collected
in
each
region
must
be
accounted
for
separately
and
be
used
for
certain
purposes
in
the
region
in
which
the
money
was
collected,
the
authorized
use
of
such
fees
is
expanded
to
include
the
repair,
operation
and
maintenance
of
communications
systems.
The
measure
further
expands
the
authorization
to
collect
such
fees
at
any
area
under
the
jurisdiction
of
division,
instead
of
only
at
state
parks.

from
state
parks
that
gets
deleted
and
it's
now
going
to

to
area
under
the
jurisdiction
of

land
still

be
owned
by
the
state
of
nevada,
and
the
reason
I
ask
is
we've
had
situations
where
lands
were
donated
to
the
state
by
private
entity
with
this
now
all
of
a
sudden
allow
fees
to
be
charged
on
those
properties
or
is
area
under
the
jurisdiction
of
the
division?

I'd
have
conferred
with
a
couple
other
colleagues
on
the
floor
and
they're
indicating
that
at
least
I
believe
that
is,
unless
somebody
hops
up
in
opposition
to
what
I'm
about
to
say
that
the
concept
is
they're,
going
to
create
regionalization
of
the
state
parks
to
be
able
to
disperse
the
funds,
but
all
these
lands
would
still
only
apply
to
the
concept
owned
by
the
state.
So
with

I

bill.

Having
received
a
two-thirds
majority,
it's
declared
past
order
in
the
assembly.

That
committee
makes
recommendations
on
changes
to
the
charter,
but
they
do
not
have
a
bill
draft
and
so,
as
the
senator
who
represents
a
significant
portion
of
sparks,
they
often
come
to
me
to
ask
to
carry
the
bill
forward
to
them.
So
I
did
want
to
note
that
this
request
request
comes
from
the
charter
committee
for
the
city
of
sparks.
I
Basically,
what
this
bill
does
is
it
aligns
the
charter
with
state
law
and
the
current
practice
for
elections
in
the
city
of
sparks
the
testimony
at
the
hearing
was
that
the
belief
is
that
state
law
would
trump
the
charter
anyway,
when
it
comes
to
elections,
and
they
wanted
to
make
sure
that
there
wasn't
any
lack
of
clarity,
because
the
language
in
the
charter
didn't
align
with
state
law.
So
at
the
end
of
the
day,
that
is
what
this
bill
does.

This
particular
paid
professional
lobbyist
posted
on
his
social
media,
page
and
I'll
spell
it
out,
republicans,
which
I
thought
was
bad
enough,
but
then
to
add
insult
to
injury.
He
called
a
member
of
the
legislature,
a
fascist
and
since
this
particular
legislator
is
in
fact
jewish.
It's
in
effect
calling
a
jewish
individual,
a
nazi,
and
there
is
in
our
apparently
there
is
nothing
ethically
that
we
can
challenge
people
like
that
this
on.

So
I
think
it
is
a
self-regulating
thing
when
a
professional
paid
lobbyist
does
this,
and
this
lobbyist
is
patrick
donnelly
of
the
center
for
biological
diversity.
Who
did
this,
and
while
I
thought
there
may
be
some
mechanism
inside
the
building
to
you,
know
discipline
a
lobbyist
that
does
something
of
this
nature.

We
need
to
be
aware
when
this
kind
of
behavior
happens,
I
would
assume
at
some
point
when
you're
a
professional
paid
lobbyist
and
you
lose
the
effectiveness
to
do
your
job,
because
you
alienate
a
huge
block
of
the
people
in
the
in
the
chambers
that
it
may
be
a
self-correcting
situation,
but
when
these
sorts
of
things
do
occur,
I
think
we
should
know
about
it
and
that
we
should
call
people
to
account
who
do
things
like
that.
So
I
just
wanted
to
bring
that
to
the
attention
of
the
body.
