active

the
effort
to
integrate
the
public
schools
where
I
lived,
I
remember
vividly
the
first
black
student,
who
was
bussed
into
my
elementary
school
and
with
whom
I
shared
a
close
friendship.
At
the
time
my
mother
was
actively
engaged
in
the
movement
and
taught
me
to
look
at
behavior
rather
than
appearance
when
judging
people,
I
have
been
forever
influenced
by
her
determination
today.
I
In
my
view,
the
goal
should
be
to
place
every
person
seeking
fulfillment
in
a
position
where
they
may
obtain
it,
based
upon
their
personal
traits
and
perseverance,
no
matter
how
those
traits
may
appear.
Ultimately,
though,
race
conscious
language
is
in
this,
bill
has
been
eliminated
by
the
amendments.
I
The
history
of
the
bill
makes
clear
on
its
intent.
Additionally,
this
bill
is
unnecessary
and
overly
burdensome
on
hoas
and
their
ability
to
collect
legitimate
assessments
that
remain
unpaid.
The
perception
of
conflict
between
hoas,
their
community
managers,
if
they
have
one
and
a
collection
effort
to
obtain
the
duly
owed
assessment,
is
only
that
a
perception.
I
I
I
cannot
support
this
bill
and
the
race
conscious
legislative
history
of
this
bill
cannot
be
unspoken
any
more
than
we
can
unring
a
bell
and,
although
others
may
disagree,
it
is
my
legal
opinion
that
that
this
history
has
forever
tainted
this
bill
by
demonstrating
its
goal
of
race-based
decision
making
and
therefore
I
cannot
support
it.
If
we
wish
to
find
true
equality
and
treatment,
it
must
begin
with
race,
neutral
goals
that
put
all
people
on
an
even
playing
field,
not
simply
changing
the
parameters
of
the
prejudice
that
moves

to

the

services
shall
conduct
a
study
related
to
investments
in
juvenile
justice
prevention
activities,
the
division
cell
consult
and
look
with
local
probation
departments,
regional
facilities
for
the
treatment
and
rehabilitation
of
children
and
any
other
entities.

determines
to
have
special
knowledge
or
interest
in
juvenile
justice
programs
or

question
since
I've
been
stung
by
hobbyist
beekeepers
in
the
past
when
dealing
with
this
in
the
past,
an
apiary
was
typically
a
term
used
for
the
operation,
not
the
number
of
hives,
and
so
I'm
wondering
if,
in
this
context,
when
we're
asking
about
10
apiaries,
are
we
talking
about
the
number
of
hives
within
each
hobbyist's
control?
Or
are
we
talking
about
10
separate
locations
where
they
may
contain
hives.

The
amendment
clarifies
that
the
pharmacist
must
provide
the
risk
assessment
questionnaire
to
a
person
who
requests
a
self-administered
hormonal
contraceptive
and
clarifies
that
the
patient
must
complete
the
questionnaire.

senate
bill
190
requires
the
state's
chief
medical
officer
to
issue
a
standing
order,
allowing
a
pharmacist
to
dispense
self-administered
hormonal
contraceptives
in
accordance
with
a
protocol
established
by
the
state
board
of
health
to
dispense
such
contraceptives.
A
pharmacist
must
provide
a
risk
assessment
questionnaire
to
a
patient
who
requests
a
self-administered
hormonal
contraceptive,
create
a
record
and
provide
the
patient
with
certain
information
and
comply
with
relevant
regulations
and
guidelines.
The
state
board
of
pharmacy
may
suspend
or
revoke
the
certificate
of
a
pharmacist
who
does
not
comply
with
these
requirements.

The
state
board
of
pharmacy
and
the
division
of
public
and
behavioral
health
of
the
department
of
health
and
human
services
must
post
on
a
website
a
list
of
pharmacies
that
dispense
self-administered
contraceptives
under
the
standing
order.
Finally,
the
bill
requires
certain
health
insurers
to
cover
self-administered
hormonal
contraceptives
dispensed
by
a
pharmacist.
This
bill
is
effective
upon
passage
and
approval
for
the
purposes
of
adopting
regulations
and
performing
any
prepared
preparatory
tasks
and,
on
january
1st
2022
for
all
other
purposes.

I
believe,
is
a
critical
piece
of
women's
access
to
health
care,
and
studies
have
shown
that
99
sexually
active
women
have
used
some
form
of
birth
control
and
often
times
some
of
the
biggest
barriers
to
this
are
simply
being
able
to
get
an
appointment
with
a
doctor
and
to
actually
obtain
the
prescription,
and
so
this
bill
seeks
to
remove
some
of
those
barriers
in
a
way
that
both
keeps
the
patient
safe
and
makes
sense,
and
to
allow
for
greater
access
to
that
very
necessary
health
care.

so
I
urge
my
colleagues
