A
A
I
really
appreciate
each
and
every
one
of
you
being
here
late
on
a
a
deadline
day
and
all
guests
of
four-legged
nature
we're
going
to
go
ahead
and
just
jump
right
into
it.
Everyone
one
item
on
our
agenda:
it
is
a
work
session
on
senate
bill
163,
ms
goalie
I'll.
Kick
it
to
you
for
a
very,
very
quick,
brief
overview
of
the
bill.
A
D
A
Here,
okay,
we
have
four
members
present,
that
is
a
quorum.
We
will
now
go
ahead
and
start
the
work
session
on
senate
bill
163
I'll
hand
it
off
to
you.
Miss
goalie.
B
In
addition
to
the
regular
taxes
and
fees,
these
plates
would
cost
thirty
five
dollars,
plus
twenty
five
dollars
for
issuance
and
twenty
dollars
for
renewal.
Five
percent
of
the
revenues
would
be
distributed
to
the
united
negro
college,
funded
earmark
for
scholarships
for
nevada
residents,
attending
nevada
colleges
and
universities.
B
The
remaining
95
percent
would
be
distributed
among
the
organizations
based
on
the
revenue
received.
Each
organization
would
spend
10
percent
on
marketing
the
special
plate,
and
the
remaining
85
percent
of
that
would
go
to
an
identified
foundation
or
organization
to
promote
community
awareness
and
action
through
activities
in
nevada.
There
were
no
amendments
to
the
bill
and
this
will
require
a
two-thirds
majority
on
the
senate
floor.
That
concludes
my
summary.
E
Hammond
one
second,
I
did
okay.
So
the
only
question
I
I
don't
really
have
a
question.
I'm
gonna,
I'm
just
gonna,
say
what
I
thought
we
were.
We
would
get
to
at
some
point.
E
This
particular
bill
is
kind
of
it's
different
than
anything
I've
experienced
so
far
when
I,
when
it
comes
to
license
plates
only
because
what
I
thought
originally
you
were
asking
for
was
one
license
plate
and
instead
it's
nine
celebrating
the
nine
distinct
sorority
fraternities,
which
is
fine,
it's
just
unprecedented,
and
so
now
we've
created
nine,
and
I
just
think
that
that
right
there
is
problematic.
I
don't
know
why
we
didn't
come
up
with
just
one
license,
plate
that
had
a
design
that
sort
of
celebrated
all
of
them.
There's
nobody
else.
E
Who's
ever
come
before
us
that
I
know
that's
asked
for
nine
separate
plates
at
one
time.
It's
fine
that
that
you
know
that.
That's
the
ask.
The
other
part
was
this,
and
this
is
fine.
It's
it's
their
preference,
I
guess,
but
to
actually
limit
it
to
those
people
who
only
went
to
those
universities
they're,
never
going
to
make
a
lot
of
money.
On
that.
I
I'd
like
to
see
them
make
more
money.
E
People
might
want
to
buy
the
plate
to
celebrate
and
actually
try
to
help
out
and
then
that
money
goes
to
a
scholarship.
I
think
it's
limiting
in
that
respect
and
I'd
like
to
see
that
opened
up,
but
that's
that's
a
preference.
I
don't
have
any
control
over
and
that's
fine,
that's
what
they
want
to
do.
I
just
have
a
problem
with
the
fact
that
we're
asking
for
nine
license
plates
at
one
time.
I've
always
seen
people
come
for
one
and
then
that
way
they
could
disperse
the
cost
out
to
a
lot
of
people.
A
And
senator
hammond,
if
I,
if
I
may,
I'd
just
like
to
point
out
that
the
legislation
before
you
does
allow
the
public
to
to
request
one
of
these
plates
and
does
not
limit
it
to
membership.
Oh.
D
People
that
went
to
the
universities-
that's
not
it
there.
There
are
people
all
over
the
world
who
are
members
of
the
divine
nine
people
in
korea
and
germany
everywhere.
So
it's
not
just
about
going
to
the
school.
The
divine
nine
was
incepted
at
historically
black
colleges
and
universities,
but
this
doesn't
limit
it
to
that.
D
E
Not
sure
how
I
think
you're
misunderstanding
me
senator
what
I
heard
in
testimony,
because
I
even
asked-
and
when
I
heard
in
testimony,
because
I
really
thought
we
should
be
opening
it
up
to
anybody
who
wanted
to
buy
one,
and
I
heard
that
you
had
to
have
a
card
showing
that
you
went
to
the
university
before
you
could,
you
know,
purchase
one
of
these
license
plates.
If
that's
not
true,
then
that's
great,
I'm.
Actually.
I
think
that's
great
that
they're
opening
up
to
more.
I
think
that
would
that
would
be
my
suggestion.
D
So
so
so,
just
for
clarity,
I
think
what
everybody
understood
wasn't
that
a
car
to
go
to
that
school.
D
A
Thank
you
senator
spearman
and
senator
hammond.
I
do.
I
just
want
to
clarify
that
that
there
was
at
a
time,
possibly
a
movement,
to
limit
it
to
those
who
are
membership
of
the
organization
itself.
The
bill
as
drafted
opens
it
up
to
the
public.
That
is
the
version
that
the
committee
is
considering
today.
F
Thank
you,
and
I
just
I
see
that
we
probably
don't
have
anyone
from
dmv
on
and
now
that
I
have
a
fiscal
note
in
front
of
me.
I
I
just
will
be
asking
dmv
for
more
clarification.
F
I
find
it
incredibly
difficult
to
believe
that
there
will
be
a
zero
fiscal
notice
associated
with
creating
nine
news
license
plates
at
once.
That
are
gonna
have
relatively
low
usage,
and
so
I
will
be
reaching
back
to
making
sure
that
that
the
you
know
they've
got
761
hours,
minimum
based
on
the
design
and
implementation
of
this,
and
I
want
to
just
make
sure
that
is
correct,
so
that
they
actually
can
in
fact
absorb
that,
and
so
I
will
be
out
to
them.
Looking
more
clearly.
D
Yeah
so
madame
chair
through
you
to
vice
chair,
brooks
this
is
open
to
the
public
and
it's
not
limited,
and
I
won't
quote
a
number,
but
I
will
say
this
that
in
many
sectors
of
the
black
community,
the
divine
nine
is
something
to
be
proud
of.
So
I
wouldn't
say
it
would
be
limited.
D
Will
we
get
a
hundred
thousand?
I
don't
know,
but
opening
it
up
to
the
public
and
that's
not
just
for
people
in
the
african-american
community.
That's
you
know.
Anyone
who
wants
to
wants
to
purchase
a
license
plate
to
celebrate.
Okay,
that's
cool!
So
it's
not
two
things.
It
was
never
about
a
school
and
number
two.
D
F
Thank
you.
I
I
appreciate
that
we
just
increased
the
number
of
license
plates.
We
have
on
the
road
different
plates
by
30
in
one
bill,
and
so
that
has
to
have
some
sort
of
a
physical
impact
to
our
department,
motor
vehicles,
and
so
that's
I
just
I
just
want
to
clear.
D
A
E
I
thank
you
again
manager
I'll
just
say
that
I
I
agree.
You
know
the
nine.
The
nine
license
plates
is
sort
of
unprecedented.
There
was
a
zero
fiscal
note.
E
I
would
really
like
to
hear
from
the
dmv
if,
if
they
understood
that
at
the
time
and
that's
why
they
applied
the
zero
fiscal
note
or
if
that
may
have
changed
now
that
they
know
there
was
nine,
because
I
was
also
in
an
impression
it
was
supposed
to
be
one
license
plate
celebrating
the
divine
nine,
and
so
I
I'm
going
to
say
today
I'll
be
probably
a
no
on
this
but
reserve
my
right
to
change
after
I
get
more
information.
A
And
senator
hammond,
if
my
memory
serves
me
correctly,
I
do
believe
the
dmv
testified
at
the
hearing
that
they
were
aware
that
there
were
nine
different
plates
as
part
of
this
bill,
but
I
understand
your
comments
and
we'll
put
it
in
the
record.
Thank
you.
Any
further
discussion
will
the
secretary:
please
call
the
role.
E
No
with
my
with
the
right
to
reserve
a
change
later.
A
A
G
A
Okay,
thank
you
so
much.
Let
me
just
go
ahead
and
give
my
gratitude
to
all
of
the
committee
members
for
their
work.
All
of
our
staff,
ms
scolie,
our
committee
manager,
ms
casura,
mr
mays,
who's
with
us
all
the
time,
mr
keel
who's
with
us
today.
I
appreciate
each
and
every
one
of
you.
I
hope
this
is
the
last
meeting
for
you
all
and
with
that
have
a
great
weekend
thanks
so
much
we
will
be.
