we've
seen

the
last

months
and
what
we
maybe
expect
to
see
if
we
don't
take
action

trajectory

this
time.

look
at
the
data
that
we
are
dealing
with.

remarks
will
coincide
with
a
presentation
that,
for
those
of
you
in
the
room,
will
be
able
to
see
up
here
on
this
wall.

this
update
and
for
all
nevadans
as
well.

I
want
to
quickly
begin
with
an
overview
of
the
national
status
we've
seen
a
seven
day
average
in
new
cases,
states
we've
we've
seen
the
seven
day
average
of
new
cases
in
the
united
states
exceed
seventy
thousand
for
the
first
time,
and
more
than
half
of
the
states
are
reporting
case
numbers
at
new
record
levels.
In
the
last
month,
the
number
of
hospitalizations
from
covet
19
in
the
united
states,
climbed
about
45
percent
hospitals
nationwide,
are
beginning
to
express
concerns
about
being
able
to
provide
sufficient
care
to
patients.

Nationwide
trends
are
indicating
that
new
cases
are
being
driven
by
relatively
small
gatherings
of
families
and
friends,
where
folks
are
more
likely
to
let
their
guards
down.
That's
the
coveted
fatigue
that
the
governor
has
been
talking
about
and
it
is
setting
in
as
the
governor
mentioned
on
monday.

Vaccines
are
in
development,
but
we're
not
sure
when
they
will
be
available
to
the
wider
public,
as
this
data
from
the
white
house
report
shows
cases
per
100
000
three
months
ago,
two
months
ago,
and
one
month
a
month
ago,
as
you
can
see
three
months
ago,
we
had
a
few
areas
of
cons
concern,
but
about
a
month
ago
nevada
was
doing
pretty
well.

Transmission
according
to
the
white
house
and
24
percent
of
our
counties
are
deemed
in
the
red
zone.
That's
based
on
the
total
number
of
known
cases
and
a
high
and
high
test
positivity
rates
that
suggests
that
there
may
be
even
more
cases
than
currently
estimated
or
found
through
testing
and
contact
tracing.
That
means,
without
a
doubt
that
we
have
community
spread
in
the
state
of
nevada.

Here's
our
latest
reporting
on
this
slide.
Here's

latest
reporting

the
department

human
services.
This
is
a
snapshot
of
the
data
we
posted
earlier
today.
There
were
571
new
cases
identified
yesterday
of
those
322
or
56.4,
where
in
clark,
county,
189
or
percent
were
in
washoe,
county
and
60
cases
or
10.5
percent
were
in
the
remainder
of
the
state.

There
were
10
new
reported
deaths,
7
248
reported
tests
and
the
14-day
test,
positivity
rate
is
at
10.1
percent.
For
the
most
recent
seven-day
period,
cases
are
growing
at
a
rate
of
0.8
percent
or
774
new
cases
per
day
for
some
additional
context.
When
the
governor
had
a
press
conference
last
tuesday,
just
eight
days
ago,
we
were
seeing
666
new
pa
cases
a
day.
We
are
trending
upward,
as
you
can
see
on
this
slide.

our
testing

As
you
all
know,
as
the
governor
mentioned
last
week,
the
number
of
newly
diagnosed
cases
of
coven
19
began
to
increase
at
the
end
of
september,
we're
seeing
an
infection
rate
above
one,
which
means
the
outbreak
will
continue
to
spread
unless
there
are
changes
in
our
behavior
to
help
mitigate
that
spread.
The
14-day
test,
positivity
rate,
has
climbed
to
almost
10
percent
regarding
hospitalizations,
as
we
have
seen
in
nevada
and
across
the
country
with
previous
waves
or
surges,
an
increase
in
cases
almost
always
leads
to
an
increase
in
hospitalization
two
or
three
weeks
later.

You
can
see
that
here
we
saw
an
uptick
tick
in
cases
in
july
and
you
can
see
hospitalizations
climb
in
the
state
in
august
now
for
mortality
and-
and
unfortunately,
we
know
from
our
experience
that
after
cases
surge
surges
come
from
hospitalizations
and
then
unfortunately,
deaths
can
occur
again.
You
can
see
that
phenomenon
here
from
the
summer
after
cases
and
hospitalizations
increased
you
can
see
the
court
you
can
see
corresponding
an
increase
in
deaths
for
some
individuals,
it's
all
tied
together.

We
don't
want
to
end
up,
like
other
states
across
the
nation
who
are
on
the
brink
of
implementing
crisis
standards,
of
care
measures.
That
means
hospitals
are
rationing,
their
resources
and
making
evaluations
of
patients
who
have
a
better
chance
of
survival
and
that's
where
they
are
dedicating
their
resources.
Crisis
standards
of
care
means
gurney's
in
hallways.
It
means
zero
visitors
for
loved
ones.
It
means
nurses
and
professionals
to
to
find
enough.
Ppe
to
use
nevada
is
not
actively
implementing
crisis
standards
of
care
and
we
want
to
ensure
that
it
stays
that
way.

Thank

At
this
time,
nevada
has
found
about
25
percent
of
the
covid19
cases
through
contact
tracing.
That
means
there
are
positive
cases
out
there.
We
are
not
catching
through
contact
tracing,
which
is
an
indicator
of
community
spread.
That's
part
of
the
reason
we
implemented
and
have
been
encouraging,
nevadans
to
download
and
use
the
covid
trace
app.
It
helps
supplement
our
traditional
disease
investigation
efforts.

At
this
time.
We
have
surge
staffing
in
place
to
help
our
contact
tracing
efforts,
but
those
levels
would
drop
down
when
the
coronavirus
relief
funds
expire
at
the
end
of
the
year.
We
do
have
grant
money
through
the
department
of
health
and
human
services
that
will
supplement
these
efforts,
but
we
will
be
losing
a
good
amount
of
staff
income
the
end
of
the
year
on
this
next
slide.
We
look
at
county
data.
I
wanted
to
take
a
minute
to
break
down
some
of
that
data
and
trends
we
are
seeing
by
the
counties.

Some
of
you
may
be
familiar
with
this
graphic.
Back
in
july,
we
began
looking
at
data
from
individual
counties
and
using
three
metrics
to
measure
whether
counties
have
an
increased
risk
of
transmission
of
coved
19.
If
counties
meet
two
of
the
three
measures
they
are
considered
at
risk,
we
look
at
the
average
number
of
tests
per
day,
how
many
cases
per
100
000
residents
and
the
test
positivity
rate
this
week.
As
the
governor
mentioned
on
monday,
eight
of
the
17
counties
are
flagged
for
having
an
elevated
risk
of
transmission.

Washoe
county
has
an
elevated
risk
of
transmission
and
has
been
for
the
last
five
weeks.
Lyon
county
has
been
in
an
elevated
risk
for
three
weeks
in
a
row.
Clark,
alco
and
lincoln
counties
have
been
flagged
for
two
weeks
in
a
row,
and
this
week,
carson
city,
humboldt
and
nye
counties
were
added
to
the
list.
We
look
at
and
update
this
data
daily
and
we
do
see
some
fluctuation,
especially
among
our
rural
counties,
of
coming
on
and
off
the
list.
At
this
point,
I'm
going
to
turn
the
presentation
back
over
to
governor

scare

the
data
trends
we're
presenting,
but
we
have
an
obligation
to
have
an
honest
conversation
with
nevadans
about
where
we
are
and
what
will
happen.

we
don't
take

we
don't
step
up
together
and
follow
all
public
health
measures,
hard
decisions
and
trade-offs
lie
ahead.

a

and
responsible

so
proud
of
our
superintendents
and
education
leaders

commitment

progress
and
look
forward
to
providing
more
updates
soon.

county
and
after
previous
task
force
meetings

officials,

asked
officials

across
the
county
to
come
together

provide

plan

help
slow
the
spread
in
washoe.

people
we've
asked
to
include
we've
asked

join
us
include
the
washoe
county
school
district
superintendent,
a
representative
from
the
university
of
nevada,
reno,
washoe,
county
health,
district
washoe,
county,
the
city
of
reno
and
the
city

sparks.

confident
we'll
be
able
to
have
a
productive
conversation
meeting
a
productive
meeting
with
all
of
the
stakeholders
to
truly
evaluate
what
we
are
seeing
and
to
come
to
a
consensus
on
what
steps
are
next
for
the
county.

early

get
out

exercise
their
right

person
next
tuesday.

plan

the

hasn't
come
and
whatever
they
say

rolls
off

am
continuing
to
fight
for
the
health
and
safety
of
everybody
in
the
state
of
nevada
and
to
get
our
economy
back
on
track.

reduced
the
total
number

tests

needed
to

mentioned

of
our
more
rural
communities,
and
so
we
did
adjust
that
in
order
to
meet
their
needs.
But
the
testing
encounter
decision
was
really
made
in
order
to
incorporate.

appropriate

tests
and
to
make
sure
we
were
de-duplicating
nationally.
In
fact,
we
just
got
off
of
a
call
with
johns
hopkins
university,
where
they
were
commending
nevada
for
being
one
of
the
very
few
states
to
transition

testing
encounters
instead
of
overall
tests,
which
was
which
was
a
really
positive
thing
for
us.
I
have
not
done
an
analysis
yet
to
determine
whether
or
not
the
change
would
have
resulted
in
a
difference,
but
I
know
our
state
biostatistician
could
provide
that
very
quickly.

that,
so
just
looking
at
the
data
from
last
week,
potentially
one
more
county
could
have
been
on
based
on
a
seven
percent
positivity
I'll.

you
know
that
tomorrow,
at
the
task
force
there
are
changes
related
to

counties

flagged,

encourage
people
to
watch
that
I'll
just

Just
a
little
more
specific
specifics
about
encounters.
One
of
the
things
that
we
saw
is
as

different
types
of
tests
hit
the
market.
We
wanted
to
ensure
that
we're
not

counting

is

are
watching
these
debates
and
attending

I'd
say
that
in
public
health
we're
incorporating
covid
into
our
forever
response,
there
won't
be
an
end
to
covid.
Hopefully,
vaccine
will
get
it
to
levels
that
we
can
control.
The
best
way
I
could
describe
it
is
that
covet
is
truly
a
controlled
burn
in
our
community
and
if
we
can
keep
it
at
levels
where
our
hospital
capacity
is
healthy,
where
we
can
case
investigate
and
contract
contact,
trace,
all
the
cases
and
people
isolate
and
quarantine.

wildfire
and,
as
you
can
expect,
then
we
have
to
prioritize
what
cases
get
investigated
and
contact
trace,
and
so
in
public
health
we
are
trying
our
best
to
ensure
that
it
stays
a
controlled
burden
that
we
can
handle
it,
but
that's
individual
responsibility
to
ensure
that
they
help
us,
and
so
so
I
do
think
it's
a
very
destructive
narrative
to
say
that
we've
rounded
the
corner
because
for
us
were
in
this
for
the
long
run.

in
southern
nevada.
That's
going
to
be

the
game
for
the
fremont
canon
on
saturday
that
stadium
seats,

000
people
more
people
every
day
in
the
united
states
every
day
than
the
capacity
of
that
stadium
are
contracting,
this
disease,
seventy
thousand
people
a
day.

talk
to
my
fellow
governors,
my
colleagues.
They
have
to
look
at
restricting
rationing
care
in
some
states.
That's
how
overwhelmed
hospitals
are
becoming.
They
have
to
look
at
maybe
transporting
patients
out
of
state
because
there's
no
more
room
in
their
hospitals
and
if
anybody
thinks
that
that
means
that
we've
got
a
handle
on
this
or
it's
going
to
go
away
in
a
few
days,
they're
dreaming
or
they
are
lying
to
the
american
people.
