A
I
would
just
like
to
note
that
all
of
the
members
are
present
today
and
our
agenda
for
today
is
a
hearing
on
sb-123,
just
as
always
we're
trying
to
remind
folks
that
the
building
is
closed
for
everybody's
safety.
But
there
are
lots
of
ways
that
you
can
participate
on
the
agenda.
There
is
an
email
address
and
that
email
address
is
a
great
a
place
to
go.
You
can
send
it
to
our
our
committee
staff
and
they
will
help
you
if
you
are
struggling
to
participate
in
any
way.
A
Those
include
registering
for
the
meeting
and
being
able
to
provide
public
testimony
over
the
phone
or
you
can
go
to
an
opinion
poll
and
let
us
know
if
you
support
a
bill
or
oppose
a
bill
and
why
or
you
can
send
in
written
testimony
and
if
that
that
testimony
can
be
either
added
to
the
public
record
or
not,
depending
on
your
preference.
A
So
with
that,
I
hope
that
everybody
is
figuring
out
how
to
participate
and
if
you
aren't
feel
free
to
reach
out
to
me
personally,
I'm
going
to
go
ahead
and
open
the
hearing
on
senate
bill
123.
B
B
B
The
first
time,
but
I
got
it
right
the
next
time,
so
members
of
the
national
silver
hair
congress
from
nevada
serve
as
ex-official
members
from
the
form
in
nevada
and
they
currently
have
two
silver
silver
centers
and
three
silver
representatives
section.
One
of
the
bill
revises
the
qualifications
for
appointment
to
the
form,
reducing
the
requirement
for
state
residency
from
five
years
to
one
year
or
six
months.
B
If
the
ex-official
member
is
a
member
of
the
military,
however,
I
propose
and
and
chair
ready
should
have
their
the
amendment
that
I
am
proposing,
and
that
would
really
that
would
really
standardize
the
residency
requirements
for
everyone.
B
Madam
chair,
this
came
about
because
I
had
a
I
had
someone
who
I
wanted
to
nominate
for
the
silver-haired
legislative
form
and
was
told
because
she
had
not
been
here
for
three
years
she
couldn't
serve.
We
got
that
straightened
out,
and
yes,
indeed,
she
did,
but
I
couldn't
understand
why
I
couldn't
understand
why
those
qualifications
existed.
We're
talking
about
people
who
are
over
the
age
of
60,
many
of
them
retired,
and
they
just
want
to
give
back.
So
why
are
we
making
them
wait
five
years
three
years?
Why
are
we
making
them
do
that?
B
It
just
didn't
make
sense.
So
that's
what
this
bill
about
bill
is
about
and
the
residency
requirements
that
are
stated
in
the
amendment
mirrored
those
for
office
in
nevada.
So
there
would
be
no
change.
So
thank
you
and
I
will
stand
for
questions
if
there
are
any.
C
I
I've
been
involved
with
this
for
some
time
with
appointing
people,
and
I
find
that
some
institutional
knowledge
I'll
call
it
for,
but
lack
of
a
better
word,
does
have
its
advantages
to
what
nevada
is
what
nevada's
like
and
what
we're
doing
so.
This
particular.
C
Opportunity
to
serve
kind
of
a
almost
a
based
on
what
you
have
historically
with
the
state
of
nevada,
as
opposed
to
an
election,
and
I
was
thinking
out
loud
a
little
while
ago.
Thinking.
So
if
we
lose
institutional
knowledge.
B
Senator
hardy
through
chairwriting
to
you,
I
hear
what
you're
saying,
but
I'm
not
sure,
I'm
not
sure
that
I'm
willing
to
do
that.
Here's.
The
reason
why,
when
you
have
people
who
want
to
serve-
and
you
can
talk
about
institutional
knowledge-
I
wasn't
born
here-
I
would
I
didn't
grow
up
here.
There
are
a
number
of
things
that
you
can
learn
while
you're
in
nevada,
and
it
won't
take
you
five
years.
If
there
is
another
explanation
I
might
consider
it
and
we
can.
B
We
can
take
the
conversation
offline
so
that
we
don't
type
the
rest
of
the
meeting,
but
but
right
now
I
I
mean
I,
I
think
that
someone
who
is
65
they
wait
five
years,
so
they
can't
serve
until
they're
70.,
someone
who
is
70
and
they
have
to
wait
five
years.
They
can't
serve
until
they're
75..
B
So
I
I
understand
the
I
understand
the
institutional
knowledge
and,
and
maybe
there's
some
things
we
can
do
with
respect
to
who
comes
on
and
who
goes
off
to
make
sure
that
there
is
institutional
knowledge.
But
I
think
I
think
the
same
thing
really
happens
with
us
in
the
legislature
because
of
term
limits.
B
We
have
several
senators
who
will
be
termed
out.
This
will
be
their
last
legislative
session
and
at
that
point
probably
I
will
be
one
of
the
longest
serving
senators
and
I
was
elected
in
2012..
A
A
I'm
just
gonna
give
it
a
minute,
because
this
hearing
has
moved
relatively
quickly,
so
we'll
just
give
it
a
second
to
see
if
anybody's
trying
to
get
in.
We
don't
have
anybody.
A
B
Thank
you,
madam
chair.
As
I
stated
to
senator
hardy,
I
am
open
to
listening
to
his
rationale,
but
right
now
I'm
not
willing
to
change.
If
I
do,
I
will
certainly
let
you
know
in
time
before
the
work
session.
I
really
appreciate
you
all,
considering
this
bill
and,
like
I
said,
the
the
person
that
I
wanted
to
serve
had
been
in
excuse
me
had
been
in
business
and
industry
for
about
30
years
and
had
a
lot
of
knowledge
and
wanted
to
serve
in
in
senate
district
one.
B
So
that's
really
the
reason
that
I
bought
it.
I
don't
want
to
disqualify
anybody
who
who
is
otherwise
qualified
for
serving
in
the
silver-haired
legislative
forum,
and
I
don't
know
that
we
have
excuse
me.
I
don't
know
if
we
have
the
same
requirement
for
the
youth
legislature
or
any
other
appointment,
but
I'm
willing
to
consider
it.
We
can
talk
about
it.
So
thank
you.
Thank
you.
Thank
you.
That's
all.
A
But
I
guess
that
I
will
just
make
a
closing
comment
that,
given
how
these
positions
are
put
forward-
and
you
know
basically
the
senator
works
with
the
two
seated
assembly
members-
to
make
a
recommendation.
A
I
think
part
of
what's
baked
into
the
system-
is
that
each
legislator
can
think
about
what
characteristics
about
that
individual
that
they
value
and
so
as
such
and
as
our
districts
can
be
very
different.
Some
that
are
quite
stable
where
people
live
for
years
and
some
that
have
a
really
high
turnover
rate
in
terms
of
residency,
as
seen
in
some
of
our
schools
that
I
think
somewhat
naturally
you're
going
to
get
a
mix
of
folks.
A
So
that's
just
my
my
thinking
and
hearing
the
discussion
that
I
think
you're
going
to
get
that
diversity
of
representation,
because
we
have
a
diversity
of
districts
within
our
state.
But
I
appreciate
your
openness
to
conversation,
we'll
go
ahead
and
close
the
hearing
on
sb,
123
and
move
on
to
our
next
agenda
item,
which
is
public
comment.
A
A
All
right
so
just
a
reminder
or
not
a
reminder,
but
just
to
let
everybody
know
that
our
meeting
our
next
scheduled
meeting
would
be
tuesday
of
next
week
at
3
30,
and
that
meeting
is
going
to
be
cancelled.
