A
So
we're
getting
ready
to
have
a
work
session
on
ab363,
because
it's
a
work
session
we
typically
do
not
do
any
kind
of
support
opposition.
We
only
have
conversation
between
the
members.
A
C
C
The
document
is
being
made
available
on
nellis
and
to
the
members
this
bill
on
his
first
reprint.
I'm
sorry.
It
revises
provisions
governing
trans
and
lodging
sponsored
by
assemblywoman
nguyen
and
assemblyman
roberts
and
heard
in
this
committee
yesterday,
this
bill
in
its
first
reprint
established
various
requirements
relating
to
persons
who
seek
to
provide
or
rent
a
residential
unit
or
room
within
a
residential
unit
for
the
purposes
of
transit
lodging
independently
or
using
an
accommodations
facilitator,
as
well
as
on
the
accommodations
facilitator
itself.
C
With
respect
to
the
amendments,
there
were
proposed
amendments
submitted
by
assemblywoman
to
win
during
the
hearing
on
page
two
of
the
work
session
document.
C
The
two
amendments
that
were
accepted
by
assembly
women
win
are
described
in
the
work
session
document.
The
third
amendment
that
she
that
was
discussed
during
the
hearing
was
not
accepted
by
assemblywoman
to
win.
So
the
first
amendment
is
the
items
one
through
six
that
was
discussed
during
the
hearing,
so
I
won't
go
through
those
again.
C
The
second
amendment
was
discussed
and
accepted
by
some
of
the
women
when,
regarding
section
seven
of
the
bill
that
was
submitted
by
clark
county-
and
that
is
summarized
in
the
work
session
document
as
well
and
was
discussed
during
the
hearing
and
re
as
related
to
the
ordinances
adopted
with
respect
to
the
penalties
and
that
those
penalties
are,
in
addition
to
penalties
provided
by
law
for
violation
of
a
county
ordinance.
C
And
then
the
third
amendment
was
submitted
by
chair
neal,
which
would
establish
that
the
provisions
apply
to
would
not
apply
to
cities
with
population
under
30
000,
but
also
establish
provisions
for
a
compliance
period
and
manager.
I
will
let
you
discuss
the
amendments
with
regard
to
your
proposed
amendment.
Thank
you.
A
Okay,
thank
you,
mr
real,
so
my
proposed
amendment
basically
creates
a
compliance
period
and
so
the
compliance
period
is
only
for
clark
county.
The
way
the
bill
reads.
My
amendment
reads:
the
only
entities
that
are
eligible
for
the
compliance
are
owners
of
a
residential
unit
that
has
listed
or
advertised
with
an
accommodation
facilitator
prior
to
june
1st
2021,
so
that
particular
language
kind
of
bakes
in
all
pre-existing
who
were
on
the
platform
or
operating
before
june,
1st
2021.
A
These
persons
may
apply
to
the
county
with
over
700
000
in
population
when
authorization
becomes
available
by
the
county
ordinance
pursuant
to
ab363.
As
we
know
in
the
bill,
the
bill
gives
a
one-year
period
before
it's
actually
going
to
be
implemented.
There
will
be
a
compliance
period
in
which
entities
shall
be
able
to
come
in.
It
will
be
open
for
six
months
after
the
ordinance
is
adopted
for
the
eligible
population.
A
A
D
Discussion
on
the
motion.
Sorry,
thank
you
turnell.
So
I'm
going
to
support
this.
I
really
appreciate
the
amendment
both
providing
that
what
did
you
call
not
a
compliance?
Yeah
compliance
period,
the
compliance
period
as
well
as
carving
out
a
couple
of
the
really
small
municipalities.
Thank.
D
Thank
you,
madam
chair
I'll,
I'll
vote.
I'm
yes
in
committee
reserve
my
right
to
vote
no
on
the
floor.
I
want
to
make
sure
I
understand
the
the
amendment
more
thoroughly
before
we
before
I
make
a
final
decision.
Thank
you.
B
Thank
you
and
I
I
appreciate
that
you
know
we
took
into
consideration
all
the
things
that
we
heard
from
the
different
folks
in
the
testimony
as
we
went
through
this,
because
I
think
this
will
help
some
of
those
folks
that
that
you
know
that
are
going
to
be
impacted
the
most.
So
I
appreciate
that.
Thank
you.
E
E
The
spirit
of
the
bill,
which
is
making
sure
that
we're
not
impacting
neighborhoods
to
immensely
have
some
separation
distance
has
some
some
of
the
good,
the
very
good
aspects
of
the
bill,
but
also
for
those-
and
I
just
want
to
be
clear
here-
those
who
made
a
choice
to
operate
illegally
that
were
sort
of
giving
them
a
free
pass
from
this
point
forward
to
come
into
compliance
and
move
forward,
and
not
everybody
will
be
able
to
do
that.
I
want
to
be
very
clear
on
the
record.
E
There
still
may
be
some
properties
out
there
that
are
operating
now
that
won't
be
able
to
comport
with
the
conditions
of
the
bill,
but
I
think
the
vast
majority
will
and
so
hopefully
that
that
will
not
be
disruptive
and
we
always
want
to
give
folks
a
path
towards
becoming
compliant
as
opposed
to
be
punitive.
So
I
commend
again
the
sponsor
and
the
chair
for
good
work.
Thank
you,
yeah.
A
Thank
you
for
that
senator
ratty
and
I'll
just
say,
because
we
won't
be
back
in
this
building
we'll
be
in
this
committee.
Thank
you
for
the
stakeholders
for
working
with
me
listening
to
me
and
believing
that
I
might
have
some
judgment
on
this
space.
So
I
appreciate
it.
So
we
will
go
ahead
and
roll
call.
A
E
Chair
one
comment:
yep
just
a
note
on
process
for
folks
because
we're
up
against
some
deadlines
at
this
point
in
session
you'll
see
this
bill
come
to
the
floor
and
you
probably
won't
see
the
amendment
be
adopted
this
evening
just
because
of
the
timeline
that
we
have
to
get
through
second
reading,
but
the
amendment
will
probably
be
adopted
on
the
floor
tomorrow.
So
I
just
don't
want
folks
to
get
a
confused
in
the
process.
If
you
don't
see
the
amendment
adopted
on
the
floor
this
evening,.
A
Thank
you
senator
ratty,
so
all
right,
so
we
will
go
ahead
and
open
up
for
public
comment,
not
on
ab363,
okay.
So
seeing
no
public
comment,
we
will
go
ahead
and
adjourn
senate
revenue.
