B
B
B
Ab464
was
a
one-shot
appropriation
to
restore
various
fund
balances
included
in
ab464,
was
13.7
million
dollar
general
fund
appropriation
to
the
ifc
contingency
account,
so
that
is
that
was
on
passage
in
approval
and
that
was
fy
21
money
so
that
13.7
million
dollars
is
accounted
for
here
in
the
fund
balance.
B
B
If
you
go
down
to
the
second
row
from
the
bottom,
the
pending
allocations
from
the
june
22nd
ifc
meeting
and
then
go
over
to
the
unrestricted
general
fund
column
you'll
see
a
thirty
one
thousand
five
hundred
dollar
pending
allocation
that
relates
to
agenda
item,
I
that
will
be
heard
next.
B
However,
it's
not
a
new
allocation
agenda
item
I
is,
is
requesting
a
reallocation
of
funding
that
was
already
allocated
to
the
agency,
so
it
shouldn't
be
a
new
31
500
allocation
that
should
actually
be
zero
in
that
line
there
after
you
zero
that
out.
So
the
there
are
no
pending
unrestricted
allocations,
so
they're
from
the
ifc
contingency
accounts,
so
that
sits
at
20
million
dollars.
B
There
are
two
pending
allocations
from
the
restricted
portion
of
the
ifc
contingency
account
totaling
493.
B
Dollars
with.
B
With
those
added
in
the
restricted
portion
of
the
ifc
contingency
account,
assuming
they're,
approved
by
the
meeting
or
by
the
the
committee
today,
will
be
at
17.2
million
dollars.
A
You
all
right,
thank
you,
mr
thorley.
Do
we
have
any
questions
from
the
committee
on
the
ifc
contingency
account
or
the
slight
correction
that
was
made
by
mr
thorley.
A
Alright,
so
that
will
take
us
to
our
next
agenda
item,
which
is
agenda
item
I,
and
that
is
a
request
for
revision.
A
previous
allocation
from
the
ifc
contingency
account
the
general
fund
pursuant
to
statute,
and
we
for
that
request
we
have,
I
believe
we
have
marcy
rybah
and
jason
colnut
and
looks
like
we
have.
This
is
linda
raycao,.
A
C
Thank
you,
mr
chair,
for
the
record
jason
call
out
with
the
department
of
indigent
defense
services.
Marcy
is
loading
on
a
plane
from
vegas
back
up
to
reno,
so
I
will
introduce
this
for
us.
This
was
an
appropriation
we
had
requested
for
a
year
ago
from
the
contingency
account.
One
of
the
categories
was
for
a
weighted
caseload
study
and
we
requested
295
000
that
contract
when
it
went
through
an
rfp
and
was
awarded
came
in
at
176
600.
C
We
also
got
the
stipulated
consent
judgment
which
we
have
to
pay.
The
court
monitor
that
court
monitor
has
provided
us
an
estimate
of
31
500
through
the
end
of
june,
so
we
are
requesting
to
use
some
of
that
unused
funding
from
the
weighted
caseload
study
to
pay
for
the
court
monitor
through
the
end
of
this
fiscal
year.
A
B
Thank
you
so
much,
mr
chair.
I
just
want
to
make
sure
I
understand
the
request
and
I
guess
first
let
me
say
thank
you
for
having
the
it's
nice
here.
The
contract
came
in
under
the
allocated
amount.
We
don't
always
hear
that.
So
I'm
happy
to
hear
that.
So
you
know
the
question
in
front
of
this
committee
is
whether
to
reallocate
the
31
500,
and
I
would
just
note
that
I
believe
the
2021
legislature
did
approve
75
000
per
year
in
the
21
to
23
biennium
for
court
monitoring
costs.
B
Is
this
31
500
to
cover
the
cost
that
predates
the
fiscal
year
that
the
that
the
2021
legislature
granted
the
money
for
I'm
just
trying
to
make
sure
I
understand,
or
is
this
a
supplement
in
the
next
fiscal
year.
C
Thank
you
for
the
record
jason
coleman.
This
is
in
addition
to
you.
You
are
correct.
We
did
get
75
000
each
year
in
the
22
and
23
biennium,
but
the
work
that
monitor
had
started
was
back
in
september.
They
had
agreed
upon
the
court
monitor,
so
this
is
work
that
is
being
done
in
fiscal
year
21.
So
it
is
in
addition
to.
A
D
The
so
when,
when
we
approved
the
295
was
that
allocated,
or
was
that
just
was,
was
only
176
600
pulled
from
that
from
that
account.
So
if,
if
if
the
295
was
allocated
and
only
176
was
spent,
where
did
the
remaining
balance
of
that
go?
Where
is
that
sitting
at
the
current
time
to
be
reallocated.
C
You
for
the
question
jason
calling
for
the
record
again.
The
295
was
requested
before
any
contract
was
bid
on
the
176.6
came
in
and
was
the
winning
bid.
So
the
money
is
currently
sitting
in
budget
account
1008.
It
has
not
been
fully
expended
yet
and
at
the
end
of
the
fiscal
year
it
would
be
reverted.
Any
unused
funds
would
be
reverted.
We're
just
asking
to
use
some
of
that
money
to
pay
for
the
court
monitor
instead
of
asking
for
an
additional
31.5
on
top
of
the
295.
A
Thank
you
and
so
any
other
further
questions
from
the
the
committee.
I
I
have
a
question
on
on
that
31.5
and
using
it
for
the
court
monitor,
would
the
with
the
services
that
that
that
you
receive
would
they
would
they
help
comply
with
the
requirements
of
the
consent
judgment.
C
Thank
you
chair,
yes,
for
the
record
jason
coleman,
yes
in
the
in
this
consent
judgment
which
wasn't
handed
down
until
august
of
last
year,
which
was
after
our
request,
it
does
state
in
there
that
the
court
monitor
once
agreed
upon.
We
would
have
to
pay
them
up
to
75
000
per
year,
and
it
does
help
to
work
with
the
consent
judgment.
A
And
could
you
briefly
describe
the
the
services
that
would
be
provided
by
the
monitor
to
help
with
comply.
C
C
We've
had
a
few
meetings
with
her
and
she
is
going
through
to
make
sure
that
we
are
complying
with
the
consent
judgment
in
that
we
are
going
to
hire
lawyers,
if
need
be,
also
that
there
is
no
economic
disincentive
for
lawyers
to
take
on
cases
there's
in
the
con
judgment,
which
I
believe
was
89
pages
long,
there's
a
lot
of
work
that
she
needs
to
do
so
I
mean
we
can
supply
that
consent
judgment
if
you,
if
you
need
a
copy
of
it,
but
she's
got
a
couple
years
worth
of
work
to
go
through
with
the
department.
A
A
Would
be
to
approve
the
item
but
specifically
to
allow
for
the
31.5
31
500
to
be
used
for
a
the
expense
of
a
court
monitor.
E
A
E
So,
mr
chairman,
if
I
understand
correctly
because
the
way
the
money
was
originally
allocated
and
we
allocate
through
resolution,
that
resolution
has
to
be
changed.
So
this
would
allow
the
resolution
to
be
changed
for
that
dollar
amount
and
then
you'll
sign
off
on
it
and
we'll
we'll
be
all
good.
So
if
that's
under,
if
I
understand
that's
the
process
that
we
need
to
go
through
for
this
okay.
F
D
A
A
And
today
we
have
with
us.
We
have
linda
ray
cow
and
linda
smith,
and
possibly
brian
mcinallen,.
G
Okay,
well,
he
can
chime
in
when
he
gets
when
he
gets
back.
But
let
me
go
ahead.
So
chairman
brooks
chairwoman
carlton,
the
isd
members.
Thank
you
for
this
opportunity
to
speak
with
you.
My
name
is
linda
rayco,
I'm
the
vice
chair
of
the
nevada
chess
psych
historical
foundation
to
do
the
501
c3
parent
organization
to
the
national.
A
G
Okay
hold
on
here.
Sorry
about
that.
G
Okay,
so
let's
see
where
was
I
so
on
behalf
of
the
board
of
trustees?
I
believe
for
your
support
that
was
outlined
in
senate
bill
501,
which
has
allowed
us
to
make
substantial
progress
in
our
planning
for
relocating
a
testing
museum
from
its
present
location
on
flamingo
to
downtown
las
vegas.
G
So
we
have
raised
the
date
two
hundred
and
eighteen
thousand
and
fourteen
dollars
during
this
reporting
period,
which
means
we
have
exceeded
our
match
requirements
for
the
1
million
dollars
in
funding
appropriated
by
sb
501.
G
We
are
requesting
that
you
approve
payment
of
213
028,
which
is
the
amount
remaining
of
the
funds
allocated.
These
funds
will
be
used
to
continue
with
our
planning
and
site
evaluation
activities,
which
are
on
schedule
we're
making
great
progress,
including
the
acquiring
of
the
services
of
a
development,
firm,
grand
canyon
development
partners,
as
well
as
a
e
and
exhibit
design
firms
to
provide
more
detailed
planning
and
cost
estimating
information.
G
So
we're
excited
about
the
opportunities
ahead
of
us
continuing
to
tell
the
vital
story
of
nevada's
atomic
testing
history,
while
becoming
one
of
the
premier
science,
education,
centers
in
the
state
of
nevada
and
at
the
same
time,
this
relocation
will
significantly
benefit
the
downtown
las
vegas
cultural
corridor.
D
I
just
wanted
to
thank
you
for
entertaining
our
last
closeout
on
the
funding
for
the
million
dollars
from
sb
501
in
2019,
and
also
to
let
you
know
with
linda's
comments
that
we
are
exploring
all
options
and
there
are
possibilities
for
the
reuse
of
an
existing
site
in
within
the
city
of
las
vegas,
which
would
benefit
and
and
revitalize
a
an
area,
and
we
are
in
discussions
with
the
city
about
how
that
would
work,
and
you
know
lease
options
there.
D
So
you
may
be
hearing
something
more
publicly
in
the
next
few
months.
I
just
wanted
to
give
the
heads
up
that
we
haven't
strayed
from
the
course
of
of
trying
to
find
a
place
for
the
museum
to
relocate
and
open
up
as
quickly
as
possible
and
provide
more
services
and
and
more
more
museum
opportunities
for
not
only
our
students,
our
residents
and
our
visitors.
D
A
Thank
you,
mr
macanally.
Do
we
have
any
questions
from
the
committee
on
this
item
and
I
appreciate
you
continuing
to
explore
other
avenues.
I
know
that
that
and
some
of
the
federal
funding
and
the
guidance
that
came
out
and
on
directly
for
the
tourism
and
cultural
affairs
portion
of
our
economy
that
it
was
directed
at,
and
so
I
hopefully
you're
pursuing
that,
and
I
look
forward
to
working
with
you
in
the
future
on
possible
opportunities.
A
So
with
that,
I
don't
see
any
any
questions
from
our
committee,
so
I
would
take
a
motion
to
approve
that
that
request
for
allocation.
A
I
have
a
motion
from
vice
chair
carlton.
I
have
a
second
from
senator
dennis.
Do
we
have
any
discussion
on
that
motion
seeing
none
all
in
favor,
aye
aye,
all
of
the
members
on
zoom
are
raise
their
hand
or
at
one
point
and
and
so
I'll
oppose
nay.
A
So
the
motion
carries
unanimously
with
the
members
present
and
we
can
move
on
to
our
next
agenda
item.
And
our
next
agenda
item
is
item
k
and
it's
a
request
for
an
allocation
from
the
ifc
contingency
account
of
the
highway
fund
pursuant
to
assembly
bill
468,
section
9.5
of
the
2021
legislature-
and
this
is
a
request
from
the
department
of
motor
vehicles
and
with
us
today.
We
have
director
butler
and
appreciate
it.
A
Thank
you
for
your
patience
and
sitting
with
us
all
day
and
I
believe
we
might
have
mr
heron
on
the
phone
or
on
zoom,
but
I'm
not
sure,
but
miss
butler.
If
you
could
go
ahead
and
take
it
away
for
us.
I
appreciate
it.
B
Members
of
the
committee
for
the
record,
julie,
butler
director
nevada
department
of
motor
vehicles
and
as
the
chair
indicated
pursuant
to
assembly
bill
468,
the
department
requests
to
transfer
280
847
from
the
ifc
contingency
account
to
budget
account,
4715
dmv
automation
to
hire
contracted
computer
programmers
to
implement
the
following
bills.
From
the
2021
legislative
session
assembly
bill,
116
assembly
bill,
123
assembly
bill,
427,
senate
bill,
163
senate.
B
And
senate
bill
289
for
a
total
hour
request
of
2562
dollars
at
roughly
110
dollars
an
hour.
Hence
the
280,
847
dollar
request
and.
A
That
that's
senator
key
cover
said
you
said
the
number
twice
on
the
record,
so
that's
that's!
That's
everything
we
need.
I
just.
I
just
want
to
thank
you
for
working
with
us
on
this.
I
know
that
we
had
quite
a
few
bills
that
that
had
the
that
were
kind
of
moving
targets
to
the
very
end
and
then
coming
forward
with
a
request
at
the
end
of
the
legislature,
to
cover
those
costs
and
then
working
since
then
to
refine
those
numbers.
A
A
A
After
lunch
or
no
there,
they
are
there,
they
are
thank
you
and
they're
all
eyes,
and
I
will
note
that
senator
raddy
had
to
leave
us
and
wasn't
present
for
the
the
last
vote
or
for
this
one,
and
so
the
motion
all
opposed,
nay,
and
the
motion
passes
unanimously
with
the
members
present
and
thank
you
very
much
director
butler.
I
appreciate
that.
A
And
that
takes
us
to
our
next
agenda
item,
which
is
agenda,
item
l
and
under
agenda
item
l,
which
is
requests
for
approval
to
accept
gifts
and
grants.
Pursuant
to
statute,
we
have
five
agenda
items
and
we
have
the
the
first
up
is
the
department
of
tourism
and
cultural
affairs,
division
of
museums
and
history,
and
this
is
a
request
for
approval
to
accept
three
hundred
and
seventy
two
thousand
eight
hundred
dollars
from
the
vera.
A
Silverstein
trust
for
the
nevada,
state,
railroad
museum,
and
I
believe
we
have
mr
varner
and
possibly
mr
myron
friedman
to
join
us
this
afternoon.
To
present
that-
and
so
mr.
F
D
Thank
you,
mr
chair
good
afternoon,
mr
chair
and
committee
members.
My
name
is
mitch:
farner,
I'm
the
aso
for
the
division
of
museum
in
history.
D
D
This
gift
is
intended
to
help
support
the
nevada
state,
railroad
museum,
carson
city
for
preservation
of
the
rich
history
of
the
railroads
in
nevada's
early
days
and
their
impact
upon
immigration
and
settlements
of
northern
nevada
and
the
sierra
nevada
mountains
through
a
sustaining
collection
of
equipment,
memorabilia
and
public
access
and
interpretive
education
programs.
A
Thank
you,
mr
varner.
I
do
not
have
any
questions,
but
the
committee
assemblyman
levitt.
D
Thank
you,
mr
chair,
so
I
I
have
a
railroad
museum
in
my
district
and
they
are,
they
seem
to
be
underfunded
and
they
seem
to
be
the
most
visited,
railroad
museum
in
the
state
in
boulder
city
and-
and
so
is
so.
It
looks
as
if
none
of
this
this
this
money
received
will
be
going
towards
that
museum
at
all
mitch.
Farmer,
for
the
record,
through
chairman,
brooks
to
cinnamon
levitt.
Yes,
that
is
correct.
This.
This
actual
trust,
was
specific
to
the
railroad
museum
in
carson
city.
A
A
I
have
I
have
a
motion
from
vice
chair
carlton,
to
approve
item
l1,
and
I
have
a
second
from
senator
dennis
any
discussion
on
that
motion
all
right,
seeing
none
all
in
favor.
I.
A
A
Good
afternoon
you
can
get
started
when,
and
this
is
a
department
of
public
safety
division
of
emergency
management
and
we
are
joined
today
by
mr
luna
and,
I
believe,
miss
frogerson,
and
this
is
a
request
for
approval
to
accept
and
expend
twenty
million
four
hundred
and
thirty,
five
thousand
and
twelve
dollars
and
federal
emergency
management
agency
grant
funds
to
reimburse
state
agencies,
local
jurisdictions
and
tribes
for
eligible
covet,
19
related
expenditures.
So
please
go
ahead
whenever
you're
ready.
B
B
The
division
is
the
administrative
agency
responsible
for
coordinating
disaster
assistance
through
fema
as
part
of
the
major
disaster
declaration
for
the
covenant
19
pandemic,
the
division
with
this.
The
acceptance
of
this
grant
is
requesting
additional
fema
grant
authority
to
pass
through
reimbursement
payments
for
those
jurisdictions
impacted
by
the
pandemic,
and
I'm
happy
to
address
any
questions
you
may
have.
A
Thank
you.
Do
we
have
any
questions
from
the
committee.
A
I
well
I
have
one
and
I
I
actually
have
possibly
a
couple
it
the
first
one
kind
of
refers
to
the
makeup
of
the
or
the
breakdown
of
the
distribution
of
those
funds
and
and
just
kind
of
want
just
a
little
bit
of
insight
into
how
that
took
place.
We're
talking
about
in
this
particular
batch
43.8
million
dollars
and
of
requests
that
came
from
local
and
tribal
agencies,
and
you
have
a
table.
A
It
appears
as
if
about
from
all
of
clark
county,
including
the
southern
nevada,
health
district,
las
vegas,
boulder
city,
clark,
county
school
district,
henderson,
north
las
vegas
mesquite
and
the
clerk
and
the
las
vegas
clark
county
library,
districts,
which
is
very
kind
of
encompasses
most
of
the
of
the
response
in
clark
county
that
is
equals
about
20
million
dollars,
less
than
half
of
the
requests,
and-
and
you
know,
obviously,
the
population
associated
with
that
and
the
services
associated
with
that
clark,
county
and
those
other
agencies
is
reflects
far
more
than
that
is
there
were
there
other
streams
of
of
aid
and
reimbursement
through
fema
that
were
going
to
those,
or
did
they
just
not
request
as
much
or
is
there
another
reason
why
they
wouldn't
be
eligible
for
more.
B
B
They
could
have
decided
to
use
those
funds
instead
of
requesting
funds
through
fema
for
reimbursements.
It
can
be
a
difficult
process
just
with
determining
the
eligibility
and
providing
the
backup
documentation.
So
there
may
be
some
projects
that
those
jurisdictions
decided
to
use
additional
funds
either
funds
they
had
already
at
the
local
level
or
the
I'd
say.
The
cares
act
funding
primarily
to
cover
some
of
those
emergency
expenses,
but
it
is
based
on
what
jurisdictions
submit
for
reimbursement.
A
Thank
you
and
it
when
I
look
at
one
line
item
alone
and
that's
renowned,
medical
renowned,
medical,
regional,
medical
center,
13.6
million,
which
is
you
know
over
a
third
of
the
overall
statewide
request
for
fema
reimbursement.
Is
there
something
that
stands
out
about
that
particular
facility
that
that
made
it
eligible
for
so
much
fema
reimbursement.
B
If
you
remember
seeing
in
the
in
the
news
that
they
set
up
hospital
facility
alternate
care
facility
in
their
parking
garage,
and
so
that
was
to
reimburse
for
that
that
project
and
I'll
let
you
know
that
we
are
currently
still
working
with
jurisdictions
throughout
the
state,
local
tribal
and
state
agencies
to
still
work
through
their
projects,
and
so
this
is
the
the
reimbursement.
Number
will
eventually
increase.
B
The
additional
20
million
that
we
have
on
top
of
the
current
17
million
in
authority
is
what
was
obligated
at
the
time
we
submitted
the
work
program,
so
the
38
million
is
what
was
obligated
by
fema
at
the
time.
But
there
are
additional
project
worksheets
that
are
working
their
way
through
the
submission
review
and
approval
process
that
will
exceed
that
38
million.
So
we'll
probably
be
back
sometime
next
state
fiscal
year
to
increase
that
fema
reimbursement
authority
to
continue
paying
out
project
worksheets.
E
E
And
thank
you,
mr
chairman,
and
mr
luna.
You
may
have
kind
of
glanced
upon
this
because
you
talked
about
some
other
dollars
available,
but
when
we're
going
through
this
we're
looking
at
5.7
million
more
requested
than
the
actual
authority,
is
that's
that's
available
at
this
time.
So
how
are
you
going
to
decide
since
you've
got
more
ask
than
give?
E
B
And
so
I
anticipate
that
we'll
have
plenty
of
authority
we'll
do
another
true
up,
probably
in
another
month
or
so
at
the
beginning
of
the
next
state
fiscal
year,
to
see
where
we're
at
again
to
request
an
increase
of
authority.
B
B
E
A
All
right,
thank
you
vice
chair
for
that
question
and
clarification,
and
do
we
have
any
other
questions
from
our
committee
on
this
item.
L2.
A
All
right,
I'm
not
seeing
any
so
thank
you
very
much,
mr
luna
and
and
the
team
at
dem.
We
appreciate
it
and
with
that
I
will
take
a
motion
to
approve
for
the
approval
to
accept
and
expand
the
20
million
435
thousand
and
12
dollars
in
federal
emergency
management
agency
grant
funds.
A
A
I
don't
see
any
so
all
in
favor
I
and
we
have
all
of
our
zoom
members
our
eyes
all
opposed,
nay,
and
the
motion
passes
unanimously
with
the
members
present
and
we
can
move
on
to
our
next
agenda
item.
A
And
the
next
agenda
item
is
eleven:
excuse
me
item
l,
three,
a
and
b
and
we'll
take
three
a
and
b
together.
They
are
related
and
complementary,
and
this
is
from
the
state
department
of
conservation
and
natural
resources,
the
division
of
state
parks
and
it's
like
item
a
is
a
request
for
approval
to
accept
three
hundred
thousand
dollars
from
the
lake.
For
excuse
me
from
the
tahoe
fund
to
support
a
new
visitor
center
and
amphitheater
at
spooner
lake
and
item
b
is
a
request
for
approval
to
accept
forty.
A
Seven
thousand
dollars
from
the
protectors
of
tule
springs
for
the
completion
of
monumental
mammoth
plaza,
and
I
see
that
we
have
jennifer
edema
and
the
state
parks
team
here
to
present
for
us
today,
and
so,
if
you
wanted
to
go
ahead
and
present
both
a
and
b
together,
I
would
appreciate
it.
G
Good
afternoon
I'm
jen
idama
and
to
my
left
is
tim
hunt.
Our
supervising
professional
engineer
and
to
his
left
is
jonathan
brunges,
our
deputy
administrator.
As
you
already
said,
these
two
items
are
donations,
the
first
one
in
the
amount
of
300
000
from
the
tahoe
fund.
This
is
already
an
ongoing
project
at
our
spooner
lake
state
park
group
west.
The
current
vendor
is
already
breaking
ground
there
to
construct
our
new
visitor
center.
This
will
supplement
that
contract
and
our
second
item
is
from
protectors
of
thule
springs
to
complete
our
project
at
ice
age.
A
Thank
you.
I
appreciate
that
and
we
have
a
question
from
senator
keycapper
thanks.
G
Good
chair,
thank
you.
My
question
is
related
to
the
spooner
lake
park
visitor
center
and
amphitheater,
which
is
very
exciting
project.
The
future
operating
costs
of
that
may
be
associated
with
those
centers.
Do
you
take
parts
has
sufficient
funding
to
kind
of
absorb
that
operating
budget.
G
A
All
right,
thank
you,
assemblywoman
and
thank
you,
ms
idema.
Do
we
have
any
other
questions
on
this
item
from
the
committee
these
items
all
right?
I
do
not
see
any
so
we
can.
I
would.
I
would
take
a
motion
to
approve
item
l,
three,
a
and
b
and
I
have
a
motion
to
approve
from
vice
chair
carlton,
a
second
from
senator
dennis.
Do
I
have
any
discussions
on
that
motion
all
right,
I
do
not
see
any
so
all
in
favor
I.
A
I'll
oppose,
nay,
all
right
and
so
we're
it
passes
unanimously
with
the
members
present,
including
those
on
zoom,
and
we
can
move
on
to
item
l,
five
and
l4
was
withdrawn
on
on
june
3rd,
and
so
that
takes
us
to
item
l5
from
the
office
of
the
governor,
and
I
I
might
be
mistaken,
but
this
might
be
the
largest
individual
ifc
item
that
we've
ever
dealt
with,
and
this
is
the
request
for
approval
to
accept
two
million.
A
Seven
hundred
and
two
excuse
me:
excuse
me
a
couple
more
couple:
more
zeros
and
one
more
a
comma
there,
2
billion
738
million
837
229
in
federal
american
rescue
plan
act,
funds
to
increase
access
to
health
care
and
community-based
services,
strengthen
public
education,
support,
disadvantaged
communities,
strengthen
nevada's,
workforce
support,
small
businesses,
revitalize
the
state's
economy,
invest
in
infrastructure
and
modernize
and
enhance
state
government
services,
and
so
with
us.
A
Today
we
have
director
brown
and
we
have
miss
mullenkamp
and
if
you
want
to
director
brown,
if
you
want
to
go
ahead
and
walk
us
through
this
work
program,
I
would
appreciate
it.
F
Thank
you
and
good
afternoon
for
the
record.
I
am
susan
brown
I
serve
as
the
director
of
the
governor's
finance
office
before
you
today
is
a
request
to
accept,
as
the
chair
said,
two
billion
seven
hundred
thirty
eight
million
eight
hundred
thirty
seven
thousand
two
hundred
and
twenty
nine
dollars
this
act.
This
came
through
the
american
rescue
plan
act,
which
was
signed
into
law
on
march
11
of
2021.
F
The
interim
rules
and
frequently
asked
questions
were
released
on
may
10
of
2021
and
as
of
june
17th,
we
have
seen
five
updates
to
these
frequently
asked
questions,
so
you
can
imagine
things
are
moving
fairly
fast
with
these.
The
coronavirus,
state
and
local
relief
funds
are
intended
to
provide
support
to
state
local
and
tribal
governments
in
responding
to
the
impacts
of
coven
19.
states
that
experienced
a
net
increase
in
the
unemployment
rate
of
more
than
two
percentage
points
from
february
2020
receive
a
full
allocation
of
the
state
release
funds
in
a
single
payment.
F
F
Funds
for
local
governments
are
paid
separately
from
the
treasury
and
counties
receive
their
payments
directly
from
the
treasury
based
on
population,
as
do
the
larger
metropolitan
cities.
This
includes
las
vegas,
north
las
vegas,
henderson,
reno
sparks
and
carson
city
cities
with
smaller
populations
are
to
be
paid
from
a
separate
portion
provided
to
the
state.
F
So
in
many
ways
the
spending
is
similar
to
the
corona
virus
releases.
It
is,
it
still
is
tied
directly
to
responding
or
mitigating
to
the
covenant,
19
public
health
emergency
and
its
negative
economic
impacts.
However,
it's
different
in
that
we
have
much
more
time
to
use
these
funds,
so
for
these
we
have
until
december
31st
of
2024
with
the
coronavirus
relief
funds.
F
We
originally
had
about
seven
months
to
use
those
funds,
so
that
is
absolutely
a
benefit
that
we
have
a
little
more
time
to
be
thoughtful
about
this
process
and
for
this
reason,
the
governor's
office
set
out
to
work
together
in
a
collaborative
manner
and
work
together
with
more
input
during
the
interim
on
these
funds.
This
is
the
purpose
of
the
every
nevada
recovery
framework,
which
was
rolled
out
with
legislative
leadership
to
provide
a
mechanism
for
input
from
all
branches
of
government,
as
well
as
from
businesses,
educational
institutions
and
all
citizens.
F
F
This
program
is
intended
to
increase
interest
in
vaccines
and
get
as
many
shots
and
arms
as
quickly
as
possible
to
get
back
to
a
new
normal,
which
in
turn
will
help
our
economy.
We
now
have
more
covenant,
19
vaccination
clinics
across
the
state
than
ever
and
with
many
with
no
appointments
necessary.
Yet
vaccination
rates
have
decreased
since
their
peak
in
mid-april,
as
of
today,
only
about
51
percent
of
eligible
nevadans
have
initiated
their
covet-19
vaccination
in
the
beginning
of
the
vaccine.
F
Efforts
supply
was
limited,
but
we
now
have
plenty
of
doses,
so
it
is
time
to
try
to
get
more
shots
in
the
arms
of
nevadans.
This
effort
has
regained
urgency
with
the
news
from
around
the
world
indicating
the
presence
of
variants
of
the
virus
that
are
spreading
more
rapidly
than
we
have
previously
seen.
It
is
a
reminder
that
we
still
in
this
pandemic
and
we
believe
that
this
program
will
help
move
the
needle
in
these
efforts.
So
we
believe
that
this
five
million
dollars
is
a
worthy
investment
to
incentivize
citizens
to
get
vaccinations.
F
You
have
our
commitment
that
this
is
an
emergency
item
due
to
this
pandemic,
and
we
are
glad
to
have
your
support
today.
I
have
here
with
me
today:
kevin
benson
general
counsel
for
the
governor
tim
robb,
a
member
of
the
governor's
coven
19
response
team,
carissa
loper,
the
health
bureau
chief
with
the
division
of
public
and
behavioral
health
and
heidi
parker,
the
executive
director
of
feminized
nevada.
To
help
address
any
questions
you
might
have
on
facts,
nevada
dates,
and
with
that
we're
happy
to
take
questions.
A
A
This
is
an
emergency
and
we're
seeing
infection
rates
slowly
going
up
with
vaccination
rates
coming
down
and
with
variants
arriving
it's
it's
it's
urgent
for
the
health
of
our
economy
in
our
and
all
nevadans
that
we
get
as
many
people
vaccinated
as
soon
as
possible,
and
so
this
is
shown
to
be
somewhat
effective
and
and
other
states
that
have
tried
it,
and
I'm
I'm
glad
that
this
is
something
we're
doing
immediately.
A
But
what
I
just
want
to
confirm
is
that
that
the
treasury's
guidance
that
they've
put
out
and
and
how
we
use
this
money,
that
this
is
allowable
use-
and
I
know
there's
some
other
states-
who've
gone
before
us
and
so
we've
kind
of
seen
what
the
success
or
failure
of
of
of
you
know
how
they
funded
those
programs.
I
just
wanted
to
confirm-
and
maybe
this
question
for
mr
benson
or
or
for
ms
mullenkamp,
but
did
we
confirm
with
treasury
that
this
is
an
allowable
expense.
F
Susan
brown,
for
the
record.
Yes,
I
can
confirm
that
that
is
an
allowable
expense
in
the
guidance
that
was
released
on
may
25th.
Item
number
49
specifically
allowed
for
this
for
this
type
of
a
program
to
be
held
in
in
the
states,
so
it-
and
I
can
tell
you
what
that
says
exactly
or
just
confirm
that
that
is
there,
and
if
this
is
an
allowable
use
of
these
funds,.
F
Sure
the
specific
question
was:
may
recipients
use
funds
to
pay
for
vaccine
incentive
programs
example
cash
or
in-kind
transfers,
lottery
programs
or
other
incentives
for
individuals
who
get
vaccinated.
The
response
is
yes.
Under
the
interim
final
rule,
recipients
may
use
coronavirus,
state
and
local
fiscal
recovery
funds
to
respond
to
the
covenant.
F
19
public

including

to

the
number
of

who
choose
to

or
that
motivate
motivate
people
to
get
vaccinated
sooner
than
the
other
would
sorry
sooner
than
they
otherwise
would
have
are
an
allowable
use
of
the
funds.
A
Thank
you.
I
appreciate
that
and
glad
thank
you
for
putting
that
on
the
record.
I
think
that
we
have.
I
have
a
question
from
vice
chair
carlton.
E
Thank
you,
mr
m,
very
much,
mr
chairman,
so
in
the
the
context
of
the
conversation
about
the
waterfall
bill
and
how
things
were
were
going
to
happen
through
the
interim,
the
a
number
of
the
conversations
weren't
about
things
happening
consecutively,
they
were
about
things
happening
concurrently,
because
one
thing
shouldn't
eliminate
another.
E
At
the
same
time,
one
thing
doesn't
exclude
another
and
that
we're
trying
to
move
forward
on
all
of
them.
So
if,
if
you
could
elaborate
on
the
lost
revenue
part,
the
dieter
part
the
the
other
components
of
the
bill,
because
you
know
we
voted
on
it,
it's
statutory.
This
is
the
agreement
that
we
have,
and
we
just
want
to
make
sure
it's
very
clear
to
folks
that
you
know
we
can
walk
and
chew,
gum
and
fix
two
or
three
problems
at
the
same
time.
So
if
you
could
elaborate
on
that,
I
would
appreciate
it.
F
F
We
also
have
questions
into
the
state
controller's
office
for
clarification
on
some
items
so
that
they
can
continue
to
move
forward
on
that
process,
but
it
is
happening
and
they
have
been
working
on
this
for
a
couple
of
weeks
now
I
believe-
and
then,
as
far
as
all
of
the
other
items-
assemblyville
484,
assemblyville
495,
which
is
the
dealer
component
and
then
there's
a
component
for
education
and
state
charter
schools.
F
We
are
putting
those
work
programs
together
so
that
we
have
all
of
this
in
place
and
ready
to
go,
and
that
would
include
the
335
million
dollars
to
repay
that
unemployment
compensation
fund.
So
we
are
working
on
all
of
these
pieces
at
the
same
time
to
move
this
along
as
quickly
as
we
possibly
can.
E
E
Oh
gee
thanks.
That
would
be
great.
I
appreciate
that
I
think
senator
brooks
is
going
to
try
to
beat
my
record
of
ifc
meetings
over
an
interim.
So
what
and-
and
I
I
appreciate
that
so
as
the
the
dollar
amounts
for
the
facts-
nevada
days
program
fall
fall
into
proportion.
I
I
know
there
was
some
conversations
about
how
this
was
going
to
move
forward
and
there
were
certain
dates
and
times
have
the
dates
for
payments
on
that
been
pinpointed
yet
or
where
is
that
another
one?
F
E
E
Mr
chairman,
I
think
that
addresses
my
concerns.
We
originally
did
have
some
questions
about
the
timing
of
all
of
this,
but
it
seems
as
though
we've
gotten
the
answers
we
were
looking
for.
So
thank
you
very
much.
D
F
Susan
brown,
for
the
record-
that
is
a
great
question
and
I
should
have
had
that
answer
available
for
you,
because
it
did
cross
my
mind
that
that
would
be
asked.
But
I
will
have
to
get
that
information
to
you.
A
A
G
F
Brown
for
the
record.
I
do
not
believe
that
we
have
a
date
for
that
at
this
moment
in
time,.
A
Thank
you,
and-
and
I
do
have
a
question
when
you
you
mentioned
the
you-
had
gotten
the
75
million
for
direct
disbursement
to
some
of
the
smaller
municipalities
and
or
cities,
towns
and
counties.
Could
you
just
expand
upon
that?
Just
a
little
bit
is
that
is
that
outside
of
the
the
2.7
billion
here?
Is
that
it
within
the
2.7
billion
here,
and
if
that's
the
first
of
of
how
many
payments.
F
F
Susan
brown,
for
the
record,
I
don't
have
that
information
today.
There
is
a
work
program
that
has
to
be
processed
before
we
can
transfer
those
funds,
and
then
there
is
a
process
that
we
have
to
follow,
one
of
which
is,
we
have
to
receive
budgets
from
each
of
those
entities
that
was
in
effect
and
on
january
27
of
2020,
and
there
is
one
calculation
that
we
will
have
to
look
at
there
before.
We
can
distribute
the
funds,
so
we
are
working
on
getting
that
done.
A
All
right,
thank
you
appreciate
it.
Any
other
questions
from
the
committee.
Just
a
clarification
vice
chair,
carlton.
E
Thank
you,
mr
chairman,
and
for
for
folks,
you
know
every
time
we
talk
about
moving
money
around
all
of
our
phones
start
ringing.
When
am
I
going
to
be
able
to
apply
for
the
money
so
just
for
pure
clarification
purposes.
This
is
an
action
item
where
we're
moving
the
money
into
an
operating
account.
On
july,
the
first
it'll
be
moved
into
an
executive
budget
account
which
will
in
essence,
almost
turn
it
into
a
reserve
and
work
programs
will
come
to
the
legislature
in
order
to
fund
those
and
the
impetus
behind
some
of
those
work
programs.
E
We
all
hope
and
pray
are
a
lot
of
these
town
halls
and
input
that
we
are
getting
from
folks.
So
if
anyone
thinks
they
don't
have
input
on
how
this
money
will
be
spent,
there's
going
to
be
plenty
of
opportunities
to
get
ideas
from
folks
and
also
just
look
at
the
holes
in
the
budget
that
the
state
has
had
for.
E
However
long
so
we
have
to
deal
with
the
lost
revenue
and
all
the
other
things
first,
but
as
we
move
forward,
that
will
be
the
time
and
the
place
for
the
people
of
the
state
to
be
able
to
have
their
input,
and
then
it
will
come
through
the
regular
normal
process
and
come
to
ifc
for
either
approval
or
or
adjustment,
depending
upon
what
those
programs
are.
So
I
just
wanted
to
make
sure
it's
perfectly
clear
with
folks
exactly
what
we're
doing
today
and
the
money
is
not
available
at
this
moment
in
time.
E
A
Thank
you
for
that
clarification.
I
believe
what
she's
trying
to
say
is
that
we
will
beat
her
record
of
interim
finance
committee
meetings
of
21
in
the
last
interim.
I
don't
know
I'm
gonna
try
to
see
if
we
can
not
only
gonna
be
at
18
not
beat
the
quantity
of
those,
but
I
think
we've
already
beat
the
dollar
amount
of
those.
So
all
right
any
other
questions
on
this
item.
All
right,
don't
see
me.
Thank
you
very
thank
and
go
ahead.
I'm
not
sure
who
that
is
but
go
ahead.
E
Want
to
clarify
vice
chair
carlton's
last
comment
and
that
there
will
be
opportunities.
G
To
apply
for
some
funding
sources
as
they
are
rolled
out,
but
I
also
wanted
to
make
sure
that
it
was
clear
and
on
the
record
and
that
we
were
communicating
to
folks
that
those
non-profits,
along
with
everybody
else,
should
be
participating
in
the
feedback
process
that
is
set
up
currently.
But
they
shouldn't
wait
for
a
formal
process
to
apply
for
dollars,
but
rather,
if
they
have
a
project
that
they
think
is
appropriate
and
fits
within
the
framework,
they
should
be
submitting.
Those
ideas
through
that
portal
is
that
correct.
Miss
brown.
F
A
A
I
think
there's
close
to
seven
billion
dollars
of
one
way
shape
one
way,
shape
or
form
of
federal
aid.
That's
coming
to
the
state
of
nevada,
of
which
this
is
just
a
portion,
and
so
we've
seen
where
some
of
that
is
going
directly
to,
for
instance,
school
districts.
We
we
see
it's
going
directly
to
counties
and
cities
and
going
to
some
of
our
state
agencies
that
will
be
outside
of
this
bucket
of
money
that
we're
talking
about
right
now.
So
there's
going
to
be
a
lot
of
work,
just
coordinating
that
and
that's
why?
A
I'm
I'm
glad
to
see
the
addition
of
staff
and
glad
to
see
the
addition
of
of
like
in
the
nde's
work
program
earlier
and
auditing
firm
to
do
compliance
as
it
comes
in,
because
we
want
to
make
sure
that
there's
no
waste
and
that
it's
going
to
the
best
and
highest
use
and
and
there's
no
duplication
as
well.
A
I've
already
had
some
conversations
with
the
county
and
city
folks
where
I
live
and
just
trying
to
make
sure
we're
coordinating
that
we're
not
duplicating
efforts
so
and
and
miss
brown
or
could
you
do
you
have
the?
Could
you
direct
us
to?
I
know
that
all
of
us
have
been
on
it,
but
just
to
put
it
on
the
record.
The
website
for
the
every
nevada
recovery
and
and
what
that
web
address
is.
F
A
We'll
just
stay
with
the
top
line
there,
so
that's
nevadahealthresponse.nv.gov.
A
Perfect,
thank
you.
Thank
you
and
we'll
go
from
there
all
right.
I
appreciate
that.
So
do
we
have
any
further
questions
from
the
committee
on
this
item.
A
All
right,
I
do
not
see
any,
and
so
this
item
is
the
all
we
need
is
the
approval
of
this
work
program
to
to
accept
the
funds,
and
so,
if
I
could
get
a
motion
to
approve
the
request
to
accept
the
funds-
oh
hell,
yes,
we
have
a
a
yes
from
vice
chair,
carlton
and,
and
we
have
a
second
from
senator
dennis.
Do
I
have
any
discussion
on
the
motion.
A
And
all
opposed,
nay,.
A
And
so
the
motion
passes
unanimously
with
the
members
present
and
we
can
move
on
to
our
next
item.
So
thank
you.
Thank
you.
Miss
brown,
miss
mullenkamp
and
mr
benson.
I
appreciate
you
your
patience
this
afternoon.
A
I
appreciate
your
hard
work
and
we'll
all
be
getting
to
know
each
other
so
much
better
over
this
interim
as
we
we
work
through
these
work
programs
to
to
help
nevadans
with
these
funds,
and
that
takes
us
and
so
item
m
was
withdrawn
and
that
was
withdrawn
last
week
and
that
moves
us
on
to
our
next
agenda
item,
which
is
agenda,
item
n
from
the
department
of
administration,
the
state
public
works
division
and
we
have
two
different
items
here
and
one
is
a
request
to
modify
the
scope
of
cip
project,
19-s-09,
statewide,
building
official
program,
to
increase
project
authority,
to
complete,
to
increase
project
authority,
to
receive
and
expend
an
additional
197
186
dollars
to
complete
additional
building
permits
for
state
agencies
pursuant
to
nrs
341.145.
B
Thank
you
and
good
afternoon,
chair,
brooks
members
of
the
committee
fort
patrick,
the
administrator
for
state
public
works
division
of
the
department
administration.
Thank
you
for
the
introduction
and
in
the
spirit
of
time,
conservation.
I'll
give
a
little
overview
of
what's
been
happening.
With
this
project,
1909
was
originally
funded
a
little
over
a
million
dollars
and
there
was
a
work
program
to
make
a
correction
at
the
end
of
the
last
fiscal
year
of
approximately
720
000
additional
funding,
and
so
this
request,
as
you've
stated,
is
for
197
186
dollars
to
be
added.
B
In
addition,
so
this
brings
the
total
to
just
a
little
under
2
million
dollars.
Important
to
note
is
that
in
the
next
biennium,
the
21
s09
program
for
the
building
official
has
recently
been
approved
in
ab492
at
2
million
275
000.
So
we
feel
as
though
the
recent
approval
is
going
to
be
adequate
to
fund
this
program
and
we'd
appreciate
the
addition
of
the
179
000
and
I
would
be
available
for
any
questions.
A
A
And
that
is,
it
passes
unanimously
with
all
the
members
present,
including
those
on
zoom,
and
thank
you,
mr
patrick,
for
help.
Senator
hammond.
Do
you
have
a
question,
or
are
you
just
still
voting?
Yes,.
A
There
you
go
all
right,
so
thank
you,
so
the
motion
passes
unanimously
with
all
the
members
present,
including
those
on
zoom,
and
we
can
move
on
to
our
next
agenda
item.
B
Thank
you
very
much.
We
have
three
projects
on
the
exception
report.
One
is
the
southern
nevada
veterans,
memorial
cemetery,
and
so
this
project
during
the
session
was
approved
in
ab
492
project
number
21c11
and
that'll
afford
additional
grant
funding,
as
well
as
the
state
match
necessary
for
the
project.
So
this
project
will
be
coming
off
the
exception
report
in
the
near
future.
B
The
marlette
dam
project
is
selected
for
further
review
by
the
federal
government
for
fema
grant
funding
of
approximately
10
million
dollars,
and
this
process
has
been
going
on
with
the
design
still
this
time
in
the
last
year,
and
it's
moving
towards
a
federal
process
called
the
environmental
and
historic
preservation
review.
B
So
this
has
not
been
officially
awarded
but
is
selected
for
further
view
and
we're
very
positive.
It's
it
will
be
approved
for
that
and
then
subsequent
to
that,
we'll
finalize
the
design
do
permitting
and
then
construction.
The
third
and
final
project
on
the
exception
report
is
the
purchasing
warehouse
emergency
generator
upgrade
in
reno.
B
This
is
also
a
fema
granted
type
project.
We
have
completed
the
design
and
we're
in
the
permitting
process
now
and
if
needed
after
bidding.
We
will
look
toward
this
body
to
accept
additional
fema
funds
if
necessary,
and
that's
my
report
on
the
exception
report
for
the
state
public
works
division.
Thank
you.
A
Thank
you,
mr
patrick.
Do
we
have
any
questions
on
the
project
status
exception
report
as
just
presented
to
us
all
right?
I
would
take
a
motion
to
accept
that
and
improved
that
project
status.
Exception
report.
I
have
a
motion
from
vice
chair
carlton,
a
second
from
senator
dennis
any
discussion
on
that
motion,
seeing
none
all
in
favor.
I.
A
Yep
we
do
thank
you
and
all
opposed,
nay
and
so
motion
passes
unanimously
with
the
the
members
present
and
we
can
move
on
to
the
next
agenda
item.
Thank
you,
mr
patrick
appreciate.
F
A
And
that
takes
us
to
agenda
item.
Oh
a
request
for
approval
of
expenditures
from
the
account
for
maintenance
of
state
parks
pursuant
to
statute,
and
this
is
from
the
state
department
of
conservation
and
natural
resources.
The
division
of
state
parks
welcome
back
item
one.
A
Oh
one
was
withdrawn
a
couple
of
weeks
ago,
and
so
that
takes
us
to
item
two,
which
is
a
request
for
o2,
which
is
a
request
for
approval
to
spend
forty
six
thousand
three
hundred
and
fifty
four
dollars
from
the
account
for
maintenance
of
state
parks
for
improvements
at
washoe,
south
wetlands
trails
and
welcome
back
idema
and
the
state
parks
team.
And
if
you
just
want
to
explain
that
for
us.
D
A
Thank
you.
Do
we
have
any
questions
for
from
the
committee
on
this
item
all
right,
I
do
not
see
any
so.
I
would
take
a
motion
to
approve
item
0
2
for
the
request
to
approval
to
spend
46
354
from
the
account
for
maintenance
of
state
parks.
A
I
have
a
motion
from
vice
chair
carlton.
I
have
a
second
from
senator
dennis
any
discussion
on
the
motion,
seeing
none
all
in
favor
I
and
we'll
see
if
those
on
zoom
are
in.
I.
A
All
right,
they
all
are
all
perfect
and
all
opposed,
nay,
and
so
the
motion
passes
unanimously
with
all
the
members
present
and
we
can
move
on
to
our
next
item.
A
It
comes
in
two
different
pieces.
One
is
a
request
for
an
extension
of
the
reversion
date
for
of
the
ifc
contingency
account
allocation
approved
on
april
30th,
2020
to
match
federal
u.s
forest
service,
ruby

estates,
wildland
urban
interface,
hazardous
fuel
reduction
and
healthy
forest
restoration
project
funding
to
support
wildfire
protection
and
prevention
activities.
And
the
second
is
a
request
for
an
extension
of
the
reversion
date
of
the
ifc
contingency
account
allocation
approved
on
june
25
2020
to
match
nevada
power,
company
and
sierra
pacific
power.
A
Company
funding
to
reduce
the
risk
of
catastrophic
loss
to
communities
and
envy
energy's
infrastructure
in
moderate
to
extreme
wildfire
risk
priority
areas,
and
we
have
with
us
today
casey
casey,
to
walk
us
through
both
of
those
items.
A
In
broadcast,
could
you
check
and
see
if
possibly
we
have
casey
casey
on
the
telephone?
Please.
B
Thank
you
for
your
patience.
Chia
brooks
this
is
bryce
with
broadcast.
She
miss
casey
was
with
us
before
lunch,
but
she
is
currently
not
on
our
call.
A
Well,
if,
if
we
don't
have
anyone
from
the
department
of
dc
r
or
anybody
from
u.s
or
excuse
me
from
the
state
fire
marshal's
office,
then
we
maybe
can
try
to
round
her
up
and
then
can
take
our
items
out
of
order
here,
and
we
really
only
have
two
very
quick
items
that
that
we
can
take
out
of
water
while
we're
trying
to
get
her
but
I'll.
Oh.
F
B
A
Okay,
well,
I
appreciate
that
and
we
can.
What
we'll
do
is
so
that
we
have
a
few
questions
for
her.
We
will,
while
we're
waiting
for
her
to
get
on.
We
have
two
other
agenda
items
we
can
skip.
Two
that
are
are
very
quick
and
then
we'll
come
back
to
this
agenda
item.
So
we
will
move
out
of
agenda
item
p
and
oh,
never
mind
miss
casey's
on
right
now.
A
So,
if,
if
when
you
are
ready,
if
you
want
to
explain
these
two
items
for
us
and
and
I
think
we
might
have
a
question
or
two.
G
Good,
hey,
I
wasn't
I
apologize,
I
wasn't
prepared.
I
thought
my
stuff
was
later
so
if
you
could
take
the
other
two
items
and
give
me
one
second
to
prepare
myself
mentally,
I
would
appreciate
that.
A
I
appreciate
that
all
right.
Well,
our
next
item
item
q
are
informational
items
and
at
the
beginning
of
the
meeting,
if
you
noticed
noted,
we
asked
if
anyone
wanted
any
of
the
informational
items
pulled
for
further
review
and
the
members
declined.
So
we
have
no
items
under
item
queue
that
we
are
going
to
discuss,
which
takes
us
to
item
r
and
this.
That
is
the
appointment
of
members
of
the
committee
on
industrial
programs.
It
is
withdrawn,
but
we
just
want
to
note
why
no
longer
exists.
A
So
the
statute
that
created
the
committee
on
industrial
programs
was
repealed
with
the
passage
of
ab443
in
the
2021
session,
which
modifies
the
interim
legislature-
and
we
have
a
special
guest
here
today,
who
did
that
to
us
which
modifies
the
interim
legislature
structure,
and
so
this
is
a
traditionally
agenda
item
that
lives
in
this
place
on
the
agenda
and
will
you
will
not
be
seeing
that
in
the
future
and
so
now
miss
casey?
You
are
on
and
if
you
are
ready,
we'd
like
to
talk
about
item
p,
1
and
item
p2.
G
Thank
you
for
the
for
the
record
casey
casey
state
forester
warning
for
the
division
of
forestry,
and
I
apologize.
I
missed
this
one
on
the
agenda
today.
The
this
is
a
request
for
an
extension
for
the
reversion
of
the
sb
508
funds
that
were
given
to
the
division
for
fuel
reduction
projects,
in
conjunction
with
a
u.s
forest
service,
grant
that
we
have
and
matching
an
nv
energy
agreement
that
we
have.
There
was
no
reversion
date
attached
to
this,
the
sp
508
language
when
it
came
into
the
division.
G
So
this
gives
us
until
june
25th
of
2025,
I
believe
to
it,
puts
the
reversion
date
on
there.
So
it
gives
us
time
to
implement
the
projects
on
the
ground
and
and
then
gives
us
a
reversion
date
if
we
have
not
completed
the
projects
until
after
that
point,
so
I'd
be
happy
to
answer
any
questions.
If
you
have
any.
D
Thank
you,
mr
chair
yeah,
casey
in
in
the
stuff
I'm
looking
at
it
and
test
it
anticipates.
All
work
will
be
con
completed
and
all
funds
will
be
committed
for
expenditure
by
june
30
2023.
did
I
not
hear
you
say,
25.
G
D
Okay,
well,
I-
and
I
guess
that's
what
really
concerns
me
to
casey.
Is
you
know
and
as
I
looked
at
some
of
the
projects
and
where
we
are
and
how
many
of
them
have
even
been
started,
I'm
very
concerned
about
that.
That's
you
know,
that'll
be
four
years
into
the
process.
Let's
get
this
money
spent,
you
know
a
million
acres
of
black
is
what
we're
going
to
have
if
we
don't
get
this
fuel
reduction
and
some
of
this
apparatus
in
place.
D
So
I'm
really
pressing,
but
I
just
wanted
that
clarification,
the
quicker
the
better
and
I
would
prefer
it
was
23.
A
All
right,
and
so
it
appears
as
if
the
bill
was
2025,
but
the
resolution
we
want
to
amend
the
resolution
for
2023
for
those
two
2023,
for
the
very
reasons
that
senator
gokuchi
just
brought
up.
So
do
we
have
any
other
questions
before
we
take
a
motion
to
do
that?
Do
we
vice
chair,
carlton,.
E
E
I
do
understand
that
as
2025,
if
we
change
the
resolution
to
2023
and
there's
still
an
issue,
there's
another
legislative
session
in
multiple
ifc
meetings
that
that
resolution
can
be
addressed
again
but
being
sending
the
message
to
folks
that
we
want
the
money
on
the
ground
as
soon
as
possible,
I
believe,
would
be
beneficial
to
the
state
and
to
the
federal
government.
In
case
we
wanted
to
go
back
and
get
more
money
from
the
feds
to
fund
even
more.
They
hate
it.
E
When
you
drag
your
feet
spending
money,
so
I
would
be
in
support
of
changing
it
to
2023.
A
Thank
you
vice
chair.
Do
we
have
any
other
questions
or
comments
all
right?
Thank
you,
senator
gocchia,
all
right
with
that.
So
I
would
take
those
two
together
because
they
both
have
the
same
issue,
and
so
I
would
take
a
motion
to
accept
this
and
but
make
a
a
modification
of
the
resolution
to
have
the
date
be
commit
the
committed
to
expenditure
by
june
30th
2023.
A
And
so
I
have
a
motion
from
vice
chair
carlton,
a
second
from
senator
gokuchiya.
Do
I
have
any
other
discussion
on
the
motion
and
just
want
to
make
sure
that
that
motion's
clear
for
for
mr
thorley
and
and
for
you
miss
casey?
Is
that
clear?
Okay,
great?
So
no
other
discussion
on
the
motion,
so
all
in
favor,
aye.
E
A
And
opposed
and
and
let's
see
how
how
it
goes
on
zoom.
A
We
have
a
bunch
of
smiling
faces
with
their
hands
in
the
air
sure
do
all
right
and
so
I'll
oppose,
nay,
and
so
the
motion
passes
unanimously
with
the
members
present.
Today
and
again,
I
almost
assigned
a
floor
statement.
It's
like
so
the
last
couple
weeks
of
session.
Just
like
come
back
to
you
all
right.
Thank
you.
So
thank
you,
sorry
for
the
the
scramble
at
the
end
there
and
thank
you
for
being
here
with
us
this
afternoon-
miss
casey
and
that
will
take
us
to
our
final.
A
I
believe
agenda
item,
which
is
public
comment
and
it's
a
quarter
to
three
good
job
team,
and
so
we
will
open
up
public
comment.
I
do
not
see
anyone
in
the
room
left
in
the
room
this
afternoon,
so
we
will
go
to
see
if
there's
anyone
on
zoom
who
wants
to
make
public
comment
and
then
we'll
go
to
the
phones,
just
want
to
make
a
reminder
that
if
you
could
limit
your
public
comment
to
two
minutes
and
we
can
get
started
now
broadcast.
A
All
right,
and
since
we
have
a
little
bit
of
a
delay
to
the
public,
is
anyone
called
in
in
the
the
few
moments
that
we've
been
in
public
comment.
A
All
right,
thank
you,
and
I
want
to
thank
the
members
for
their
participation
today
and
for
hanging
in
there
for
a
long
day,
one
of
of
many
that
we're
gonna
have
in
front
of
us
in
this
interim
and
and
also
would
like
to
wish
the
las
vegas
golden
knights.
The
absolute
best
luck
this
evening
and
and
with
that.
This
meeting
is
adjourned.
Good
job.
