first
one
is
the
governor's
office
of
economic
development.
It
is
one
that
we
had
mentioned
at
the
last
ifc,
and
it
is
here
before
us
today
so
with
that.
If
I
could
go
ahead-

I
believe
I
have

to
be
the
initial
presenter
on
that
and
we'll

him,

a
high
level
overview
and
then
we'll
open
it
up
for
questions.

My
name
is
zach
conan,
and
I
am
your
nevada
state
treasurer.
I'm
here
today
on
behalf
of
direct
brown
in
the
governor's
office
of
economic
development,
to
introduce
the
commercial
rental
assistance
grant
program
which
requests
a
transfer
of
20
million
dollars
in
coronavirus
relief
fund
to
the
governor's
office
of
economic
development
to
support
nevada's
small
businesses,
who've
been
negatively
impacted
by
the
coven
19
pandemic.

We
know
that
many
of
nevada's
small
businesses
have
been
hit
particularly
hard
by
the
effects
of
coven
19.
executive
directive08
was
successful
in
helping
nevada
business
owners
remain
in
their
space
during
the
covet
19
pandemic.
However,
now
that
the
moratorium
on
conviction
on
commercial
evictions
has
ended,
nevada
must
take
steps
to
avoid
a
potential
backlog
of
mixed
rent
payments,
resulting
in
a
commercial
eviction
wave
throughout
the
state.
We
need
to
keep
people
employed
in
working
with
the
governor's
office
of
economic
development
and
the
department
of
business
and
industry.

Our
goal
was
to
stand
up
a
program
that
was
easy
to
understand,
easy
to
apply
for
and
will
ensure
that
landlords
get
paid
back
as
quickly
as
possible.
This
program
is
meant
to
assist
in
nevada's
small
business
community.
The
program
was
crafted
after
similar
programs
being
stood
up
throughout
the
nation,
notably
one
administered
by
the
utah
office
of
economic
development
was
a
great
model
for
us
to
follow.

As
we
put
this
together
in
determining
the
program
specifics,
we
look
to
stakeholders
such
as
nevada's,
commercial,
real
estate,
association,
realtors,
other
state
and
local
governments,
and
we
talked
to
a
number
of
small
businesses
about
what
their
needs
were
and
how
this
program
could
help
them
meet
them
to
the
extent
applicable.
We
also
mirrored
definitions
with
those
currently
existing
under
nevada
law,
so
to
talk
about
the
program,
overview
and
eligibility.
Much
of
the
program's
overview
and
eligibility
requirements
are
included
in
the
materials.
So
I'll
keep
the
comments.
Brief.
H
The
commercial
rental
assistance
grant
program
will
provide
up
to
ten
thousand
dollars
per
location
to
eligible
small
businesses
to
help
cover
the
cost
of
commercial
rent,
which
became
due
during
the
eviction
moratorium.
We've
defined
small
businesses,
any
business
with
50
or
fewer
full-time
employees
definition
matches
one
found
in
statute
much
like
the
residential
program.
The
commercial
program
will
provide
payments
directly
to
landlords
and
will
be
given
as
grants
with
no
expectation
of
repayment.
Funds
will
be
awarded
based
on
the
percentage
of
revenues
lost
to
increase
efficiency.

On
the
administrative
side,
the
program
will
require
an
initial
simple
one-page
application
from
commercial
tenants.
The
initial
application
will
be
open
for
one
week
after
which
they
will
close
all
completed.
Applications
received
will
be
prioritized
based
on
whether
or
not
the
business
meets
the
definition
of
a
disadvantaged
business
enterprise
under
nevada,
revised
statute,
which
would
be
women
owned,
minority
owned
or
veteran
owned,
and
the
percentage
of
revenues
the
businesses
lost
as
a
result
of
the
coven
19
pandemic.

Following
the
prioritization
of
applications
program
staff
will
follow
up
with
applicants
for
documents
verifying
their
eligibility
once
a
business
is
found
to
be
eligible.
Funds
will
be
disbursed
to
the
commercial
landlord
regarding
program
administration.
To
give
a
bit
more
information
on
that.
One
of
the
first
conversations
our
working
group
had
was
determining
the
most
effective
means
of
administering
the
program.
We
collectively
acknowledged
that
state
resources
are
limited,
as
with
staff
time
so
to
ensure
the
program
could
get
up
and
running
quickly
and
smoothly.
It
would
be
best
suited
to
hire
an
experienced
vendor.

If
approved
my
staff
and
go
ed,
staff
will
work
closely
with
ndc
to
assist
in
the
administration
of
the
program
and
the
monitoring
of
contract
deliverables,
we're
in
the
final
stages
of
contracting
with
ndc,
and
are
hopeful
that
the
board
of
examiners
will
approve
the
contract
soon.
Our
working
group
is
confident
that
ndc
will
execute
and
administer
this
program
seamlessly
as
they've
done
around
the
country,
as
they
are
already
doing
this
work
and
they
have
capacity
to
deal
with
increased
demand.
That
was
really
important
for
us
just
to
deviate
from
script.
For
a
bit.

We
wanted
to
make
sure
that
when
a
rush
of
applications
come
in
that
we
were
able
to
scale
up
quickly
and
meet
that
demand
and
then
immediately
scale
down
after
that
demand
was
done
or
after
the
funds
were
out.
We
know
that
the
further
we
get
outside
of
the
eviction
moratoriums
and
the
closer
we
are
to
our
small
businesses
facing
eviction
through
no
fault
of
their
own,
to
preserve
these
businesses
and
the
nevadans
that
they
employ.
We
must
move
quickly.

We
have
no
doubt
that
ndc
is
the
best
vendor
for
the
task
and
are
confident
that,
if
approved
ndc
and
our
team
will
be
able
to
have
the
application
up
and
running
in
a
matter
of
days
and
funds
in
the
pocket
of
landlords
in
a
matter
of
weeks,
from
an
outreach
perspective,
as
indicated
in
your
materials,
goed
will
execute
the
program's
marketing
and
outreach
efforts.
Goed
will
coordinate
with
the
state's
regional
development
agencies,
chambers
of
commerce,
commercial
landlord
organizations
and
other
community
groups
on
getting
the
word
out
program,
materials,
facts
and
application.

Materials
will
be
published
in
english,
spanish,
tagalog,
vietnamese
and
korean
to
start,
goed
will
centralize
resources
and
information
on
the
program
by
hosting
an
online
program
specific
landing
page.
This
landing
page
will
include
the
faqs
application
instructions
and
a
list
of
documents
needed
to
verify
eligibility
prior
to
the
opening
of
application.
Once
live
the
link
to
the
application
we've
posted
on
the
central
landing
page
as
well,
but
I
think
this
is
important.
We
know
that
sometimes
state
infrastructure
and
I.t
needs
can
be
overrun
by
a
mass
of
people
coming
to
apply.

program

merely
a
rough
idea
of
rental
assistance
for
nevada
businesses.

of
this
20
million
dollars,
that's
going
out
how
much
of
it
will
actually
go
to
the
assistance
and
how
much
is
going
to
go
to
admin.

there

portion
that
goes
to
go
at
also,
I
believe
that's
where
I
got
a
little
confused
as
to
is
there
a
portion
that
goad
is
keeping
for
the
work
that
they're
doing
on
top

expectation

found
that
when

state
comes
up
with
a
program
that
is
this
effective
and
this
large
we
get

fair
amount
of
coverage
on
it.

know
the
businesses
are
looking
for.

are
looking
for
information
to
spread
out.
We've
also
been
able
to
get
all
the
translation
and
the
other
document
creation
services
done
through
existing
relationships,
so
there
shouldn't
be
any
costs
there,
but
I'll

council
provides
backup
support

state
governments.

does
is
they
work

governments,
municipalities,
cities,
counties
states
to
come
in
and
spin
up
programs
that
require
a
scale
or
scope

expertise
that
the
state
or
city
municipality
doesn't
have
to
get
a
program
up
and
running
more
quickly?
So
recently,
they've
been
doing
economic
development
assistance
work
with
clark,
county
they've
got
a
contract
over
there,
where
they're,
basically
the
back
office.
So
clark
county
has
one
economic
development
person
with
the
county
that
really
focuses
on
that
and
she's
fantastic.

But
one
person
can
do
all
that
work,
so
they
use
this
outside
company
to
help
implement
programs
and
processes.
We've
also
looked
at
work
they've
done
around
like
in
gilroy
california.
They
were
able
to
put
up
an
economic
development
program
like
this
quickly
and
they've
got
the
technology
in
the
database
and
back
end.
So
we
can
tie
into
that
use
their
staff
to
call
applicants
to
get
documents
to
review
documents
etc.
All
those
other
things
that
we
want
to
make
sure
get
done
quickly
and
effectively.

a
question
on
the
your
definition
of
small
employees,
the
with
the
50
or
fewer,
and
I
know
that
that
when
we
talk
about
what
is
the
definition
of
a
small
employer,
you
can
look
at
the
number
of
employees.
You
can
look
at
a
number
of
different
things.
I
think
we've
got
a
couple
different
definitions
or
references
out
there.
I
I
I
have
come
to
the
habit
of
asking
the
question
now
that
we
have
the
commerce
tax
in
place.

it
wasn't,
that's
a
good
question.
We
focused
on
the
size
of
the
employees
and
we
also
wanted
to
put
restrictions
around
it.
So,
for
instance,
if
a
business
has
taken
ppp
right,
the
paycheck
protection
program,
they
won't
be
eligible
for
the
first
round
of
this
program.
The
reason
we
did
that
was
we
wanted
to
focus
the
dollars
on
small
businesses
that
perhaps
didn't
have
the
resources
needed
to
take
advantage
of
ppp,
whether
it
was
an
internal
financial
person
or
you
know,
cfo
type
or
internal
legal
counsel
right.

wanted
to
really
focus
it
towards
that
small
business,
so
we
did
it
based
on
employer.
I
think
another
criteria.
We
can
certainly
look
at
as
we
amend
and
change
the
program
going
forward.
I
think
we
can
talk
just
real
briefly
about
some
of
the
triaging,
because
I
think
that's
important.
We
wanted
to
start
with.

since
we
are

businesses
right
now
know

profit

commerce
tax

we're
going
to
see
them
file
next
month.

that,
and
so
I
just
would
say
that
it's
always
smart,
to
give
consideration
to
not
just
a
hard
line
on
the
number
of
employees,
but
really
look
at
those
who
are
gonna,
be
eligible
to
pay
a
tax
and
have
a
profit
and
then
whether
how
you
account
for
that
in
the
mix
right,
because
business
isn't
necessarily
all
about
the
number
of
employees.
You
have
it's
it's
about
your.
You
know
we're
talking
a
lot
about
gross
and
net
and
all
that
kind
of
stuff
like
that.

So
I
just
I
would
hate
to
see
us
end
up
in
a
situation
where
we,
we
publish
the
data
of
people
who
companies
that
get
this
assistance,
but
then
also
see
that
they
overall
have
somehow
managed
to
do
well,
despite
losses
during
that.
You
know
these
first
couple
quarters
so
that
that's
just
my
thought
on
on
that.

appreciate

opportunity

I
also
had
some
questions
related
to
the
criteria
and
eligibility
when
we
first
saw
the
the
ppp
loans
being
offered,
there
were
a
number
of
businesses
that
were
actually
large
businesses,
but
had
several
subsidiaries
or
franchisees
or
different
locations
that
were
organized
separately,
but
they're,
actually
large
businesses
that
were
getting
funds
that
really
weren't
the
legislative,
intent
at
least
the
way
it
was
described
to
me
and
several
others,
and
I'm
wondering
if
there
are
protections
that
you're
putting
in
place
to
prevent
something
like
that
happening
with
this
program.

There
are
so
one
to
the
extent
that
businesses
were
able
to
take
advantage
of
the
ppv
because
they
had
access
to
a
larger
they'd,
be
excluded
from
it.
And
frankly,
if
you
could
take
access
to
the
ppp
at
size
and
scale,
it
is
a
better
program
than
that
right.
I
mean
the
average
ppp
loan
in
clark
county,
I
believe,
was
around
105
000
and
that
would
be
forgiven
if
used
for
those
right
purposes.
So
I
think
that's,
that's
part
of
the
gating.

The
other
piece
of
the
gating
is
we're.
Looking
at
revenue
decline
quarter
over
quarter,
so
businesses
that
stayed
open
businesses
that
had
access
to
other
sorts
of
capital
that
didn't
have
the
revenue
decline
wouldn't
be
applicable
for
it
at
all.
To
some
extent,
the
the
size
of
the
program
is
part
of
that
gating
right.
We
want,
because
it's
only
ten
thousand
dollars,
which
is
a
lot
of
money,
but
not
enough
money
for,
say
a
large
business
on
the
strip.

thinking
more
of
the
shake
shack
examples
where
you
had
businesses
that
were
really
large
corporations
that
had
different
subsidiaries
or
different
locations
that
were
organized
as
separate
businesses,
but
really
all
wrapped
up
into
one
federal,
not
federal,
rather
one
large
company,
where
the
profits
rolled
upwards
and-
and
there
could
be
some
increases
like
that-
where
they
did
not
get
ppp
dollars,
but
might
want
to
apply
for
these
and
could
be
edging
out
smaller
businesses.

really
need

we've
created
here

put
in
place
have
tried
to
prevent
against
that,

the
understanding
that
there
could
be
some
small
businesses

nevada

think
when
we
look
at
the
triage,
the
mechanic
by
who
will
get
dollars.
First,
it's
larger
revenue,
declines
and
women
in
minority
and
veteran-owned
businesses
right,
so
those
dollars
will
go
out
the
door
first
before
large
declines
and
then
it
scales
down
from
there.

in
that
front,
that
should
help
to
that
answer
as
well,
but
I
totally
agree,
I
think,
there's
a
certainly
a
desire
on
rn
to
find
mechanics
that
hit
the
middle
ground
between
getting
money
out
the
door
quickly
and
efficiently
right,
not
having
like
a
six-month
application
process
and,
at
the
same
time
make
sure
it
goes
to
the
folks
that
we
wanted
to
go
to
and
need
the
help.

giving

preference

that
are
owned

we
looked
at
that,
but
we
wanted

keep
it
to
what's
currently
in
the
nevada
revised
statute,
which
is
women,
minority

veteran
owned
businesses.

our
office-

expect
most
most
folk
that
have
worked
on
the
program-
would
support
an
adjustment
to
that
nrs
to
include
businesses
that
were
owned
by
disabilities.

look
at
the
eligibility
requirements
under
the
memorandum
that
was
submitted
and
I
didn't
see
the
payroll
protection
program
and
I
wanted

make
sure.

misstating
the
sba's
economic
injury
disaster
loan
because
that
was
to
fund
the
could
fund?
It
was
a
cash
capital
like
contribution
to
help
businesses
get
through,
including
the
payment
of
rent,
as
opposed
to
the
payroll
protection
program,
went
mainly
for
business
to
maintain
employees.

small
businesses

landlord
groups,
what
we
realized
was
the
deviation.
The
thing
we
were
trying
to
prevent
was
the
double
dipping
by

more
prepared

better
resourced

Eidls
were
taken
by
all
sorts
of
businesses
up
front.
Some
of
those
dollar
amounts
as
little
as
500
and
didn't
get
anywhere
close
to
solving
the
problem.
So
we
we
aren't
excluding
eidls.

are
excluding
ppp
and
other
rent,
specific
programs,
so,
for
instance,
clark
is
going
to
have
a
rent,
specific
program
that
I
believe
is
taking
applications.
Now,
if
someone
received
funds
under
the
clark
program,
they
wouldn't
be
able
to
receive
funds
under
our
program,
but
that
gives
me
an
opportunity
to
say
something
I
think
is
really
important.
Our
group,
as
well
as
everybody
else
who's
involved,
understands
the
need
to
be
intellectually
flexible.

We've
looked
at
programs
around
the
country
who
have
spun
up
no
one's
been
able
to
take
the
money
because
the
restrictions
were
too
high
or
the
restrictions
were
too
low
and
it
quickly
went
out
to
large
corporations
and
the
folks
that
don't
necessarily
need
the
same
level
of
help
as
our
small
business
community.
So
we
wanted
to
try
and
meet
in
the
center
for
those
two
things.
But
we
are
holistically,
intellectually
honest
about
this.
If
the
money
is
going
out
too
slowly,
we'll
do
a
second
round
and
adjust
criteria.

going
to
places,
it's
not
supposed
to
go,
we'll
adjust
criteria
as
we
refine
the
program.

think
we're
all
kind
of
learning
on
the
fly
here,
but
we're
very
aware
of
it.

I

these
ideas

feedback
to
bring
back
to
the
group
and
see
how
we
can
implement
them.

the

they're

keep
proceeding

want
to
provide
them
an
incentive
not
to
do
that
from
a
practicality
standpoint.

spend
all
day
every
day,
looking

companies

nevada
invests
in,
we
spend
a
lot
of
time
on
it.
There
is
no
mechanic
for
us
to
be
able
to
look
at
the
likelihood
of
success
of
thousands
of
small
businesses
around
the
state
and
be
able
to
kind
of
triage
them
by
those
probabilities.

I
think
there
were
ways
that
we
could,
and
we
talked
about
ways
internally,
that
we
could
try
and
prioritize
it.
But
then
you
run
into
this
strange
counter-cyclical
argument
right
where
you're
discussing
does
this
business
needs
more
help
and
as
such
move
higher
up
on
the
the
list
of
folks
that
would
give
money,
but
also
by
needing
more
help,
they're
also
more
likely
to
close
in
the
future.

looked

intellectual

of

need

most
help

and
then
reaching
out
to

it's
a
much
more
collaborative
process

those
businesses
will

a
certain
period
of
time
to
be
responsive

week
to
get

calling

to
walk
you

the

they

goal

by

funds

so
through
that
pilot
project,
we
actually
came
up
with
a
use
rate,
so
we
we're
using
that,
along
with,
we
really
do
want
to
be
able
to
provide
this
to
all
wic
families,
and
so
some
of
these,
because
this
is
a
very
innovative
and
new
program.

of
these
agencies
are
going
to
have
to
hire
the
shopper
on
a
temporary
basis,
obviously
because
everyone
understands
the
limitation
in
time
for
this,
for
this
funding,
but
they're
almost
starting
brand
new
programs
with
a
shopper.
So
we
went
through
and
looked
at
the
number
of
participants
within
each
zip
code
that
correlated
with
where
that
agency
currently
does
work
within
the
community
to
really
come
up
and
work
with
that
in
particular
agency
to
tell
them
exactly
how
many
participants
are
in
their
zip
code
and
then
their
individual
capacity
to
meet
that
need.

That's
what
I
was
wondering,
because
you
know
during
the
pandemic
me
and
my
daughter
end
up.
You
know
volunteering
to
deliver
food
for
three
square,
and
so
I
was
wondering
number
one
capacity
and
them
hiring
and
they're
going
to
hire
shoppers
to
go
in
and
buy
the
wic
products.

I
I
mean
most
people
think
gary,
but
I'm
just
wondering
like
how
that
works
and
if
and
if
they're
going
to
work
with
any
of
the
workforce
agencies
that
are
looking
for
kind
of
like
you
know,
first
experience
jobs
or
low
experience
where
they
can
go
in
and
go
shop
and
then
background
checks
on
those
individuals
who
do
go
in
and
shop
right.

exchange

not

wanted
and

taking

and

variety
in

of
other
substitutes.

one

prescribed

terms

cash

the

program

support
budget
account
3219
for
our
laboratory
and
epidemiology
programs.
We
are
requesting
a
transfer
from
the
coronavirus
relief
funds
in
the
amount
of
85
million
7366.

These
funds
are
critical
to
our
covid19
response.
Statewide,
the
general
scope
of
work
for
this
project
is
to
ensure
that
nevada's,
county
district
and
state
health
departments
can
respond
to
the
covid19
pandemic.
This
includes
the
assurance
of
laboratory
testing
and
public
health
epidemiology
for
a
longer
duration
by
maximizing
each
source
of
funding.

Nevada
wants
to
ensure
the
highest
level
of
effort
for
lab
and
epi
services
can
occur
for
as
long
as
possible.
With
these
various
federal
funding
streams,
various
counties,
districts,
state
health
department,
public
health
laboratories,
deloitte
salesforce,
inductive,
health
and
nevada
system
of
higher
education
will
all
be
working
together
to
perform
the
covid19
testing
and
disease
investigation,
which
includes
that
case
investigation
and
contact
tracing
by
our
epi
teams.

We
also
have
a
goal
in
our
epi
and
laboratory
capacity
grant
of
testing
at
least
two
percent
of
nevada's
total
population
per
month,
though
we
are
waiting
for
and
planning
for
a
vaccination
as
soon
as
it's
ready.
This
will
not
eliminate
the
threat
of
covid19
in
nevada.
It
will
hopefully
lessen
the
severity
of
the
infection
and
help
create
a
level
of
herd
immunity.
We
also
will
not
know
how
many
vaccines
are
needed
for
each
person,
the
quantity
of
vaccines
available
for
nevada's
and
how
long
that
immunity
may
last.

So
it
is
imperative
that
we
maintain
solid,
epi
and
lab
programs
for
as
long
as
this
funding
will
allow,
and
just
by
way
of
an
example.
Nevada
has
an
uphill
battle.
When
it
comes
to
adult
vaccination,
we
do
have
the
lowest
rates
in
the
nation
for
flu,
vaccination
of
all
ages,
6
months
and
older,
hopefully
covid
vaccination
uptake
will
be
higher.
But
again
we
need
to
ensure
that
our
epi
lab
capacity
programs
are
fully
functioning
even
after
a
vaccination.

The
other
thing
I
just
want
to
talk
about
really
quickly.
Is
you
hear
a
lot
about
herd
immunity
just
for
reference?
That's
any
reason
our
state
can
operate
at
maximum
capacity.
The
request
the
request
to
do
it
includes
equipment,
supplies,
staffing
and
it
upgrades
to
to
allow
our
laboratories
to
increase
the
thorough
put
of
testing
and
ensure
that
they
report
the
labs
as
timely
as
possible
to
both
the
ordering
providers
and
the
health
departments.

The
next
topic
area
is
surveillance
and
analytics.
We
are
constantly
assessing
how
to
collect
better
data
and
then
how
to
share
that
data
and
analyze
it
and
allow
it
to
direct
our
policy
decisions.

A
couple
requests
you'll
see
in
here
one
is
related
to
building
a
school-based
surveillance
module
so
that
our
public
health
partners
can
see
how
absenteeism
looks
at
our
schools.
This
also
supports
the
ongoing
build
out
of
our
sales
force
tools.

just
finished
this
week,
our
case
investigation
module.
We
also
will
be
needing
to
build
a
module,
that's
unique
for
our
health
facilities
and
then
another
module
for
pregnant
women
and
their
children
as
part
of
another
cdc
project
case
investigation
and
contact
tracing
is
the
next
broad
category.

amount
of
funding
is
needed
to
support
nevada's
state
statewide
efforts
around
case
investigation
and
contact
tracing,
it's
absolutely
necessary
to
control
the
spread
in
our
state.
We've
built
the
system
in
salesforce
for

data
collection,

we
do
need
the
staffing
in
order
to
do
that
outreach.
We
have
about
slightly
over
600
people
right
now,
dedicated
to
case
investigation
and
contact
tracing.
This
is
a
combination
of
public
and
private
staffing
through
our
health
departments.

about
building

modules

salesforce

cheap

that's
provided

dollar
figure
in
there
as
well.
We
do
have
to
buy
licenses
for
each
of
the
individuals
who
serves
in
a
case,
investigation

contact
tracing
role.
That
is
another
expense
built
in
there
for
all
that
licensure.

Quickly,
thank

for
that,

then
we've
seen
I
don't
know
if
it's
a
surge
in
numbers
of
infections
or
numbers
going
up,
but
there's
definitely
been
an
increase
of
the
numbers
of
positive
testing
and
those
having
to
be
treated
in
our
hospitals.
So,
given
the
current
and
our
anticipated
level
of
expenditure
levels,
how
long
do
you
believe
the
division
would
be
able
to
continue
to
fund
disease
outbreak
mitigation?

It's
a
it's
a
great
question
and
I
wish
I
had
a
crystal
ball,
I'm
very
hopeful
that
vaccination
will
work
and
that
vaccination
will
come
soon
to
the
state.
So
if
we
thought
just
as
an
example,
if
we
were
to
take
our
workforce
down
from
600
right
now
to
300
right
now,
that's
still
26
million
dollars
a
year,
and
so
that's
a
huge
expense.
And
so
that
could
I'm
going
to
say
best
case
scenario.

I'm
hoping
we
could
get
another
year
at
least
till
2022,
and
so
we
have
maybe
two
rounds
of
large
vaccination
efforts
within
that
period
of
time,
and
then
we
could
we
could
decrease
if
if
vaccination
is
exceptional
and
we
have
a
huge
amount
at
the
end
of
this
year
and
early
next
year,
we're
going
to
do
our
best
to
reduce
the
amount
of
staffing
and
testing
needed.
So
we
can
run
this
through
the
duration.

assume
it's
going
to
be
a
gradual
decline
just
because
we
don't
want
to
lay
off
a
bunch
of
trained
staff
to
do
case,
investigation
and
contact
tracing
and
then
see
an
uptick
in
cases.
So
those
are
a
number
of
things.
We're
doing
we're
trying
to
find
a
happy
medium
of
what
that
looks
like
what
does
testing
look
like
in
that
expense?
What
does
case
investigation
and
contact
tracing
look
like,
and
what's
that
expense?

say
that
I
had
thought
that
we
needed
around
600
people,
but
if
cases
rise
or
grow,
we
will
need
to
hire
more
people
and
they're
truly
hired
in
blocks
of
a
hundred,
because
the
cases
can
increase
so
exponentially
quickly
in
such
a
short
period
of
time.
So
those
are
all
expenses.
I
guess
a
long
answer
to
say
that
there's
so
many
confounding
variables
that
at
best
case,
we're
shooting
for
sometime
in
2022
and
hopefully
we'll
at
least
be
able
to
get
through.

been
directed
at
hiring
nevadans
to
support
nevadans,
so
the
this
block
of
100
that
we
just
worked
with
to
support
southern
nevada
health
district
is
located
in
henderson
nevada
and
then,
as
far
as
targeting
the
zip
codes
with
high
cases,
that's
more
for
the
prevention
efforts
and
then
also
education
and
outreach
related
to
case
investigation
and
contact
tracing.
So
so
those
efforts
are
absolutely
zip
code
specific,
but
the
general
case,
investigation
and
contact
tracing
is
bigger.
We
hire
them
on
the
behalf
of
health
districts
or
the
state.

Thank

that
that
makes
sense,
so
not
another
one
of
those
crystal
ball
questions.
But
what
is
the
division's
contingency
plans?
Should
a
vaccine
not
become
available
during
the
year
calendar
year
2021,
but
also?
What
are
your
plans
if
a
vaccine
does
become
available.

So
the
plan
you
have
in
front
of
you
is
when
and
if
a
vaccine
becomes
available,
so
this
would
be
decreasing
our
workforce,
probably
in
half
from
600
to
300,
and
then
they
could
serve
in
that
role
over
the
course
of
the
remaining
30
months.

If
we
do
not
have
a
vaccine,
we
will
run
out
of
funding
much
faster
because
we
will
need
to
maintain
at
least
600
people,
I'm
going
to
say
more
because
we
will
have
the
combination
of
flu
and
covid
coming
up
in

next
few
months
through
february,
and
so
that
workload
is
going
to
be
large
and
so
we'll
need
to
staff
anywhere
from
potentially
700
to
900
people.
If
there's
not
gonna
be
a
vaccine
until
next
spring
or
even
longer.
So
we
would
run
out
of
funding
much
quicker.

last
question,
looking
at
the
significant
amount
of
resources
that
are
going
to
some
of
the
different
local
health
authorities
and
the
other
agencies
that
are
involved
with
contract
tracing,
can
you
describe
or
let
us
know
how
these
different
resources
coordinate
with
each
other
and
how
how
they
overlap
and
and
then
how
they
avoid
any
service
gaps
within
our
communities.

So
one
of
the
things
that
we
knew
we
had
to
do
right
when
covet
hit
was
to
get
on
the
same
system,
because
that'll
address
workflow
issues
as
well,
and
so
how
do
we
ensure
that
the
level
of
case
investigation
and
contact
tracing
is
maintained
throughout
the
state?
How
do
we
assure
that
the
funding
is
being
used
in
the
way
directed?
So
that's
what
our
administrative
team
does
up
here.

Most
of
the
efforts
being
done
are
being
done
at
the
county
level,
with
the
exception
of
the
quad
county
region,
and
so
that
those
four
counties
work
together
to
address
that
workload
through
carson
city,
health
and
human
services.
Outside
of
that,
it
is
being
done
by
the
county
and
we
work
directly
with
the
county
if
they
choose
to
do
that
themselves
or
the
district
in
in
the
case
of
clark
and
washoe,
and
so
we
support
them
at
the
point
that
they've
reached
their
capacity.

Then
they
reach
out
to
us
at
the
state
and
we
can
either
help
them
with
those
investigations.
They
can
get
access
to
our
search
staff,
whatever
that
looks
like
so
that
we
ensure
that
they
can
maintain
those
two
goals
that
I
noted
earlier
about:
timeliness
for
case
investigation
and
contact
tracing
in
southern
nevada,
health
district.
They
did
have
a
huge
surge
in
cases
and
that's
where
we
came
in
and
wanted
to
get
them
the
additional
staffing,
because
that's
a
workload
that
they
nor
the
state
have
the
capacity
to
address
in
real
time.

just
said
something
that

triggered
another
thought
in
my
mind,
with
these
600
contact
tracers
that
we
have
throughout
the
state
as
they
work
through

helping
people

contract
tracers
finding

they're
getting
any
pushback
from
the
people
that
they
are
supposed
to
be
working
with,
or
are
the
community
actually
being
respectful
and
cooperative
with
our
contract
tracers?

have
you
found?
Any
feedback.

Yeah,
it's
a
great
question
and
it
varies
what
I'll
say
is
over
the
course
of
time.
We've
been
getting
more
confrontation
on
those
phone
calls
and
that's
a
challenge
for
staff
and
so
they'll
they're
trained
on
how
to
how
to
do
motivational
interviewing
and
try
to
work
toward
the
goal
needed,
but
to
tell
somebody
to
isolate
if
they
feel
great.
That
they've
been
identified
as
a
closed
contact
and
they
now
need
to
quarantine.

That's
all
a
very
difficult
conversation
to
have
with
somebody
and
it
impacts
their
ability
to
work
and
shop
and
address
the
other
things
that
are
happening
and
so
truly
across
the
board.

We've
had
those
issues,
I'll
tell
you
in
some
of
our
communities
where
either
we've
had
a
county
health
officer
reach
out
to
us,
or
one
of
our
community
health
nurses,
saying
that
I
really
would
like,
for
example,
to
do
investigations
in
a
neighboring
county
instead
of
my
own,
because
I
have
to
I
get
to
and
have
to
see
these
people
at
the
grocery
store
in
a
community
just
out
in
the
community,
and
so
just
that
confrontation,
knowing
that
they're
gonna
live
with
that
person
forever.

In
that
community
they're
they're
asking
to
be
reassigned
just
for
the
case
investigation,
that's
absolutely
something
that
that
our
team
is
is
experiencing.

people

rude

Are
you
getting
information

that's
a
real
issue?
I
know
that
I
know
personally,

a
patient
who

hispanic
speaking
person
who
was
reached
out
to
and
was
absolutely
paranoid
about,
answering
any
questions
on
on
who
they
were
around
and
wouldn't
answer
anything
and
when
they
talked
to
their
employer,
their
employers
said
no.
No,
you
should
be
answering
those
questions,
but
the
contract
contact
tracer,
never
called
them
back.

So
that
was
information
that
was
probably
lost,
and
I
know
that
everybody's
swamped
and
getting
back
to
these
folks
it
can
take
weeks
sometimes
to
actually
reach
out
to
him
once
the
information
is
is
gotten
and
another
issue
is
that
it's
taken
seven
or
eight
days
to
get
these
results
back.
So
that's
a
difficult
problem
because
by
then
people
can't
really
remember,
maybe
who
they
were
in
contact
with
so
expeditious,
reaching
out
to
the
to
the
people
listed
as
a
contact
is
so
important.
So
