not

emergency

have
this
brought
at
this
late
in
the
session,
when
it
deals
with

volume
of
dollars
is
frankly,
just
a
little
bit
disingenuous.
Another
issue
was
brought
up.
This
is
a
jobs
bill
which
is
true.
It
will,
if
you
spend
15
or
20
billion
dollars,
create
jobs,
but
that's
also
true
if
the
15
or
20
billion
remains
in
the
private
sector.

No
matter
what
you
do
with
15
or
20
billion
dollars,
you
are
going
to
create
jobs
now
for
those
that
testified
in
the
hearing
yesterday
and
it
was
universally
in
favor
of
it.
In
most
cases,
though,
these
are
the
people
that
are
going
to
be
benefiting
by
the
spending
of
that
money.
There
was
nobody
there
that
represented
that
I
saw
the
taxpayers
who
will
be
paying
this
over
the
next

number
of
years.

keep
in
mind

this
is

to
20
billion
dollar
tax
package,
essentially

we

passing

measure

session

very
first
day
it
started.

would
urge
my
colleagues
to
vote
no
on
this

allow
the
taxpayers
to
have
the
say
that
we
promised
them.

contamination

substances.

bill
prohibits,

exceptions,
the
discharge,
use
or
release
of
class
b
firefighting.
Foam
that
intentionally
contains
those
substances
requires
the
notification
of
the
division.
In
fact,
such
actions
are
taken
and
provides
that
a
violation
of
this
prohibition
is
a
misdemeanor.

bill
also
prohibits,
with
certain
exceptions,
the
manufacture
and
sale
of
children's
products,
furniture,
mattresses

products

manufacturer

replacing

flame
retardant
chemical
with

authorizes
the
state
forester
fire
warden
to
enter
into
cooperative
agreement
with
federal
state

local
agencies
for
the
purpose
of
creating

fire
board

directors

agencies
in
nevada
work
collaboratively
on
fire
suppression
activities.
The
bill
also
creates
the
wildland
fire
protection
program
in
the
division
of
forestry
and
the
state
department
of
conservation
and
natural
resources
and
authorizes
the
state
forester
fire
warden
to
enter
into
cooperative
agreements
with
fire
protection,
districts
and
boards
of
county
commissioners
to
participate
in
the
wildland
fire
protection
program.

we
really
want
to
see
a
reduction
in
fires,
we
need
to
do
something
about
the
fuel
buildup
and,
to
put
it
bluntly,
one
of
the
biggest
fires
in
nevada
occurred
in
my
district
about
500
000
acres,
the
martin
fire,
I've
seen
other
fires
all
across
nevada
since
really
the
1999
year
and
without
exception.
Those
fires
were
fueled
by
grasses.
That
could
have
been
grazed
and
could
have
been
harvested
right
behind
our
building
sea
hill.

The
city
of
carson
city
actually
pays
a
sheep
herder
to
come
in
once
a
year
and
graze
down
the
the
cheatgrass
fuels
primarily,
so
the
only
reason
I'm
bringing
that
up
is
sometimes,
I
think
we
kind
of
overlook
the
common
sense
things
that
can
we
can
do
to
help
reduce
fires
in
nevada.
So
I
think
one
thing
the
body
should
do
is
encourage
the
bureau
of
land
management
and
the
forest
service,
in
particular,
to
expand
the
amount
of
livestock
grazing
that
we
have
in
nevada.

They
have,
for
almost
a
half
a
century,
been
scaling
that
back
and
the
consequences
have
been
massive
builds
up
of
fuels
and
these
giant
hundred
thousand
acre
fires
that
are
entirely
preventable
with
common
sense
management
and
fuel
reductions.
So
I
do
urge
the
body
to
support
this,
but
keep
in
the
back
your
mind.
The
bigger
problem
in
nevada
is
not
a
lack
of
bureaucracy
and
coordinations
between
those
it's
a
build
up
of
fuels
that
are
in
fact
harvestable
and
could
be
put
to
great
use
and
benefit
our
agricultural
communities
in
the
process.

101
authorizes
a
licensed
veterinarian
to
administer
to
an
animal
certain
products
containing
hemp
or
cbd.
The
veterinarian
may
also
recommend
to
the
owner
of

animal

products
to
treat
a
condition
of
the
animal.
The
nevada
state
board
of
veterinary
medical
examiners
is
prohibited
from
taking
disciplinary
action
against
a
veterinarian
or
the
facility
in
which
the
veterinarian
engages
in
the
practice
of
veterinary
medicine
for
administering
the
recom
or
recommending
the
use
of
such
products.
This
bill
is
effective.

october
1st

revises

requirements

permits

camping

chord

me

a

generation
college
student

parents
who
didn't
graduate

high
school,

remember,

navigate
what
was
a
very
difficult
and
confusing
system.

mom
was
very
nervous
because
it
was
asking
for
all
this
financial
information
from
my
parents
and
we
were
trying
to
figure
out
how
to
find
that
information
and
how
to
fill
it
out,
and
it
was
very
confusing
for
a
family
that
had
never
had
a
kid
go
to
college.
To
try
to
navigate
some
of
that
paperwork.

was
very
lucky
to
have
run
into
somebody
from
the
university
of
nevada
reno,
who
helped
with
not
only
my
application
and
admittance
to
that
institution,
but
also
reached
out
to
make
sure
that
I
had
some
support
in
filling
out
that
application

we
were
really
struggling
to
figure
out
how
to
get
submitted
to
where
it
needed
to
go
and
why
they
needed
all
that
information.

supportive

that
the

be
a

of
the
state
bar
in

and

never
been
an
attorney
general
nevada.

qualification

concerns

for
a
constitutional
officer.
They
have
to
be
a
member
of
the
state
bar
and
in
good
standing
that
limits
the
pool
of
people
who
could
actually
run
and
when
we're
talking
about
a
constitutional
statewide
office,
why?

In
the
world,
we
want
to
limit
the
ability
of
the
voters
to
make
their
own
selections.
So
I
think
this
gives
way
too
much
authority
to
the
state
bar.
There
has
been
no
issues
with
the
people
running,
who
are
not
in
fact
attorneys,
but
if,
in
the
future
there
is
some
qualified
person
who
the
citizens
of
nevada
want
to
select
for
a
constitutional
office,
I
don't
think
we
should
restrict
that
ability.

little
strange
in
a
session
where
we
actually
are
putting
in
a
bill

says

veterinarian
doesn't

state
water
engineer
doesn't
need
to
be
an
engineer
where
we
actually
have
a
medical
officer,
that's
not
actually
capable

registered

chance
to
read
the
amendment,

this

field

boiler

put

four
water
heaters,

it
myself
actually
at
a
washoe
county
school,
and
because
these
water
heaters
were
a
certain
size,
they
had
to
meet
a
boiler
requirement
and
they
actually
brought
in
a
huge
expense,
the
factory
people
and
everything
else,
to
try
to
correct
them.

boiler
standard
and
honestly,

was
ridiculous.

were
big,
expensive
commercial
water
heaters
and
they
were

heaters,

boilers.
