commission

on
February
19th
we
lost
David
moffatt.
Who
was
the
county
commissioner,
and
we
all
many
of
us
served
with
he
served
here
for
20
years.

He
was
the
vice
chair
when
he
left
here
he
went
on
to
a
very
distinguished
career
as
an
attorney.
Now
we
all
remember
Dave,
it
was
quite
a
character
and
we
all
have
our
David
Moffat
stories
and,
at
this
point,
I
think
as
a
long
time,
member
and
a
long
time,
commissioner,
and
a
long
time
public
servant,
can
we
please
have
a

David

graduated

University

Michigan

College

Engineering
in
Ann
Arbor,
with
a
bachelor's
degree
in
biomedical
engineering
and
with
a
minor
in
French.
Again,
sir
Melissa
will
be
going
back
to
school
in
the
fall
to
get
her
master's
degree
in
biomedical
engineering,
with
the
goal
of
attending
medical
school
to
become
a
craniofacial,
reconstructive,
plastic
surgeon
and
whereas
Melissa
is
a
member
of
the
Michigan
water
ski
team,
which
recently
won
the
2021
Collegiate
water,
ski
National
Championship.

platform,
she
promotes
equity
for
women
in
these
technical
Fields,
educates
young
students
on
Amazing
opportunities
available
through
Steam
and
advocates
for
performing
in
visual
art
programs
in
schools,
whereas
we

Am
your
current
Miss
Michigan?
This
means
that
I
have
the
honor
to
represent
the
great
state
of
Michigan
at
the
Miss
America
competition,
which
was
recently
announced
to
be
held.
This
December
in
Connecticut
I
had
the
pleasure
of
speaking
to
you
all
last
year,
when
I
served
as
Miss
Oakland
County
and
now
my
territory
has
expanded
to
the
whole
state
of
Michigan,
as
Miss
Michigan
I
will
continue
to
promote
my
social
impact
initiative,
women
in
Steam
science,
technology
engineering,
the
Arts
and
Mathematics.
A
We
have
a
stem
shortage
in
this
country.
In
particular.
The
disparity
between
men
and
women
in
these
fields
is
alarming.
Well,
over
50
percent
of
college
degrees
in
stem
in
the
United
States
are
earned
by
women.
Only
28
of
women
are
actually
employed
in
these
fields.
I
believe
that
steam
is
the
solution
to
this
crisis.
Steam
is
the
natural
progression
towards
a
more
holistic
educational
model
that
integrates
the
Arts
as
an
additional
access
point
to
promote
student
dialogue,
inquiry
and
critical
thinking.
A
Skills
I
believe
that
the
next
step
towards
increasing
representation
for
women
in
stem
is
to
provide
youth
with
strong
role
models
that
they
can
identify
with
and
really
be
motivated
by
as
Mrs
Oakland
County
and
now,
as
Miss
Michigan
I
hope
to
be
a
role
model
for
women
across
our
communities.

of
our
communities
I'm
presenting
this
proclamation
to
you
today
in
commemoration
of
world
habitat
day
2022.,
whereas
Oakland
county
is
proud
to
observe
occasions
that
bring
attention
to
causes
impacting
our
community
and
the
world,
and
whereas
the
world
habitat
game
is
hosted
annually
on
the
first
Monday
of
October
and
launches
the
month-long
commemoration
known
as
Urban
October
the
day
centers
around
the
global
observance,
which
is
hosted
in
a
different
country
each
year.
I
With
keynote
speakers
and
Roundtable
discussions
focused
on
a
specific
theme
under
the
theme,
shelter
is
my
right.
World
habitat
habitat
day
was
first
celebrated
in
1986
in
Nairobi
Kenya,
and
whereas
this
year's
Global
observance
of
world
habitat
day
took
place
on
October
3rd,
the
theme
mind
the
gap
leave
no
one
and
no
place
behind,
highlighted
growing
inequality
and
challenges
in
cities
and
human
settlements.

Centers
that

and
gently
used.
Furniture
appliances,
Home
Goods,
building
materials
and
more
sales
of
donated
items,
help
Habitat
for
Humanity
partnered,
with
local
families
to
build,
rehabilitate

and

Bloomfield

he

acquiring
commercial
property

Madison

is

the
landlord

opened
Fuji
Market
with
his
wife
Cindy,
but
soon
outgrew
the
space
in
2015.

Heights

13
years
before

a
judge
in
Madison
Heights
Hazel
Park

Ferndale,

greatest
thing
to
happen
to
Madison
Heights
in
Oakland
county
in
generations,
and
they
they
inspired
me
a
lot.

my
grandparents
were
non-english
speaking
immigrants
who
moved
to
Madison
Heights,
Oakland
County,
just
like
Ricky
was
and
when
I
was
mayor,
Ricky
really
informed
a
lot
of
our
policies
as
a
city
and
one
of
the
things
that
Ricky
and
I
worked
on
was
making
Madison
Heights,
very
business
friendly,
so
I
think
we're
the
only
city
in
the
county
that
has
immediate
walk-up
business,
license
approval,
no
waiting
for
Council
or
planning
or
board
meetings.

just
come
to
City
Hall,
Madison
Heights
and
approve
it,
and
that
was
really
based
on
the
success
of
Ricky,
Ricky
and
Cindy
Cindy's.
Actually,
the
brains
behind
the
operation
Ricky's,

brave
guy

smashes
down
walls,
but
what
Ricky
and
India
have
demonstrated
is
that
you
got
to
take
risk
in
business.

they

renewed

greater

parks
do

role

sustaining

increased
responsibility

address
the
barriers

exist

American
Rescue
plan
act

matched
by
Oakland,
County,
Parks

Recreation,

more

five
million
dollars

a
total
of
20
million
dollars
to
be
directed
towards
Improvement
projects
to
rejuvenate
Revitalize
and
enhance
many
outstanding
parks
in
Oakland
County.

just
need
a
little
bit

much
needed
investment
and
includes
four
Oakland
County
Parks
Catalpa
lion,
Red,
Oaks
and
Waterford,
and
this
will
also
provide
a
green
light
to
move
forward
with
some
really
exciting
game-changing
Partnerships

local
governments,
and
it
really
will
be
a
wonderful
opportunity
for
Oakland
County
parks
to
work
closely
with
these
communities.

Normally

support
a
program
like
this,

social
need

object
to
this
particular
plan
because
of
the
lack
of
comprehensive
plan
and
a
set
budget
as
a
taxpayer.
Those
are
extremely
important
details
that
are
lacking.

understanding
is
that
Halley
Township
and
the
village
of
Halley
will
be
paying
taxes
in
the
amount
of
over
384
thousand
five
hundred
dollars
each
year
for
10
years,
but
not
receiving
any
benefit
for
our
community.
Our
community
has
Transportation
needs
of
our
own.
They
are
just
different
than
the
types
of
needs
for
those
suburban
and
city
services.

would
urge
the
Oakland
County
Commissioners
to
reconsider
this
plan
and
offer
opt-out
Provisions
for
the
communities
not
covered
with
this
Transit
plan.

more
rural
communities
to

coalitions

outlying,

communities

chair
he's

Oakland
County
Farm
Bureau
passed
a
resolution
that
says
vote
no
on
the
Oakland
County
public
transportation.
Village
Oakland
county
is
a
diversified
County.
We
have
urban
areas
in
the
southwest
and
we
have
rural
areas
both
in
the
North
and
the
West
part
of
the
county.

how

people
are
aware,
but
we
have
328
000
Acres
of
agricultural
Farmland
in
the
North
and
the
western
part
of
the
county.
The
Farm
Bureau
represents
over
500
Farmers
from
that
area
and
they
give
their
reasons
why
the
Oakland
County
Farm
Bureau
opposes
this
measure
for
the
following
reasons.
Communities
cannot
opt
out
for
this
millage.
Everyone
pays
even
if
they
will
not
see
any
benefit.
The
previous
millage,
which
is
the
one
to
replace,
was
opted
out
by
20
Oh
by
two-thirds
of
the
24
communities
across
Oakland
County.

to
be
added
to
the
cost
of

food

put

are
we
doing
that?
We
have

much
area
up
there.

county
is
very
different
when
you
and

drive
from
all

in
Holly.
There
is
a
big
difference.
There
are
areas
that
can
utilize
Transit,
but
in
the
recent
census,
Oakland
County
has
1.3
million
people
and,
according
to
the
2020
census,
2500
people
require
re,
rely
on
mass
transit
to
get
back
and
forth
to
work.

Auburn
Hills,
who
opted
in
originally
has
tried
to
opt
out.
In
fact,
they
had
to
go
to
court
in
an
attempt
to
opt
out
and
the
court
overruled
and
wouldn't
let
them
opt
out.
Why
did
they
want
to
opt
out
because
they
felt
they
could
do
the
services
for
far
less
money
than
it
was
costing
them
there?
The
Holly
area
which
partners
with
rose
Township
and
Groveland
Township,
the
the
township
of
Holly
and
The
Village
of
Holly
those
four
communities.

the
middle
class
and
the
Working
Poor
that

to
give

it's

opinion
that
some
of
the
stuff
that
comes
down
to
us
hurts
the
middle
class
and
the
Working
Poor
more
than
it
helps
them.

years
ago,
the
state
of
Michigan
wanted
to
require
mandatory
septic
inspections
and
I
asked
a
couple
of
the
Commissioners
on
the
other
side
of
the
aisle.
Do
you
really
know
how
septic
systems
work
and
they
were
honest
and
candid
said?
No,
not
really,
but
every
one
of
you
supported
that
state
law.

would
do
nothing
but
creates
more
bureaucracy,
create
more
fees
and
costs
for
the
middle
class
and
the
property
owner.
So
then,
and
the
reason
is,
it
won't
help
them,
because
the
Oakland
County
Health
Department,
along
with
the
health
departments
across
the
state,
do
a
great
job
monitoring
septic
systems.
So
then
we
come
to
the
transit
tax
and
I
know:
I
speak
for
everybody.

When
I
say
as
a
society,
we
have
a
duty
and
a
responsibility
to
help
those
who
need
a
leg
up:
the
veterans,
the
seniors,
the
Vets,
those
with
special
needs,
but
this
Transit
tax
came
to
us
approximately
six
days
before
the
chair
called
the
special
board
meeting
on
Tuesday

30.
In
the
afternoon
we
never
have
meetings
at
4
30
in
the
afternoon.

The
only
thing
I
can
think
is
to
keep
less
of
the
public
in
the
dark
about
what
we're
doing
this
tax
is
being
sold
as
if
the
average
price
of
a
home
in
Oakland
county
is
two
hundred
thousand
dollars
with
a
taxable
value,
would
be
a
hundred
thousand
we'd
pay
95.
What
I
pointed
out
before
the
average
price
of
a
home
in
Oakland
county
is
349
thousand
dollars
and
that
person
ever
each
person
would
pay
166
dollars
a
year.

raise
versus
the
33
million
from
smart
and
I
say
66
million
the
first
year,
because
we
all
know
how
proposally

your
property
tax
will
go
up
every
year

on
inflation,

whatever

lower,

few
years.

you
mark

taxes

go
up.

percent

they
