exceptional
service

members

this
body

will

senators

go

only
work

behalf

their
constituents

on
the
state
of
nevada,

also
to
ensure

state
continues

place

all

esteemed

dennis

man

integrity
and
leadership
who

faithfully
represented
senate

2010

I

like

highlight
at
this
time.
As
you
all
know,

nearing
the
end
of
his
final
term.
As
a
member
of
the
senate,
he
is
the
son
of
cuban
immigrants,
armando
and
dolores,
born
in
brooklyn
new
york.

After
one
year
of
study,
he
served
a
two-year
mission
in
uruguay
for
the
church
of
jesus
christ
of
latter-day
saints
upon
returning
to
byu.
He
met
the
lovely
susan
cook
who
he
married
soon
after
at
just
21
years
old,
and
I
truly
hope
everyone
got
to
take
a
good
look
at
that
awesome
photo
just
a
couple
of
weeks
ago.

Shortly
after
he
and
his
friend
opened
a
music
store
where
he
learned
valuable
lessons
in
entrepreneurship
and
business
management.
After
closing
his
business
and
moving
back
to
las
vegas
to
raise
his
family,
he
was
introduced
to
a
computer
technology
group
at
the
library
which
led
to
a
long
computer
technical
career.

It
started
the
process
of
replacing
the
nevada
plan,
funding
formula
and
most
of
the
categorical
funding
for
k-12
education
with
the
people-centered
funding
plan.
The
revised
formula
allows
for
a
funding
system
that
follows
each
student,
resulting
in
a
more
equitable,
innovative
and
transparent
system
that
supports
better
academic
outcomes
for
the
diverse
student
population
we
have
in
the
state.
This
policy
policy
supports
one
of
his
most
enduring
and
fundamental
values
that
all
children,
no
matter
their
situation,
should
have
an
equal
opportunity
to
receive
a
quality
education.

My
colleague
was
first
elected
to
the
assembly
in
2004
and
during
his
time
there
he
served
on
numerous
committees,
including
education
and
reason,
means
after
being
elected
to
the
senate.
In
2010,
he
quickly
rose
to
prominent
leadership
positions,
including
as
the
assistant
majority
whip
for
the
2011
session
and
in
his
first
senate
term,
his
caucus
elected
him
as
senate
majority
floor
leader
for
the
2013
session
becoming
the
first
hispanic
majority
leader
of
the
nevada
senate.

During
the
interim,
when
the
business
of
the
legislative
legislature
requires
numerous
committees
to
study
topics
and
prepare
for
the
next
session,
he
has
stepped
up
to
serve
in
various
capacities,
mainly
on
education
policy
groups
and
on
the
legislative,
commission
and
interim
finance
committee.
He
has
also
represented
nevada
in
various
national
forums,
including
the
education
commission
of
the
states
and
the
council
of
state
governments.

Most
of
us
here
can
agree
on
his
exceptional
ability
to
balance
not
only
family
life
but
also
service
to
his
community
and
to
his
church.
One
constant
throughout
his
service
in
this
building
has
been
his
excitement
and
talking
about
his
kids
and
grandkids,
which
I
have
truly
appreciated,
especially
this
session.

While
my
colleague
is
focused
on
public
service
and
the
responsibilities
as
an
elected
official,
he
always
makes
time
to
be
there
for
his
family,
even
if
it
means
sacrificing
sleep,
family
and
his
spiritual
principles
are
his
guiding
star
over
a
decade
ago,
while
he
was
still
serving
in
the
assembly.
He
was
quoted
as
saying
that
family
values
are
why
he
is
in
the
legislature.

Additionally,
senator
dennis's
other
personal
and
professional
accomplishments
are
a
testament
to
his
commitment
to
the
improvement
of
nevada's
communities.
It
is
a
common
occurrence
to
see
him
flying
to
and
from
las
vegas
and
reno
in
the
same
day
to
attend
anything
from
his
kids
concerts
and
school
events
to
community
events.
On
a
quick
day
trip
last
session,
he
attended
the
grand
opening
of
the
east
las
vegas
library.

He
also
received
the
prestigious
eagle
scout
award
and
once
said
that
the
program
taught
him
valuable
leadership
skills
that
he
still
uses
today.
The
significance
this
award
has
had
on
his
life
is
one
reason
he
continues:
volunteering
his
time
with
the
scouts.
This
is
one
attribute
that
many
of
us
think
about
when
we
think
of
our
dear
friend
mo,
and
he
pays
it
forward
to
the
next
generation
of
kids
in
recognition
of
his
many
years
of
service
and
dedication
to
the
scouting
program.
He
was
recently
presented
with
the
silver
beaver
award.

successful
term

service

remiss

I

didn't
know
that
we
are
truly
in
a

in
this
session,
where
we're

funding

people-centered

people

me
a
little
bit

myself

I'd
say
you

I'm

years
old,

kind

know
who
I
am
now

years
later.

in
a
moment
and
when
you
surround
yourselves
with
really
good
people
that
doesn't
last
forever,
but
you
recognize
when
the
time
has
gone
by
what
an
experience
it
has
been

the
some
of
the

four

we're
going
to
be
talking
about
today.

that
we've
all
had
shared
experiences

shared
moments
and
there's
just
something
we
take
away
from
them

so
having
said

going

hard

he

several

have
known

doctor
representing
district
12,
joseph
p
hardy,
the
inquisitive,
sincere
and
caring
family
man
has
left
his
mark
as
much
on
his
legislative
colleagues
past
and
present,
as
he
has
on
health,
human
services
and
education
policy
in
this
state,
whether
providing
free
advice
or
emergency
medical
care
to
those
of
us
in
the
legislative
building
or
never.
Failing
to
ask
a
clarifying
question
in
committee,
dr
hardy
has
improved
the
lives
of
many
of
these
halls
and
the
greater
community
in
native
nevadan.

He
too
served
a
mission
for
the
church
of
jesus
christ,
of
latter-day
saints
in
france,
earned
his
bachelor
of
science
from
the
university
of
nevada,
reno
school
of
medicine
received
his
doctor
of
medicine
from
washington
university
school
of
medicine
in
st
louis
missouri,
and
completed
his
family
practice
residency
in
phoenix
arizona
where
I
was
told
he
also
bought
a
really
cool
bolo
tie
that
today
is
still
a
prized
possession
upon
finishing
his
formal
education.

served
in
the
military
in
south
dakota
achieving
the
rank
of
major
in
the
united
states
air
force
from
there.

His
dedication
and
passion
for
pursuing
policies
to
address
the
shortage
of
health
care
providers
in
this
state
by
reducing
barriers
to
licensure,
improving
the
workforce
pipeline
and
increasing
access
to
care
for
all
nevadans
led
to
his
desire
to
serve
on
the
senate
committee
on
commerce
and
labor
and
energy.
For
most
of
his
tenure
in
this
house.

The
list
of
his
awards
is
just
as
lengthy
and
includes,
among
many
others,
being
named
family
physician
of
the
year
twice
in
1998
and
in
2010,
and
I
don't
know
what
it
was
called.
But
I
know
you
got
another
award
because
I
accepted
it
on
your
behalf
and
in
true
ham
and
fashion.
I
said
all
but
nice
things
about
you
and
you're
laughing,
because
you
know
it's
not
true
as
busy
in
his
personal
life
as
he
has
been
in
the
legislative
realm.

He
is
first
and
foremost
dedicated
to
his
family,
married
to
jill
swingington
hardy,
a
family,
a
familiar
face
in
the
legislative
building,
she's,
probably
up
just
a
few
feet
above
us
for
more
than
48
years.
Together
they
have
eight
children
and
21
grandchildren,
I'm
sure
it'll,
surprise,
no
one
that,
despite
keeping
an
extremely
busy
schedule,
he
also
managed
to
find
time
to
attend
his
kids
activities
and
sporting
events
with
his
final
regular
session
of
the
nevada
legislature.

We
have
them
here
today
with
us,
and
I
can
tell
you
that
I've
been
bothering
senator
keith
keffer
for
quite
a
while
to
bring
the
klan,
because
it's
not
we
don't
have
a
legislative
session
here.
It's
not
complete
unless
we
see
the
key
keffer
clan
we've
all
watched,
the
key
keffer
kids
grow
up
and
seen
firsthand
that
ben
always
always
puts
his
family
first,
when
a
senate
seat
opened
in
2010
banner
ben
ran
for
public
office,
his
talent
and
worth
ethic
got
him
an
assignment
to
senate
finance,
a
coveted
spot
for
a
freshman.
I
In
fact,
it
was
ben
who
sponsored
a
bill
in
his
first
session
in
2011,
to
create
the
sunset
subcommittee
of
the
legislative
commission
to
review
boards
and
commissions
in
the
state
each
interim
before
this
legislation.
These
entities
were
without
any
real
oversight
for
decades
during
his
term
as
chair
of
senate
finance.
With
the
philosophy
of
money
is
policy,
he
would
oversee
education
reforms
linked
to
increased
funding
and
accountability
for
education,
including
the
first
needs-based
scholarship
for
community
college
students.
The
silver
state
opportunity
grant
program.
I
That
program
has
made
a
difference
in
many
many
lives,
but
also
devoted
much
of
his
time
to
significant
legislation
aimed
at
diversifying
nevada's
economy
and
was
the
first
to
recognize
the
importance
of
blockchain
technology
to
the
state.
He
was
a
featured
speecher
at
the
national
conference
of
state
legislatures
annual
meeting
in
2019
to
speak
about
the
nascent
technology
and
we
all
know
he's
been
a
leader
in
many
bills
that
were
on
the
cutting
edge
of
business
and
really
putting
our
state
in
a
tremendous
position
on
that
front.

Please

appreciation

our
true
steward
of
good
governance.

commitment

he
returns

almost

it's

together

six

it's
almost
been
like
a
father
and
son
relationship.
So
I
appreciate
that.

so
I'll
kick
it
off.
Today,
I
rise
along
with
my
colleagues

honor
a
conscientious
public
servant,
a
personal
friend
to
many
in
this
chamber.

He
is
what
I
consider
to
be
an
old-time
senator.
There
was
a
time
in
this
building
when
there
were
a
lot
of
cowboy
hats
and
and
boots
in
the
building,
but
he
is
one
of
the
best
in
the
best
way.
He
not
only
takes
the
time
to
learn
the
issues,
but
he
also
understands
how
to
explain
the
importance
of
policies
that
we
work
on
here
in
carson
city,
his
colleagues
and
friends,
and
constituents
can
easily
pick
him
out
in
the
crowd.

that
hey
boss,

it

said,
and
if
you
truly
miss
something
he'll
give
you
some

so
you
know
james
settlemeyer
is
in
the
room:
cinder
settlemyer's
fourth
generation
rancher,
who
grew
up
on
a
ranch
just
south
of
the
capital
city
in
carson
valley.
During
his
formative
years
he
participated
in
4-h
future
farmers
of
america
and
during
that
career
included
coaching
livestock
teams.
He
was
extremely
good
at
it.
He
graduated
from
douglas
high
school
as
a
member
of
the
class
of
1989,
with
approximately
180
students
the
same
school.

His
grandfather
graduated
from
several
decades
earlier,
but
as
a
class
of
one
of
one
in
a
class
of
three
students,
a
huge
difference,
I'll
show
you
how
we've
grown
here.
His
family
was
prominent
and
active
in
agriculture
and
politics.
He
follows
two
relatives
who
served
in
the
nevada
legislature,
senator
fred,
h,
settlemyre,
representing
douglas
county

through
62
and
assemblyman
william
bill
settlemeyer,
who
represented
elko
county
from
1924
through
1926.

senator
settlemeyer,
attended,
cal,
poly
tech
in
san
luis
obispo,
earned
a
bachelor
of
science
in
agricultural
education,
he'd
return
home
in
the
summers
and
during
the
vacations
very
similar
to
a
lot
of
ranch,
kids
and
work
on
the
family
ranch
and
apply
what
he
learned.
He
continued
his
education
by
taking
courses
in
legal
studies
and
graduated
from
the
leadership
douglas
county
program.

He
served
and
interacted
with
his
community
through
his
appointment
by
governor
kenny
guinn
to
the
nevada
state
conservation
commission
in
2001,
where
he
was
the
vice
chair
of
the
first
year
and
was
elevated
by
election
to
the
chair
in
his
second
year.
He
was
also
elected
to
the
carson
conservation
district
in
1999
by
the
landowners
and
his
peers
in
the
valley
in
2006,
senator
settlemeyer
was
elected
to
the
assembly
and
would
go
on
to
serve
two
consecutive
terms.

As
we
all
know,
the
job
of
being
a
legislature
does
not
end.
After
the
120
days
of
the
regular
session,
senator
settlemyre
digitally
served
diligently,
served
on
interim
committees,
ledgecom
interim
finance,
legislative
commission
for
the
review
and
oversight
of
the
tahoe
regional
planning
agency,
the
mar
lake
water
system,
the
sunset
subcommittee
of
the
legislative
commission
and
the
legislative
committee
on
event
on
energy
to
name
a
few
during
his
time
in
these
legislative
halls-
and
I
like
this-
he's
been
a
quiet
of
a
man
of
quiet
action
but
strong
convictions.

don't
know
if
quiet
is
a
good
term
to
use
for
him,
but
anyway
he
cleared
carried
legislation
to
ensure
reasonable
accommodations
for
voters
with
disabilities
to
ensure
access
to
polling
places
for
all
nevadans.
That
was

the
2017
session.
He
worked
with
the
california
state,
senator
ted
gaines,
to
pass
legislation
in
both
california
and
nevada,
20
sb

to
the
15
session,
to
make
a
higher
education
more
affordable
for
residents
in
close
proximity
to
the
state's
border
by
encouraging
the
reinstatement
of
the
long-standing
good
neighbor
policy
with
california.

wish
him

know
he
will

continued
success

caitlin

sabrina

he

the
supreme
court
of
the
state

nevada
has
already
determined
to

improper.
These
are
employees
of
the
judiciary,
not

employees

the
county.
However,
they
do
have
an
interlocal
agreement
whereby
the
county
will
pay
their
paychecks
and
handle
their
human
resources,
but
they
are
not
employees
of
the
county,
so
it
would
be
improper
to
authorize
this.

adults

years

whose
plan
for
permanent
placement
on
their
18th
birthday
is
a
permanent
living
arrangement
other
than
family
reunification.

young
adults
remain
under
the
jurisdiction
of
the
court
until
they
reach
21
years
of
age,
have
the
same
ability
to
make
decisions
as
adults
who
are
not
subject
to
the
court's
jurisdiction
and
are
entitled
to
continue
receiving
services
and
monetary
payments
from
the
supervising
child
welfare
agency.
These
eligible
young
adults
may
decide
to
participate
in
the
program
any
time
before
their
21st
birthday.
