western
interstate
commission
for
higher
education
senate
bill.
446
is
a
budget
implementation
bill
for
the
witchy
budgets
that
were
closed
by
the
joint
money
committees
on
april
26th,
the
senate
committee
on
finance
and
assembly
committees
on
ways
and
means
approved
the
transfer
of
the
witchy
program
and
our
budgets
from
the
office
of
the
governor
to
the
nevada
system
of
higher
education,
resulting
in
general
fund
savings.

the
board
of
which

from

state

then

told
I
couldn't
be
on
the
board
witchy
anymore,
because
I
was
a
legislator,

states

legislators

chained
because
it
the
legislator,
was
in
one
branch
of
government
and
under
the
governor,
it
would
be
under
another
branch
of
government.
So
does
this
change
it
back?

legislators
can
be
on
the
board
of
witchy.

something

even

change,
the
office
is
still
in
the
executive
branch
of
government
and
it
still
exercises
powers
at
pertaining
to
the
executive
branch.
So,
with
the
interpretation
of
the
separation
of
powers
provision
in
the
nevada
constitution,
a
legislator
would
still
not
be
able
to
serve
as
a
commissioner,
because
then
they
would
be
wielding
power
in
two
branches
of
government.

partner

our
work
to
develop
a
home-grown
health
care
workforce,

we
know

health
outcomes
are
improved
when
providers
come
from
the
communities
they
serve
and
the
programs
to
encourage
this
are
needed.

the
state
to
supporting
these
improv
important
programs
that
which
he
provides
thanks
to
the
committee

addressing
this
important
issue,
and
we
urge
you
to
pass
this
bill.

One
of
these
concerns
included
the
dismantling
of
zoom
and
victory
schools
across
our
state
as
an
educator
within
a
zoom
school.
I
see
firsthand
the
impact
this
program
has
not
only
on
my
students,
but
also
the
surrounding
community.
When
I
brought
this
up
with
policymakers,
I
met,
I
was
told.
The
new
weighted
funding
formula
with
nsd543
will
account
for
these.
Students
needs,
as
well
as
the
needs
of
other
students
across
the
state.

In
comparing
the
funding,
my
students
will
receive
under
the
new
weighted
formula
to
the
amount
of
funding
that
is
currently
allocated
for
our
school
through
the
zoom
program.
The
numbers
just
don't
balance.
Therefore,
I'm
led
to
believe
that
when
the
initiation
of
sb543
officially
takes
place
this
summer,
the
services
and
resources,
my
students
and
their
families
rely
upon
will
be
reduced.

It
is
devastating
to
think
that,
in
order
for
sb543
to
work,
we
must
take
on
one
from
one
group
of
students
to
give
to
another.
I
realize
that
this
is
due
to
the
fact
that
sp
543
does
not
address
how
our
state
can
secure
additional
funding
for
education.
Instead,
sb
543
takes
dismal
per
pupil
funding.
We
currently
are
allotted
and
redistributes
it
in
a
way
amongst
our
vastly
growing
student
population
to
allow
sb
543
to
take
place
without
addressing
the
need
for
additional
revenue.
It's
a
disservice
to
our
students
in
the
future
of
our
state.

I
ask
that
adjustments
to
sb
543
are
made
to
allow
for
a
continuation
of
funding
to
resume
victory
programs,
in
addition
to
providing
funding
for
the
weighted
formula.
This
will
ensure
that
all
students,
regardless
of
which
school
they
attend,
will
receive
the
adequate
funding
and
support
they
need
to
succeed.
I
also
ask
that
the
new
revenue
streams
for
education,
such
as
ajr1,
are
packed
so
that
we
can
properly
fund
nevada's
education
system
and
provide
our
students
with
the
resources
and
support
they
need
to
succeed.
