vegas
valley,

am

the
lead
once
I've,
given
some
brief
remarks
to
present
to
you
senate
joint
resolution
or
sjr

of
the
80th
legislative
session,
which
proposes
to
amend
the
nevada
constitution
to
guarantee
equal
rights.

When
her
daughter
received
that
check-
and
she
inquired,
she
was
told
that
that
was
the
reason
for
the
additional
money
years
later.
Her
daughter's
daughter,
while
interviewing
for
a
job,
was
asked
only
about
whether
she
knew
how
to
make
coffee
could
keep
a
hot
pot
of
coffee
in
the
office
or
whether
she
was
planning
on
having
children
anytime
soon,
because
having
a
family
meant.
She
couldn't
be
dedicated
to
her
career.

believe
there
is
evidence
of
the
need
for
every
state
and
the
nation
as
a
whole
to
guarantee
equal
rights
to
all
persons
and
base
equal
rights
upon
more
than
sex.
Only
holistic,
equal
rights
refer
to
all
the
parts
that
make
a
person
whole,
including
the
mind.
Body
and
spirit
inequities,
continue
to
exist
today
across
many
topics.

Racial
discrimination
continues
to
be
pervasive
in
the
u.s
labor
market
compared
with
white
individuals,
black
individuals
are
twice
as
likely
to
be
with
respect
to
wages
and
pay
equity,
or
should
I
say,
as
I
have
talked
about
pay,
inequity
is
still
a
significant
concern.
Although
the
gender
pay
gap
is
narrowing.
According
to
the
pew
research
center,
women
in
the
united
states
earn
just
82
percent
of
what
their
male
counterparts
are.
Black
women
typically
only
make
63
percent
of
what
their
male
counterparts
earn
and
latinas
make
55
of
what
their
white
non-hispanic
male
counterparts
mean.

In
2019
we
took
steps
and
approved
senate
bill
312,
which
requires
a
private
employer
with
50
or
more
employees
to
provide
paid
leave
to
each
employee,
as
we
can
see.
Even
by
that
legislation,
equal
rights
continue
to
be
relevant
with
respect
to
crimes
against
persons.
We
continue
to
suffer
from
victim
blaming
such
as
shame
stigma
and
the
ingraining
of
guilt
upon
the
victim,
as
if
somehow
it
is
their
fault.

In
the
last
few
years,
we
have
clearly
heard
the
voices
of
women
that
sexual
harassment
in
the
workplace
happens
frequently
and
often
silently.
The
metoo
movement
has
supported
a
significant
increase
in
sex-based
discrimination
filings
and
the
equal
employment
opportunity.
Commission
saw
a
13.6
increase
in
workers
alleging
sexual
harassment
from
fiscal
year
2017
to
2018..

With
respect
to
homelessness.
There
are
750
000
persons
in
the
united
states
who
are
homeless
on
any
given
night.
The
ranks
of
the
sheltered
homeless
include
disproportionate
numbers
of
males
blacks,
middle-aged
persons
veterans
and
the
disabled
when
it
comes
to
immigrants
and
inequality.
In
those
facets,
immigrant
immigrants
face
many
inequalities,
including
access
to
resources,
employment
opportunities,
social
benefits
and
healthcare.

It
means
that
when
you
do
challenge
a
law,
because
it
discriminates
against
someone
based
on
their
race,
color,
creed,
sex,
gender
identity,
age,
disability
or
any
other
enumerated
category,
that
the
reviewing
court
must
consider
whether
there
is
a
a
compelling
state
interest
and
whether
or
not
a
law
is
narrowly
tailored
to
address
that
interest.
This
is
something
that
cannot
be
done
if
we
continue
to
ignore
it
in
the
very
basis
of
our
constitution.

urge

persist

name
of
all.
That

we

the
committee
when
the
federal
era
was
in
popularity
in
the
60s
and
the
70s,
it
was
heard
as
a
cry
for
change,
but
just
as
the
cry
for
change
continues
for
racial
equality,
fairness
and
justice,
some
155
years
after
the
adoption
of
the
13th
amendment,
this
cry
has
not
been
diminished
for
the
era
and
has
not
has
not.
We
have
not
I'm
emphasizing
that.
We
have
not
stopped
trying
to
fight
for
this,
because
we
know
that
there
is
a
lot
at
stake.

The
crime
for
change
today
has
become
a
clarion
call
to
act
in
a
responsible
manner
that
ensures
equality
for
all
citizens,
including
all
nevadas
in
the
1830s
sisters.
Sarah
moore
and
sarah
moore,
gimpke
and
angelina
gibke
well
used
similar
language
advocating
for
equal
rights
for
women,
and
they
said-
and
I
quote
whatever
is
morally
right-
for
a
man
to
do-
is
morally
right
for
a
woman
to
do.
I
recognize
no
rights,
but
human
rights
end
quote
over
50
years
ago,
as
the
equal
rights
movement
gained
momentum,
then
president
lyndon
b
johnson
said
these
words.

We
have
talked
long
enough
in
this
country
about
equal
rights.
We
have
talked
for
100
years
or
more.
It
is
time
now
to
write
the
next
chapter
and
to
write
it
in
the
books
of
law,
so
committee,
I'm
before
you
today,
because
I
believe
from
the
bottom
of
my
heart,
in
the
foundations
for
equal
rights
and
what
they
stand
for
for
all
people.

We
must
be
color,
brave
and
also
brave
in
the
sec.
In
the
face
of
all
that
discriminates,
we
must
be
brave
in
protecting
the
weak,
the
downtrodden,
the
oppressed.
We
must
be
brave
in
lifting

fellow
nevadans
to
a
place
of
justice
and
equality.
We
must
be
brave
in
sending
a
poignant
message
to
our
children
and
our
children's
children.
That
nevada
legislature
in
2021
finally
took
the
bold
step
to
guarantee
the
equal
rights
for
all
people
senate
joint
resolution
number
eight
does
just
that.
It
is
timely
and,
as
a
matter
of
fact,
it
is
overdue.

As
my
colleague
noted
over
the
years,
the
quest
for
equality
has
been
met
with
consistent
opposition.
Those
of
us
who
were
not
born
with
the
same
privilege
given
to
white
men
understand
if
things
are
going
to
change.
If
equality
is
going
to
come
to
this
state
and
this
nation,
we
must
persist
during
antebellum
times,
abolitionists
persisted
to
end
the
heinous
practice
of
slavery
and
negroes
in
the
south.

Persisted
to
end
jim
crow
african
americans
also
persisted
to
get
this
1964
civil
rights
act
passed
and
migrant
workers
persisted
to
and
to
improve
the
conditions
of
their
labor.
Vietnam
veterans
persisted
to
get
health
care,
recognition
for
their
service
and
appreciation
for
their
sacrifice.
Hiv
and
aids
activists
persisted
to
ensure
that
human
dignity
was
not
diminished
by
those
infected
or
affected
by
such
a
terrible
disease.

Members
of
the
lgbtq
community
persisted
to
gain
marriage,
equality
and
the
49
of
nevada's
population,
who
are
persons
of
color,
persist
today
against
systemic
racism
and
racial
discrimination
that
has
generated
education
that
has
generated
poverty
in
education
and
economic
hardships
and
health
adversaries
and
environment
deterioration,
persistence,
persistence,
persistent
is
a
hope
and
fuel
that
the
abdominal
spirit
of
this
movement
has
and
will
have.
Until
we
see
victory,
we
must
honor
the
sacrifices
of
our
mothers
and
our
grandmothers
and
we
must
commit
to
the
preservation
of
justice
and
equality
for
all
of
our
posterity.

The
language
of
senate
joint
resolution,
number
eight
doesn't
mention
any
of
the
enumerated
things
and-
and
I
think
what
are
the
common
oppositions
stated
to
equal
rights
amendments
not
only
at
the
state
level,
but
at
the
federal
level.

One
of
the
other
things
I
would
like
to
highlight
is
things
like,
for
example,
title
ix,
which
is
designed
federal
law
designed
to
ensure
that
there
is
not
gender
discrimination
in
some
in
some
of
our
educational
things,
and
most
certainly
applies
to
for
the
arguments
that
we
are
hearing
women's
sports
teams
and
what
we
currently
have
in
the
law,
the
equal
protection
clause
under
the
united
states
constitution
and
also
in
our
state
constitution,
and
between
the
two
they
actually
don't
deny
from
having
girls
sports,
where
that
is
something
that
is
offered
because
of
a
historic
set
of
gender
discrimination
policies
that
have
been
put
in
place
where
women
don't
have
those
same
opportunities,
and
so
they
allow
for
their
creation
of
women's
sports.

For
things
in
that
we
would
typically
see.
I
I
for
one
was
on
a
swim
team
in
high
school
and
on
the
track
team.

We
had
a
women's
track
team
and
women's
swim
team
and
those
are
things
and
those
laws
are
designed
to
ensure
that
women
do
have
equal
access
and
equal
opportunities
to
do
things
like
play
sports,
where
historically,
they
have
been
denied
some
of
those
opportunities
and,
depending
on
what
is
available
at
certain
institutions,
the
law
already
works
to
operate,
to
ensure
those
those
exist
for
women
who
are
playing
sports,
for
example,
in
high
school
or
in
college,
which
was
one
of
the
common
pieces
of
opposition.

This
would
do
nothing
to
change
that.
This
would
not
affect
the
ability
for
girls
to
continue
to
play
sports.
It
would
also
not
affect
the
ability
where
sometimes
girls
are
participating
in
in
co-ed
sports
that
this
is
not
affected
by
that.
Nothing
about
this
amendment
ensures
that,
in
fact,
I
think,
if
anything,
it
strengthens
that,
because
the
whole
reason
why
we
have
those
programs
and
why
they
exist
is
to
ensure
that
gender
discrimination
is
not
happening
at
those
levels
when
we're
talking
about
athletic
athletic
abilities.

fact,
I
would
also

guess,

a

a
counterpoint
to
that
note
that
not
only
federally
under
the
due
process,
clause
of
the
14th
amendment

supreme
court's
decision
in
roe
versus
wade

private

right
to
privacy,
that

long-standing
law,
both
federally
and
here
in
nevada.

have
a
number
of
laws
that
are
on
the
books
that
deal
with

specific
issue,

doesn't

anything
to
add

that

language
is
not
in
this
bill,

so
I
do
think
that
you
are
seeing
sort

specters
of
opposition
in
those
arguments
that
simply
just
don't
exist
in
which
senate
joint
resolution

eight
does
not
provide
for
what
senate
joint
resolution

eight
does
provide.

that
we
ensure
that
there
is
equality
under
the
law,
and
I
think
I
I
tried
to
highlight
that
one
of
the
fundamental
differences
between
saying
something
like
we
pass
a
bill
that
allows
for
a
course
of
action
or
equal
pay

ensure
that
there's
pay
parity
between
the
genders
and
in
workplaces
without
it
saying
that
there
are
fundamental
rights
to
equality
in
the
constitution.
If
that
were
to
be
challenged
in
some
fashion
or
if
we
were
to
challenge
some
other
law
that
is
contributing
to
pay
inequity.

are
talking
about
different
standards
that
the
court
applies,
and
I
will
try
not
to
be
a
legal
scholar
here,
because
mr
fernley

he

a
much
brighter
mind
than
I
but
ordinarily
we're
looking
at

whether

not
there's
an
important
interest
and
whether
or
not
the
law
is
designed
to
kind
of
meet
that,
whereas

have

can
be
supported
by
long
standing
tradition,
it's
been
tradition,

this
is
how
we
have
done
things
and

uphold

say
there's
equality

nevada
constitution,

state

prove

waiting
almost
100
years
for

federal
era
and

time
for
an
era

nevada
constitution.
Cincinnati
legislature
has

female
majority
and
many
champions
of
equality.

surprising
that
the
nevada
constitution

not
currently
have
a
state
of
equal
rights
amendment
each
state
is
guaranteed
by
law
the
right
to
expand
and
adopt
their
their
own
equal
rights
amendment.
So
we
are
so
proud
to
see
the
senate
joint
resolution,
eight
nevada's
proposed
era.

Amendment
includes
race,
color,
creed,
sex,
sexual
orientation,
gender
identity
or
expression,
age,
disability
and
destroy
or
national
origin,
and
we
need
equal
rights
to
be
enshrined
in
our
nevada
constitution.
As
senator
spearman

Nevada
now
strongly
supports
sjra,

the
forefront

fighting

women's
equality.

nation
lost
a
giant
and
aclu
lost
our
most
distinguished
alum
and
co-founder
of
our
women's
rights
project
justice,
ruth
bader
ginsburg.
She
dedicated
her
life
to
advancing
gender
equality
in
ruth
bader
ginsburg,
in
reflecting
on
her
legacy,
noted
that
there
are
still,
despite
her
efforts,
a
myriad
of
barriers
to
equal
participation
in
civic
and
economic
life.

breastfeeding
workers
are
still
routinely
fired,
sidelined
or
denied
necessary
job
modifications

gender-based
violence

harassment
remain
rampant
in
schools,

housing
and
custodial

see
the
ratification
of
the
federal
era,

adopting

years
ago,
during
the
79th
session
of
the
nevada
legislature,
we
made
history
by
resurrecting
and
then
ratifying
the
equal
rights
amendment.
The
national
motion
that
had
been
laid
dormant
for
over
40
years,
nearly
half
a
decade,
opposition
abounded,
testifiers
said
it
meant
women
could
and
would
be
drafted
into
future
wars.

They
said
it
was
a
waste
of
time,
because
the
congressional
set
time
limit
had
been
surpassed
in
1982,
but
women
and
men
in
our
state
came
together
and
agreed.
Women
deserve
a
place
in
the
constitution.
We
deserve
equality
on
the
basis
of
sex.
Its
passage
was
monumental.
Other
states
followed
suit,
illinois
ratified
it
in
2018,
virginia
ratified
in
january.
2020
and
arizona.
Florida
and
north
carolina
have
all
introduced
it
in
their
legislatures.

Why?
We
have
made
leaps
and
bounds
as
a
society
that
inequality
persists.
Men
continue
to
make
more
money
than
their
female
counterparts,
and
even
more
so
compared
to
women
of
color.
Men
can
continue
to
hold
positions
of
power
as
ceos
of
companies
or
as
elected
officials,
and
men
are
more
likely
to
be
supervisory
in
managerial
positions.

While
congress
looks
at
finally
ratifying
the
equal
rights
amendment
into
the
united
states
constitution,
nevada
is
taking
the
next
step
with
sjr8,
which
not
only
guarantees
equality
of
rights
under
the
law
based
on
sex
but
extends
extends
of
protection
to
race,
color,
creed,
sexual
orientation,
gender
identity
and
expression,
age
and
disability
and
ancestry
and
national
origin.
This
is
not
about
a
hypothetical
and
antiquated
draft.
This
is
not
about
tax
funded
abortion.
This
is
not
about
bathrooms,
and
this
is
not
about
sports
teams.
This
is
about
codifying
into
law
or
inherent
equal
rights.

california
has
not
attempted
such
an
extreme
measure
using
those
terms
and
supporters
are
claiming
that
they
are
promoting
this
amendment
to
the
state
constitution,
because
it
would
ensure
equal
rights
for
women
along
with
race,
color,

sexual
orientation,
gender
identity
or
expression,
age,
disability,
ancestry,
national
origin.
However,
sjr
8
does
nothing
to
truly
bring
about
equality
for
women.
In
fact,
it
the
gains
that
are
made
by
women
in
nevada
that
we've
made
to
advance
women-owned
businesses.
Those
are
the
kinds
of
things
that
will
suffer.

example,
sjr8
would
cement
into
the
state
constitution
protections
for
gender
identity
and
expression.
This
clearly
means
that
biological
men
who
now
perceive
themselves
to
be
women,
dress
as
though
they
are
women
act
like
and
go
by.
A
woman's
name
will
be
considered.
So,
under
this
new
amendment,
those
new
women
would
have
access
to
the
same
protections
and
opportunities
that
are
currently
allowed
for
biological
women.

that
this
bill,
sjr
8,
would
guarantee
that
transgender
women
and
that's
a
male
to
a
female
individual
would
be
given
legal
protections
to
use
intimate
private
spaces.

bill

a
variety
of
reasons.
The
most
important
is
that
there
are
no
protections

pastors

be
made
for
them.

know
title

passed
in
1969
and
over
the
years
has
promoted
sports
for
girls.

of

girls
were
able

get
college
scholarships,
but
they
really
can't
compete
against
people
that
are
biological
boys,
and
so
they
are
not
going
to
be
getting
those
college
scholarships

have

kind
of
success
that
we've
seen
since
1969
for
young
girls
in
college
sports
and
getting
scholarships
and
professional
college.

opposed
to
this
legislation.

far

likely
to
choose
careers
that

dangerous

steel
workers,

repair

are
far
more
likely
to
work
in
higher
paying
fields
and
occupations.

in
2009,
only
seven
percent
of
female
professionals
were
employed
in
the
relatively
high
paying
computer
and
engineering
fields
compared
with
38
percent
of
male
professionals.
Unquote,
professional
women,

hand,
are
far
more
prevalent
in
the
relatively
low
paying
education
and
health
care
occupations.

are
far
more
likely
to
take
work
in
uncomfortable,
isolated
in
undesirable
locations

pay
more.
Even
with
the
same
career
category
men
are
more
likely
to
pursue
high
stress
and
higher
paid
areas
of
specialization
examples.
Medical
profession,
men
usually,
are
in
high
stress
higher
paying
areas
like
surgery,
while
women
are
more
likely
to
pursue
relatively
low
paid
areas
of
specialization
like
pediatrician
or
dentist.
Despite
all
the
above
unmarried
women,
who
have
never
had
a
child
actually
earn
more
than
unmarried
men
according
to
nemco,
and
the
data
was
compiled
from
the
census
bureau.

owners
make
less
than
half
of
what
male
business
owners

they
have
no
boss.

is

of

follow
in

states
