A
C
A
Am
here,
and
just
a
few
housekeeping
matter
like
to
remind
everyone
that,
when
you
are
not
speaking,
if
you
could
keep
your
mic
muted,
it
makes
it
easier
to
hear
those
that
are
talking
and
there's
an
option
on
zoom'
that
if
you
have
a
question
to
leave
it
in
the
top
right
hand,
corner
of
your
picture
put
your
hand
up.
You
can
click
on
that.
If
you
have
a
question
that
would
be
fine
or
you
can
put
it
in
our
chat,
which
is
at
the
bottom
middle
part
of
your
screen.
I.
A
Think
everyone
by
now,
or
at
least
most
of
us,
have
gotten
used
to
doing
a
lot
of
our
meetings
through
the
internet
on
zoom'
or
other
sharing
platforms.
So
I
hope
that
as
we're
all
living
through
this
Kovic
pandemic
that
you
and
your
families
are
doing
well
and
I.
Think
you
all
for
joining
us
today.
A
Now
that
we've
had
our
roll
call,
that
will
bring
us
to
the
next
item
on
our
agenda,
and
that
is
public
comment
and
public
comment
is
kind
of
tricky
during
these
the
zoom
meetings,
but
on
our
agenda,
if
you
are
watching
by
zoom
or
listening
in
on
the
agenda,
there
was
the
callin
information
of
how
you
could
call
in
and
be
a
part
of
this
meeting,
but
for
public
testimony
under
this
item
you
can
present
public
comment
by
telephone
or
by
written
comment
because
of
the
considerations
for
others,
each
callers
offering
testimony
during
this
period.
A
A
In
addition
to
your
testimony
or
in
lieu
of
your
testimony,
been
written,
comments
may
be
submitted
by
either
emailing
them
to
industrial,
at
LCB,
dot,
state,
dot,
NV
dot
us
or
you
can
fax
them
to
seven
seven,
five,
six,
eight
four,
six,
seven
six
one
or
if
you
wish
you
can
know
your
comments
to
the
legislative
building
at
401,
South,
Carson,
Street,
Carson,
City,
Nevada,
eight,
nine,
seven,
zero
one!
You
can
do
this
either
before
during
or
after
this
meeting.
A
If
there
are
any
difficulties
I'm
reaching
us,
please
call
seven,
seven,
five,
six,
eight
four,
six:
nine,
nine
zero
for
assistance
and
members.
When
we
switch
between
the
members
on
this
meeting
and
public
comment,
it
may
take
just
a
few
minutes
so
we'll
give
our
staff
a
minute
or
two
to
see.
If
there's
anyone
waiting
in
the
waiting
room
to
make
public
comment.
A
There
will
be
another
public
comment
section
at
the
end
of
our
meeting,
so
we
will
move
on
to
the
third
item
on
our
agenda
and
today
that
will
be
the
approval
of
the
minutes
from
our
meeting
from
December
12
I
hope.
All
the
members
had
an
opportunity
to
review
the
minutes
there
in
the
meeting
packet,
which
is
online
and
I
believe
that
starts
on
page
three
of
our
packet.
A
And
members,
when
we
do
the
vote
for
the
approval
of
the
minutes,
it's
much
easier
since
for
online.
If
you
approve
of
the
minutes
to
say
yes,
if
not
to
say
no
so
with
that,
I
will
ask
for
a
motion
to
approve
the
minutes.
C
A
B
B
B
B
A
E
A
A
E
For
the
record
deputy
director
Kalinga,
the
mass
of
20,000
is
separate
item.
That's
for
inmate
pop
our
offender
population,
which
we
took
the
current
population
at
the
time,
and
then
we
double
it.
So
each
offender
would
receive
two
orange
mass
one
would
be
laundered
at
one
point
and
then
the
offender
would
have
another
one
on
his
possession
as
they
turn
over
to
do
their
laundry
and
that
order
has
been
fulfilled.
State
white,
every
institution.
Every
offender
has
a
mask,
they're
rolling
them
out.
F
Am
Diane
Gastelum
ASO
for
Prison
Industries
and
if
you'll
turn
to
tab
five,
and
that
starts
on
page
19,
as
shown
at
the
bottom
of
page
21,
a
balance
of
six
hundred
and
three
thousand
nine
hundred
and
eighty
seven
dollars
was
those
to
Prison
Industries.
As
of
the
end
of
March,
the
largest
balances
owed
to
PA
PIR
marked
with
an
asterisk
and
make
up
our
top
ten,
the
majority
of
the
receivables
are
composed
of
these
ten.
F
They
owe
a
total
of
four
hundred
and
seventy
two
thousand
six
hundred
and
fifty
dollars
or
78
percent
of
the
total
receivables
do
four
of
the
top.
Ten
are
private
customers,
Diamond
Mountain
distributors
and
sewing
collection?
They
always
sound,
run
balances,
since
they
continually
do
business
with
us
and
have
contracts
with
pi
the
other
two
private
customers
do
not
have
a
contract.
However,
they
always
pay
their
invoices
promptly.
The
six
remaining
top
ten
customers
are
government
agencies
in
which
we
can
depend
on
their
payment.
F
We
do
have
two
auto
shop,
customers
that
have
balances
over
a
hundred
and
twenty-one
days
past
due
one
customer
owes
two
thousand
eight
hundred
and
eighty
one
dollars
and
seventy
six
cents
on
this
report.
The
controller's
office
was
able
to
collect
the
balance
for
us.
However,
P
I
share
was
only
two
thousand
two
hundred
fifty
six
dollars
and
21
cents
after
fees.
F
Therefore,
six
hundred
and
twenty
five
dollars
and
fifty
five
cents
was
written
off
as
a
bad
debt.
Just
recently,
you'll
see
that
in
the
next
financial
statements,
the
other
auto
shop,
customer
I'm,
oh,
is
four
thousand
seven
hundred
and
seventy
one
dollars
shop,
just
finished
redoing
a
few
little
things
on
his
car
and
he
assured
us
he
will
pay
once
here,
Ian
specs
his
vehicle
and
also
at
the
last
meeting
we
mentioned
that
we
were
having
issues
collecting
from
Hawaii.
F
They
ended
up
paying
us
the
forty
one
thousand
eight
hundred
and
seventy
dollars
in
late
January,
and
then
they
paid
us
one
thousand
four
hundred
and
eighty
seven
dollars
in
interest
as
the
first
part
of
February.
So
that
was
a
nice
surprise
and
we
believe
we
can
collect
on
the
remainder
of
the
receivables.
So
I'd
be
glad
to
answer
any
questions.
A
It's
nice
to
see
that
Hawaii
did
come
through.
That
was
a
little
concerning
members,
I'll
open
it
up
to
questions.
C
E
For
the
record
of
deputy
director
Cuenca,
they
purchased
culinary
stainless
tables
for
their
culinary.
They
didn't
have
the
capability
of
doing
and
steel
fabrication,
so
they
contacted
us
being
closer
to
the
coast.
We
fabricated
it
designed
it
and
fabricated
it
and
then
shipped
it
coordinate
all
the
shipping
through
for
them.
A
F
F
With
three
point:
six
percent
of
the
population
working
in
FY
nineteen,
the
average
offender
population,
was
thirteen
thousand
six
hundred
and
ninety
nine,
with
a
workforce
of
three
point:
nine
percent
for
the
first
nine
months
of
FY
20s
on
page
23,
the
average
offender
population
was
twelve
thousand
nine
hundred
and
sixty-one
with
four
point.
Five
percent
of
the
offenders
working.
F
So
currently
the
prison
population
is
going
down
somewhat,
with
a
higher
percentage
of
offenders
working
in
July,
P
I
had
571
defenders
working
while
in
March
we
had
six
hundred
and
sixteen
offenders
working
we're
looking
forward
to
greater
numbers.
Once
all
wire
starts
operations
and
once
the
kovat
19
issues
are
behind
us,
so
I'd
be
happy
to
answer
any
questions.
E
For
the
record
deputy
director
quit,
no
man
is
not
affected
where
we
signed
that
contract
contract
was
approved
in
March
April
for
all
wire
through
the
Board
of
Examiners,
we're
looking
to
bring
on
board
start
off
with
15
and
then
gradually
ret
rise
up
to
40.
Currently,
at
the
garment
factory
we
have
126
up
there.
We
just
added
20
more
going
in
for
Koba
19
to
assist
in
that
operation
for
the
sewing
operation.
So
we're
growing
also
the
card
sorting
at
Southern
desert.
E
We
have
grown
a
little
bit
there,
we're
adding
looking
at
25
more
we've
got
about
10,
so
the
process
is
just
make
sure
that
these
offenders
are
screened
properly,
make
sure
they're
qualified.
They
have
to
check
their
credentials,
their
their
eye
files
make
sure
a
birth
certificate
because
we
do
you
verify
through
Prison
Industries,
so
we
mimic
practice
on
the
streets.
So
we
do
that
so
there's
a
time-consuming
process
as
they
come
in
majority
institutions
do
have
a
job
coordinator
where
they
come
in
and
then
that
they'll
screen
them
vet
them
through
there.
E
C
E
A
Thank
you
for
that.
I
was
wondering
how
they
improve
it
for
I
didn't
packed
at
our
industries
program
making
inmates
outside
of
the
facility
and
if
the
industries
that
we're
doing
business
with
we're,
also
having
a
work,
stoppage
or
work
slowdown.
So
that
answered
that
question.
So
I
appreciate
that
members
any
other
questions.
A
Okay,
CNN
c7
she's,
a
review
of
the
deductions
from
inmates,
wages
for
room
and
board
the
prisons,
capital
and
Improvement
Fund,
and
the
victim
of
crimes
fund.
Members
you'll
find
that
on
page
25
of
your
pack
and
I'll
ask
the
department
to
give
us
a
review
of
the
deductions
from
the
inmate
wages
for
room
and
board
for.
F
The
records
and
Castell
program
participants
working
for
p.
I
have
twenty
four
and
one-half
percent
of
their
wages
deducted
for
room
aboard
five
percent
deducted
for
the
victims
of
crime
fund
and
five
five
percent
deducted
for
the
p
IC
IP
fund
in
FY.
18
offenders
had
a
total
of
four
hundred
and
fifty
six
thousand
eight
hundred
and
eighty
three
dollars
deducted
from
their
pay
in
FY.
F
Fifty
thousand
eight
hundred
and
sixty
five
dollars
for
the
victims
of
crime
fund
and
fifty
thousand
eight
hundred
sixty
five
dollars
for
the
p
IC
I--
p
fund,
and
that
totals
three
hundred
fifty
thousand
nine
hundred
and
sixty
eight
dollars
and
as
a
result
of
the
pandemic,
we
are
projecting
that
deductions
will
be
down
a
total
of
approximately
thirty
nine
thousand
dollars
as
compared
to
last
year,
mainly
due
to
the
Cova
nineteen
Eriksson.
Shutting
down
and
I'd
be
happy
dancing.
A
C
E
For
the
record
deputy
director
coin,
get
Marcy's
laws
and
new
laws
been
acted
and
we're
working
that
with
our
administrative
regulation
258.
What
that
is
that
any
offender
that's
working
or
incarcerated
within
our
department
Corrections,
they
are
to
pay
all
their
fines
and
restitution
through
the
courts.
What's
going
to
happen,
is
we
started
an
act
and
working
with
the
attorney
general's
office?
It
was
supposed
to
be
where
they
pay
restitution
and
it's
like
who's
on
first
base.
E
Second
base
third
base,
so
it
be
restitution
comes
first
and
then
it
goes
to
P,
I
capital,
room
and
board,
and
on
so
on,
but
now
since
talking
to
Deputy
Director
Support
Services,
we
are.
We
were
supposed
to
enact
that
on
July
1,
it's
changed.
Some
things
have
changed
working
with
the
attorney
general's
office.
Now
it's
where
they're
going
to
take
everything
and
pay
up
that
full
restitution.
Nobody
else
gets
anything
else.
E
The
offender
will
get
what's
left
after
they
pull
it
out
to
pay
their
restitution,
so
we're
gonna
see
a
decrease
in
the
room
and
board
and
in
all
these
deductions,
but
in
talking
with
the
Deputy
Director
Support
Services,
we
do
not
have
that.
Many
offenders
in
the
system
that
Oh
a
lot
of
restitution
at
this
point
so
I
think
we're
going
to
be.
Okay
but
there'll
be
a
short
drop
when
that
in
acts.
August
1st.
A
F
Historically,
Industries
has
always
had
more
cash
than
the
ranch.
However,
the
ranch
is
catching
up.
Fast
accounts
receivable
increased
by
almost
one
hundred
thousand
dollars.
Life
stock
inventory
increased
over
one
hundred
one
thousand
dollars
and
shop
inventories
increased
by
one
hundred
and
ninety
four
thousand
dollars.
F
Then
I'm
following
the
page
down
to
the
other
asset
section
restricted
cash
is
flat.
We
keep
tapping
into
the
P
I
capital
fund
to
purchase
much
needed
equipment
so
going
on
down
the
page
to
the
liabilities
and
capital
balance
section
P
is
retained.
Earnings
decreased
approximately
two
hundred
and
forty
two
thousand
dollars
to
a
balance
of
three
million
nine
hundred
and
three
thousand
three
hundred
and
seventy
eight
dollars.
F
So
I'm,
going
over
to
page
30
and
you'll,
see
the
net
loss
on
totals
one
hundred
and
seventy
nine
thousand
six
hundred
and
forty
four
dollars,
then
the
following
page,
page,
31,
grapes,
astound
by
the
different
budget
accounts.
Some
industries
had
a
loss
of
three
hundred
and
thirty
seven
thousand
five
hundred
and
twenty
three
dollars
the
ranch
contributed.
One
hundred
and
seventy
two
thousand
three
hundred
eighty
two
dollars
towards
program
support
and
the
P
I
capital
fund
ended
with
a
loss
of
fourteen
thousand
five
hundred
and
three
dollars.
F
F
Total
revenue
decreased
by
approximately
63
thousand
dollars,
then
I'm
going
down
to
the
general
and
administrative
expenses.
This
really
tells
the
story
of
industry's
loss.
The
admin
section
has
a
net
loss
that
increased
about
five
hundred
and
twenty-two
thousand
dollars.
It
can
mainly
be
attributed
to
two
things.
We
made
an
investment
to
replace
the
membrane
on
the
sprung
structure
at
Southern
desert,
Correctional
Center.
F
That
was
approximately
one
hundred
sixty
four
thousand
dollars,
but
you
have
to
spend
money
to
make
money
and
all
wires,
signed
a
multi-million
contract
and
we'll
be
utilizing
the
building
and
putting
offenders
to
work.
The
big-ticket
item
is
the
state
cost
allocation.
It
increased
two
hundred
seventy
seven
thousand
one
twenty
nine
dollars
over
last
year.
For
this
nine-month
period
and
I,
you
guys
know
I
previously
complained
that
it
ballooned
in
the
budget
this
year
it's
almost
a
half
a
million
dollars
which
is
really
crippling
pie
and
then
we're
going
to
page
34.
F
Our
new
detergent
section
is
listed.
It
was
created
as
a
response
to
Cova
19,
and
this
section
is
manufacturing
hand
sanitizer,
but
we
would
like
to
expand
that
a
little
bit
in
the
future.
It
began.
Production
on
March
23rd,
as
we
stated
in
the
pandemic
report
listed,
are
some
startup
costs
for
basically
the
first
week
and
of
course
we
do
not
have
any
sales
that
early
on
and
as
of
the
end
of
May,
we
had
produced
three
thousand
five
hundred
eight
gallons
of
hand.
Sanitizer.
Oh.
F
I'm,
going
on
to
page
35,
our
mattress
Factory
is
listed.
There
sales
increased
approximately
seventy
thousand
dollars.
They
did
bring
their
cost
of
sales
down
somewhat.
The
cost
of
sales
is
84
percent
of
their
sales.
It
is
still
high,
but
the
shop
supervisor
is
working
on
it.
Their
total
general
and
administrative
manufacturing
expenses
have
decreased
approximately
nine
thousand
dollars
so
that
helps
a
little
bit.
So
the
mattress
factory
had
is
seventy
six
thousand
three
hundred
and
sixty
seventh
out
turnaround.
F
So
I'm
going
on
to
page
36,
it
has
the
print
and
binary
shop
sales
increased,
approximately
91
thousand
dollars,
mainly
due
to
selling
officer
uniforms.
General
and
administrative
manufacturing
expenses.
I'm
decreased
approximately
twenty
thousand
dollars
the
shops
earnings
available
for
program
support
is
eleven
thousand
six
hundred
and
sixty
three
dollars
the
shop
supervisor
retired.
After
nineteen
years
of
service
we
do
miss
Mary.
E
Director
quango,
just
to
kind
of
give
a
brief
on
that
shop,
so
we
have
the
new
supervisor
and
she's
really
motivated,
really
going
forth
with
our
new
Marketing
Coordinator,
also
which
I
introduced
last
year.
With
that
shop
we're
seeing
an
increase.
We
have
the
we
were
approved
for
a
latex
printer
and
with
that
lake
2x
printer
we've
been
helping
a
lot
of
state
agencies,
also
with
the
labeling
for
all
our
PPE
stuff,
our
bottles
and
all
that
in
working
with
diem
and
I,
don't
think
I
mentioned.
E
But
we
were
working
together
with
the
vision
of
Emergency
Management.
We
were
supplying
them
with
all
the
PPE
s.
One
point
now:
it's
coming
back
to
us
and
now
we
got
a
lot
of
the
private
sector
and
other
state
entities
that
are
still
interested,
for
example,
Washoe,
County,
School,
District
and
other
school
districts
that
are
continuing
to
prepare
for
the
next
season
next
school
year.
So
we're
able
to
create
and
manufacture
banners,
posters,
stickers,
magnets
windows,
stickers.
E
So
with
that
said,
it
also
enhances
our
capability
to
reduce
labor,
we're
doing
the
both
stickers
for
a
Department
of
Wildlife.
We
also
did
a
sixty
thousand
dollar
job
for
the
Nevada
Census
Bureau.
We
did
all
their
literature
and
all
their
little
trinkets
going
out.
We
got
contact
with
that,
but
we're
picking
up
a
lot
of
we're
doing
coupons
for
WIC.
You
know
so
it's
it's
advancing
our
capability
to
support
some
of
these
entities,
state
entities,
local
entities
to
help
reduce
their
budget,
save
them,
and
then
we
work
together
puts
inmates
to
work.
A
E
E
So
the
prices
are
dropping
looking
to
make
that
enhancement
in
that
program,
also
looking
at
possibly
producing
soap
for
the
department
and
other
correctional
facilities,
local
jails,
such
as
like
North,
Las,
Vegas,
CCDC,
Washoe,
County
Jail,
so
we're
looking
and
some
cleaning
solutions
working
with
a
couple
companies
out
there,
which
Boeing
uses
and
a
lot
of
other
airlines.
They
have
a
spray
that
we're
talking
about
it's
kind
of
expensive
right
now,
but
the
price
to
drop
where
you
spray
this
substance
and
you
don't
have
to
wipe
it
down.
E
But
it's
supposed
to
be
good
for
MRSA
and
also
for
kovat
19
I've,
seen
the
video
on
it
and
talking
on
the
rap
where
they
spray
a
cutting
board.
And
you
just
let
it
dry,
then
you
can
cut
your
vegetables
or
wither
on
top,
has
no
effect
and
it
doesn't
contaminate
so
we're
looking
at
expanding
working
with
the
jail's,
which
will
save
them
some
money
and
keep
their
the
jails
and
the
facilities
in
a
healthy
and
hygiene
institution.
C
C
E
Okay,
that's
the
print
shop,
sir,
for
the
record
bill
deputy
director
cuenca,
that's
for
the
print
shop,
where
the
the
cost
of
sales
was
up
and
we're
working
on
that
with
these
the
new
equipment
that
we're
getting
in
it's
going
to
help
reduce
that
labor
and
materials
on
that,
such
as,
like
those
boat
stickers,
it
was
labor
intense,
the
material
was
real
expensive,
so
we
made
very
little
bit
on
those
jobs
now
with
this
new
equipment
that
we
have,
it
enhances
new
technology.
So
we
can
save
on
that
in
profit.
B
A
E
For
the
record
deputy
director
Kalinga,
the
ranch
the
revenue
has
gone
up.
Justin
pope,
who
was
a
ranch
manager,
has
done
a
tremendous
job
down
there
with
his
team
in
cutting
costs.
But
the
biggest
factor
into
the
increase
of
that
revenue
is
the
horse
program.
The
BLM
horse
program,
I
think
in
December
we
were
kind
of
low
on
the
horse,
numbers
I
want
to
say
it
was
approximately
five
to
seven
hundred.
At
this
point
we
are
one
second,
please.
E
1,500
approximately
1,500
26
horses
and
30
burros,
so
the
horse
keep
numbers,
keep
going
up,
which
makes
us
have
more
routine
earnings
so
that
horse
never
going
up,
really
increase
our
capacity
over
there.
We're
permitted
up
to
2,000
so
we're
getting
up
there.
We
just
shipped
out
30
horses
and
I
believe
we're
getting
some
more
coming
in,
but
BLM
has
worked
really
close
with
us
and
I
was
glad
that
we
could
refrain
from
sending
that
letter
out.
Mr.
A
C
E
Deputy
director,
Kalinga
I,
would
have
think
Justin
Pope's
up
in
the
north
I,
don't
know
we
can
see
him
but
I
know
we're
permitted
to
2,000
I
think
we're
running
out
of
space
plus
we
have
that
pond
out
there
we'll
retain
so
under
the
EPA.
We
have
to
be
real
cautious
as
to
what
our
count
is.
There'll
be
a
lot
more
assessments
and
studies
to
see.
We
can
increase
that
the
paying
we
probably
have
to
get
a
new
pond
out
there,
which
is
line
for
EPA
as
far
as
contaminants
going
into
the
ground.
D
Yeah
Justin
Pope
for
the
record
that
it's
just
a
matter
of
increasing
our
concentrated
animal
feeding,
operation
or
cap
o
permit
through
ndep
the
the
the
situation
that
we're
in
now.
We've
got
40
acres
slated
for
our
our
facility
and
we
collect
all
the
storm
water
that
runs
on
that
forty
acres
and
we're
about
maxed
out
on
that.
So
we
would
have
to
start
another
whole
another
facility
and
another
drainage
system
and
collection
system
which
is
definitely
doable.
It's
just
a
it'll,
be
a
large
investment
to
get
that
going.
I.
C
D
F
F
Approximately
seventy
two
thousand
dollars
and
metals
revenue
also
increased
approximately
eighty
seven
thousand
dollars,
so
furniture
share
out
of
the
combined
total
revenue
of
three
hundred
and
ninety
thousand
nine
hundred
and
ninety
nine
dollars
was
fifty
three
percent,
while
metal
had
forty
seven
percent
of
the
total,
both
furniture
and
mental
had
a
positive
contribution
to
GA
expenses
and
applying
the
revenue
percentages
to
the
general
and
administrative
manufacturing
expenses.
Furniture
ended
with
a
sixty
five
thousand
three
hundred
and
fifty
six
dollar
contribution
to
program
support,
while
metal
contributed.
Forty
nine
thousand
three
hundred
seventy
three
dollars.
E
Just
to
brief
a
little
bit
on
the
furniture
metal
shops
supervise
you
a
tremendous
job
over
there
and
working
with
the
private
and
state
entities
out
there
we
supplied
a
lot
of
revenue
coming
in
is
we
supply
posts?
We
manufacture
their
beds
further
their
housing
units
over
there
in
Carson
City,
also
the
supervisors
been
working
and
we
actually
got
a
huge
job
from
the
Las
Vegas
Convention
Authority,
which
is
about
ninety
five
thousand.
Moving
on
with
that
the
furniture
also
the
metal
shop.
E
We
picked
up
a
hundred
seventy
seven
thousand
job
for
the
challenge
Academy
for
youth
camp,
which
I
believe
that's
through
the
office
of
military
or
military
offensive,
military
and
those
are
coming
in
into
the
new
fiscal
year.
So
a
good
start,
continued
work
with
Douglas
County,
Sheriff's,
Office
and
other
local
in
law
enforcement
in
painting
than
repairing
their
vehicles.
Department
agriculture
doing
a
lot
of
custom
fabrication
for
their
vehicles
for
weeks
and
measures.
F
For
the
record,
I
and
Astle,
if
you
want
to
move
on
to
page
38,
we
have
our
auto
and
upholstery
shop
along
with
their
manpower
operations.
Auto
sales
decreased
approximately
thirty
four
thousand
dollars
some
compared
to
last
year.
Auto
contributed
twenty
six
thousand
eight
hundred
eighty
five
dollars
to
general
and
administrative
manufacturing
expenses
card
sorting
is
contribution,
was
two
thousand
seven
hundred
and
seventy
four
dollars.
E
The
record
deputy
director
cuenca
spent
some
time
with
the
shop
supervisor,
matthew
brown,
who
runs
the
furniture
mental
mattress
going
down
there
craig
course
guard
used
to
be
supervisor
he
retired.
In
January
of
this
year
we
had
a
new
supervisor
came
in
September
of
2020
since
has
resigned
as
of
June
11th,
so
that
position
is
open,
now,
I'm
hoping
to
try
to
get
that
filled
going
in
there
reorganizing
and
looking
at
the
operations.
From
average
standpoint,
some
of
the
administrative
procedures
and
operating
procedures
were
not
being
followed.
E
E
Have
the
parts
then
I
have
since
change
the
quoting
process
and
the
agreement
that
if
there
is
a
delay
from
the
customer,
if
it
doesn't
come
in
within
or
to
that,
we
would
assess
them
for
a
storage
fee,
because
the
longer
that
car
sits
there
and
we're
waiting
for
the
customer
we're
losing
money.
There
is
no
reason
for
that
shop
to
actually
be
in
a
loss.
It's
actually
half
of
that
now
and
looking
at
the
most
current
financials
looking
at
it,
but
getting
the
vehicles
in
getting
them
out.
E
They
have
a
long
waiting
list
so
and
the
invoicing
wasn't
being
done
properly
either.
So
I
have
gone
in
there
and
instituted
the
new
wage
schedule
for
the
offenders.
I've
got
the
officer
working
with
me,
we're
managing
it
from
the
north
and
working
together
daily.
That
shops
gonna
see
a
turnaround
they're
starting
to
turn
vehicles
around
and
not
waiting
on
customers
for
them
to
bring
their
materials
in
also.
E
The
other
thing
is
they're
consuming
a
lot
of
time
within
our
own
pockets,
searching
out
all
these
parts
for
the
customers
and
we
weren't
charging
them
for
that.
They
want
us
to
search
out
all
these
parts
for
them.
We
need
to
have
some
kind
of
a
cost
in
there
because
we're
paying
that
offender
to
sit
there
on
the
phone.
We
were
not
recouping
that
so
we
have
to
charge
for
certain
things
and
not
just
do
all
the
research
for
them
and
then
give
them
the
list,
and
then
they
go
pay
pay
for
it.
E
A
E
Kern
today,
I
just
look
at
our
current
financials
that
we'll
have
Rachel
next,
when
we
chop
that
already
in
half
since
I've,
been
working,
this
from
the
beginning
of
the
year
started
going.
We've
already
chopped
half
of
that
eighty
one
thousand
so,
with
this
new
process
that
we're
instilling
in
there
being
more
aggressive
and
get
materials
in
and
being
dealing
with,
the
customers
to
produce
and
get
these
cars
in
and
out
in
a
timely
manner.
I
can
see
that
revenue
to
flip
and
go
up.
E
One
of
the
things
that
I
saw
was
by
the
supervisor
not
paying
the
in
for
invoicing
properly
is
we
he
was
paying
in
direct
labor
I,
take
full
responsibility,
I'm
in
charge
of
the
shop,
but
I
had
to
go
on
there
and
I
second
and
I
was
always
concerned.
Why?
We
not?
We
have
all
these
customers
not
like
furniture
where
we
got
to
go
unquote
and
hopefully
they'll
come
back
to
us,
but
they
have
a
long
two-year
waiting
list
of
not
three
but
the
way
they
were
paying
in
direct
labor.
E
If
you're
in
direct
labor,
that's
coming
right
out
your
pocket
as
opposed
to
direct
labor,
when
we
quote
a
job
for
a
hundred
hours
to
paint
your
car,
restore
it
we're
supposed
to
be
using
those
hours
because
that's
a
fixed
cost,
a
shop
rate
and
we
pay
the
offenders
off
that
job.
So
I've
restructured
the
pay,
how
we
invoice,
how
the
job
lot
tickets
are
tracked,
so
that
it's
more
streamlined
and
more
efficient
so
that
we're
not
putting
money
out
all
the
time
as
we
complete
a
job
from
upholstery
to
wiring.
E
The
customer
puts
a
fifty
fifty
percent
deposit
once
that
part
is
done,
we
get
with
a
customer,
we
invoice
it.
So
we
get
that
revenue
sitting
there
in
the
positive
deposit.
So
we're
collecting
we're
not
what
the
trend
was
in
the
passes.
They
would
hold
that
car
for
two
three
years,
and
here
we
are
spending
paying
the
offenders
buying
parts
and
we
weren't
getting
anything
so
everything's
going
out.
All
your
capital
is
going
out
and
you're
not
gaining
any
revenue,
so
you're
gonna
plunge
down
and
go
into
the
hole.
So
we've
since
change
that
process.
F
Okay
for
the
record
scientists:
oh,
we
have
our
garment
factory
on
page
39
and
garment
sales,
increased
seventy
three
thousand
dollars
or
ten
percent
compared
to
the
same
time.
Last
year
the
garment
factories
contribution
to
GA
expenses
increased
and
their
general
and
administrative
manufacturing
expansion
expenses
actually
decrease.
Slightly
earnings
available
for
program
support
increased
twenty
nine
thousand
two
hundred
dollars
as
compared
to
last
year
de
tributing,
two
hundred
twenty
one
thousand
two
hundred
five
dollars
to
program
support
and
this
shop
supervisor,
also
retired.
F
E
E
We
have
private
partners
that
we
produce
products
for
which
is
under
the
pie
program
the
president
industry's
enhancement
certified
program,
also
what
really
helped
as
a
supervisor
came
in
and
February
of
2020,
just
in
the
PPE
that
he
produced,
we
produced
just
over
a
hundred
fifty
five
thousand
in
PPE,
and
that
was
to
hospitals
and
emergency
management
and
which
I
failed
to
mention
earlier
the
hand
sanitizer.
We
did
hundred.
C
F
Okay
for
the
record
diastole,
the
ranch
is
on
pages
40
and
41,
and
total
sales
for
the
ranch
increased,
approximately
three
hundred
and
twelve
thousand
dollars
or
18
percent.
All
sections
provided
a
positive
contribution,
except
for
the
stray
horse
section.
The
state
has
not
any
had
any
horses
for
the
ranch
the
board
this
year,
the
BLM
section
performed
the
best
and
the
daily
per
diem
rate
that
we
were
receiving
right
now
is
three
dollars
and
40
cents
for
each
horse.
F
Since
the
state
cost
allocation
was
two
hundred
seventy
seven
thousand
one
hundred
and
twenty
nine
dollars
more
this
year
than
last
year,
we
would
have
had
a
ninety
seven
thousand
four
hundred.
Eighty
five
dollar
contribution
towards
program
support,
if
it
weren't
for
that
fee
increase
so
I,
think
by
the
hands
for
any
questions.
E
C
B
I
apologize
for
interrupting
the
before
mr.
Pope
provides
the
update
reference
by
deputy
director
Quinn
--ga
I'd,
like
to
just
follow
up
on
the
statewide
cost
allocation
charged
that
Miss
Desna
was
referring
to,
and
she
testified
to.
This
is
an
issue
that
was
brought
up
back
in
the
fall
of
2019.
I
know
that
she
has
been
doing
her
best
to
work
with
the
administrative
services
division
and
then,
if
you
will
recall
from
our
prior
meetings,
I
too
had
indicated
to
the
committee
that
I
would
reach
out
to
the
governor's
finance
office.
B
Given
the
increase
with
the
statewide
cost
allocation,
I
have
done
that
several
times
the
there
has
been
some
changes
in
leadership
at
the
division
and
then
with
the
pandemic.
I
think
some
things
probably
got
put
put
it
to
the
back
burner
or
fell
off.
The
radar
I
did
speak
with
the
administrator
of
the
Department
of
Administration
ministry
of
services
division
this
morning,
as
I
had
reached
out
to
him
again
last
week.
B
Well,
he
could
not
confirm
you
did
indicate
that
there
potentially
is
a
duplication
of
square
footage.
That's
part
of
the
deeper
depreciation
calculation
that
impacts
the
swaiket
charges
for
a
prison
industry,
though
what
I
had
talked
to
him
about
this
morning
was
getting
confirmation
as
to
whether
that
is
an
issue
or
not,
and
if
it
is
an
issue,
what
avenues
can
be
taken
to
rectify
it
and
I?
B
Don't
know
that
if
there's
the
confirmation
that
something
is
incorrect,
I
do
not
know
at
this
point
if
something
can
be
done
this
fiscal
year
to
correct
it.
We're
June
29th
right
now,
but
that
doesn't
mean
that
there's
not
a
potential
Avenue
to
correct
it
and
reverse
or
correct
the
charge
in
FY,
21
or
certainly
in
the
next
biennium.
B
What
the
administrator
committed
to
me
was
that
he
would
reach
out
directly
to
miss
dazzle
tomorrow,
as
this
I
I
forget
how
long
he's
been
in
that
position.
But
this
was
not
something
that
was
previously
on
his
radar
and
he
didn't
commit
to
contact
her
directly.
So
I
had
that
conversation
with
him
this
morning
before
our
meeting
this
afternoon
and
just
wanted
to
share
that
information
both
of
the
community
members,
but
also
for
the
department
staff.
A
Thank
you
so
much
for
that
up
today
know
you've
been
working
really
hard
to
rectify
the
situation,
so
I
truly
appreciate
that
and
I
hope
that
call
does
come
in
tomorrow.
If
it
does
not,
I
would
ask
that
you
please
reach
out
to
to
Brody
and
make
him
aware
of
that.
So
he
can
continue
working
on
that
with
you.
So
we
can
come
to
a
better
understanding
of
Effie.
A

Justin
Pope
for
the
record.
We
did
not
come
up
with
an
additional
fee
schedule
for
this
project.
It
did
pop
up
kind
of
quickly
and
we
we
agreed
to
work
with
BLM
on
this
project.
They'd
come
to
us
and
asked
us
since
we
have
the
labor
available
and
we
have
the
facilities
that
seemed
to
work
pretty.
Well,
it's
minimal,
because
it's
just
once
a
month
that-
and
we
don't
really
have
to
do
anything
except
for
move
the
horses
through
the
chute.
The
researcher
is
actually
there
to
do
all
the
dirty
work
as
we'd
call.
It.

Or
the

go
just
to
make
it
clear
that
the
DLC
Prison

is
not
conducting
this
research
that
it
we
are
just
maintaining
the
horses
so
that
it
doesn't
get
out
there.
Blm
did
do
a
press
release
on
their
own,
but
we
are
no
way
in
any
fashion
that
we're
conducting
this
research
in
this
study.
It
is
their
program
we
just
maintain
the
horses.
Warm,
so
I
just
want
to
make
sure
that's
on
the
record.
It
was
clear.
Thank
you.
Thank.

Or
the

I

so

the

I
obtained
two
hundred
ninety
seven
thousand
one
hundred
and
eighteen
dollars
in
equipment
which
reduced
the
year
in
balance
to
three
hundred
and
three

eight

and
twenty

in
FY

the
end
of

balance
rose
to
three

seventy

seven

fifteen

and
in
FY

it
increased
to

in

A
A
Hey
seeing
none,
we
will
move
on
to
our
next
item
on
the
agenda
item
10,
and
it
was
stated
earlier
that
in
our
December
meeting
at
the
department's
requests
in
at
the
chairs
approval,
we
produced
a
letter
to
be
sent
into
BLM
about
our
horse
boarding
program
and
that
was
approved
by
this
committee.
However,
I
think
you
can
see
in
earlier
reports
and
I
didn't
eat
that
the
number
of
horses
that
we
have
have
gone
up
substantially
and
perhaps
that
letter
is
no
longer
needed.
A
A
A
B
A
E
The
record
deputy
director
Quadra
in
regards
to
all
wire
contract
was
signed
in
March
moving
forward.
We,
since
Kovac,
we
had
a
postpone
everything
due
to
not
having
any
entry
to
reduce
passing
the
kovat
coming
in.
As
far
as
like
our
visitors
and
all
that,
so
the
sprung
buildings
done
is
ready
to
go
in
talking
with
mr.
Hawkins,
we
are
tissa
paiting
moving
in
the
14th
of
july
to
start
moving
some
raw
material
and
some
equipment
with
that.
E
What
we're
doing
is
taking
every
precaution
to
measure
he's
moving
out
of
California
coming
down
to
Las
Vegas
will
bring
his
trucks
in
we'll
have
to
do
our
medical
protocol
for
Cova
19.
The
driver
just
come
in.
We
would
unload
it
with
our
no
inmate
contact.
The
inmates
will
operate,
the
forklifts
put
the
equipment
and
the
raw
materials
in
the
building,
they'll
pre
several
trucks.
E
Until
we
see
where
we're
at
with
this
pandemic,
then
we
will
move
on
for
to
start
installing
the
machinery
and
then
start
hiring
the
offenders
in
there
and
start
training
them
and
move
on.
He
has
moved
majority
of
his
equipment
from
Chowchilla
California
up
to
Wyoming
because
he's
moving
out
of
there,
the
California
prison,
so
he's
kinda
in
dire
need,
wanted
to
move
in.
But
at
this
stage
in
time
we
can
I
told
him.
We
cannot
take
any
chances
with
this
Cove
in
nineteen
pandemic.
E
E
We
can
produce
body
bags,
something
we
never
thought
about,
but
I
guess
the
market
so
where
we've
sourced
out
material
looking
at
work
will
state
purchasing
looking
for
the
materials
out
there,
so
we're
kind
of
looking
at
that
now
to
see.
If
that's
something
that
we
can
do
feasible
and
tie
that
into
the
mattress
factory
somehow,
and
so
we're
still
working
the
thing
to
work,
we
haven't
moved
forward
to
a
contract.
Yet.
A
E
Yes,
dr.
Quinn
guess
so
I
reminded
mr.
Hebert
that,
prior
testimony,
when
we
first
brought
this
up,
that
we
were
looking
at
southern
desert
to
operate
a
bout,
a
thousand
two
thousand
square
foot
looking
at
about
12
to
15
offenders
working
in
there,
and
then
he
changed
up.
Instead,
no,
we
were
only
looking
for
two
to
three
to
do.
A
distribution
center,
I,
totally
disagreed
and
I
reminded
him
and
pulled
up
the
minutes
of
the
meeting
and
reminded
me
that
we
presented
this
to
the
committee.
E
This
is
the
direction
we
were
going
because
we
want
to
put
more
inmates
to
work.
We
are
not
going
to
just
do
a
distribution
center
with
two
so
that
he
can
maintain
his
profitability.
It's
a
two-way
street.
We
have
to
be
profitable
to.
We
want
the
offenders
to
gain
skill
and
put
as
many
as
we
can
to
work
so
that
they
have
some
marketable
skills
prior
to
being
released
into
the
community.
A
A
All
right,
CNN,
we'll
move
on
to
item
12
on
our
agenda
and
that
will
be
future
topics
and
scheduling
future
meetings,
I
we're
looking
at
dates
in
September
and
December
for
our
next
meetings.
Members,
please
let
staff
know
if
there
are
any
dates
that
do
not
work
for
you
in
those
two
months.
That
would
be
appreciated
and
then
and
we'd
really
like
to
know.
A
B
We
will
this
is
Brody
Weiser,
for
the
record.
I
think
that
we
had
looked
at
potential
dates
in
hopes
to
try
and
get
everything
scheduled
out
through
the
rest
of
the
year.
I
apologize
I,
don't
not
have
those
in
front
of
me,
I'm
chaired.
We
will
work
first
through
you
on
the
date
and
potential
dates
in
September
in
December,
and
then
we'll
go
ahead
and
pull
the
committee.
Members
I
believe
that
there
is
a
desire
at
one
time
to
get
everything
scheduled
to
the
end
of
the
year.
C
A
A
Of
a
comment
where
this
section
can
be
presented
by
phone
or
a
written
comment,
and
because
of
time,
considerations
and
considerations
to
all
callers,
we're
asking
that
testimony
during
this
period
being
limited
for
public
comment
to
just
two
minutes
and
I
will
give
our
staff
a
moment
to
try
to
see.
If
there's
anyone
in
our
waiting
room
for
a
public
comment.
C
A
Awesome
so
with
that
with
no
one
on
our
line
for
public
comment,
I
once
again
like
to
thank
you
all
for
joining
us
for
this
meeting,
it
says
we're
all
gonna
be
pros
at
doom
and
every
other
platform
to
conduct
business
and
may
not
want
to
go
back
to
being
in
a
live
room.
Everyone
so
stressing
from
the
staff
select
professional.
Oh
yes,.
B
B
E
I
like
to
apologize
to
the
committee
and
also
to
the
director
I
failed
to
introduce
our
new
director
Charles
Daniels
welcome
him
aboard,
or
his
first
meeting
has
been
a
pleasure
working
with
the
director
and
I
just
want
to
introduce
into
the
committee
members
if
they
have
not
met
with
them
or
seen
director
Daniels.
But
we
have
a
new
director.
We
have
a
new
mission
and
and
I
just
want
to
introduce
the
director
formally
to
the
committee
and
I
apologize
for
not
doing
that
at
the
beginning.
A
A
Thank
you
for
that.
So
with
that
members,
I
am
going
to
say
that
this
meeting
is
adjourned
at
2:50
and
I
will
see.
You
look
word
in
your
emails
for
dates
for
our
September
and
December
meetings.
I
have
a
wonderful
day.
Everyone
thank.
