A
A
A
A
All
right,
so
there
are
five
members
present,
so
we
have
a
quorum.
I
would
like
to
welcome
all
watching
or
listening
over
the
internet
to
this
virtual
meeting.
Our
meetings
for
the
time
being
will
be
held
in
this
format.
Only
with
our
meeting
times
regularly
scheduled
for
1pm
on
tuesdays
and
thursdays.
A
A
A
A
As
you
know,
nevada
has
a
citizen
legislature,
there's
63
members
of
this,
of
the
senate
and
the
assembly,
and
we
are
not
full-time
politicians
but
ordinary
citizens
from
63
different
walks
of
life.
We
take
time
out
of
our
usual
employment
as
social
workers,
attorneys
teachers
or
ranchers,
and
for
a
few
months
every
other
year
to
represent
our
fellow
citizens.
A
A
I
would
like
to
now
briefly
introduce
committee
members
and
committee
staff
before
giving
all
the
members
an
opportunity
to
make
personal
comments,
and
I
want
to
warn
the
staff
and
are
the
new
members
to
this
committee.
I
like
to
do
fun
facts.
So
when
you
do
your
personal
introductions,
I'm
going
to
be
asking
for
a
fun
fact
about
yourself.
A
So
I'd
like
to
start
with
the
recognizing
my
vice
chair,
senator
julia
ratty,
who
is
serving
her
third
session
in
both
the
senate
and
on
this
committee,
and
when
she
served
as
chair
during
the
2017
session
and
vice
chair
last
session.
The
other
returning
members
to
this
committee
from
2019
are
senator
ben
kiekefer,
who
is
in
his
sixth
session
in
the
senate
fifth
on
this
committee
and
senator
heidi
stevers-ganser,
who
was
in
her
third
session
in
the
senate
and
on
this
committee
after
having
also
served
in
the
assembly.
A
A
I
would
also
like
to
take
the
time
to
introduce
our
committee
council,
brian
fernley,
who
also
serves
as
the
legislative
council.
He
will
not
always
be
able
to
attend
our
meetings,
but
he
will
be
behind
the
scenes,
assisting
our
committee
with
any
legal
matters
that
may
arise
through
the
course
of
the
120
day
session.
Mr
fernley
will
also
be
available
for
committee
hearings
as
required
and
when
the
issues
or
topics
discussed
may
require
his
presence.
A
In
addition
to
our
lcb
staff.
We
also
have
several
other
staff
members
who
will
be
helping
us
get
through
this
session.
Chris
hilton,
our
committee
manager,
is
new
to
the
senate
and
will
also
be
serving
as
my
legislative
assistant
committee
secretary,
barbara
williams.
She
is
coming
back
for
her
third
session
and
second,
as
our
committee
secretary
and
then
committee
secretary,
alex
paulie,
who
is
also
new
to
the
senate,
I
look
forward
to
working
with
all
of
our
staff.
B
Ratty,
thank
you,
madam
chair,
and
we're
super
excited
to
have
you
here
in
the
senate
and
particularly
excited
to
have
you
chairing
this
committee.
My
name
is
julia
ratty
and
I
represent
senate
district
13,
which
includes
the
kind
of
the
central
part
of
reno
and
sparks
prior
to
serving
in
the
legislature.
I
spent
eight
years
on
the
spark
city
council
serving
as
an
elected
official
in
local
government
fun
fact.
B
I
fought
wildland
fires
for
three
summers:
to
help
myself
help
me
pay
my
way
through
college,
just
a
little
bit
south
of
here
two
years
in
bridgeport,
california,
and
then
another
season
in
twin
falls
idaho.
So
there's
there's
your
fun
fact
and
did
I
did
I
take
all
the
boxes
there
chair
or
was
there
something
else.
C
Okay,
I
did
in
five
wildflower
fires
senator
mo
dennis.
I
represent
senate
district
number,
two,
which
is
downtown
las
vegas
in
downtown
north
las
vegas,
and
it's
actually
a
district
that
I
have
lived
in
for
over
50
years,
and
I
have
let's
see
fun
fact
I
have.
C
I
have
six
grandsons
and
we
are
expecting
a
child,
don't
know
yet
if
it's
a
boy
or
a
girl,
so
we're
hoping
girl,
but
so
far
we've
only
had
boys
but
enough
for
a
basketball
team.
I
guess
so
and
we
now
we
need
a
girl
to
add
to
the
team.
So
I'm
excited
to
be
on
back
on
revenue,
great
committee
and
great
to
work
with
you
and
to
have
you
to
see
your
smiling
face
over
here
with
us
on
the
senate
side.
E
Thank
you,
madam
chair
appreciate
it
ben
kyker,
representing
senate
district
16,
which
includes
south
reno
and
all
of
carson
city.
South
washington
county,
including
washington
valley,
north
shore
of
the
lake,
really
happy
to
be
back
on
the
committee
really
like
this
work.
I
think
it's
you
know
critically
important
to
what
we
do
obviously
hard
for
any
other
committee,
particularly
finance,
to
do
its
work.
If
we
don't
get
our
job
right,
so
I've
got
a
few
bills
that
hopefully
will
be
running
through
your
committee,
man,
I'm
sure.
E
So
I
expect
that
we'll
have
some
have
some
good
times
in
the
next
120
days.
Fun
fact
I've!
I
like
to
use
this
one
a
little
bit
when
I
get
asked
this
question,
I
I
officiated
both
of
my
sister's
weddings,
which
is
the
way
I
like
to
say
that,
rather
than
saying
I
married
both
my
sisters,
so
there
you
go.
A
B
I'm
still
laughing
at
senator
kiker's
fun
fact,
even
though
I've
heard
it
before
so
heidi
sievers
cancer,
actually,
second
generation,
reno
white,
fourth
generation
nevada
and
very
happy
to
join
your
committee,
and
I
have
served
on
this
committee
a
couple
other
times
and
we
do
good
work
in
this
committee
and
I've
got
a
bill
also.
That
will
be
before
this
committee.
B
My
district
is
district
15
again
it's
the
west
side
of
reno
and
north
valleys,
and
I've
had
the
honor
of
serving
since
2016
in
this
district.
My
fun
fact
I
think,
would
be
I
I
entered
some
some
contests
and
and
one
of
them
you
had
to
swim
from
alcatraz
to
the
presidio.
So
I
have
been
in
the
san
francisco
bay
and
have
swum
spun
between
albatraz.
You
actually
jump
off
of
a
boat
there
and
into
the
presidio
a
couple
of
times.
I
haven't
done
it
recently.
That
was
my
big
adventure.
B
A
F
Thank
you
manage
there.
I
apologize
in
advance
to
those
members
that
this
will
feel
like
deja
vu
from
this
morning,
but
it
is
groundhog
day,
so
I'm
russell
guindon
principal
deputy
fiscal
analyst
with
the
fiscal
analysis
division,
and
so
I
have
been
with
the
legislative
council
bureau
since
the
fall
of
1999.
So
this
is
my
11th
session.
F
F
So
what,
if
anything,
that
means
other
than
you
have
81
and
81-
and
I
recall
40
years
ago,
probably
scribbling
in
your
books
class
of
81
rules,
so
here
this
session,
I
would
ask
all
of
you
to
sign
my
yearbook
electronically,
of
course,
because
I
can
go
the
81st
session
rules.
So
that's
my
information
set
madam
chair.
So.
D
Thank
you,
madam
chair
again,
my
name
is
joe
real
and
I've
been
with
the
legislative
council
bureau
now,
since
the
2009
session
and
I've
served
on
this
committee
for
all
of
those
sessions
and
I'll
give
my
fun
fact.
As
I
love
golf
and
I've
had
now
two
holes
in
one
spaced
out
over
20
years
at
the
same
golf
course,
two
different
holes
and
I'll
take
that
one
with
me
for
a
long
time.
A
B
Thank
you,
madam
chair.
My
name
is
michael
nakamoto,
I'm
a
deputy
physical
analyst
with
the
fiscal
analysis
division.
This
is
my
eighth
session
with
lcb
fiscal.
I
first
started
with
the
physical
analysis
division
in
november
of
2005..
B
My
primary
role
is
staff
to
the
assembly
revenue
committee,
but
with
everything
going
on,
I
think
maximum
coverage
for
all
of
us
is
probably
a
good
thing.
My
fun
fact.
Normally
I
talk
about
my
dogs,
I'm
not
going
to
this
time.
I
am
actually
looking
forward,
especially
without
the
pandemic
and
everything
going
on.
I
have
a
vacation
planned
for
after
session.
B
I
am
going
to
fly
to
the
midwest,
I'm
going
to
rent
a
car
and
I'm
going
to
drive
home,
I'm
just
going
to
randomly
see
things
eat
food,
do
whatever
spend
about
10
days
doing
this
and
I'm
really
looking
forward
to
it.
So
thank
you,
madam
chair.
F
Thank
you,
madam
chair,
if
you
don't
mind,
just
as
your
staff
russell
that
sent
that
I
wanted
to
point
out
to
all
the
members
here
and
then
we'll
do
it
in
assembly
revenue
that,
as
the
team
leader
have
decided,
that
to
the
extent
our
schedules
permit,
that
probably
you'll
see
all
three
of
us
on
these
virtual
meetings,
because
I
just
think
that
makes
sense
for
us
as
the
team
to
try
and
maximize
our
coverage
across
both
committees
in
this
environment,
and
so
that
we
don't
have
any
kind
of
gap
that
may
occur
by
not
all
three
of
us.
F
We
operate
as
a
three-person
team.
As
all
of
you
know,
just
this
virtual
environment
does
allow
all
three
of
us
to
be
covering
both
committees
again,
at
all
times,
to
the
extent
puzzle,
especially,
I
may
have
to
leave
from
time
to
time
just
as
demands
of
my
time
get
and
that
allows
us
to
have
two
people
covering
the
committee
virtually.
So
I
appreciate
you
allowing
me
the
opportunity
to
just
point
that
out
that
why
we're
using
a
slightly
different
business
model,
this
session
for
the
tax
team
to
cover
both
revenue
committees.
A
Okay,
thank
you
for
that
and
then
my
last
three,
because
I
try
to
build
camaraderie
with
the
committee
secretary
because
they
are
a
part
of
our
lives
because
they
help
us
manage
the
meetings
and
type
up
all
of
the
wonderful
comments
from
the
constituents.
B
Thank
you
chair.
I'm
barbara
williams,
I'm
working
my
fourth
session.
I
was
born
in
chile.
I
don't
know
if
that's
a
fun
fact:
I've
lived
in
carson
city
for
eight
years
and
love
it.
I
have
two
sons,
one
granddaughter
and
a
grandson
on
the
way
I
love
to
hike,
camp
and
travel.
If,
when
I
can
do
that
again,
thank.
B
I
am
alex
polly
committee
secretary
first.
B
A
My
nickname
that
I
picked
up
over
the
past
couple
of
years
has
been
little
chicken
because
I
am
constantly,
I
guess
apparently
doing
something
interesting
and
I
really
like
doris
day
movies
and
I
spent
the
whole
christmas
break
watching
doris
day
movies
and
searching
out
an
old
dvd
for
johnny
quest.
A
That's
what
I'm
doing
with
my
time.
Ladies
and
gentlemen,
all
right.
So,
let's
move
into
the
series
business
of
our
lives.
So
we
are
going
to
move
into
our
committee
rules.
We
need
to
go
through
the
process
of
adopting
our
committee
rules,
and
so,
if
everybody
saw
the
email
it
had
the
revenue
expenditure
revenue
manual
committee
rules,
the
rules
are
pretty
much
the
same
as
last
session.
There
weren't
too
many
changes
minus
the
fact
that
we're
going
to
be
virtual,
but
we
need
to
go
ahead
and
vote
on
our
committee
rules
and
move
forward.
D
I'll
just
note
that
the
one
thing
that
you
requested
was
for
amendments
to
be
submitted
to
the
committee
48
hours
in
advance
whenever
possible,
given
the
virtual
environment
that
we're
operating
in
just
to
give
us
more
time
to
deal
with
that
and
that's
the
primary
change
that
is
in
the
rules.
A
Okay,
great,
thank
you,
so
I
will
so
has
everybody
had
a
chance
to
look
at
the
rules,
I'm
taking
the
silence
as
yes,
are
there
any
questions?
C
C
A
Okay,
so,
mr
real,
I
guess
we
could
make
that
minor
change,
so
we
can
still
take
a
motion
to
adopt
the
committee
rules
with
that
small
amendment
change.
So
I
will
accept
a
motion
to
adopt
the
committee
rules
with
the
amendment
of
deletion
of
pager.
B
A
A
Okay,
yes,
so
the
motion
carries.
We
have
adopted
our
committee
rules
now
we
will
move
into
our
other
housekeeping
items
of
I
believe
next
is
the
committee
brief
and
I've
asked
mr
real
to
provide
a
refresher
to
the
members
on
session
deadlines
and
a
brief
summary
of
the
topics
and
the
activities
for
this
committee.
Mr
real.
D
D
The
majority
of,
what's
in
here,
is
really
a
recap
of
the
2019
legislative
session
bills
that
primarily
were
part
of
this
committee,
there's
a
few
that
are
referenced
in
here.
That
did
not
come
through
this
committee.
D
So
I'm
not
going
to
go
through
all
the
details
of
the
bills
from
last
session,
but
as
you
scroll
through,
you
were
able
to
to
see
what
came
through
this
committee
as
well
as
some
of
the
other
measures.
They're
broken
out
in
different
categories,
in
terms
of
whether
it's
state
revenue
and
taxes,
technical,
administrative
changes,
a
section
related
to
tax
credits,
exemptions,
abatements
of
that
nature.
D
D
We
have
seven
other
titles,
title
18
or
several
other
chapters
of
nrs
that
are
part
of
this
committee
within
titles,
18,
19,
22
and
40..
These
primarily
deal
with
the
topics
on
economic
development,
and
we
also
still
have
chapter
453-d
dealing
with
taxation
of
marijuana
moving
to
the
committee
deadlines.
D
Things
like
that
for
this
for
staff,
we
look
initially
at
april
9th
day
68,
which
is
the
first
house
first
committee
deadline
in
the
first
house
in
which
bills
would
need
to
be
moved
out
of
this
committee
if
they're
not
already
declared
exempt,
or
they
would
die
after
that
date,
and
then,
of
course,
you
have.
The
other
first
house
passage
on
april
20th.
D
The
second
committee
passes,
deadline,
may
14th
and
then
may
21st
for
the
second
house
passage
at
this
point.
We
have
received
now
there's
seven
listed
bills
here
that
were
the
pre-filed
bills,
and
I
understand
yesterday
we
had
another
bill
referred
the
senate
joint
resolution.
One
was
referred
to
the
committee
and,
following
that
we
have
a
list
of
several
other
bdr
measures
from
the
bdr
list.
D
That's
really
a
compilation
of
measures
that
may
or
may
not
come
to
this
committee,
but
it's
just
sort
of
a
running
tally
of
bills
that
your
fiscal
staff
will
be
sort
of
monitoring
throughout
session,
as
they
may
impact
the
revenue
situation.
So
these
are
just
a
compilation
of
various
bills
that
we
would
track
throughout
session.
D
D
D
Okay,
the
revenue
reference
manual:
this
is
the
document
that
the
fiscal
analysis
division
prepares
prior
to
each
session,
and
this,
of
course,
is
a
document
that
has
grown
quite
a
bit
over
the
years
as
we've
added
information
from
each
session.
The
table
of
contents
just
shows
you
the
structure
of
how
this
document
is
laid
out.
D
We've
now
gotten
it
to
well
over
300
pages
now,
so
I
certainly
don't
intend
to
go
into
all
of
this
in
significant
detail.
They
just
wanted
to
sort
of
browse
through
the
various
sections
just
to
refresh
everyone
in
terms
of
what
type
of
information
is
available
in
this
document
that
we
would
probably
use
quite
a
bit
throughout
the
session.
D
Also,
the
revenue
projections
that
were
just
made
by
the
economic
forum
at
their
december
3rd
2020
meeting
and
then
the
detail
of
those
revenues
are
summarized
we're
actually
laid
out
in
great
detail
here
in
these.
What
we
call
the
revenue
sheet
and
the
first
three
pages
of
this
is
the
tax
section,
and
these
are
the
items
that
will
typically
come
before
this
committee
after
the
tax
section
there's
the
other
minor
revenue
sources
that
are
all
part
of
what
gets
deposited
into
the
estate
general
fund.
D
Of
course,
the
two
percent
rate
is
deposited
into
the
state
general
fund
and
just
something
I'll
point
out
with
respect
to
how
all
of
these
revenues
are
laid
out
in
this
document,
you'll
always
have
information
on
who
administers
the
tax,
the
procedures
for
how
the
tax
is
administered,
the
rate
that's
appropriate
for
the
particular
revenue
where
the
revenues
go
and
then
a
breakout
for
each
of
the
last
two
fiscal
years,
fy,
19
and
20
in
terms
of
what
was
generated
by
each
of
those.
D
So
the
next
component
of
the
sales
tax
you'll
note
that
the
statewide
sales
tax
is
a
6.85
percent
which
is
com.
You
know
made
up
of
all
these
components,
and
so
we
have
each
of
the
the
different
levels
that
get
you
up
to
that:
6.85
between
the
basic
city,
county
relief,
tax,
the
supplemental
county
relief
tax
and
then
eventually
getting
to
the
local
options
that
get
from
each
of
the
the
basic
statewide
rate
up
to
the
amount
that's
actually
imposed
in
each
county.
D
D
The
next
section
gets
into
the
gaming
taxes
and
I'm
not
going
to
go
through
each
of
these
in
detail.
But
the
major
portion
of
the
gaming
tax
is,
of
course,
the
gain
and
percentage
fee
tax
administered
by
the
gaming
control
board
and
I'll.
Just
note
that
the
committee
will
have
a
presentation
from
the
gaming
control
board,
as
well
as
the
department
of
taxation
on
this
thursday's
meeting,
a
joint
meeting
with
the
assembly
revenue
committee,
and
they
will
be
discussing
a
number
of
the
revenues
that
are
in
this
part
of
the
revenue
reference
manual.
F
F
D
Sorry,
I'm
having
trouble
with
my
notes
in
terms
of
where
I'm
at
in
the
middle
of
this
part
so
yeah,
so
the
section
on
property
taxes
is
basically
the
real
and
personal
property
tax
and
also
includes
a
section
on
the
net
proceeds
and
minerals
tax.
D
D
Also,
the
of
course
marijuana
taxes
are
in
there,
the
transportation
connection,
excise
tax
and
page
59
is
the
transportation
connection
excise
tax.
D
B
B
D
I
believe
this
is
nice.
Sorry,
I
can't
see
everything
in
there,
but
the
modified
business
tax
is
broken
out
into
components
for
general
business,
the
financial
sector,
as
well
as
mining,
both
financial
and
mining
reimposed
at
the
two
percent
rate-
and
that's
summarized
in
these
sections
of
course,
the
general
business
rate
has
changed
a
bit
over
each
session,
I'm
currently
imposed
at
the
1.475
percent
after
the
deduction
of
50
000
per
quarter.
D
D
D
D
D
There's
information
on
the
new
tax
credit
that
was
passed
last
session
related
to
the
affordable
housing
tax
credit.
Sorry,
I
can't
see
my
page
numbers
anymore
with
the
way
the
part
of
my
screen
gets
cut
off
here.
But
again
I
just
wanted
to
highlight
the
type
of
information
that's
available
here
and
really
we'll
be
able
to
use
this
document
to
answer
any
questions
related
to
a
lot
of
the
subject
matter
that
comes
before
this
committee.
A
A
Okay,
seeing
none,
I
think
it's
a
it's
a
really
good
book.
I
mean
you
guys
know
you've
been
on
this
committee
before
I
like
it,
because
I
appreciate
the
staff
updates
it
and
adds
this
information,
but
I
also
super
love
taxes,
so
I
might
have
a
personal
problem,
so
we
will
go
ahead
and
I
think
that
was
all
of
our
committee
business
right,
mr
real
and
then.
D
A
Great
thank
you
because
I
love
paper,
so
okay,
so
that
was
that
so
that
was
pretty
much
the
majority
of
our
committee
business.
So
we
will
start
to
close
this
out.
We
will
move
into
public
comment.
B
B
B
A
B
Just
hold
one
sec
chair,
we
will
double
check
really
quick.
A
A
A
B
B
Chair
the
public
line
is
open.
However,
there
are
no
callers
at
this
time.
A
A
Members
who
have
been
on
this
committee
for
like
multiple
sessions
so
and
they're,
also
committees
that
you
are
on
at
different
times,
so
it
is
optional
to
be
at
that
joint
meeting
instead
of
re-hearing
certain
issues.
But
I
will
be
a
part
of
the
assembly
taxation
since
they
have
new
members
and
but
if
anybody
else
is
going
to
participate,
just
let
me
know,
but
since
this
is
more
of
a
refresher,
we
know
that
there's
gonna
be
conflicts
for
folks.
A
So,
but
it
will
be
scheduled
at
four
o'clock
for
the
joint.
So
we
will
go
ahead
and
conclude,
I
can't
remember,
am
I
taking
a
motion
mr
reel
or
I'm
just
adjourning.
A
All
right,
so
we
will
go
ahead
and
adjourn
senate
revenue
and
economic
development.
I
appreciate
you
guys
time
today
and
the
flexibility
see
you
guys
on
thursday
have
a
good.
