elections.

a
lot

measures

I've
gone

them

that
we
have
two
items
on
our
agenda.
Today
we
have
a
work
session
on
assembly,
bill
1
and
we
are
hearing
senate
concurrent
resolution
4
and
we're
very,
very
lucky
today
to
have
our
our
vice
chair,
vice
chair
lang
here
to
present
senate
concurrent
resolution.
For
with
that
I'll
open
the
hearing
on
senate
concurrent
resolution,
for
thank
you
vice

Thank

the

I'm

lang
representing
senate
district
7
in
clark
county.
I
am
pleased
to
present
senate
concurrent
resolution
number
four,
which
directs
the
legislative
commission
to
conduct
an
interim
study
concerning
the
hip
industry
in
nevada.
As
you
know,
the
hemp
industry
has
tremendous
economic
potential.

According
to
united
states,
hemp
growers,
association
and
as
noted
in
scr4
products
supported
through
hemp
production
include
grain
and
seed
approved
for
human
food
and
animal
feed
products,
bioplastics
textiles,
building
materials,
biofuels
paper
and
cardboard,
and
products
derived
from
cannabioids
and
other
components
of
hemp.
The
association
notes,
with
rare
exception
during
world
war
ii,
when
it
was
needed
for
the
war
effort,
hemp
cultivation
was
illegal
for
over
70
years
until
the
passage
of
the
2018
farm
bill.
During
this
time,
hemp
was
grown
and
used
around
the
world
as
as
it
has
been
for
centuries.

However,
in
the
united
states,
the
history
and
patient
and
practice
of
growing
hemp
were
lost
during
the
70
years,
it
was
essentially
outlawed
for
cultivation.
All
the
well
imported
hemp
continued
to
be
used
by
american
business
and
in
fact
the
united
states
was
one
of
the
largest
importers
of
hemp
in
the
world.
This
hemp
growing
hiatus
prevented
the
united
states
research
and
deprived
farmers
of
historical
knowledge
of
agricultural
practices
useful
in
growing
hemp.

Moreover,
we
lost
70
years
of
significant
and
positive
economic
impacts
on
our
communities
because
of
these
lost
years,
the
hemp
industry
is
still
finding
its
way
in
nevada.
The
university
of
nevada,
cooperative
extension
is
helping
in
this
effort.
As
you
know,
the
cooperative
extension
has
a
long
history
of
engaging
in
all
nevada
communities
by
providing
research-based
knowledge
to
address
critical
community
needs.
The
cooperative
extension
is
for
is
proposing
to
provide
supplemental
research
on
hemp,
which
is
currently
not
used
to
its
full
potential.

Scr4
directs
the
legislative
commission
to
appoint
an
interim
committee
composed
of
three
members
of
the
assembly
and
three
members
of
the
senate
to
conduct
an
interim
study
of
the
hemp
industry
in
nevada.
The
study
shall
include
a
review
of
current
tens
trends
in
the
hemp
industry
and
innovative
methods
and
legislation
to
increase
growth
in
the
industry.
The
committee
shall
also
study
programs
to
promote
economic
development
in
partnership
with
businesses
involved
in
the
cultivation
of
hemp,
as
well
as
the
production
and
sell
of
hemp
products.

finally,
the
study
must
include
an
examination
of
all
available
funding
for
research
relating
to
hemp,
including
any
available
funding
for
the
university
of
nevada,
cooperative
extension
in
las
vegas
to
provide
supplemental
research
for
hemp,
chair
orange,
all
and
members
of
the
committee.
A
study
of
the
hemp
industry
in
nevada
and
its
potential
benefits
to
the
residents
of
this
state
is
long
overdue.
I
urge
your
support
of
this
critical
interim
study
and
I
am
confident
the
findings
and
recommendations
will
provide
much
needed
insight
for
the
hemp
producers
and
policy
makers
alike.

I

it
was
2015.

passed
the
first
hemp
law
in
nevada
and
the
department
of
agriculture
stepped
in
and
started
promoting
it,
and
since
that
time
our
industry
has
done
very
well,
but
we
wanted,
with
this
bill,
originally
we're
gonna.

Have
it
was
appropriate
money
for
this
and
have
the
university
actually
do
some
stuff
now
we're
just
asking
for
study,
but
the
fact
is
it'll
be
a
great
part
of
of
the
the
gardens
and
the
the
agricultural
studies
that
they
do
here
in
las
vegas.
So,
even
though
agriculture
is
a
big
product
outside
of
clark
county,
it
really
has
a
lot
of
impact
in
clark
county.

That's
what
we're
intending
to
do
is
to
to
bring
hemp
into
clark
county
to
let
people
study
it
have
haven't
grown
in
some
of
the
neighborhood
gardens
that
the
university
participates
in
and
it's
just
a
win-win.

out
that
it's
an
incredibly
viable
product.
The
byproducts
are
very
important
for
different
things.

some
little
hemp
oil
every
morning
when
I
get
up
to
before.

We
are
fortunate
that
several
key
pioneers
in
the
farming
of
hemp
are
farm
bureau
members
and
we
have
greatly
benefited
in
our
understanding
through
our
interactions
with
those
directly
involved
in
growing
this
crop.
We
would
like
to
spotlight
a
couple
of
key
points
in
scr4
that
we
believe
are
essential
points
three
and
four
on
page
two
lines:
three
through
nine.
First,
we
strongly
encourage
an
emphasis
on
the
importance
of
bringing
industry
and
processing
facilities
to
nevada
as
essential
for
the
future
of
hemp
production.

This
attention
needs
to
go
beyond
simply
looking
at
the
cbd
oil
sector.
We
believe
that
the
full
range
of
opportunities
needs
to
also
consider
hemp
processing
sectors
for
fiber
and
other
industrial
uses.
This
brings
us
to
point
four
and
the
importance
of
research.
Many
aspects
of
growing
and
improving
the
quality
of
hemp
varieties
specifically
for
nevada
growing
conditions
is
vital.
This
emphasis
needs
to
be
on
a
state-wide
basis
and
will
greatly
benefit
from
the
working
cooperation
of
the
ag
pioneers
who
have
been
involved.
