A
B
I
Thank
you,
madam
president,
senate
bill
49
makes
various
changes
relating
to
cannabis.
Specifically,
it
authorizes
the
cannabis
compliance
board
to
employ
the
services
of
people
it
considers
necessary
for
the
purposes
of
hearing
disciplinary
proceedings.
It
authorizes
the
executive
director
of
the
board
to
serve
a
complaint
upon
a
respondent
who
is
subject
to
a
disciplinary
proceeding.
It
authorizes
the
chair
of
the
board
to
grant
one
or
more
extensions
to
the
45-day
requirement
within
which
disciplinary
hearings
must
be
held
pursuant
to
a
request
of
a
party
or
an
agreement
of
both
parties.
I
It
removes
authorization
for
the
board
to
take
the
testimony
of
a
witness
by
deposition.
In
a
hearing
before
the
board,
it
authorizes
the
board
to
adopt
policies
and
procedures
to
waive
registration
requirements
for
people
who
have
an
ownership
interest
of
less
than
five
percent
in
a
cannabis
establishment.
And
finally,
it
revises
labeling
requirements
for
all
cannabis
products
offered
for
sale
to
include
the
words
quote.
This
product
contains
cannabis.
Unquote,
rather
than
quote,
this
is
a
medical
cannabis
product
unquote
or
quote.
This
is
a
cannabis
product.
Unquote,
the
measure
is
effective
upon
passage
and
approval.
J
Thank
you,
president.
I
would
like
to
make
a
disclosure
my
wife

currently
serving

are

senate
bill

by

Harrison
scheibel
revises
provisions
relating
to
businesses.
People
stayed
in
nevada,
represented
in
the
senate
assembly.
Do
not
just
follow
section
1
to
section
1.
L
Senate
bill
237
makes
a
legislative
declaration
that
lgbtq
owned
businesses
are
important
to
the
welfare
of
the
state,
as
well
as
its
intent
to
provide
equal
access
and
opportunities
for
the
formation
and
growth
of
lgbtq
owned
businesses
in
nevada.
In
relation
to
the
businesses
of
the
department
of
transportation,
similar
to
the
access
and
opportunities
provided
to
other
disadvantaged
businesses.
D
Thank
you,
madam
president.
I
agree
completely
with
the
statement
in
the
opening
paragraphs
of
the
amendment
or
of
the
bill
that
the
lgbtq
owned
businesses
are
an
important
part
of
the
panoply
of
business,
particularly
small
business,
that
we
have
in
the
state
of
nevada.
D
However,
in
the
opening
paragraph
of
the
digest
for
sb
237,
the
legislative
council
language
clearly
ties
this
bill
to
federal
law.
Regarding
the
preferences
made
available
to
minority
women
and
veteran-owned
businesses
who
are
certified
as
a
disadvantaged
business
enterprise
under
13
cfr,
124
subpart
a
8-a
sorry,
it
then
adds
to
the
list
lgbtq
owned
businesses
without
a
corresponding
federal
analog
and
while
we
as
a
state
are
certainly
at
liberty
to
extend
whatever
benefits
to
any
particular
group.
The
majority
chooses
when
we
tinker
with
federal
program
eligibility.
D
We
do
so
at
our
peril.
Creating
a
disparity
in
law
between
state
and
federal
paradigms,
typically
results
in
confusion
and
disappointment
in
the
citizenry
that
is
not
easily
rectified.
There
is
currently
no
federal
program
that
provides
the
same
designation
as
this
bill
will
provide
in
state
law.
Similarly,
there
is
no
way
to
verify
a
person's
claim
of
self-inclusion
in
this
group.
The
same
way,
it
is
possible
to
determine
a
person's
race,
gender
or
veteran
status.
D
If
nothing
else,
these
discrepancies
certainly
will
lead
to
a
diffusion
of
the
benefits
currently
extended
to
minority
women
and
veteran-owned
businesses.
So
while
I
certainly
agree
that
lgbtq
owned
businesses
should
be
free
of
governmental
interference
and
prejudice,
I
do
not
believe
this
bill
has
properly
considered
the
unintended
consequences.
Such
a
departure
from
established
federal
law
will
create.
I
will
therefore
vote
against
its
passage
on
these
grounds.
Thank
you,
madam
president.
Thank.
M
Thank
you.
Madam
president,
first
I'd
like
to
see
ditto
from
my
colleague
from
district
20
as
I
participate
in
a
lot
of
these
types
of
bidding
processes.
Typically,
there's
a
checkoff
box
to
see.
If
you
are
a
minority
owner,
a
woman
owner
or
a
veteran
owner
of
a
business
by
dramatically
expanding
who
can
qualify,
you
have
substantially
diluted
the
opportunity
for
those
types
of
minorities
to
have
the
at
the
advantages
that
current
law
provides.
M
The
odder
part
to
me
about
the
bill
and
why,
I
think
it's
a
big
mistake
is
the
definitions
in
here
lgbtq.
This
is
quote
from
the
bill:
lgbtq
means
lesbian,
gay,
bisexual,
pansexual,
transgender,
transsexual
queer,
intersex,
intergender
or
asexual,
or
of
any
other
non-heterosexual
or
non-cisgender
orientation,
or
gender
identity
or
expression.
M
So
when
you
have
that
broad
of
a
category
virtually
everybody
that
wanted
to
could
claim
to
be
one
of
these
categories,
because,
frankly,
how
are
you
going
to
prove
it?
How
are
you
going
to
prove
somebody
is
not
asexual,
for
example,
so
I
would
encourage
my
my
colleagues,
especially
those
that
so
often
speak
about
needs
to
protect
women,
businesses
and
veteran
businesses
and
minority
businesses
to
vote
no
on
this.
It's
a
big
mistake
and
to
have
those
that
level
of
categories.
M
Frankly,
if
I
wanted
to,
I
could
qualify
in
one
of
these.
If
I
wanted
and
if
they
challenged
me,
I
would
say,
prove
me
wrong.
How
do
you
prove
that?
I'm
not
one
of
these
things,
so
I
would
encourage
everybody
to
vote
no
on
this,
if,
in
fact,
you
really
care
about
women-owned
businesses,
minority-owned
businesses
and
veteran-owned
businesses.
Thank
you,
madam
president,.
K
Although
skin
was
black,
could
speak
spanish
and
to
avoid
being
persecuted
for
his
blackness
went
presented
himself
as
a
spanish,
the
persecution
that
the
lgbtq
community
receives
today
the
disdain
by
so
many
people
that
we
even
are
allowed
to
breathe
and
walk
on
the
face
of
the
earth,
I'm
not
sure
who
would
present
themselves
as
a
member
of
our
community
if
they
are
not,
but
there's
a
real
basic
reason
that
this
bill.
We
should
vote
yes
on
this
bill
for
the
last
four
years.

The

must
also
adopt

that
require

department
of
education
to
accept
student
teaching
experience
complete
completed
outside
of
nevada
if
the
experiences
substantially
fulfills
nevada's
requirements.
This
bill
is
effective.
On
july
1st
2021
and
I
will
say
this
is
a
bill
to
remove
barriers
for
people
becoming
teachers.
N
We
have
several
thousand
individuals
that
work
for
our
school
districts
in
the
classroom
already,
and
one
of
their
big
barriers
is
that
they
have
to
take
a
semester
off
with
no
income,
no
benefits
so
that
they
can
finish
student
teaching
so
that
they
can
get
their
license.
So
many
of
them
don't
ever
complete
that
because
they
can't
afford
to
do
that.
This
removes
that
barrier
and
allows
them
to
use
that
experience
in
the
classroom
that
they
already
have.
N
They
still
have
to
fulfill
the
requirements,
but
it
gives
them
that
the
ability
to
to
use
their
work
experience
and
not
have
to
lose
their
work,
and
this
will
help
us
to
be
able
to
get
teachers,
and
many
of
these
are
individuals
that
live
in
the
neighborhoods
where
they
work
and
they
are
more
representative,
so
that
would
be
more
inclusive
of
those
schools,
and
so
I
would
urge
support.
This
is
a
great
bill.
Thank
you.

O
A
Okay,
thank
you.
If
there
are
no
objections,
so
ordered
senator
scheible,
did
you
want
to
move
to
adopt
the
amendment.
O
Thank
you.
The
amendment
clarifies
that
the
district
court
has
general
jurisdiction
over
any
action
relating
to
the
issuance
or
dissolution
of
an
order
of
protection
against
domestic
violence,
workplace
harassment,
high-risk
behavior,
sexual
assault
or
stalking
aggravated
stalking
or
harassment
that
is
sought
against
a
child
who
is
under
18
years
of
age.
However,
the
juvenile
court
has
exclusive
jurisdiction
over
an
action
in
which
it
is
alleged
that
a
child
has
committed
a
delinquent
act
by
violation
of
such
an
order.
The
amendment
also
provides
that
the
district
court
may
appoint
a
master
to
hear
these
matters.
E
I
had
a
question
so
this
amendment
takes
out
notification
to
the
child
school
and
that
the
adverse
party
attends
and
the
protected
party
attends
and
we'd
passed
some
legislation
in
2019
to
make
sure
that,
if
say,
there's
a
bullying
incident
that
the
response
is
a
victim-based
response,
so
that
the
individual,
who
is
the
victim,
doesn't
remove,
get
removed
from
a
class
or
doesn't
doesn't
have
sanctions
against
that
person
versus
the
the
person
who's,
the
offender
and
in
some
respects
I
can
understand
why
we're
not
addressing
the
school
or
telling
the
school,
but
at
the
same
time,
how
do
we
make
sure?
E
O
Scheible,
thank
you
for
the
question
and
the
reason
for
the
amendment
was
after
discussion
with
the
stakeholders
determining
that
there
were
not
very
many
cases
in
which
the
notification
of
the
school
was
just
positive
of
whether
or
not
the
order
could
be
enforced.
O
Essentially,
what
would
hap
what
was
happening,
or
what
would
happen
was
that
if
an
order
was
placed
against
student
a
to
stay
away
from
student
b
and
they
went
to
different
schools
telling
the
school
of
student
a
goes
to
that
he
or
she
is
not
allowed
to
see
student
b
if
student
b
goes
to
a
different
school
would
not
facilitate
in
keeping
student
a
from
seeing
student
b,
because
student
b
isn't
present
at
that
school
anyway.
What
it
would
do
is
produce
negative
consequences
for
student,
a
who,
then,
has
this
record
within
their
file.
E
Seifer's
cancer.
Thank
you,
madam
president.
So
my
concern
is:
if
student
a
and
b
go
to
the
same
school
and
and
how
do
we
make
sure
that
the
the
victim
is
protected
if
they're
at
the
same
school.
O
Senator
scheibel,
thank
you.
If
they
go
to
the
same
school,
there
is
nothing
prohibiting
the
the
applicant
for
the
order
and
the
person
for
whom
the
order
has
been
granted
from
sharing
it
with
school
officials
or
anybody
else
who
they
want
to
inform
of
it.
It
simply
keeps
the
that
dissemination
of
information
in
the
victim's
control
so
that
they
are
able
to
decide
who
they
want
to
be
informed
of
this
incident
and
who
they
don't
want
to
be
informed
of
this
incident,
and
so
for
cases
where
both
parties
go
to
the
same
school.

M
Thanks,
madam
president,
real
quick,
I
I
should
have
said
something
on
sjr7,
my
apologies.
I
want
to
swing
back
real,
quick
and
say
I
I
support
that.
I
really
want
to
do
a
little
quick
shout
out
for
one
of
our
former
colleagues
elliot
anderson,
who
worked
so
hard
on
that
you
know
that
almost
passed
in
this
last
election
cycle
just
barely
failed.
I'm
a
big
supporter
of
that.
M
I
think
we
also
had
another
great
bill
in
here
sb
321,
which
deals
very
much
along
these
ideas
of
splitting
out
the
board
of
regents
and
nevada
system
of
higher
education,
getting
some
oversight
and
by
this
body.
I
understand
too.
There
is
a
bill
coming
up
with
an
audit
of
the
nevada
system
of
higher
ed,
so
I'm
I'm
totally
supportive
of
all
those
things
and
certainly
hope
that
they
move
forward,
but
I
really
wanted
to
just
do
a
little
shout
out
for
those
guys
that
worked
so
hard
on
that
on
the
last
election
cycle.

you,
