A
C
Good
morning,
let's
pray
dear
lord,
to
whom
all
desires
are
known
and
from
no
secrets
are
hid.
We
come
before
you
this
glorious
day,
seeking
your
will
for
your
people
and
as
we
do
this,
we
give
you
praise
for
the
blessing
of
life
and
for
the
blessing
to
serve
you
today
through
the
gifts,
talents
and
wisdom.
You
give
us
thank
you,
father
for
these
leaders
and
staff
members,
the
many
prayers
we
have
for
them
today.
C
You
teach
us
to
not
become
weary
in
doing
good,
for
at
the
proper
time,
we
will
reap
a
harvest
if
we
do
not
give
up,
allow
these
trusted
servants
to
hear,
and
he
these
words
to
your
glory
in
the
same
way,
father
anoint.
These
humble
servants
with
hearts
committed
to
open
discussion
that
cast
aside
partisanship
and
focuses
on
prosperity
for
the
greater
good
of
your
people,
grant
them
ears
to
hear
truly
hear
the
issues
before
them
in
a
way
that
opens
the
door
toward
conversations
of
consensus.
A
Thank
you,
you
may
be
seated
order
business

three
reading
and
approval
of
the
journal
by
previous
order
of
the
senate.
The
reading
of
the
journal's

the
president
and
secretary
are
authorized
to
make
the
necessary

and
additions

B
Madam
president,
you're
committing
an
education
to
which
referred
senate
bill
number
249
has
the
stamina
to
consideration
banks
of
report
same
battle
recommendation
do
pass
sign
senator
moyes
mo
dennis
chair.
Madam
president,
your
committee
on
finance,
to
which
was
re-referred
senate
bill
number
68,
has
said
the
same
under
consideration.
Basically
would
report
same
back
recommendation
amended
to
pass
as
amended
signed
senator
chris
brooks
chair,
madam
president,
command
on
growth
and
infrastructure
to
which
were
referred
senate
bills.
B
B
E
Okay,
thank
you,
madam
president,
and
I
would
ask
if
my
colleague
from
senate
district
one
may
provide
some
additional
remarks
on
senate
joint
resolution.
Number
six.
F
Senate
joint
resolution
six
expresses
support
for
the
creation
of
a
retirement
plan
that
addresses
the
loss
of
retirement
benefits
for
military
spouses
due
to
frequent
relocations.
The
resolution
further
urges
the
federal
government
to
implement
such
a
retirement
plan
that
is
funded
by
the
department
of
defense
appropriations
act.
The
resolution
is
effective
upon
passage.
Thank
you.
A
A
G
Thank
you,
president
senate
joint
resolution.
10
urges
the
united
states
congress
to
protect
the
public
lands,
including
an
adjacent
to
sunrise,
mountain
frenchman,
mountain
and
the
rainbow
gardens
in
clark
county
by
designating
all
or
portions
of
the
area
as
a
national
conservation
area,
national
recreation
area
or
national
monument,
or
applying
other
federal
protections
that
congress
deem
appropriate
for
these
important
and
scenic
lands.
G
A
president,
as
many
of
us
know,
from
the
southern
part
of
the
state,
our
our
our
constituents
are
very
eager
to
you
know,
get
outdoors
to
be
able
to
hike,
to
be
able
to
camp
and
picnic
and
go
to
very
really
special
places
and
frenchman.
Mountains,
sunrise
mountain
rainbow
gardens.
They
are
extremely
special
places.
G
The
gypsum
cave
is
there,
which
my
colleague
from
senate
district
14
just
sent
me
a
book
that
was
published
in
1915,
that's
by
professor
harrington,
about
his
research
in
the
gypsum
cave
and
there's
evidence
of
very
early
human
life
and
of
animal
life
that
I
think
my
gosh.
It's
filled
up
the
museums
all
over
the
country
with
that
information.
G
There's
a
rock
formation
called
the
great
unconformity
that
shows
billions
of
years
of
the
age
of
the
earth
and,
as
far
as
I
know,
there's
only
one
other
place
on
the
planet
that
has
this
that
people
can
see
and
there's
tremendous
hiking
there.
Some
people
enjoy
going
rainbow
gardens
for
off
highway
recreation.
G
If
there'd
be
a
little
more
attention
paid
to
it
by
the
federal
government,
and
if
you
know
we
could
get
the
facilities
in
terms
of
trails
and
just
you
know,
parking
parking
spaces
bathrooms
to
really
let
southern
nevadans
and
people
in
the
whole
area
enjoy
this.
So
I
do
urge
support
of
this
resolution.
H
Thank
you.
Madam
president.
I
want
to
commend
senator
from
district
21
for
bringing
this
important
piece
of
legislation
forward,
even
though
it
is
a
resolution
to
congress.
It
is
a
long
overdue
conversation
that
will
finally
begin
to
prioritize
the
land,
around
sunrise,
mountain
french,
mountain
and
rainbow
gardens.
H
I
am
a
proud
alum
of
east
career
and
technical
academy,
which
is
located
right
at
the
base
of
sunrise
mountain
and
I
spent
many
years
admiring
the
landscape
nearby
my
high
school,
and
occasionally
we
would
chase
the
soccer
balls
that
would
fly
over
the
gate
and
into
the
terrain.
We
learned
about
the
great
unconformity
in
my
physics
class,
but
we
know
there
are
plenty
of
other
reasons
why
this
land
is
treasured
by
many
of
the
residents
of
of
east
las
vegas.
H
For
too
many
years,
this
land
has
been
ignored
and
left
behind.
Trash
has
piled
up
over
the
course
of
the
pandemic.
Residents
have
been
exposed
to
unsafe
hiking
conditions
and,
of
course,
more
must
be
done
to
ensure
that
the
environment
is
kept
and
protected.
I
was
excited
to
learn
that
sjr10
would
come
through
natural
resources
and
I
urge
my
colleagues
to
support
this
legislation.
Thank
you.
I
Thank
you,
madam
president,
just
a
question
to
the
sponsor.
I
wonder
if
the
senator
from
district
21
can
tell
me
I'm
just
curious.
What
are
we
protecting?
I
mean
the
formations
that
you're
describing
are
those
that
are
completely
undevelopable
in
the
first
place
that
no
one
could
actually
develop
on
them.
So
I'm
wondering
if
there's
discussion
about
the
extent
how
much
developable
ground
are
we
talking
about
involving
and
do
we
know
what
the
impacts
there
are.
Basically,
what
are
we
protecting?
G
If
anyone
has
the
time
to
go
back
and
look
at
the
history
of
red
rock
canyon
in
southern
nevada,
our
gem,
our
you
know,
treasure
we
have
down
there
on
the
western
end
of
the
spring
mountain
range.
The
history
I've
read
is:
if
you
look
back
60
70
years
ago,
prior
to
the
federal
protections
for
red
rock
canyon,
people
were,
unfortunately
dumping
old
cars
using
them
for
target
practice.
There
was
a
lot
of
garbage
being
thrown
out
there.
G
I
cannot
tell
you
how
many
families
I
saw
hiking
up
on
the
sunrise,
mountain
on
the
frenchman,
mountain
and
rainbow
gardens
on
trails
that
have
not
been
maintained
that
are
just
kind
of
you
know,
trails
that
people
hike
on
for
fun,
but
there's
tremendous
potential
there,
and
if
congress
would
act
upon
getting
this
resolution,
I
think
it
would
be
a
great
benefit
to
everyone
in
in
southern
nevada
and
and
adjacent
whether
you're
on
the
eastern
side,
the
western
side,
henderson
or
north
las
vegas
to
have
more
opportunities
to
get
outdoors
and
to
recreate.
G
I
I
Or
is
this
proposal
simply
the
letter
to
congress,
not
considering
the
extents
of
the
protection,
but
just
asking
them
to
protect
it?
I
guess
I'm
trying
to
figure
out.
Are
we
foreclosing
development
and
expansion
in
areas
that
would
be
appropriate
by
encouraging
the
protection
of
the
entire
area,
or
are
there
specific
areas
that
we're
trying
to
protect.
A
G
Thank
you,
president.
Through
you
to
my
colleague
from
senate
district
20..
The
research
I've
done
is
that
currently
in
the
federal
lands
bills
that
are
pending
in
the
congress,
I
have
not
been
able
to
find
any
current
increased
protection
for
sunrise,
mountain
frenchman,
mountain
or
rainbow
gardens.
G
The
resolution
is
written
in
a
way
that
I
believe
would
give
congress
the
freedom
to
to
look
at
the
federal
lands
they
do
most
appropriate
for
increased
protection
and,
as
to
your
question
about
development,
for
that
one,
I
think
what's
developable
and
what's
not
developable,
certainly
in
the
eyes
of
the
beholder,
because
we've
seen
development
spread
out
to
almost
every
end
of
our
valley
and
and
keep
going,
and
but
I
think
that
there's
some
areas
there
that
need
need
protection.
The
way
the
way
congress
did
step
up
and
protect
red
rock
canyon.
J
J
You
know
the
things
that
have
been
mentioned,
the
great
unconformity,
the
gypsum
cave
have
been
many
times
have
been
there
doing
things
that
can
protect
us
so
that
others
will
have
that
same
opportunity
in
the
future.
I
think
us
encouraging
congress
to
do
that
is
is
important,
and
this
is
just
an
important
part
of
our
valley,
and
so
I
support
sgr10.
Thank
you.
G
Thank
you
very
much,
president
and,
of
course,
I'm
hopeful
that
congress
will
act
upon
hopeful
receipt
of
this
resolution,
but
I
would
be
remiss
to
not
mention
a
few
folks
who
worked
very
hard
on
seeing
this
happen.
Our
former
colleague
state
senator
tom
hickey,
who
used
to
represent
much
of
that
area.
This
was
a
passion
he
had
and
a
discussion.
He
and
I
had
many
years
ago
before
before
we
lost
senator
hickey
about
trying
to
unlock
the
potential
up
there
on
sunrise,
mountain
frenchman,
mountain
for
people
to
be
able
to
enjoy
it.
G
Helen
mortensen,
the
the
widow
of
our
our
late
colleague,
former
assemblyman
harry
mortensen,
has
worked
tirelessly
with
a
group
called
citizens
for
active
management
and
dr
steve
roland
emeritus,
professor
of
unlv
geology,
worked
tirelessly
as
well
as
many
others.
And
again
I
want
to
thank
the
chair
of
natural
resources
for
being
very
passionate
about
this
issue.
I
do
urgent
support.
A

Senator

My

Madam

I

Yes,
amendment

makes
the
following
changes
to
senate
bill.
38
clarifies
that
the
bill
does
not
intend
to
require
disclosure
of
otherwise
legally
privileged
material
and
provides
that
any
law
firm
or
attorney
offering
pro
bono
legal
services
pursuant
to
the
bill
is
deemed
ineligible
for
outside
counsel
contracts,
with
the
office
of
the
attorney
general
for
a
period
of
one
year.
From
the
end
of
the
date
of
the
pro
bono
contract.
I
Thank
you,
madam
question.
Madam
president,
just
a
quick
question
as
to
the
provision,
I
suppose
why
we
are
authorizing
pro
bono:
legal
services
for
the
largest
law
firm
in
the
state
in
the
first
instance,
but
particularly
why
we
would
need
a
a
prohibition
from
entering
into
any
other
contract
if
they
thought
that
was
appropriate.
G
Thank
you,
president.
Through
you
to
my
colleague
from
senate
district
20..
My
recollection
at
the
hearings
was
that
representative
of
the
attorney
general's
office
testified
that,
when
they
do
enter
into
these
relationships
with
pro
bono
attorneys
that
there's
certain
confidential
information
that
there's
there's
a
concern
about
that
certain
desire
that
the
pro
bono
attorneys
that
there's
no
possible
even
an
appearance
of
an
impropriety
by
seeking
some
kind
of
outside
employment.
G
That
might
be
in
the
same
vein
of
of
something
that
they
might
have
been
helping
on
in
terms
of
their
pro
bono
work.
That's
my
recollection
of
the
hearings.

L
M
Used
to
have
a
statement
but
I'll
I'll
try
senate
bill
47,
as
I
believe,
madam
president,
extends
some
of
the
provisions
we
passed
during
the
special
session
over
the
summer
to
allow
the
state
treasurer
to
recommend,
under
certain
circumstances,
the
issuance
of
up
to
150
million
dollars
in
interim
debentures
to
help
cover
cash
flow.
M
If
the
state
is
having
a
projected
general
fund
balance,
that's
insufficient
to
meet
its
operating
needs
in
this
process,
the
state
treasurer
would
have
to
make
a
recommendation
to
the
interim
finance
committee,
which
would
need
an
affirmative
approval
before
forwarding
that
recommendation
to
the
board
of
finance
for
its
approval
and,
ultimately,
the
issuance
of
that
short-term
interim
debt.
Thank
you,
madam
president.
N
N
N
N
The
power
that
is
given
in
this
bill
is
great.
It
adopts
language
from
sb4
from
the
special
session.
It
is
not
just
a
tool
in
the
toolbox.
It
is
not
a
power
that
you
asked
to
be
returned
to
the
legislature,
because,
in
my
opinion,
it
isn't
a
power
that
should
be
delegated
away.
It
is
a
power
that
I
feel
should
that
should
remain
within
the
entire
legislative
body
and
in
its
total
wisdom
should
determine
when
to
enact
this
power.
It
is
a

article

of

that
power
is
so
great

that
I
really
want
and
felt
very
strongly
that
this
power,
because
it
is
so
great
and
because
the
entire

did
it
in
the
legislative
session
in
a
special,
and
we
meant
it
to
be
for
an
emergency
in

temporary.

a

that
I,
even
with

as
much
as
I
respect
my

and
going
having
the
power
to

I
think
it's
important
to
note
that
you
know
walking
into
this
legislative

The

our

J
J
I
Thank
you.
Madam
president,
I
hesitated
in
my
concurrence
with
the
passing
this
out
of
committee.
I've
since
had
conversations
with
the
dmv,
and
it
sounds
like
my
concerns-
were
about
proper
authentication
of
the
documents
and
the
proving
of
the
identity
of
the
person.
I
The
dmv
officials
have
told
me
that
that
process
has
been
fairly
well
thought
through
and
that
they
believe
that
they
are
capable
of
properly
authenticating
the
people
making
sure
that
the
people
that
they
give
the
the
license
or
the
forms
of
id2
and
the
tags
for
their
vehicles
and
that
sort
of
thing
that
they
will
actually
be
able
to
identify
who
the
person
is
and
that
we
may
feel
comfortable
that
they
have
done
that.

Thank
you,
president,
for
calling
on
me
again
the
second
bite
at
the
apple.
If
you
will
very
early
in
the
pandemic,
when
we
were
under
lockdown
orders,
I
got
a
call
from
the
lieutenant
governor
saying
people
need
food.
We
need
to
help.
I
think
we
could
keep
restaurants
busy
and
keep
some
people
employed.
K
Could
you
give
me
a
hand-
and
I
had
just
accepted
a
new
job
at
the
health
district
20
days
into
a
pandemic
and
said
not
really
here's
a
couple
people
you
could
talk
to
to
think
of
that
call
back
in
march
of
2020
the
persistence
of
our
lieutenant
governor
and
the
amount
of
work
that
she
put
in
to
pull
together
the
right
team
to
accomplish
something
extraordinary
a
year
later.
Looking
back
on
that,
I
could
not
let
time
go
by
without
making
sure
that
we
recognized
it.
K
K
E
Thank
you,
madam
president,
and
a
huge
thank
you
to
my
colleague
from
from
reno
who
did
an
amazing
job
of
putting
together
what
I
think
is
an
a
wonderful
honor
for
someone
who
really
did
step
up
and
go
above
and
beyond,
and
we're
not
all
so
lucky
to
have
such
a
wonderful,
lieutenant,
governor,
presiding
officer
in
our
legislative
bodies
and
we're
truly
blessed
to
have
you,
madam
president,
and
so
on
behalf
of
everyone.
E
I
think
I
speak
firmly
in
saying
thank
you
so
much
for
not
only
your
service
to
this
state,
but
your
care
and
dedication
to
the
well-being
of
those
who
live
in
the
communities
around
us.
It
takes
someone
special
to
give
a
little
bit
extra
of
themselves,
especially
in
a
time
of
crisis
in
need,
and
that
definitely
is
you,
and
so
thank
you
very
much
for
all
of
your
hard
work
and
as
always,
we
appreciate
you
being
here
to
guide
us
in
the
senate.
E
That
is
all
that
I
have
so.
I
move
that
we
stand
in
adjournment
until
the
hour
of
11am
on
wednesday
april
7th

A
Thank
you.
You
guys
have
heard
the
motion,
all
those
in
favor
signify
by
saying
yay
oppose
nay.
I
will
see
you
soon
and
thank
you
from
the
bottom
of
my
heart.
Thank.
