A
And
I
am
here
welcome
to
everyone
here
joining
us
in
Carson
City
in
the
audience
and
those
that
are
in
Las

and
those
joining
us
online.
Just
a
few
housekeeping
items
I'd
like
to
remind
everyone
to
turn
off
your
electronic
devices
or
at
least
meet
them.
That's
telephones,
computers.
What
have
you
members
will
be
using
their
laptops
to
follow
along
with
today's
proceedings?
Please
do
not
view
that
as
a
sign
of
disrespect,
it's
just
part
of
the
normal
work
session.
A
A
If
there's
anyone
here
in
the
audience
that
would
like
to
make
public
comment,
I
invite
you
to
the
table.
Anyone
in
Las
Vegas
I
invite
you
to
the
table
there
for
public
comment
and
BPS
what
you
check
the
phone
lines
to
see.
If
there's
anyone
joining
us
by
phone
who
would
like
to
make
public
comment.
A
Thank
you
so
much,
then
we
will
move
to
our
next
item
on
our
agenda,
which
is
item
C.
It's
a
statement
of
the
American
Rescue
plan
at
Toronto
virus,
State,
fiscal
Recovery,
Fund
obligation
and
remaining
Reserve
balances
within
the
covid-19
relief
program's
budget
account
and
Lord.
That
is
a
mouthful
good
morning.
Thank
you.
You
can
get
started
as
soon
as
you're.
D
Thank
you,
chairman

indicated,
is
the

D
In
the
in
the

with
the

the
remaining
unobligated

of
coronavirus,
State
fiscal
recovery
funds
would
be
approximately
42.5
million
dollars,
all
of
which
is
shown
under
the
Lost
Revenue
Reserve.
As
displayed
on
the
summary
statement,
as
discussed
on
Tuesday
during
the
work
session,
that
unobligated

displayed
on
this

does
not
reflect
the
additional

which
are
recommended
by
the
governor
in
his

detail
the
obligations
approved
to
date.
D
There
were
two
work
programs
which
were
submitted
but
withdrawn,
leaving
one
work
program
for
consideration
by
the
committee
under
agenda
item
d.
All
three
of
those
are
listed
on

the

through
21.
We
show
the
breakdown
statement
for
select
obligations
of
coronavirus,
State
fiscal

funds,
there's
one
item
on
page
21.

The

the
meeting
packet
provides
details
showing
savings
resulting
from
final
program
expenditures

to
the
original
Authority
that
was
approved,
you'll
notice
on
this
page.
There
are
four
shaded
rows.
Those
shaded
rows
account
for
the
seven
and
a
half
million
dollars
that
I
mentioned
earlier.
That's
accounted
for
in
agenda
item
D3
and
chairman
Roy
Moreno.
That
concludes
my
remarks
specific
to
the
statement.
A
A
E
E
There
are
no
items
on
list
D
that
have
been
recommended
to
be
pulled
on
item
or
excuse
me
on
agenda
item
e
approval
of
gifts,
grants,
work,
program,
revisions
and
position,
changes
not
involving
the
expenditure
of
American
Rescue
plan
act,
coronavirus
estate,
fiscal
recovery
funds
in
accordance
with
chapter
353
of
NRS.
There
are
several
items
that
are
recommended
to
be
pulled.
E
The
items
that
are
recommended
to
be
pulled
begin
on
page

agenda
item
number
12
was
requested
to
be
pulled

In
addition,
item
17
was
requested
to
be

A
E
A
A
J
This
is
a
deletion
of
246
268
in
federal
child
care
development
funding.
At
this
point
in
time.
The
reason
why
we
are
deleting
this
from
our
budget
is
because
we
no
longer
have
the
ability
or
the
internal
need
to
be
able
to
oversee
These
funds.
They've
now
actually
been
open
to
public.
J
To
sorry,
I
do
not
have
my
words
this
morning
my
apologies
Ricky
Rob,
for
the
record.
We
are
reverting
these
funds
to
ensure
that
the
community
has
the
ability
to
apply
for
these
funds
and
utilize
them
appropriately,
based
on
the
need
for
Community
providers
for
all
early
intervention,
children
and
I'm
open
for
questions.
K
Thank
you
and
thank
you
for
that
clarification.
When
I
was
looking
through
the
information
on
the
justification,
it
appears
that
this
program
actually
ended
two
years
ago
in
June
30th
of
2021..
Do
we
does
the
state
continue
to
to
receive
that
money,
or
did
they
continue
to
see
receive
that
money
for
the
last
year
and
a
half
or
has?
K
Is
this
money
that
is
being
open
to
outside
money
that
has
been
left
over
or
so
that's
I,
just
I
was
curious
about
the
date
of
termination
of
the
federal
of
2021,
but
yet
it's
not
being
brought
forward
until
now.
J
Thank
you
for
the
question
Ricky
Rob
for
the
record.
We
have
not
been
utilizing
those
funds
up
to
this
since
2021,
but
following
the
processes
to
eliminate
that
from
our
budget
to
zero.
That
category
out
is
why
it's
it's
taking
so
long,
so
those
funds
have
not
been
utilized
since
2021.
K
So,
just
to
make
sure
in
the
process
that
is
used
is
utilized
is:
is
that
an
internal
process
or
is
that
the
process
that
has
been
done
through
our
state
in
the
past,
because
this
is
my
first
time
on
IFC,
so
just
want
to
make
sure
that
the
process
is,
is
fair
for
all
of
the
community
groups
to
be
able
to
apply
for
it.
J
Ricky
rub
for
the
record:
this
is
a
state
process
and
it's
under
the
Department
of
Education,
and
they
are
now
overseeing
those
funds
and
they
will
allow
for
either
an
rfprfq.
I
will
be
honest
with
you.
I,
don't
know
how
they're
opening
up
those
funds
to
Community
Partners,
but
it
is
a
through
a
competitive
process
and
no
those
funds
have
not
been
held
up
due
to
that.
A
I
don't
know
who
made
the
motion
I
have
a
motion
from
assemblyman
Watts,
a
second
from
assemblywoman
Anderson,
any
discussion
on
the
motion,
seeing
none
all
in
favor,
say
aye.
Any
opposed
motion
carries.
Thank
you.
So
much
does
that
make
it
so
much
fun
all
right.
Moving
on
to
the
next
item
on
our
agenda,
which
is
item,
number
17.,
the
Department
of
Health
and
Human
Services
Health,
Care
financing
and
policy,
Nevada
Medicaid.
L
L
We're
currently
pending
payments
to
these
providers,
we've
seen
an
increase
in
utilization
for
these
services,
but
we
also
have
a
backlog
in
payment.
I
think
you
guys
are
all
aware
of
some
of
the
backlog
we've
had
and
we
are
cleaning
that
up
right
now,
and
so
this
would
help
us
come
be
current
with
those
payments
and
help
us
get
caught
up,
and
so
that's
why
we're
here
today.
M
Thank
you,
madam
chair,
for
pulling
this
and
allowing
me
to
ask
some
questions
because
I
I
do
have
some
concerns.
First,
according
to
the
notes
on
this,
the
Managed
Care
organizations
that
cover
our
Medicaid
patients
are
not
covering
this.
Now
this
ground
transportation.
Can
you
explain
what
that
change
was
and
did
they
cover
in
the
past?
And
if
so,
why
are
they
still
not
covering
it?.
L
Madam
chair
through
you
to
Senator
Titus,
that
was
the
decision
to
carve
out
that
service
and
I'm,
not
quite
for
sure
at
the
time
why
that
decision
was
made,
but
it's
not
a
choice
for
them:
we've
carved
it
out
and
we're
paying
it.
The
localities
are
paying
the
state
share
and
the
federal
share
we're
drawing
down
to
match
did.
M
L
M
N
Thank
you,
Amber
law,
for
the
record.
This
is
actually
it
includes
additional
backlog
payments.
So
typically,
these
payments
are
processed
two
years
in
arrears
due
to
the
processing
time.
So
we
were
legislatively
approved
for
approximately
30
million
dollars
for
this
fiscal
year
with
the
backlog
payments
and
this
fiscal
Year's
projections
that
comes
to
89
000.
So
that's
why
we're
requesting
60
million
dollars?
I'm
sorry,
89
million
60
million
dollars
in
our
work
program
and.
M
Do
you
have
a
breakdown,
or
is
this
going
to
the
rural
ground?
Transportations
I
mean
I,
know.
Ems
is
a
service
that
we
all
need
and
in
the
rules
it's
been
very
hard
when
I
would
be
in
the
ER
trying
to
get
ground
transportation,
especially
with
Medicaid
patients
and
reimbursing
would
would
you
be
able
to
send
this
body
a
breakdown
on
where
this?
Where
who
you
owe
the
two-year
line
and
where
those
are
located?
Those
Services,
because
two
years
in
some
of
these
areas
are
just
it's
just
unfathomable
that
they
have
to
wait.
N
M
And
just
Final
on
the
same
subject
I'm
sure.
So
if
you
were
to
reimburse
in
a
more
timely
manner,
would
there
be
more
agencies
willing
to
participate
in
this.
L
You
sorry
not
enough
coffee
this
morning,
for
all
the
three
of
you,
two
use
Senator
Titus
Stacy
weeks,
Nevada
Medicaid
for
the
record.
Yes,
I,
think
so,
and
we're
working
hard
right
now
to
improve
this
process.
So
we're
not
in
arrears
for
two
years,
that
is
part
of
our
goal.
I
will
say:
amber
Deputy
Amber
law
has
been
working
really
hard
to
improve
process,
we've
been
doing
Kaizen
or
whatever.
L
O
Thank
you,
chair,
I'm,
just
curious
to
know
how,
once
this,
once
you
have
this,
how
quickly
will
we
be
able
to
get
those
payments
out
to
get
to
those
providers.
N
Thank
you
for
your
question.
Amber
law
for
the
record,
so
we
are
hoping
to.
We
are
going
to
get
these
payments
out
the
door
this
fiscal
year,
so
we're
going
to
process
fiscal
year,
21
and
22
backlog,
and
then
what
we
have
on
on
account
for
this
fiscal
year,
I
mean
we'll
still
have
the
two
years
in
their
years,
but
we're
hoping
to
be
caught
up
by
them
the
end
of
this
fiscal
year.
A
P
Good
morning
Madam
chair
members
of
the
committee,
my
name
is
Debbie
Bowman,
deputy
secretary
of
state
for
operations.
A
So
just
one
question
by
by
making
this
change
the
amount
that
was
included
in
the
governor's
budget
will
no
longer
be
needed.
Is
that
correct
or.
P
A
A
Q
Good
morning,
chairman
good
morning,
chair
Monroe,
Moreno
and
members,
my
name
is
Jeff
landerfelt
Deputy
treasurer
of
operations
for
the
state
treasurer's
office.
The
treasurer's
office
is
request,
is
requesting
additional
funds
to
be
funded
by
category
01
Personnel
to
cover
unanticipated
travel
costs
for
fiscal
year
2023..
Q
Originally,
the
treasurer's
office
requested
65
082
dollars
in
travel
funds
through
the
supplement,
through
a
supplemental
request
in
go3.
Through
the
governor's
recommended
budget,
we
reviewed
our
initial
requests
and
due
to
timing
and
other
changes,
we
were
able
to
reduce
the
request
of
forty
three
thousand
four
twenty
nine
in
this
work
program
before
the
inter
before
the
IFC.
This
work
program
eliminates
the
need
for
the
go3
supplemental
request.
I'll
be
glad
to
answer
any
questions
you
may
have.
R
Thank
you
so
much
Madam,
chair
and
kind
of
like
the
last
question.
Just
we
wanted
to
confirm
that
the
treasurer's
office
no
longer
will
need
the
supplemental
general
fund
appropriation
of
sixty
five
thousand
eighty
two
dollars
in
fiscal
year
fiscal
year
2023.
If
this
work
program
is
approved.
Q
A
H
Good
morning
my
name
is
Erica
suzyamas
and
I'm.
The
division
administrator
for
the
records
Communications
and
compliance
division
within
the
Department
of
Public
Safety
I
have
Jason
callnet
with
me
here
today
and
he's
our
chief
fiscal
officer.
This
work
program
requests
a
transfer
in
the
amount
of
1
million
four
hundred
and
eighty
two
dollars:
101
sorry,
1
million
482
101
from
our
Reserve
category
over
to
our
Insidious
modernization
program.
A
S
Thank
you
chair
for
the
question
for
the
record
Jason
Coleman.
We
did
receive
arpa
funds,
but
they
are
not
available
to
us
until
fy24..
This
Reserve
money
is
reserve
money
that
was
carried
forward
from
the
previous
fiscal
year.
A
T
Thank
you,
madam
chair.
So
a
couple
questions
one:
could
you
can
you
reimburse
yourself
from
the
arpa
dollars
like
using
the
coveted
dollars
later
to
restore
your
reserve
account,
or
is
there
a
way
for
us
to
do?
We
need
to
move
Authority
from
fiscal
year
24
to
fiscal
year,
23.
S
Thank
you
for
the
question
for
the
record
Jason
Coleman.
When
we
applied
and
were
granted
the
arpa
dollars,
I
believe
was
the
October
IFC.
S
It
was
stated
that
we
would
have
that
money
in
a
reserve
category
not
to
be
used
until
fy24,
whether
it
can
be
used
in
23
I,
believe
that
would
take
another
work
program
to
request
that
we
are
required
to
use
three
million
dollars
of
our
Reserve
funds
towards
the
modernization
program
during
this
biennium.
This
1.4
million
dollars
that
we're
requesting
now
is
a
portion
of
that
3
million.
T
S
For
the
record,
Jason
call
it.
During
the
last
biennium
we
were
granted
15
million
643
998
of
we
were
appropriated
that
amount
for
the
modernization
program
and
we
had
been
required
to
use
three
million
of
our
funding
to
support
modernization.
S
The
1.4
million
dollars
we're
requesting
to
move
from
reserves
now
is
a
portion
of
that
3
million
the
unused
funds
unused
appropriation
funds
during
this
fiscal
year
will
be
reverted
to
the
general
fund,
not
sure
the
the
next
biennium
for
fy24
and
25.
We
were
granted
for
our
arpa
funds
to
use
towards
modernization
with
no
general
fund
appropriation.
T
T
If
we
don't
use
those
reserves,
if
we're
able
to
supplant
them
with
the
arpa
funds,
then
more
money
would
refer
to
the
general
fund
if
I
just
heard
that
correctly,
so
I
I,
don't
anyway,
I.
Don't
know
if
there's
any
action
we
can
take
today,
that's
other
than
this,
but
if
there's
an
opportunity
to
reimburse
that
if
we
are
able
to
realign
the
programs
that
might
be
worth
doing,
thank
you.
I.
A
Believe
there
is
an
action
that
we
can
take
today
before
I
make
that
statement,
assemblyman
Watts,
that's
a
question.
Thank.
U
You
so
much
Madam
chair
more
just
a
comment.
Building
on
some
of
the
questions
that
have
already
been
asked.
You
know
I
again,
with
the
we've,
had
a
lot
of
conversations
about
the
timelines
to
make
sure
that
we
get
our
arpa
dollars,
obligated
and
and
expended,
and
so
certainly
appreciate
and
We've
we've
taken
so
many
actions.
So
I,
don't
remember
all
the
details
of
the
October
meeting
that
led
to
that
being
placed
in
reserve
and
again
I
know.
U
First
I
know
that
there
are
issues
with
the
reserve,
so
you
know,
but
I
think
it
would
make
sense
to
try
and
get
get
the
arpa
dollars
for
this
modernization
project
in
the
pipeline
as
soon
as
possible,
and
then
work
on
on
the
reserve
issues
further
down
the
biennium,
so
I
I
just
wanted
to
kind
of
put
that
out
there
in.
In
response
to
some
of
the
the
responses
that
were
given
in
in
in
response
to
some
of
the
questions
raised
by
Senator,
Ganser,.
A
Okay,
see
none.
This
committee
does
have
the
authority
to
make
changes,
so
I
I'd
like
to
ask
for
a
motion
to
authorize
1.5
million
a
coronavirus,
State
fiscal
Recovery,
Fund
reserves
to
fund
the
remaining
in
sieges,
modernization,
expenditures
and
fy23,
as
opposed
to
1.5
million
of
free-generated
reserves
and
direct
fiscal
staff,
to
bring
an
option
to
the
budget
closing
to
adjust
the
funding
for
the
Insidious
modernization
project
for
consideration
by
the
joint
subcommittee
on
Public
Safety,
natural
resources
and
transportation.
A
S
A
A
O
W
Good
morning,
director
wagger
for
the
record
I'd
just
like
to
make
a
quick
comment
about
how
these
ended
up
in
front
of
the
IFC.
We
actually
had
these
as
enhancements
for
the
before
the
Senate,
finance
and
assembly
Ways
and
Means
Committee,
and
because
of
the
urgency
we
had
a
couple
of
experts
actually
on
the
committee
who
suggested
we
put
this
before
the
IFC
to
get
the
funding
and
get
these
I
installed
as
quickly
as
possible
and
I'll
stand
for
questions.
A
Thank
you
so
much
for
that
really
short
presentation.
Assemblyman
Watts.
U
Thank
you
so
much
Madam
chair
and
our
joint
subcommittee
did
did
make
closing
recommendations
for
the
Department's
budget.
So
I
just
wanted
to
make
sure
that
we've
got
all
the
pieces
squared
away
because
we
just
discussed
this
yesterday.
U
So
can
you
confirm
that
if
these
work
programs
are
approved
decision
Unit,
E
730
in
the
southern
Nevada
Veterans
Home
account,
which
provides
39
732
in
the
executive
budget
for
the
installation
of
backflow
prevention
can
be
eliminated,
as
well
as
the
One-Shot
request
of
31
871
dollars
included
in
the
budget
for
backflow
prevention
in
the
Northern
Nevada
state
veterans
home?
So
if
you
can
just
confirm
that,
if
we
approve
these
items
that
those
those
other
budgetary
items
will
no
longer
be
needed.
W
Director
wager
for
the
record
I
can
confirm
if
these
approved
by
AFC
they
will
be
pulled
from
the
requests
through
the
committee.
A
Members
any
other
questions,
okay,
pretty
much
going
along
the
the
same
lines
that
we've
heard
this
week
and
in
previous
weeks
we
have
a
lot
of
arpa
dollars
out
there
that
we
have
not
spent
and
I
believe
that
we
have
money
set
aside
in
our
state
agency
Revenue
that
we
could
transfer
to
cover
this
in
the
arpa
fund.
So
I
would
accept
emotion
to
approve
items
e103
and
105,
but
rather
than
utilize
Personnel
savings.
As
requested
in
the
work
program.
A
The
motion
would
be
to
fund
the
insulation
of
backflow
prevention
devices
with
transfers
of
American
Rescue
plan
act,
coronavirus,
State,
fiscal
recovery,
funds
from
the
covid-19
relief
programs
budget
and
for
further
clarification
purposes.
The
funding
transfers
would
be
under
the
existing
Authority
within
the
covid-19
relief
programs
budget,
for
which
100
million
was
previously
approved
for
allocations
to
State
agencies.
A
All
right
and
I
have
a
first
from
assembly,
woman,
Bacchus,
a
second
from
Senator,
darndale
or
Loop.
Any
discussion
see
none
all
in
favor,
please
say
aye
any
a
post
Nate
the
motion
approves
getting
those
items
taken.
Care
of
in
a
timely
manner
is
key
and
I
believe
that
completes
everything
in
section
e
foreign.
A
A
Good
morning,
Mr
Rodriguez
there's
a
number
of
items
in
this
agenda
item
that
were
submitted
after
the
IFC
deadline,
dates
a
number
of
them
and
I've
had
conversations
with
gfo,
but
I
think
it's
important
that
the
members
understand
why
the
items
were
first
late
for
submission
pulled
and
then
some
resubmitted
before
we
get
to
the
ones
that
they
would
like
to
discuss
today.
If
you
could
explain
that,
that
would
be
great.
X
X
It
turns
out
that
I
misread
that
and
we
were
already
late
for
the
submittals
when
we
found
out
that
just
making
it
cold,
we
were
dead
past
the
deadline.
We
spoke
with
your
counterpart
counterparts,
Soviet
LCB.
A
Our
staff
is
here
to
be
as
helpful
as
possible
throughout
the
process.
Having
an
IFC
in
the
middle
of
the
session
is
a
lot
of
work
for
both
your
office
but
Extreme.
A
lot
of
work
for
my
office,
because
they're
they're,
working
on
members
bills
and
fiscal
issues
that
get
us
to
sign
and
die
so
having
only
emergency
items
for
an
IFC
is
key
and
I.
I.
A
Hope
that,
as
we
continue
along
this,
that
we
have
the
dates
together
because
they're
there
for
a
reason
to
do
the
work
that
our
constituents
expect
of
all
of
us.
So
with
that
I
believe
we
have
items
one
11,
20,
35
and
73
that
have
been
asked
to
be
pulled.
Remember.
Are
there
any
other
items
in
Section,
5
F
that
you
would
like
pulled.
A
A
A
Y
Thank
you.
My
name
is
Denise
frelick
for
the
record
I'm,
the
deputy
director
for
the
Governor's
Office
of
energy
I'm
joined
here
today
by
our
director
McClinton,
who
is
in
Las
Vegas,
and
also
our
energy
program
manager,
Laura
Wickham,
our
grandson
fiscal
manager,
Karen
long
and
Daniel
Marlow,
the
administrator
of
the
administrative
services
division.
Y
M
Thank
you,
madam
chair,
for
allowing
me
to
pull
this
and
ask
questions.
There's
you
have
a
big
army
of
folks
here
four
here,
one
in
Las
Vegas,
so
I
appreciate
the
auto
back
back
up.
My
questions
are
not
that
tough
first
who,
after
we
do
SUB
Awards
it's
my
understanding
and
and
I,
need
some
clarification.
The
state
of
Nevada
taxpayers
are
paying
for
these,
and
then
they
go
to
the
their
change
ownership.
Who
owns
these
afterwards.
Y
Thank
you
for
the
question.
Denise
frolick
for
the
record.
These
are
paying
for,
through
primarily
VW
settlement
funds
and
for
additional
clarification
on
the
question
I'm
going
to
ask
Laura
Wickham
our
energy
program
manager
over
this
program.
Thank.
M
G
Laura
Wickham
for
the
record,
yes,
they're,
primarily
paid
for
by
Volkswagen
settlement
funds.
They
are
under
contract
with
us
for
five
years
and
after
that,
the
ownership
transfers
to
whoever
the
subgrantee
may
be,
and
in
that
case
they
could
be
a
gas
station.
A
rest
station,
that's
governed
by
ndot.
It
could
be
a
number
of
different
recipients
that
become
the
the
ownership
transfers
to
so.
M
Has
this
state
ever
been
involved
in
the
small
businesses
of
gas
stations
is
paying
to
start
a
gas
station.
U
Thank
you,
madam
chair
I,
guess
I
will
ask
a
brief
question:
can
you
give
us
a
very
high
level?
I
know
that
there's
some
different
aspects
to
it,
but
give
us
a
brief
overview
of
the
Volkswagen
settlement
funds
and
what
they
were
to
be
used
for
what
the
what
the
uses
of
those
funds
were
and
I
know
that
some
of
them
were
administered
by
the
division
of
Environmental
Protection.
So
I
don't
expect
you
to
get
into
all
of
it,
but
kind
of
talk
about
particularly
the
allocation.
Y
Thank
you
for
the
question
Denise
for
like
for
the
record.
Yes,
we
can
provide
that
high
level
overview
for
you.
The
funds
primarily
went
to,
as
you
said,
the
Nevada
electric
Highway
and
for
additional
background
information
on
that
I'm,
going
to
ask
Laura
Wickham
our
energy
program
manager
to
provide
more
clarity.
There.
G
Flora
Wickham
for
the
record
yeah
through
you
term,
Monroe
Moreno,
to
assemblyman
Watts.
Those
funds,
as
you
mentioned,
were
primarily
utilized
or
to
be
utilized
to
reduce
the
emissions
of
gas
vehicles.
As
we
know
what
happened
with
the
Volkswagen
settlement,
and
so
our
office
has
utilized
them
simply
to
supplement
some
of
that
money
that
the
country
has
already
utilized
to
to
create
these
corridors,
that
are,
electric
charging
corridors.
U
Thank
you
for
that,
and
you
know
I
just
say.
First
of
all,
I
appreciate
the
efforts
that
have
gone
into
developing
this
because
unfortunately,
despite
the
increase
and
prevalence
of
electric
vehicles,
I
know
several
members
of
this
committee
have
electric
vehicles
and
and
I
really
appreciate
the
work.
That's
been
done
on
the
electric
Highway
and
more
needs
to
be
done.
Unfortunately,
we
just
have
not
seen
the
deployment
of
this
infrastructure
to
provide
the
level
of
access
and
reliability
to
allow
these
types
of
vehicles
to
travel
across
our
state.
U
So
I
think
we
still
have
a
lot
of
additional
work
that
needs
to
be
done
and
and
I
understand.
This
is
continuing
to
do
some
of
that
work
and
just
appreciate
that
these
have
been
developed
and
deployed
and
turned
over
to
provide
charging
access
to
all
nevadans
across
the
state
and
I
think
this
is
a
very
wise
use
of
funds,
especially
considering
that
every
IFC
were
also
looking
at
spending
significantly
more
money
on
fueling
costs
related
to
our
our
state
fleets,
with
the
the
rising
price
of
of
gasoline.
U
U
Z
G
Wickham
for
the
record:
yes,
the
the
location
at
which
the
charging
station
is
installed
pays
for
the
electricity.
G
That
was
the
agreement
and
then,
after
those
five
years,
the
the
owner
of
the
station
can
decide
what
to
do
with
it,
whether
they
want
to
start
charging
or
not,
and
the
idea
is
that
you're
bringing
business
to
that
gas
station
or
location
convenience
store
whatever
it
may
be,
and
that's
how
they're
offsetting
the
cost
of
electricity
they're
having
people
spend
time
and
money
in
their
location,
and
that's
that's
why
they
have
an
incentive
to
want
to
have
these
charging
stations
placed
there
for
free
and
then
pay
for
the
electricity
themselves.
K
Thank
you
and
I
just
want
to
make
sure
I'm
understanding,
also
about
the
settlement,
grant
that
one
reason
why
this
office
is
involved
in
it
is
to
avoid
redundancies
and
Investments,
and
then
also
is
it.
Is
there
a
a
cost
match
that
looking
over
the
background
notes,
it
looks
like
there
was.
A
host
sites
must
be
available
to
the
public
requiring
that
20
cost
match.
So
just
didn't
know
if
you
could
also
go
into
that
a
little
bit
more
or
if
that
is
how.
K
Y
For
like
for
the
record,
thank
you
and
these
funds
were
provided
to
as
assembly
woman,
assemblyman
Watson
explained
to
as
a
result
of
a
lawsuit
at
the
federal
level
to
provide
reduce
emissions
projects.
So
what
we
have
here
is
I'm
going
to
ask
Karen
Long
our
grants
and
fiscal
manager
to
provide
a
little
bit
more
information
about
the
financial
piece.
Thank
you.
AA
AA
A
lot
of
the
projects,
the
company
that
is
installing
and
putting
the
other
part
of
the
funding
will
fund
that
20
themselves
and
we'll
kind
of
recoup
that
back
as
unspent
funds
and
be
able
to
spend
out
more
so
overall,
we
we've
spent
much
less
than
that
20
and
we're
able
to
reuse
those
funds.
AB
Thank
you,
madam
chair
and
I
just
need
to
go
back
to
who's
paying
for
the
energy
in
these
charging
stations,
because
I
was
under
the
impression
and
I
know
last
session.
I
think
the
state
was
picking
him
up
at
State
charging
stations,
but
I
I
thought
that
for
the
first
five
years,
I
thought
this
program
was
actually
paying
for
the
energy
as
well.
G
Laura
would
come
for
the
record,
that's
correct,
sorry
for
any
misconstrued
information,
but
for
the
first
five
years
we
pay
for
it,
but
then
the
facility
entity
will
have
to
be
responsible
for
that
cost
of
electricity
after
the
contract
is
over.
So.
AC
Thank
you,
chair,
I,
think
the
project
hasn't
gotten
to
its
five
years.
Fulfillment
correct.
G
Laura
will
come
for
the
record.
Actually,
we
are
at
five
years
with
a
lot
of
our
stations,
probably
majority
of
them.
How.
AC
Many
and
what's
the
process,
as
you
said,
for
a
gas
station
convenience
store
to
pick
these
up.
I'm
curious,
who
has
what
the
process
is,
how
many
gas
stations
have
picked
it
up
and
how
they're
handling
it?
If
you
know,
because
if
I
understand,
EVS
are
only
about
two
to
three
percent
they're,
not
paying
any
fuel
tax,
now
Highway
funds
at
all,
so
I'm
just
curious.
If
you
could
educate
me
a
little
bit
on
the
process
of
who's,
picked
them
up,
how
they
do
that
and
what
they're
doing
with
them.
G
Laura
Wickham
for
the
record.
We
have
a
total
of
29
stations
across
the
state
and
we
have
completed
27
of
them.
Two
of
them
are
just
about
done,
so
they
majority
of
them,
like
I,
said,
have
passed
that
five-year
Mark,
and
at
that
point
we
do
have
some
that
are
continuing
to
be
in
service.
G
We
do
have
some
that
are
beginning
to
charge,
but
the
majority
of
them
have
not
yet
started
to
charge
their
customers
and
that's
mostly
because
a
lot
of
these
charging
stations
are
in
rural
areas,
so
we're
trying
to
facilitate
that
transportation
between
northern
and
southern
Nevada.
So
between
that
you
know
Carson,
City
and
Las
Vegas,
but
they're
in
rural
areas.
So
truly
the
cost
is
nominal
to
these
facilities
and
they
don't
they
don't
really
have
a
need
to
be
charging
an
additional
charge.
At
the
moment.
G
AC
Exxon
gas,
is
it
Joe's
gas
station?
Is
it
somebody
you
said,
has
to
own
them?
That's
what
I'd
like
to
know.
Yes,.
A
Thank
you
and
I'm
sure
we
can
get
the
list
and
I'd
like
to
commend
you
for
the
work
that
you've
been
doing.
I've
had
the
pleasure
of
going
to
some
of
the
grand
openings
of
these
charging
stations
that
were
at
existing
gas
stations,
so
making
another
option
for
constituents
who
are
driving
within
our
state.
A
But
people
were
driving
through
our
state
that
may
have
a
fossil
fuel
vehicle
they're
gassed
up
at
that
regular
gas
station,
but
those
that
now
have
an
EV
that
needed
that
option
that
they
didn't
have
and
I'm
I'm
very
happy
that
existing
providers
have
decided
to
add
that
as
an
option
for
drivers
and
I.
Thank
you
for
inviting
members
of
this
Bayou
to
come
out
to
those
grand
openings
to
see
it
in
action
up
close
and
in
person,
so
see.
No
other
questions.
I
will
entertain
a
motion.
A
T
You,
madam
chair
I'm,
going
to
support
this
motion
and
it
appears
we
have
the
VW
settlement
to
be
able
to
use
for
this
type
of
purpose.
We're
expanding
the
access
out
in
the
rural
counties
is
what
it
sounds
like
and
that
we
do
have
a
conversion
after
five
years
until
it's
a
paid
site
but
I
think
it's
a
good
way
to
use
some
of
this
money
to
start
up
these
charging
sites
so
I'll
be
supporting
the
motion.
Thank
you.
Thank.
AB
A
Thank
you
any
other
discussion.
Okay,
all
in
favor
the
motion
say
aye
any
opposed.
We
have
one
in
opposition,
Senator
Titus
and
with
that
the
motion
passes.
Thank
you
so
much
and
with
that
we
will
move
on
to
item
11.,
the
Department
of
Business
and
Industry
housing,
division
and
account
for
affordable
housing
good
morning
and
welcome
to
the
committee
good.
AD
Morning,
chairman
Moreno
Vice,
chair,
dondero
Loop
members
of
the
committee
for
the
record
Steve
akroth
administrator
of
the
Nevada
housing
division
with
me
in
Las
Vegas
is
our
Deputy
Administrator
Dr
May
worthy
Thomas
here
to
present
on
agenda
item
11..
This
is
basically
a
true
up
of
the
home
funds
that
the
division
receives
from
the
federal
government
to
allow
us
to
continue
to
reimburse
our
subgrantees
and
with
that
happy
to
answer
any
questions.
F
Madam
chair
so
I
of
grantees,
the
Clark
County
Social
Services
is
listed
in
the
sub-grantees,
where
they
have
I
guess,
roughly
2.6
million
in
project
disbursements
and
then
the
city
of
Henderson
has
a
448
000
and
then
the
city
of
Las
Vegas
I'm
wondering
what
do
you
know
what
they're
actually
spending
those
dollars
on
I
know
it
says
rental
assistance,
but
it
also
says
that
they
can
be
used
for
other
housing,
brick
and
mortar
initiatives.
AD
AE
Dr
mayworthy
Thomas
Deputy,
Administrator
housing
division
for
the
record.
The
funds
are
set
aside
specifically
for
affordable
housing,
so
in
those
particular
areas,
while
I
don't
have
the
actual
breakdown
of
how
they're
spending
funds,
the
majority
of
their
funds
are
going
for
the
building
for
projects
that
are
being
built,
affordable,
housing,
low-income
housing
units
that
are
being
built.
F
Madam,
chair
follow-up,
so
I
mean
because
I
was
trying
to
see
if
it's
going
for
emergency
housing
or
Supportive
Housing,
because
I'm
trying
to
get
an
idea
of
what
their
what
they've
spent
their
home
money
on,
because
it's
hard
to
get
that
information
from
the
actual
entity.
So
I
guess
I'm
trying
both
sides
of
the
fence
to
get
it.
So
if
we
could
find
out
if
it's
for
emergency
housing
or
Supportive
Housing,
because
there's
a
60
Ami,
so
it
can't
be
for
too
much
affordable
housing.
A
A
AF
AG
Good
morning,
Melanie
young
Deputy
Administrator
for
the
Division
of
Child
and
Family
Services.
This
work
program
request
to
increase
fees
and
fines
and,
along
with
the
transfer
from
Reserve
to
fund
Awards
to
non-profit
entities
to
be
used
for
victims
of
domestic
violence
and
victims
of
sexual
violence.
AG
The
allocation
is
outlined
in
NRS
217
for
these
funds
and
the
division
has
seen
an
increase
in
marriage
license
fees
coming
in
due
to
the
increase
of
passage
of
SB
177
from
the
2021
legislature,
more
marriage
license
fees
were
increased
from
25
to
50,
which
became
effective,
July
1
of
2021.
and
I'm
available
for
questions.
Thank
you.
M
Thank
you,
madam
chair,
for
allowing
me
to
pull
this
and
thank
you
for
being
at
the
table.
My
question
is
so
the
bill
passed,
you
doubled
your
fees,
but
yet
you
have
a
shortfall
and
I'm
just
wondering
why
there's
this
shortfall.
AG
Melanie
young
Deputy
Administrator
for
the
record.
Thank
you
for
the
question,
Senator
Titus,
so
the
shortfall
what
I
would
say
is
probably
due
to
the
budget.
The
way
it
was
developed
when
the
bill
was
passed,
the
budget
wasn't
adjusted
for
the
amount
of
revenues
that
are
coming
in
and
so
there's
not
necessarily
A
shortfall
per
se
in
this
budget
account
for
marriage
license
fees,
but
it
was
the
marriage
license.
Fees
are
coming
in
greater
than
anticipated,
and
so
this
is
allowing
us
to
bring
in
that
revenue
and
provide
it
to
sub-grantees.
So.
M
A
S
M
Again,
thank
you,
madam
chair,
for
allowing
me
to
pull
this
one
also
and
thank
you
for
being
at
the
table.
So
you
have
a
shortfall
to
cover,
because
there's
more
people
applying
for
background
checks
is
that
correct
for
for
the
Brady
decision.
H
Eric
Associates
for
the
record.
We
do
have
an
increase
over
what
we
historically
have
had.
We
have
come
down
since
2020
when
we
had
reached
our
Peak
during
covid,
but
we're
still
above
average
pre-covered.
M
H
M
H
Background
checks
can
Erica
Susie
yamas
for
the
record
I
apologize
background.
Checks
can
take
up
to
three
business
days
to
get
them
completed.
Some
of
them
are
resolved
immediately
and
proceeded
immediately.
If
there's
additional
information,
that's
located
on
the
record
when
staff
are
doing
running
the
the
queries,
the
the
transactions
will
get
delayed
and
we
have
three
days
to
respond
from
there.
M
So
will
this
amount
of
funding
decrease
the
time
delay
for
that.
H
Erica
suzyamas,
for
the
record,
the
three
days
is,
is
a
federal
Federal
requirement
that
requires
that
we
respond
with
either
a
proceed
delay
or
a
deny
upon.
The
initial
delay
of
the
of
the
record
I
think
where
we're
seeing
our
delays
right
now
is
in
the
the
phone
queue.
The
whole
time
that
the
dealers
are
holding
online
were
extremely
short
staffed
in
our
Brady
point
of
contact,
Firearms
program
right
now
and
having
a
difficult
time,
hiring
permanent
staff.
So.
M
H
M
A
AH
A
That
was
like
super
short,
so
you
said
this
is
just
your
annual.
AH
M
Thank
you,
madam
chair.
So,
do
you
have
any
Cooperative
agreements
with
the
OHV
grants
that
they
put
in
their
trails
to
or
do
you
have
any
agreements
like
that
with
other
agencies.
AH
M
A
A
AI
Good
morning
Madam,
chair
and
fellow
community
members,
my
name
is
Mark
freeze,
I'm,
the
division
administrator
for
Habitat
for
Nevada
Department
of
Wildlife.
We
are
requesting
thirty,
seven
thousand
dollars
245
to
accept
a
donation
from
kg
mining
that
will
be
used
for
mule
deer
collars
in
area
10..
We're
also
requesting
a
donation
from
the
Cabela
family
of
sixty
four
thousand
dollars.
A
M
AI
The
the
the
monitoring
plan
for
Bald
Mountain
mine
requires
us
to
have
30
callers
on,
so
these
callers
have
a
battery
life
for
a
few
years
and
those
are
starting
to
die,
and
so
these
are
replacement
colors
to
keep
that
minimum
level
of
30
colors.
There
excellent.
M
Early
on
in
this
winter
process,
I
was
quite
concerned
because
we
were
feeding
deer
in
some
of
my
rural
property
because
there
was
no
food
out
there
are
have.
You
noticed
any
loss
of
the
deer,
these
collars
that
are
no
longer
you
can't
find
where
they're
moving?
Have
you
done
anything
other
than
put
a
collar
on
a
deer
and
have
you
responded
to
the
collars.
AI
We
I'm
not
an
expert
on
the
area.
10
caller
and
study.
I'll
say
that
we
do
expect
there
to
be
some
loss
in
the
Ruby
mountains
and
other
areas
where
snow
loads
have
buried
shrub
cover
and
they
can't
access.
Forge
I,
don't
I'm,
not
aware
of
any
collars
that
have
been
lost
per
se,
that
we're
monitoring.
M
Right
well
so
it's
all
good
and
well,
if
I
might
Madam
chair
to
monitor
these
mule
deer
herds,
but
if
we're
not
doing
anything
to
save
the
mule
deer
herds,
then
it
just
it's
an
exercise
in
futility.
So
I'd
really
like
to
see
if
it's
really
made
a
difference
with
these
tracking
collars,
if
you
are
following
them,
what
happens
if
you
can't
track
them
anymore
and
like
to
see
a
report
that
what
you
have
actually
done
with
these
I
mean
it's
to
me.
M
A
G2A,
b
or
c,
none
I
will
entertain
emotion
to
do
past
due
to
a
b
and
c
I
have
a
first
from
Senator
Don,
Duro
Lou,
a
second
from
assembly
woman
Bacchus.
Any
discussion
on
the
motion
seeing
none
all
in
favor,
please
say:
aye
India
post
emotion
passes.
Thank
you
so
much
foreign
with
that
we
will
move
on
to
item
f.
AH
Good
morning,
Janice
Keeler
Deputy
Administrator
for
the
division
of
state
parks.
So
this
this
item
is
approval
to
spend
three
hundred
thousand
dollars
out
of
our
user
fee.
Overage
account
to
make
improvements
at
the
North
campground
at
Echo,
Canyon
State
Park
These
funds
will
be
used
to
match
the
equivalent
amount
in
land
of
water
conservation
fund.
This
particular
Campground
has
restrooms
that
are
outdated.
They
don't
have
heat
in
the
winter,
so
we're
going
to
be
replacing
the
existing
restroom
with
a
restroom
weekend,
heat
that
has
showers
and
and
it's
Ada
accessible.
A
AB
A
A
AJ
A
I'm
not
see
any
questions
from
any
other
members,
but
as
I
look
over
the
budget
account
you're
pending,
ending
balance
would
be
right
around
twenty
four
thousand
dollars,
which
is
a
little
scary.
So
could
you
tell
the
committee
or
share
with
us?
What
are
your
plans
to
help?
This
account
stay
solvent?
What
changes
would
be
made?
What
changes
you
feel
need
to
be
made,
and
if
not,
can
we
continue
with
this
account.
AJ
Sure,
thank
you
for
the
question
very
good
question
and
the
account
is
currently
owned
by
the
legislature.
AJ
We
peaked
back
in
2018
at
just
over
five
thousand
this
year.
We
anticipate
notices
of
default,
probably
to
be
right
around
three
thousand
and
that's
up
just
a
little
bit
from
last
year,
but
it's
going
to
be
considerably
difficult
to
continue,
based
on
the
current
notice
of
default
funding.
That
is
going
to
be
coming
our
way
so
happy
to
answer
any
other
questions,
but
other
than
notice
as
a
default.
There's
no
other
way
to
continue
to
potentially
fund
this.
A
The
request
for
the
allocation
of
108
275
dollars
will
assist
this
budget
but,
as
stated
even
with
that
funding
by
the
end
of
it
we're
looking
at
only
twenty
four
thousand
dollars.
So
at
some
point
we
as
a
legislative
body,
is
going
to
have
to
make
a
decision
of
how
we
move
forward
with
this
account.
A
So
keep
that
in
the
back
of
your
heads
and
seeing
if
that's
something
we
need
to
continue
with
and
if
so
how
we
do
that.
But
at
this
time
I
will
take
a
motion
on
item
I
for
the
appropriation
I
have
a
first
from
assembly,
woman
Bacchus
a
second
from
Senator
Don,
Duro
Loop.
Is
there
any
discussion
on
the
motion,
see
none
all
in
favor,
say
aye
any
oppose
motion
carries
and
we'll
come
up
with
something.
A
A
AD
Good
morning
again,
chair
Monroe
Moreno
Vice,
chair
dundera,
Loop,
Steve,
akroth
administrator
of
the
Nevada
housing
division
for
the
record
to
talk
here
about
the
homings
Nevada
initiative,
a
little
different
than
the
previous
Home
Means
Nevada
Inc.
That
was
on
the
previous
agenda
item.
The
Home
Means
Nevada
initiative,
as
you
hopefully
are
all
aware,
is
the
500
million
dollar
initiative
to
advance
affordable
housing
within
the
state
of
Nevada.
AD
Most
of
those
are
undergoing
review,
buy
those
awardees
at
this
time.
Some
of
them
are
coming
to
fruition.
I'll
touch
on
that
in
a
moment.
I
also
want
to
acknowledge
that
the
Department
of
Business
and
Industry
provided
the
division
over
220
million
dollars
in
private
activity,
Bond
cap
authority
to
help
support
these
projects,
and
so
that
has
now
entered
into
the
mix
to
make
sure
that
we
can
get
these
projects
leveraged
with
those
funds
and
ultimately
we
view
it.
As
with
that
additional
funding.
AD
The
ability
to
potentially
roll
down
our
waterfall
of
application
applicants
that
were
not
initially
awarded,
and
we
hope
to
just
through
that
process,
capture
five
more
potential
awardees
in
the
in
the
creation
of
about
600
units
of
affordable
housing.
AD
We
have
one
project,
that's
closed
and
I
know
it's
been
a
a
topic
of
the
month
to
talk
about
obligations
and
expenditures
of
arpa
funds
through
this
body.
So
by
having
that
one
project
close,
it
really
allowed
us
to
develop
the
processes
with
gfo
on
the
reimbursement
schedule
with
the
agreements
that
we
need
to
make
with
the
developers
the
investment
Community
or
investors
in
the
particular
project,
to
ensure
that
the
division
and
and
the
funding
is
is
spent
correctly
and
all
that
has
occurred.
AD
Once
we
get
those
agreements
done
the
finances
closed.
The
money
moves
pretty
quick
in
most
of
these,
so
I
wanted
to
make
the
the
committee
aware
of
that.
We
anticipate
the
closure
of
two
or
three
more
projects
in
the
next
month,
so
you'll
start
to
see
more
of
that
money
move
through
and
then
in
our
home
ownership
program.
We
currently
have
67
reservations
out
of
an
anticipated
300
over
the
life
of
the
program,
so
that
program
is
actually
moving
along
pretty
well
also,
and
with
that
brief
overview
be
happy
to
answer
any
questions.
A
AD
AD
We
awarded
53
we're
never
going
to
get
to
all
150
and,
quite
honestly,
all
150
are
not
necessarily
worthy
of
funding,
but
we
do
anticipate
rolling
through
we've,
probably
eyeballed
and
and
kind
of
are
looking
at
about.
You
know
10
to
15
different
projects
depending
on
how
this
comes
through,
and
we
know,
there's
going
to
be
some
challenges,
potentially
with
the
obligation
of
funds
and
some
of
the
organization
Meeting
those
obligations
or
staying
within
the
realm
of
the
rules
specified
by
treasury.
AD
AD
That's
really
where
we're
focused
on
now
to
give
these
potential
to
give
the
awardees
the
ability
to
come
to
the
agreements
and
get
and
get
through
them,
but
we
will
have
to
evaluate
and
we're
probably
three
four
months
out
from
kind
of
saying:
okay,
we
need
now
to
you
for
you
to
finalize
the
agreements,
so
we
don't
run
into
issues
with
the
obligation
date.
A
Perfect,
thank
you
assembly,
woman,
hadiki
and
then
Senator
Neil.
Thank
you.
I
Thank
you,
madam
chair
nice,
to
nice,
to
see
both
of
you
administrator
nice
to
see
you
just
a
quick
question.
I
know
that
there
was
some
of
the
funds
that
were
set
aside
also
for
home
ownership
and
there's
been
about
26
families.
Who've
received
them.
Can
you
walk
through
a
little
bit
about
what
the
what
the
guidelines
are
for
qualifying
for
the
down
payment
assistance
program
through
hmni
and
how
much
did
each
one
of
those
families
receive?
I
Is
there
a
set
limit
that
they
receive,
and
since
there
is
a
little
bit
of
concern
about
obligating
these
funds
by
the
date?
Is
it
easy
to
transfer?
If
there
is
Fallout
from
some
of
the
project?
Is
it
easy
to
transfer
that
money
into
Home
Ownership
so
that
we
can
easily
give
it
away
and
not
have
to
return
it.
AD
Thank
you
for
the
question
assembly
woman
how
to
get.
We
actually
have
67
reservations
done
through
that
system.
That's
been
the
update
since
the
report
that
was
provided
to
you,
and
so
we
are
on
target
for
our
300
potential
reservations.
Through
that
program.
The
program
is
at
fifteen
thousand
dollars
it
maxes
out
at
fifteen
thousand
dollars.
You
have
to
be
the
eligible
recipient
has
to
be
under
300
percent
of
area
I'm.
Sorry,
a
federal
poverty
level
and
I.
AD
AD
These
are
things
that
we
have
to
look
at
moving
forward
as
to
the
difficulty
of
moving
those
funds.
I
would
have
to
check
with
our
budgetary
folks
and
all
that
sort
of
stuff
to
make
sure
that
we
can
do
that
from
our
standpoint.
It
should
be
a
very
fluid
situation
where
we,
if
we
identify
increased,
need
in
that
area,
we
should
be
able
to
provide
additional
funding
from
some
other
place.
I
I
think
I
heard
you
correctly,
you
said
in
order
to
qualify,
you
have
to
be
under
300
of
federal
poverty
level,
I
mean
for
a
household
of
one.
If,
if
Google
is
correct,
I
mean
that's
forty
thousand
dollars,
how
does
I
mean
I
can't
see
someone
being
eligible
to
purchase
a
home
at
forty
thousand
dollars?
How
did
you
guys
come
up
with
a
300
federal
poverty
level
level
or
was
that
set
by
treasury,
because
that
seems
awfully
low.
F
Thank
you,
madam
chair,
so
I
I
had
a
question
and
it's
my
understanding.
The
responses
just
came
in
last
night
on
the
North
Las
Vegas
dollars,
but
I
have
a
question
on
the
Buena
Vista
Springs
response.
I
just
looked
at
it
on
the
three
point:
the
3.84
acre
parcel
and
the
1.25
Acres
that
was
undeveloped
on
the
land
north
of
the
building.
AD
Steve
akroth
for
the
record.
Let
me
sort
of
clear
up,
because
there's
four
things
that
are
are
happening
with
that:
Buena
Vista
Springs
property.
So
if
we
go
along,
if
you
start
on
the
east
side
of
Cary,
Avenue,
I'm,
sorry
on
the
west
end
of
Kerry
Avenue,
that
is
Buena
Vista
Springs
too.
AD
That
is
not
part
of
this
particular
proposal.
That's
owned
by
somebody
else,
they're
doing
whatever
it
is.
They
do
then
there's
a
large
swath
of
land
that
is
currently
owned
if
I'm
not
mistaken
by
the
city
of
North,
Las,
Vegas
and
that
vacant
land
we
will
have
be
having
discussions
in
Nevada
hand,
has
had
discussions
about
potential
development
on
that.
AD
Moving
now
to
the
north
on
MLK
Boulevard,
you
have
the
existing
building,
and
then
you
have
another
small
vacant
parcel
just
to
the
north
of
that
that
small
vacant
parcel
that's
where
the
new
development
60
units
will
go,
the
existing
facility
will
be
rehabbed,
and
so
both
of
those
projects,
the
development
of
60
units
to
the
north
and
I
can't
remember.
The
exact
number
that
are
in
the
current
building
will
be
completed
through
the
use
of
Home
Means,
Nevada
dollars
and
community
housing
funds
provided
by
Clark
County.
Does
that
does
that
help
no.
F
AD
Cva
across
for
the
record,
I,
don't
know
that
I
can
specifically
speak
to
just
the
land
purchase
because
they
may
actually
own
the
land
Nevada
hand
own
the
land.
Currently
I
can
tell
you
that
the
entirety
of
the
4.7
million
is
to
help
construct
that
particular
property
to
the
north
and
Rehab
the
property
to
the
South.
Does
that
am.
F
AD
F
Yes,
I'm
just
trying
to
figure
out
how
something
was
sold
twice
and
then,
if
it
was
purchased
with
State
money
after
it
was
sold
to
a
private
investor
when
there
originally
was
County
well.
F
There
was
public
money
involved
in
the
initial
transfer
from
that
land
to
begin
with
so
I'm
trying
to
find
out
what's
happening
in
the
transaction,
but
I
have
a
follow-up
Madam
chair
on
the
second
issue,
so
on
the
73
Acres
that
has
been
acquired
or
is
going
to
be
acquired
by
North
Las
Vegas,
which
is
the
Texas
Station
Casino
land.
F
F
AD
Steve
across
for
the
record,
what
they've
identified
is
some
of
their
own
funding
and
I,
don't
I'm.
Looking
at
what
I've
provided
to
that
they've
they've
earmarked
their
own
arpa
recovery
dollars,
HUD
and
city
of
North,
Las,
Vegas
general
fund
dollars.
F
You
have
to
be
kidding
me
so
so
they're
going
to
use
their
own
money
to
go
and
buy
this
land,
so
they're
going
to
take
10
million
from
the
state
and
80
million
is
roughly
their
own
arfa,
their
own
general
fund
and
and
you
I'm
sure.
You
know
why.
I'm
asking
this
right
because
of
the
Windsor
Park
issue
and
so
you're
telling
me
that
they
have
come
up
with
80,
roughly
80
million
of
Their
Own
right
around
the
block
and.
F
Wow,
okay:
this
is
super
helpful
if
you
have,
if
you
have
line
items
that
break
out
this
80
million.
That
would
be
very
helpful
to
me
to
understand
like
this,
this
particular
entity
that
is
claiming
that
they
don't
have
any
money
to
do
work
of
housing
or
relocation
and
the
fact
that
80
million
just
happened
to
fall
out
of
the
sky
for
freaking
Texas
Station.
So
if
you
would,
let
me
know
what
the
line
item
is.
I'd
super
appreciate
it.
Thank
you,
madam
chair.
AD
Just
a
quick
comment:
Steve
a
cross
for
the
record,
my
understanding
we
may
not
have
that
yet
Senator
Neal,
they
were
city
of
North,
Las
Vegas,
had
identified
to
us
that
they
were
going
to
basically
develop
a
plan
for
this
and
that
10
million
is
part
of
the
80
million
in
the
entirety
in
the
entire
acquisition
costs.
So
they
are
supposed
to
be
developing
a
plan
that
will
be
provided
to
the
division.
AD
F
Don't
think
we,
because
this
is
not
an
action
item,
so
we
have
no
ability
to
to
place
any
holds
or
anything,
but
you
guys
know
that
I'm
trying
to
find
a
remedy
for
a
community
that
has
been
in
a
state
of
suspension
for
30
years
and
I'm
only
trying
to
deal
with
90
residents,
and
it
is
just
disheartening
to
me
that
the
city
that
represents
these
individuals
would
find
80
million
dollars
to
do
something
on
vacant
land
and
not
even
consider
those
90
residents
who
are
living
in
poverty,
potentially
with
lead
poisoning
and
every
other
potential
Hazard
that
is
on
those
properties,
and
that
they
have
no
interest
and
trying
to
use
any
of
their
money
to
help
these
families,
and
it
is
disingenuous
to
me
not
you
housing
division
that
this
city
is
is
the
the
level
of
disrespect
has
just
reached
an
ultimate
level
for
me,
and
I
I
appreciate
this
information
greatly
that
if
I
I
mean
if
I
had
some
magic
sword,
Jesus
come
get
me
I,
I'm,
gonna
close
this
comment
out
all
right,
I
will.
A
Easter
is
on
Sunday
and
we
will
all
say
a
prayer
for
you,
but
I
think
we
need
to
see
a
big
repair
for
the
city
of
North
Las
Vegas
members,
any
other
questions
or
comments,
there's
not
any
votes
we
need
to
take.
This
is
informational
only
but
I
I.
Think
many
of
the
members
on
this
committee
share
the
frustration
of
the
senator
so
a
little
more
digging
into
the
numbers,
how
they
got
there.
What
and
would
be
helpful
to
the
committee
as
a
whole
so
see
no
other
other
questions
or
comments
I.
