
get
closer
to
the
end
of
session,
we'll
do
that
if
we
don't
have
the
the
mock-up
we'll
go
ahead
and
vote
and
reserve
our
right,
you
know
to
see
what
we
we
get,
but
but
I
mean
right
now
we
have
time,
mr
killian,
do
we,
when
the
language
for
this
would
come?
When
would
be
the
first
time
we
would
see
the
language?
G
Thank
you,
mr
chair
asher,
killian
committee
council.
So
the
the
general
process
is
when
a
committee
approves
a
bill
to
amend
and
do
pass
with
a
particular
set
of
described
amendments.
That's
when
the
legal
division
gets
the
direction
to
draft
the
amendment,
as
described
by
the
committee.
That
amendment
is
then
delivered
to
the
committee's
chair.
When
the
amendment
is
ready
and
the
chair
then
has
an
opportunity
to
review
the
amendment
before
submitting
it
to
the
house
for
the
house
to
consider
on
second
reading.
G
So
the
the
language
for
this
amendment
would
be
generated
after
the
committee
votes
on
what
concepts
to
approve
and
there
would
be
then
be
an
opportunity
to
review
it
before
the
house
votes
on
it.
C
Okay,
thank
you.
So
you
know
I.
I
think
that
we
could
go
either
way
here.
We
could
we
we
could
get
the
conceptual
language,
but
at
the
same,
we're
not
going
to
get
the
final
language
until
after
it's
drafted,
and
it
comes
back
to
me,
which
I
would
be
you
know
at
that
point.
If
we
want
to
vote
this
out
today,
I
can.
C
I
would
be
glad
to
share
that
language
with
everybody
before
we
send
it
to
to
the
to
the
floor,
or
we
could
just
wait
for
it
to
come
back,
but
either
way
it's
still
gonna.
At
that
point,
the
conceptual
will
then
have
to
be
finalized
to
go
to
and
I'll
still
have
to
approve
it.
So
what's
the
play,
I
let's
get
to
some
other
questions
first
and
then
we'll
come
back
before
we
decide,
I
believe,
senator
lange
did
you
have
your
hand
up.
A
Yes,
I
did
chair,
so
I
just
wanted
to
say
I
I
would
prefer
to
look
at
the
language
first,
but
having
had
just
had
the
explanation,
I
would
be
comfortable
voting
on
this
today.
C
And
the
the
amendment
that
you
proposed
yes,
is
it
accurate.
A
Thank
you
very
much,
mr
chair.
I
I
would
propose
that
we
go
ahead
and
vote
on
this
today.
We
have
been
in
this
position
many
many
times
in
committees,
and
I
think
that
it's
totally
appropriate
not
to
take
any
more
of
I
mean
we
are
we're
already
taking
staff's
time
and
I
feel
confident
in
what
they
do
and
I'd
like
to
go
ahead
and
vote
this
out.
We
all
have
a
right,
just
as
senator
hardy
explained
to
change
our
vote.
C
Okay,
anyone
else
have
questions
on
any
of
the
amendments.
Let's
see,
I
think
one
of
those
was
mine
right
yeah
and
that
was
accurate
on
there
so
and
I
I'm
comfortable
doing
either
way.
If,
if,
if
the
committee,
just
from
from
a
time
management,
I
don't
think
it's.
C
It's
not
my
intent
to
do
this
on
every
bill,
but
if
there
are
bills
that
we
can
save
time,
because
we
everybody
understands
the
concepts-
and
we
can
do
that-
we
may
do
this,
but
for
the
most
part
I'd
like
for
you
to
have
language,
especially
on
the
ones
that
are
that
have
a
lot
going
on.
C
C
So,
if
you
guys
are,
is
anyone
not
comfortable
moving
forward
at
this
point?
My
my
commitment
on
this
is
that
I'll
send
the
copy
of
the
actual
thing.
Before
we
send
it
to
the
floor.
I
will
send
you
all
a
copy,
so
you
could
take
a
look
and
if
it
doesn't
look
right
then
you
know
we
can
always
get
that
fixed
before
it
goes
to
the
floor,
but
we
have
time
for
that
and.
B
Yeah,
I
did,
I
was
raised
my
hand
to
see,
and
then
I
put
my
other
hand
up.
You
know
I
I'm
gonna
support
doc.
I
understand
that
senator
hardy
is
you
know
whenever
we
have
that
many
amendments
to
something
it's,
it's
kind
of
vital
that
we
have
a
chance
to
look
at
the
language,
but
I
you
know
after
hearing
the
explanations
I
I
think
I
can
understand
them
I
reasonably
have.
B
I
have
a
reasonable
understanding,
what
they're,
what
they're
asking
for
it's
just
customary
to
have
some
of
that
language,
especially
at
the
beginning
of
the
session
like
this,
but
you
know
we
always
can
reserve
our
right
to
say
no
later
on.
So
you
know
whatever
your
pleasure
is.
C
C
Okay,
so
senator
done
senator
john
there
lou
did
you
so
you
kind
of
made
a
motion.
Do
you
want
to.
A
Make
an
official
motion,
I
will
move
to
pass
with
the
three
amendments.
I
guess
that's
how
you
want
me
to
say
that.
A
C
C
Is
that
you
making
a
second
sure
yep,
so
we
have
a
a
a
motion
and
a
second
any
and
any
further
discussion,
and
I
will
just
hear
the
record
on
the
motion
I'm
going
to
share
that
amendment
or
the
mock-up
when
we
get
that
back
with
all
of
you
before
we
send
it
to
the
floor,
so
make
sure
you
take
a
look
and
get
back
to
me
as
we
get
that
so
all
right,
any
further
discussion,
all
right
all
in
favor.
Let's
see
how
do
we
do
this?
A
A
B
C
C
Senator
lang,
would
you
actually
yeah
senator
lang?
Would
you
do
the
for
statement.
A
C
Thank
you
all
right,
but
we'll
look
at
the
we'll
look
at
everything
before
we
gets
to
that
all
right.
So
with
that
we
are
now
going
to
move
to
the.
D
You,
mr
chair
jen,
sturm
committee
policy,
analyst.
I
believe
we
have
nevada's
department
of
education.
C
Okay,
we'll
go
ahead
and
open
the
hearing
and
so
go
ahead.
E
Thank
you,
chair,
dennis
vice
chair
dondero,
loop
and
members
of
the
committee
on
education,
state
superintendent,
joan
ebert
for
the
record
senate
bill
27.
This
is
our
second
hearing,
and
I
appreciate
your
time
today.
E
Section
one
aligns
the
state
superintendent's
authority
to
initiate
investigations
and
to
license
educator
misconduct
with
existing
statutory
authority
regarding
private
school
educators
was
also.
It
also
allows
for
the
state
superintendent
to
delegate
within
the
department
authority
to
perform
investigative
functions
related
to
licensure
investigations.
E
To
make
this
clear,
the
department
has
collaborated
with
nas
clark,
county
school
district,
washoe
county
school
district
and
the
washoe
county
school
district
actually
submitted
a
friendly
amendment
to
section
1.2
that
reflects
this.
Investigative
power
is
only
related
to
licensed
employees
pursuant
nrs
391.031.
E
We
also
have
sections
13,
14
and
15,
allow
for
the
delegation
of
the
authority
to
the
department
to
suspend
or
revoke
licenses
by
the
state
board
by
regulation.
This
would
be
appropriate
in
circumstances
in
which
statute
requires
action
within
a
certain
time
frame.
For
example,
in
the
case
of
non-compliance
with
child
support
or
where
prompt
action
best
serves
public
safety
interests.
E
E
Section
4,
as
originally
proposed,
creates
an
the
account
for
teacher
incentives
in
the
general
fund.
This
allows
for
carryover
to
the
next
fiscal
year,
puts
current
and
future
eligibility
of
newly
hired
newly
transferred
into
title
1
schools
or
retained
teachers.
At
title,
1
schools
into
statute,
section,
5,
renames,
the
teacher's
school
supplies,
assistance
account
to
a
reimbursement
account.
E
E
E
Our
last
three
here,
our
section
16
allows
an
employee
designated
by
the
state
superintendent
to
bring
charges
before
the
state
board.
On
the
superintendent's
behalf
when
cause
exists,
section
17
allows
for
out-of-state
programs
that
have
been
approved
by
the
commission
on
professional
standards
in
education
to
apply
for
the
teach
nevada
scholarship
awards.
E
In
the
last
one
section,
19
updates
the
educational
involvement
accord
to
the
school
compact
school.
Excuse
me
school
family
compact
and
allows
for
guidance
provided
by
the
department
relating
to
the
development
of
a
school
family
compact
and
removes
the
prescribed
language
related
to
the
educational
involvement
record
accord.
E
That
section
20
allows
for
the
money
appropriated
to
the
nevada
institute
on
teacher
and
educator
preparation
to
be
accounted
for
separately
in
the
state
general
fund
and
not
revert,
but
carry
forward
into
the
next
fiscal
year
with
that
that
includes
all
of
the
amendments
and
the
description
of
senate
bill
27.
Thank
you.
C
Okay,
thank
you
very
much.
Committee
members.
Do
you
questions?
As
you
recall,
we
heard
this
once
before,
and
then
there
was
all
these
amendments
that
came
forward.
I
wanted
to
make
sure
that
we
were
able
to
have
a
because
there's
a
lot
of
stuff
going
on
here
that
we
had
the
opportunity
to
ask
some
additional
questions.
Take
some
additional
support
oppose
testimony
those
kind
of
things
so
questions.
Do
you
for
any
questions
for
the
superintendent.
C
I'm
not
seeing
any
hands,
let's
see.
Okay
with
that,
I
will
so
I'm
not
seeing
any
from
our
folks.
So
with
that,
let's,
let's
hear
testimony
we'll
next
hear
testimony
and
support
opposition
and
neutral
on
the
bill,
and
we've
got
two
minutes
for
each
person
and
we're
going
to
start
with
the
first
the
hear
the
testimony
in
support.
H
H
H
B
Thank
you,
chair
dennis
and
committee
members
for
your
time
today.
For
the
record,
my
name
is
bob
deruss
b-o-b
d-e-r-u-s-e,
I
am
the
executive
director
of
ace
high

east
high

We
are

with
a
focus
on
industry
level,
learning
experiences
in
construction
manufacturing
and
transportation
trades.
B
I
am
here
in
support
of
the
proposed
amendment
related
to
the
changes
for
the
teachers.
School
supply
assistance
account
specifically
the
proposed
amended
language
on
pages
10
and
11
section
6.
in
prior
written
comments
from
february.
8Th
ace
was
opposed
to
the
bill's
language
that
restricted
the
teachers
options
of
purchasing
supplies
only
through
a
direct
reimbursement
format.
However,
the
proposed
amendment
addresses
our
earlier
concerns
with
this
specific
part
of
the
bill,
and
ace
would
like
to
thank
the
committee
and
those
offering
friendly
amendments
for
considering
our
concerns.
B
Ace
believes
the
amended
language
will
allow
teachers
greater
flexibility
to
take
full
advantage
of
the
supply
assistance,
account
and
hoping.
The
committee
consider
accepting
the
amended
language
which
will
allow
teachers
the
opportunity
and
freedom
to
purchase
necessary
items
for
the
classroom.
Thank
you
for
your
consideration
today.
H
B
Good
afternoon,
chair
dennis
this
is
david
daslich
d-a-z-l-I-c-h,
I'm
the
director
of
government
affairs
for
the

here
today
to
testify
in
support
of
sb27
with
the
considered
amendments.
Our
support
for
sb
27
remains
the
same
as
its
original
introduction.
B
This
does
cover
some
southern
nevada
forum
priorities
related
to
education,
so
we
are
in
support
our
gs
vote.
Thank
you.
H
B
Hi
this
is
brad
keating
k-e-a-t-I-n-g,
calling
from
the
clark
county
school
district
just
wanted
to
thank
the
department
of
education
for
their
work
on
this
bill.
That's
before
you
today,
we
appreciate
them
working
not
only
with
us
but
washoe
county,
as
well
as
the
nevada
association
of
school
superintendents,
and
look
forward
to
working
with
them
in
the
future.
So
thank
you
to
the
department
of
ed
again,
sarah
nick
joni
burton
the
team
over
there
for
making
this
bill,
something
that
works
for
everybody.
Thanks.
H
I
Thank
you,
mr
chair.
This
is
lindsey
anderson,
l-I-n-d-s-a-y
a-n-d-e-r-s-o-n
on
behalf
of
the
washoe
county
school
district.
I'd
just
like
to
echo
the
comments
of
my
colleagues.
Thank
you
to
the
department
of
ed
for
working
with
us.
We
look
forward
to
seeing
the
full
mock
up
and
continuing
our
support
of
this
bill
on
the
other
side.
Thank
you,
mr
chair.
C
Thank
you.
Let's
go
now
to
hear
any
to
any
testimony
in.
H
H
C
H
C
C
So,
let's
bring
it
back
any
any
additional
questions
that
the
committee
may
have
at
this
point.
C
Okay,
so
with
that,
I'm
going
to
go
ahead
and
then
oh
wait.
Let
me
just
in
an
abundance
of
caution.
I'm
going
to
pull
up
the
full
screen
once
again,
any
any
members
want
to
ask
any
additional
questions
or
clarifications.
C
Okay,
thank
you.
So
with
that,
I'm
I'm
going
to
go
ahead
and
close
the
hearing
on
sb
27
and
what
my
intent
would
be
that
we
would
get
a
full
mock-up
on
this
one
and
bring
it
back
to
work
session
when
that's
ready
and
ready
to
go
so.
C
C
That
will
next
go
to
our
next
item
on
the
agenda,
which
is
public
comment
bps.
If
we
could
open
the
line
for
public
comment.
H
H
H
I
L-I-N-D-S-A-Y-A-N-D-E-R-S-O-N
with
your
good
news
minute
for
the
day,
it's
an
exciting
moment
for
the
washoe
county
school
district.
This
week
at
our
new
proctor
r
hug
high
school,
the
first
high
school
to
be
built
in
washoe
county
school
district
in
over
20
years.
The
construction
team
is
topping
out
the
building,
meaning
they're,
placing
the
final
steel
beam
into
the
school's
structure.
If
you're
interested
in
signing
the
beam,
you
can
stop
by
the
current
hug
high
school
parking
lot
on
the
24th
between
3,
30
and
6
p.m.
I
To
leave
your
mark
and
just
as
a
reminder
when
the
students
move
out
of
the
old
hug
into
the
new
hug
high
school
that
will
be
renamed,
it
has
been
renamed
the
debbie
smith
career
technical
academy,
and
it
will
be
repurposed
and
revitalized
to
serve
as
another
cte
academy
for
our
district.
So
it's
a
very
exciting
day.
Thank
you,
mr
chair.
H
H
B
Thank
you
very
much,
brad
keating
for
the
record
b-r-a-d
k-e-a-t-I-n-g
representing
the
clark
county
school
district.
Just
as
lindsey
mentioned
a
good
news
minute.
We
wanted
to
do
one
of
our
own
as
well.
We
are
very
excited
to
announce
that
one
of
our
teachers
in
the
clark
county
school
district,
tyler
swick,
who
is
an
elementary
school
music
educator
at
bob
and
sandy
ellis
elementary
school
in
inspirada
and
henderson
nevada,
has
been
chosen
as
an
honoree
in
the
yamaha
music's
inaugural
40,
under
40
music
education
program.
B
So
to
tyler
we
appreciate
and
congrat
what
you
do
every
day.
We
congratulate
you
on
this
incredible
achievement
in
the
inaugural
40,
under
40
yamaha
recognition,
and
we
thank
him
and
all
of
our
fantastic
educators
who
are
pushing
music
and
arts
throughout
the
clark
county
school
district.
Thank
you,
mr
chair.
C
Thank
you.
We
do
have
some
amazing
music
and
art
features
in
our
system
in
in
nevada.
So
it's
amazing
to
get
recognition.
Okay,
let's
go
to
the
next
one.
H
B
Vice
chair
don
darrell
loop,
this
is
mary
berzinski,
representing
nevada
association
of
school
superintendents,
and
I
pushed
my
buttons
to
support
sb
27
a
little
earlier,
but
for
some
reason,
did
not
get
through,
but
I
just
wanted
to
take
a
minute
to
thank
the
nevada
department
of
education
for
working
with
us
on
sb27
and
for
accepting
the
amendments
that
we
propose.
So
thank
you
very
much.
G
Thank
you,
mr
trash
you're,
killing
community
council.
Yes,
your
committee
staff
should
be
able
to
indicate
that
those
comments
in
the
appropriate
place
in
the
minutes
for
this
meeting.
C
C
A
Yes,
thank
you.
I
think
it's
really
important
that,
as
we
hear
good
things
that
are
happening
in
our
school
districts
around
the
state,
that
we
take
this
opportunity
to
tweet
that
information
out
to
put
it
on
our
facebook.
I
think
too
often
educators.
A
They
do
their
job
every
day
in
school
and
they
think
this
is
just
what
we're
supposed
to
be
doing
and
we're
doing
what
we're
supposed
to
be
doing,
and
we
don't
take
an
opportunity
to
cheerlead
ourselves
a
little
bit.
So
I
would
encourage
everyone
on
the
committee
that,
as
we
hear
these
good
moments,
that
we
take
a
moment
to
tweet
that
out
and
so
that
the
broader
community
would
know
the
good
things
that
are
happening
in
our
school
districts.
