A
Good
afternoon,
everyone
thank
you
for
your
patience.
I
want
to
call
to
order
this
afternoon's
meeting
of
the
senate
committee
on
the
legislative
operations
and
elections.
I'm
adam
secretary.
We
do
have
a
quorum.
We
have
all
our
members
present
I'm
going
to
skip
over
the
housekeeping
guides
because
we've
done
that
before
and
you
can
contact
my
office
if
you
have
any
questions
about
submitting
exhibits
or
testimony
or
accessing
any
meetings
with
that.
The
one
item
on
our
agenda
today
is
possible
work
session
on
matters
previously
considered.
A
B
Here,
thank
you,
mr
chair,
michael
stewart
for
the
record.
Our
first
bill
on
work
session
today
is
senate
concurrent
resolution
number
10.
you'll
recall
that
that
was
brought
to
us
by
senator
spearman.
B
It
must
also
assess
the
feasibility
of
using
hydrogen
and
lithium
as
energy
sources
in
nevada
with
various
applications
and
when
conducting
the
study,
the
legislative
community
energy
must
partner
or
consult
with
representatives
of
nshi
and
the
elementary
and
secondary
education
system,
as
well
as
the
private
sector,
and
also
the
nevada.
Excuse
me,
the
national,
renewable
energy
laboratory
and
other
in-state
laboratories,
and
consider
input
from
various
stakeholders
in
both
government
and
the
private
sector
and
further,
if
feasible,
the
committee
shall
entered
into
a
contract
or
other
agreement
with
the
university
of
nevada
reno.
B
B
The
second
amendment
would
be
to
include,
as
part
of
the
interim
study,
a
review
and
study
of
vanadium
as
an
energy
resource
in
nevada,
and
a
copy
of
that
amendment
is
attached.
That
was
brought
to
the
committee
by
jake
tibbetts,
representing
eureka
county
and
then
include
as
part
of
the
interim
study,
a
review
of
green
hydrogen
that
is
proposed
by
that
is
produced
by
clean
energy
and
then
also
to
add
language
to
include
the
study
of
lithium
battery
recycling,
including
methods
by
which
batteries
can
be
designed
for
reuse
and
recycling.
B
A
review
of
free
prior
informed
consent
based
mining
and
considerations
for
air
and
water
quality
due
to
future
lithium
and
hydrogen
projects,
and
a
copy
of
this
amendment
is
also
attached
again
from
that's
from
the
toyota
chapter
of
the
sierra
club
and
then
include
language
and
the
resolution.
Adding
the
reference
to
brine
as
it
relates
to
lithium
extraction
and
add
the
following
consideration
to
the
scope
of
the
study,
and
that
was
proposed
by
patrick
donnelly
of
the
nevada,
director
or
state
director
of
the
center
for
biological
diversity,
and
those
are
the
amendments
proposed.
Thank
you.
A
Thank
you
very
much,
mr
stewart,
and
I
appreciate
senator
spearman
for
being
here.
I
had
the
opportunity
to
talk
to
her
and
she
let
me
know
that
all
the
amendments
here
in
the
work
session
document
are
considered
friendly.
Are
there
any
questions?
Members
not
seeing
any
questions?
I
would
accept
a
motion
to
amend
and
do
pass.
A
You
vice
chair
lang.
Is
there
a
second
second
from
senator
buck?
Any
discussion
on
the
motion?
The
only
thing
I
want
to
say
is:
I
know
that
senator
spearman
you've
worked
tirelessly
on
this
and
I
I
know
I
understand
you
have
a
hydrogen
plant.
That's
opened
in
your
state
senate
district
and
I
think
this
is
really
an
exciting
area.
That's
gonna
really
help
us
in
the
renewable
energy
area
and
thank
you
for
your
leadership
on
this.
A
With
that
being
said,
all
in
favor,
please
say
aye
any
opposed,
I'm
secretary,
if
you
please
note
that
seneca
current
resolution
10
passed
unanimously
and
we'll
assign
the
floor
statement
to
senator
spearman.
Thank
you,
senator
spearman,
for
being
here
with
us
and
now
director
stewart.
If
we
could
go
to
the
next
item
on
our
work
session
agenda.
B
Mr
chair,
the
next
bill-
and
hopefully
this
is
up
on
nellis-
is
assembly,
bill
121
and
that
was
brought
to
us
by
assemblywoman
cohen.
B
It
requires
a
secretary
of
state
to
allow
a
person
with
a
disability
to
use
a
system
of
approved
electronic
transmission
established
for
certain
uniform
and
military
overseas
voters
to
register,
to
vote,
to
request
an
absent
ballot
and
to
cast
an
absent
ballot
until
the
polls
close
on
election
day.
The
measure
requires
a
system
of
approved
electronic
transmission
to
allow
the
electoral
registered
voter
to
provide
his
or
her
digital
or
electronic
signature
on
any
document
or
other
material.
B
That
is
necessary
for
the
elector
to
register
to
vote
or
the
registered
voter
to
apply
for
in
a
cat
and
cast
an
absent
ballot.
The
measure
also
changes
from
the
seventh
day
before
the
election
to
before
the
close
of
polls
on
election
day.
The
deadlines
to
register
to
vote
and
simultaneously
request
and
submit
an
absent
ballot
is
set
forth
under
the
uocaba.
B
This
is
consistent
with
voter
registration
and
absent
ballot.
Deadlines
for
other
voters
in
nevada
and
further
the
secretary
of
state
is
required
to
establish
procedures
to
be
used
by
local
election
officials
in
accepting
handling
counting
absentee
ballots
and
that
are
received
from
a
registered
voter
with
a
disability
using
the
system
of
approved
electronic
transmission.
B
So
several
amendments
proposed
one
was
to
add
several
co-sponsors
and
you
can
see
that
listed
on
the
bill
page
and
then
add
new
language
that
would
delete
provisions
in
subsection,
2e
of
nrs,
293,
540
and
subsection
3
of
293
543.
B
And
so
just
so
you.
So
you
know
in
looking
at
the
bill
by
virtue
of
making
these
amendments
to
sections
13
and
14
in
ab121.
You'll.
Note
that
the
provisions
of
section
1
relating
to
an
elector
or
registered
voter
with
a
disability
who
uses
an
approved
electronic
transmission
that
would
apply
to
that
voter's
registration
to
vote
on
his
or
her
and
his
or
her
request
for
casting
an
absentee
ballot
and
those
all
three
of
those
amendments
were
proposed
by
assemblywoman
cohen.
Thank
you,
mr
chair.
A
Thank
you
very
much,
mr
stewart,
and
I
understand
that
miss
cohen
has
worked
with
chief
deputy
secretary
of
state
mark
velasco
and
with
registrar
clark,
county
sergeant
gloria
on
this
language.
I
think
we
have
a,
I
believe
we
have
deputy
secretary
of
state
willation
on
the
zoom.
If
we
have
any
questions
good
good
afternoon,
chief
deputy
and
with
that
members,
are
there
any
questions
on
assembly
bill
121
under
the
amendment
senate
receivers,
cancer.
D
E
Yes,
chair.
Thank
you
for
the
question
mark
velasco,
deputy
secretary
of
state
for
elections
for
the
record.
Yes
ma'am,
this
does
apply
to
all
the
counties.
They
all
have
the
capability
to
accept
these.
These
ballots,
as
described
in
the
bill.
E
Thank
you
for
the
question
mark
the
lost
into
the
record.
No
man
there's
no
form
to
fill
out,
as
I
believe
some
people
in
cohen
actually
has
the
details
on
which
provision
elsewhere
in
statute
defines
what
a
disability
actually
is,
but
there's
no,
no
screening
process
that
the
office
of
the
secretary
of
state
or
the
county,
clerks
or
registrars
conduct
in
order
to
verify
a
disability.
A
And
I
think
I'm
I
don't
recall
seeing
that
language,
but
I
would
check
one
more
time.
A
D
Thank
you.
So
maybe
maybe
what
I
was
seeing
was
the
form
that
they
fill
out
to
make
the
request
so
section
one.
That's.
A
Correct
I
see
that
two
receivers
answered
section
one
sub
three
about
the
secretary
of
state
shall
prescribe
the
form
and
content
of
the
declaration
for
use
by
an
elector
with
a
disability
or
a
registered
voter,
with
a
disability
to
swear
from
specific
representations
pertaining
to
identity
eligibility
to
vote
status,
such
as
an
elector
and
deputy
chief
deputy
washington.
That's
not
a
form
that
currently
exists
in
the
secretary's
office.
That
would
be
if
this
passes
a
new
form
that
would
be
created.
E
Thank
you
for
the
question
chair.
I
will
clarify
and
I'll
look
into
that
a
little
bit
as
well.
Currently
in
the
e
system
that
you
may
remember,
I
demonstrated
earlier
that
there
is
a
an
indicator
on
there
for
an
individual
that
is
one
of
the
covered
voting
classifications
or
a
disabled
voter.
That's
how
they
are
able
to
identify.
I
believe
that
was
the
requirement,
but
I
will
confirm
and
get
an
answer
to
you.
Thank
you
very.
A
A
C
C
Hello,
okay,
it
works
on
one
side
and
not
the
other.
I
think,
if
you're
here
for
the
hearing
and
listen
to
the
people
that
gave
testimony
for
this
bill,
it
was
so
compelling
that
you
know
we
all
have
the
right
to
vote
and
for
people
that
have
that
right
and
have
tried
to
get
the
access
that
they
need
to
be
able
to
vote
and
not
have.
It
was
disheartening
to
me
and
I'm
really
happy
that
we
are
passing
this
bill
to
make
that
access
easier.
So
thank
you.
A
Thank
you
very
much.
Vice
charlene,
I
really
appreciate
it
so
bloom
and
colin's
hard
work
on
this
bill.
All
those
in
favor,
please
say
aye
any
post,
madam
secretary,
if
you
please
note
that
that
passed
unanimously
and
vice
chair
language,
you
take
the
floor
statement.
Thank
you
very
much.
Vice
chair
lane,
director.
B
Stewart
thank
you,
mr
chair,
for
the
record
michael
stewart
committee
policy
analyst
with
the
research
division.
Our
last
bill
on
work
session
today
is
assembly
above
450..
We
heard
this
bill
on
tuesday
and
it
directs
the
governor
to
appoint
a
committee
to
conduct
an
interim
study
concerning
opportunities
to
align
the
need
for
workforce
training
and
programs
offered
by
community
colleges
in
nevada
and
to
meet
the
needs
of
the
evolving
economy
in
the
state
it
establishes.
B
The
membership
of
the
committee
establishes
the
subjects
that
the
committee
is
required
to
study
and
requires
the
committee
to
report
its
findings
to
the
governor,
the
chair
of
the
board
of
regents
of
the
university
of
nevada,
reno
and
the
legislature
honor
before
august
1
2022..
B
There
were
a
few
amendments
that
were
actually
presented
via
nellis
during
the
hearing
and
maybe
one
would
amend
ab450
to
add
one
member
who
is
a
former
senior
nevada
system
of
higher
education
administrator
or
a
former
senior
administrator
of
nevada
community
colleges
such
as
a
president,
emeritus
or
former
chief
financial
officer
of
the
ancient
administrative
office
and
there's
the
amendment
that
proposed
amendment
is
attached
and
offered
by
john
gultenley.
B
President
emeritus
of
truckee
mendes
community
college
and
cara
lucy
of
western
nevada
college
and
then
the
second
amendment
would
be
to
add
at
least
one
representative
of
faculty
from
an
institution
of
higher
education
within
enshi
and
then
again
that
amendment
is
attached
as
well,
and
those
are
the
two
amendments
that
were
submitted.
Mr
chair,
thank
you.
A
Thank
you
very
much
director
stewart
and
I
did
reach
out
to
the
sponsor,
and
I'm
told
those
amendments,
while
you
know
well-intentioned,
are
not
not
friendly
at
the
time
currently.
So
with
that
members
are
there
any
questions
on
assembly
bill,
450.
A
A
F
Corbuck
policy
director
for
governor
systec
for
the
record.
Yes,
absolutely
that's
part
of
it
section,
seven
part:
a
of
the
bill
does
ask
the
the
study
committee
to
research
the
funding
formula,
and
it
is
a
top
priority
of
the
governors
to
ensure
that
those
funding
formulas
are
in
line
with
our
current
needs.
So
thank
you
very
much
for
the
question.
A
A
I
have
a
do
pass
motion
from
vice
chair
lang.
Is
there
a
second
second
for
majority
leader
canizaro,
any
question
any
discussion
on
the
motion,
all
those
in
favor,
please
say:
aye
any
post,
madam
secretary,
please
note
that
that
passed
unanimously
and
I'll
handle
the
floor
statement
for
that
bill
and
with
that.
Our
last
item
is
public
comment.
I
if
anybody
here
in
the
committee
room,
would
like
to
make
public
comment,
if
not
broadcasting,
if
we
can
go
to
the
phone
lines.
H
G
I
Good
afternoon
this
is
dora
martinez
d-r-a-m-a-r-t-I-n-e-z.
I
represent
the
nevada
disability
peer
action
coalition.
I
am
here
advocate,
thank
you
so
much
chair,
earnshaw
and
madam
chair
lang.
This
is
this
is
a
tremendous
awesome
bill
for
ab121.
