requires
certain
employers
who
laid
off
employees
because
of
the
declaration
of
emergency
for
the
kovit
19
pandemic,
to
offer
job
positions
to
those
employees
under
certain
conditions.
The
bill
prescribes
an
order
of
preference
that
the
employer
must
follow
when
extending
a
job
offer
to
such
employees
and
requires
the
employers,
in
the
event
of
a
layoff,
to
provide
an
employee
who
is
to
be
laid
off
with
a
written
notice
containing
information
concerning
the
layoff.

The
bill
prohibits
an
employer
from
terminating
reducing
compensation,
refusing
to
employ,
or
otherwise
taking
any
adverse
action
against
a
person
who
takes
certain
actions
in
relation
to
the
provisions
of
this
bill.
An
aggrieved
employee
who
establishes
certain
requirements
may
file
a
complaint
with
a
labor
commissioner
or
bring
a
civil
action
in
court.
The
bill
sets
forth
certain
standards
for
establishing
and
rebutting
certain
presumptions
concerning
violations

the
provisions

bill

we

does
start

happen

we
start
to
see
progress
towards
getting
our
state
back
on
