A
A
A
Okay,
thank
you
very
much.
Next
up
is
the
invocation
on
this
evening
being
delivered
by
The,
Honorable,
Bob
Hoffman,
and,
if
folks
could
please
rise
for
the
invocation
to
be
filed
by
the
Pledge
of
Allegiance.
F
Thank
you,
chairman
Woodward.
This
is
a
story
that
I
have
shared
in
the
past
recently
I
overheard,
a
mother
and
a
daughter
in
their
last
moments.
Together
at
the
airport,
they
had
announced
the
departure
standing
near
the
security
gate
they
hugged
and
the
mother
said:
I
love
you
and
I
wish
you
enough.
The
daughter
replied,
mom.
Her
life
together
has
been
more
than
enough.
Your
Love,
Is,
All,
I,
Ever,
Needed
I.
Wish
you
enough
too
Mom.
F
They
kissed
and
the
daughter
left
the
mother
walked
over
to
the
window.
Where
I
was
seated
standing
there
I
could
see
she
wanted
and
needed
to
cry.
I
tried
not
to
intrude
on
her
privacy,
but
she
welcomed
Me
by
asking,
did
you
ever
say
goodbye
to
someone
knowing
it
would
be
forever?
Yes,
I
have
I
replied,
forgive
me
for
asking,
but
why
is
this
forever?
Goodbye
I
am
old
and
she
lives
so
far
away.
I
have
challenges
ahead
and
the
reality
is
the
next
trip
back
will
be
for
my
funeral.
F
She
said
when
you
were
saying
goodbye.
I
heard
you
say:
I
wish
you
enough.
May
I
ask
you
what
that
means.
She
began
to
smile,
that's
a
wish
that
has
been
handed
down
from
other
Generations.
My
parents
used
to
say
it
to
everyone.
She
paused
a
moment
and
looked
up
as,
if
trying
to
remember
it
in
detail,
and
she
smiled
even
more
when
we
said
I
wish
you
enough,
we
were
wanting
the
other
person
to
have
a
life
filled
with
just
enough
good
things
to
sustain
them,
then.
F
Turning
toward
me,
she
shared
the
following
is
if
she
were
reciting
it
from
memory.
I
wish
you
enough
sun
to
keep
your
attitude
bright,
no
matter
how
great
the
day
may
appear.
I
wish
you
enough
rain
to
appreciate
the
sun
even
more
I
wish
you
enough
happiness
to
keep
your
spirit
alive
and
everlasting
I
wish
you
enough
pain
so
that
even
the
smallest
of
joys
in
life
may
appear
bigger
I
wish
you
enough
gain
to
satisfy
your
wanting
I.
F
Wish
you
enough
loss
to
appreciate
that
all
you
possess
I
wish
you
enough
hellos
to
get
you
through
the
final
goodbye.
They
say
it
takes
a
minute
to
find
a
special
person
an
hour
to
preach,
appreciate
them
a
day
to
love
them,
but
then
an
entire
life
to
forget
them.
So
to
you,
my
friends,
I
wish
you
enough.
Thank
you.
A
Thank
you,
commissioner.
Hoffman
for
that
invocation
and
things
to
be
reminded
of
and
think
about.
Next
up,
we've
got
approval
of
the
minutes
from
our
last
meeting.
March
23rd.
Is
there
a
motion
to
approve
the
minutes
as
presented
moved
by
Hoffman
seconded
by
Smith
Charles?
Any
discussion
on
the
minutes
see
none
all
in
favor
of
approving
the
minutes
from
March,
23rd,
2023,
say
aye,
I
oppose,
say,
nay,
let
the
record
reflect
of
the
minutes
are
adopted
unanimously.
A
Next,
we
need
the
approval
of
the
agenda
as
presented
moved
by
commissioner
Joliet
seconded
by
commissioner
Lubes.
Any
discussion
on
the
agenda,
seeing
none
all
in
favor
of
approving
the
agendas
presented,
say
aye,
aye
opposed,
say,
nay,
let
the
record
reflect
that
the
agenda
has
been
approved
unanimously.
A
G
H
G
Won
a
great
spelling
bee
in
Oakland
county
in
his
school
district
of
Troy.
He
lives
in
Rochester
Hills,
but
we
have
a
proclamation
we'd
like
to
read
to
you,
because
it
is
such
a
great
honor
and
following
this
award
you
will
travel
to
Washington
DC
with
your
family
to
participate
in
a
National,
Spelling
Bee.
So
where.
G
For
the
accomplishments
of
bright,
dedicated
and
driven
young
people
and
their
limit
as
Limitless
potential
are
worthy
of
recognition
and
whereas
twelve-year-old
Aryan
khedkar
of
Rochester
Hills
resident
and
seventh
grader
at
Troy's
Baker
Middle
School,
is
the
Oakland
schools,
Scripps
Regional,
spelling
bee
winner
with
Incredible
talent
and
Grace.
He
defeated
70
other
champion
spellers
from
across
the
county
on
March
4th
at
Oakland
University.
I
You
finished
that
section,
whereas
aryan's
love
of
letters
and
words
was
inspired
by
his
mother
manal,
who
taught
him
the
alphabet
at
a
young
age
and
he
was
reading
before
he
turned
two
years
old.
He
began
practicing
his
spelling
skills
with
words
lists
as
kindergartner
and
completed
in
north
south
Foundation
spelling
contest
when
he
was
in
the
third
grade
at
Bernard
Elementary
in
Troy
there.
D
Thank
you,
I,
and
whereas
with
this
win
at
the
regional
competitions,
Aryan
will
now
face
over
200
spellers
from
across
the
country
at
and
the
world
at
the
Scripps
National
Spelling
Bee
in
National
Harbor
in
Maryland,
beginning
on
May,
28th
and
I
will
just
say
y'all.
If
you
have
not
seen
the
trophy
that
I
think
he
is
going
to
come
home
with
it
is
the
coolest
thing.
It
is
a
porcelain
trophy,
not
not
one
of
those
bowling
trophies.
It
is
nice
and
it
looks
like
a
beehive
which
is
I,
I
love
beasts.
D
So
take
a
look
and
I
hope
you
bring
it
back
home
to
Oakland
County,
we're
really
counting
on
you.
It's
a
three-day
nationally
televised
competition,
The
week-long
Experience
includes
special
events,
educational
workshops
and
excursions
into
one
of
my
favorite
Cities
Washington
DC.
J
I
would
like
to
thank
my
mom,
my
dad,
my
elementary
school
teachers
and
my
middle
school
teachers
for
especially
helping
start
this
program
as
between
sixth
and
seventh
grade.
They
were
actually
resistant
to
starting
this,
but
my
school
principal
Mr
Cross
actually
helped
it
and
we
actually
started
the
spelling
bee
again.
My
mom
also
helped
me
with
a
great
deal
because
she
helped
me
quiz
words
and
do
a
lot
of
things
like
keeping
me
on
task
like
prepared
for
the
spelling
bee
telling
me
what's.

I
also
have
Judy

with
with
me,
who
is
our

on
the
Oakland

as
well,
so
their
support
and
their
their
willingness
to
support.
The
local

makes
this
a
great
program,
so
I
can't
underscore
and
tell
you
how
much
their
commitment
is
is
appreciated
and
valued.
So
thank
you.
A
Thank
you.
Congratulations

today
we're
here
with

from
the
AFL-CIO
to
honor
or
to
commemorate
workers,
Memorial

and
just
before
we
read
the
proclamation.
E
Whereas

that

I
am
usually
rejected
for
the
activist
work
I
do
in
the
community,
because
I
have
to
push
and
call
out
negative
impacts.
Sometimes
I
have
I
am
viewed
as
an
agitator.
I
work
really
hard
to
speak
for
the
voiceless
and
to
bring
about
change,
especially
for
black
people.
B
A
A
Say,
nay,
let
the
record
reflect
that
the
communications
are
received
unanimously.
It'll
move
us
to
the
beginning.
Excuse
me
the
first
public
comment,
so
this
is
the
opportunity
for
members
of
the
public
to
come
and
speak
on
any
item
on
the
agenda.
We
have
a
second
public
comment
in
the
end,
if
you
I,
don't
think
anyone
signed
up,
but
if
you
would
like
to
address
this
on
items
that
are
on
the
agenda,
just
raise
your
hand
and
I'll
call
on
you
and
I'd.
Ask
that
you
keep
your
comments
to
three
minutes.
A
Anyone
wants
to
speak
on
items
on
the
agenda.
There'll
be
a
second
public
comment
at
the
end
of
the
meeting
for
any
topic
not
on
the
agenda,
see
none
I
will
close
the
first
pup.
Oh
nope,
that's
at
the
end
of
the
meeting
so
I
your
first
up
or
whoever's
in
the
list
is
first
up
and
then
you,
okay
and
then
I'm
gonna,
close
public
comment.
The
first
public
comment
we're
going
to
move
to
the
consent
agenda.
I
need
a
motion
to
approve
the
consent
agenda.
A
A
Seeing
no
discussion,
Madam
clerk.
Will
you
please
prompt
the
vote.
Q
B
A
Q
A
O
A
A
A
Thank
you
very
much.
I
will
now
con
the
legislative
affairs
and
government
operations
committee
Vice
chair,
commissioner
Brendan
Johnson.
D
Thank
you
very
much.
Mr
chair
I
have
three
items
on
our
regular
agenda
today.
The
first
is
the
Board
of
Commissioners
Oakland
Community
Health
Network
appointment,
Mr,
chair
on
behalf
of
the
legislative
affairs
and
government
operations
committee
I
moved
to
appoint
Douglas
Jones
as
general
public
representative
for
the
Oakland
Community
Health
Network
for
a
three-year
term,
beginning
April,
1st
of
2023,
ending
the
31st
of
March
2026.
excellent.
A
A
D
You
very
much
Mr
chair.
Our
next
item
on
the
agenda
is
executive's
office,
County
Executive,
appointment
of
rad
devonport
as
Chief
Information
officer
for
the
county
Mr
chair
on
behalf
of
the
legislative
affairs
and
government
operations
committee.
I
move
the
concurrence
of
the
county
executive's
appointment
of
Mr
Rod
Davenport
as
the
Chief
Information
officer
pursuant
to
Public
Act
139
of
1973
moved.
A
By
commissioner
Johnson
seconded
by
commissioner
Spitz,
any
discussion
I
mean
we
are
very
excited
to
bring
someone
of
Mr
Davenport's
caliber
to
the
county.
I
also
want
to
I
mean
thank
Mr
Ken
Tice
who's
like
served
in
an
interim
role
and
helped
guide
the
process
of
finding
such
a
qualified
candidate,
so
I
think
Oakland
counties
I
mean
very
good
hands
and
our
information
technology
department
is
going
to
be
in
very
good
hands
under
his
leadership.
Any
further
discussion
see
none
I'm
Adam
clerk.
Please
prompt
the
vote
on
the
confirmation
of
the
appointment
of
Mr
Davenport.
A
Sufficient
number
voted
in
the
affirmative.
The
appointment
is
confirmed,
commissioner
Johnson
thank.
D
You
very
much
Mr
chair
the
last
item
for
consideration
before
you
today
from
the
legislative
affairs
and
government
operations
committee
is
Board
of
commissioner's
appointment
to
the
jury
board.
Mr
chair,
I
move
the
concurrence
of
the
judicial
circuit
court
judges,
reappointment
of
Kimberly
K
Reeves
to
the
jury
board
for
a
six-year
term,
beginning
the
1st
of
May
2023
and
ending
the
30th
of
April
2029.
A
Move
by
Johnson

by
weipert
any
discussion
see
none
Madam
clerk.
Please
prompt
the
vote
on
the
appointment.
D
A
This
will
now
move
as
a
new
and
miscellaneous
business
and
I
think
there
are
a
few
resolutions
for
introduction
and
I'm
just
going
to
go
into
the
order
that
I
have
here
so
I'll.
First
call
I'm,
commissioner
Joliet.
K
A
I
guess
we
can
refer
to
both
okay,
we'll
refer
to
both
all
right.
Thank
you
referred
without
objection,
commissioner,
Lubes
I
believe
we
have
two
items.
L
A
To
finance
without
objection
any
other
new
miscellaneous
business,
see
none
will
move
to
announcements.
I've
got
two
quick
announcements
and
one
thing:
I
wanted
to
bring
everyone's
attention
a
reminder.
Many
of
you
have
been
receiving
the
publication.
April
marks
National
County
government
month,
and
this
year's
campaign
is
called
rise
and
that
stands
for
resilience.
Inclusion,
solvency
and
empowerment
and
I
would
hope,
encourage
Commissioners
to
lift
up
the
work
that
all
of
you've
been
doing
in
your
community.
A
So
you
can
work
with
our
friends
of
social
media
to
tell
the
story
the
importance
of
County
government
being
on
the
front
line
of
of
delivering
essential
public
services
to
our
communities
also-
and
this
is
probably
more
broadly
to
the
public.
A
Our
a
number
of
our
members
I'm
on
this
board,
a
particularly
Commissioners,
Markham
and
whiteboard-
have
helped
I
mean
lead
the
Broadband
effort
partnership
with
semca,
but
this
was
a
key
deliverable
of
our
our
last
tripart
or
excuse
me:
try
County
Summit
to
address
Broadband
Improvement
everything
from
access
and
Improvement
of
service
and
affordability
and
a
host
of
other
things.
Oakland
Macomb
and
Wayne
have
I
mean
partnered
to
realize
these
savings
and
there
is
a
county-wide
survey
going
out.
A
So
if
you
get
asked
through
social
media,
see
Billboards,
you
might
get
something
in
the
mail
we're
encouraging
people
to
to
respond.
The
FCC
put
out
new
charts,
charts,
Maps
testing
and
evaluating
that
map
will
guide
the
federal
dollars
that
are
coming
down
as
part
of
the
the
bipartisan
infrastructure
Bill.
A
We
want
to
maximize
those
resources
coming
down
to
ensure
that
we're
filling
gaps,
Last
Mile
and
all
those
types
of
things-
and
we
again
want
to
thank
commissioner
weipert
and
commissioner
Markham
who've,
worked
on
this
and
please
push
out
Commissioners
push
out
to
your
communities
and
for
everyone
listening
to
home.
Please
answer
those
surveys
Again
by
coming
to
our
website
or
getting
it
being
being
prompted
to
give
your
feedback
of
your
internet
speed
experience
access
in
your
in
your
home.
R
Thank
you,
Mr,
chair
in
your
mailboxes.
You
will
have
received
a
letter
from
Zoe
tornay
I,
don't
know
how
many
of
you
might
remember
Zoe.
She
was
involved
in
the
shooting
at
Oxford
and
she
started
a
fundraiser
where
she
Oxford
kids
went
to
Uvalde
Texas
and
they
had
an
amazing
weekend
of
survivorship
and
celebrating
each
school
and
tremendous
Outreach
within
the
community,
so
she's
doing
a
fundraiser
she's
doing
it
again.
R
A
S
Thank
you
just
as
a
reminder,
Commissioners
that
next
month
is
older
Americans
month
and,
as
we
did
last
year,
we're
moving
forward
and
I
invite
all
of
you
to
submit
a
nomination
for
the
2023
older
adult
award
here
in
Oakland
County
to
recognize
the
contribution
of
an
older
adult
in
your
District.
If
you
are
interested
in
making
a
submission,
please
do
so
to
Sarah
by
April
28th.
We
will
be
recognizing
the
older
adults.
It
are
May
11th,
board,
meeting.
E
Thank
you,
Mr
chair,
I
got
a
few,
so
I
apologize
for
being
long-winded,
first
cell,
say
happy
420
day.
Second
I'll
say
for
all
you:
we
got
the
MAC
Conference
next
week.
Next
week
you
want
to
join
simcog
on
the
28th,
we'll
be
rolling
out
the
safety
track,
traffic
traffic
task
force
plan
for
the
next
five
years.
If
so,
it'll
be
a
good
plan,
we've
been
working
on
it
for
almost
a
year
and
a
half.
Now
it
seems
like
so.
E
We
just
finalized
it
to
go
in
front
of
the
executive
committee
and
then
he'll
go
then
June
to
get
voted
on
by
the
whole
committee.
Then
we
got.
We
had
a
good
meeting
today
with
the
main
street.
Ddas
I
would
recommend
if
you
are
not
familiar
with
your
ddas.
If
you
have
one
get
familiar,
commissioner
Whiteford
there's
a
bunch
of
Commissioners
there
I'm
not
going
to
name
everybody,
because
I
don't
want
to
leave
anybody
out,
pull
that
back
so
that
that
was
a
good
event.
E
County
was
really
involved,
which
that's
really
awesome,
and
the
one
I'll
the
final
one
I'll
leave
with
is
this
week
is
National
work,
Zone
safety
awareness
week
so
to
this
well,
actually,
until
April
18th
from
January
1st
April
18th,
there's
been
245.
People
killed
on
the
roads
77
on
top
of
that
77
were
seriously
injured.
So
you
know
when
you're
in
the
work
zones
do
the
speed
limit
your
emergency
or
your
rush
or
your
lateness
is
not
worth
somebody
else's
life.
Thank
you.
A
Thank
you,
commissioner.
Miller
any
other
announcements.
What
a
commissioner
Miller's
comments,
a
reminder.
The
main
street
summit
was
today.
The
main
event
is
on
May
4th
May,
the
4th
to
be
with
you
so
and
it's
actually
the
theme
of
theraved
and
that
is
at
the
Strand
and
Pontiac.
So
if
Commissioners
want
to
attend,
I
encourage
you
to
and
as
well
for
others
who
want
to
buy
tickets
to
participate,
see
no
further
announcements.
A
We
will
now
move
to
the
second
public
comment
and
I
believe
that
we
have
Mr
Sugg,
so
Mr
Sugg.
If
you
want
to
comment,
if
you
can
just
State
your
community
of
residence,
and
we
ask
that
you
keep
your
comments
in
three
minutes
and
thank
you.
T
The
invocation
was
pretty
appropriate.
My
name
is
Kevin
Sugg
on
February
28th
of
21
I
lost
my
only
child
34
year
old
Jason.
He
was
murdered
by
the
Oakland
County
SWAT
team
in
our
home
I'm,
here
speaking
to
you,
as
there
is
a
dire
need
of
increased
accountability
of
the
sheriff's
department.
This
is
based
on
the
experience.
I
lived
from
the
death
of
my
son
at
the
hands
of
the
SWAT
team
and
the
sheriff
I'd
like
to
collaborate
with
you
to
find
solutions
to
the
problem
he
did
not
have
to
die.
T
There
was
no
good
or
acceptable
reason
at
all
and
I'll
tell
you
why
my
son
was
suffering
from
a
mental
health
issue
and
we,
his
parents,
made
the
horrible
mistake
of
calling
9-1-1
and
expecting
help
help
for
Jason
help
for
his
parents.
We
received
no
help.
The
only
thing
any
of
us
received
with
death
and
destruction,
because
Jason
and
his
frustration
and
mental
state
fired
his
gun
inside
the
home.
An
army
descended
upon
him
and
waged
War
overpowering
numbers,
cars,
Vehicles,
armored
tanks
and
snipers
everywhere.
T
Jason
did
fire
his
gun,
but
almost
all
were
fired
into
the
baseboards.
As
he
knew,
this
was
a
safe
place.
He
also
told
them
repeatedly
that
he
wasn't
going
to
shoot
anyone.
The
sheriff's
department
made
poor
decisions
on
how
to
handle
the
situation.
They
named
him
barricaded
gunman
and
took
away
his
Humanity.
T
This
allowed
him
to
look
at
him
as
an
enemy
and
and
attack
him
as
an
enemy,
not
as
a
citizen
in
need
of
help
and
understanding.
Do
you
always
address
a
domestic
disturbance,
call
with
tanks
and
snipers
the
Sheriff's
Office
feels
that
they
do
not
need
to
have
an
unbiased
outside
investigation
in
a
shooting
by
police.
T
They
investigate
themselves
by
us.
They
are
so
sure
and
smugged,
and
no
one
will
look
at
read
in
depth
or
challenge
what
passes
for
an
investigation
to
them
to
them.
A
death
by
their
hands
is
an
acceptable
outcome.
There
is
no
need
to
look
at
the
actions
that
led
to
such
an
unacceptable
outcome,
no
need
to
examine
and
find
any
way
to
improve
or
make
it
never
happen
again.
T
No
root
cause
no
corrective
actions,
no
honesty,
no
transparency,
no
integrity,
I
had
to
take
on
a
terrible
and
haunting
task
of
looking
what
happened
to
my
son
in
his
final
moments,
I
more
than
anyone
in
law
enforcement
and
other
departments
such
as
the
prosecutor's
office
has
studied
what
the
sheriff
considers
an
investigation.
There
are
so
many
discrepancies
and
red
flags
in
this
report,
and
it
is
a
report,
not
an
investigation.
It
contains
no
objective
evidence
of
the
reasons
for
my
son's
death.
T
Please
tell
me
why
any
professional
in
law
enforcement
reviewing
this
information
would
not
raise
a
red
flag.
Why
would
they
not
come
forward
and
point
this
out?
Please
tell
me
why
there
is
video
of
the
police
laughing
and
joking
as
they
take
their
armored
tank
and
RAM
through
the
windows
and
doors
and
destroy
my
home.
T
T
This
is
the
sheriff's
department
that
really
exists,
one
that
will
not
examine
their
own
actions,
won't
change
or
improve
one
to
allow
to
cover
the
unlawful
actions
and
misconduct
of
one
or
the
entire
group
when
it
exists
for
itself
and
not
for
the
people,
they
are
sworn
to.
Serve
and
Protect.
Accountability
is
needed
again
I'm
here
to
work
with
you
on
Solutions
the
need.
T
Accountability
by
the
Sheriff's
office,
there
are
many
examples
of
police
accountability
that
are
both
effective
and
cheap.
Oakland
County
leads
in
so
many
ways.
Oversight
of
the
sheriff's
department
should
be
one
of
those
I
do
not
want
to
not
want
another
mother
or
father
to
ever
feel
as
helpless
as
we
did
after
the
sheriff
took
over
from
Royal
Oak
police
and
killed
my
son.
Thank
you.
Thank.
B
Thank
you,
two
things
and
I
did
get
a
chance
to
talk
to
both
caucuses,
but
I
also
wanted
to
say
it
to
the
whole
public.
B
In
my
first
term,
the
Board
of
Commissioners
approved
a
resolution
that
I
put
forth
to
establish
a
program
to
either
reduce
or
waive
the
fee
for
Vital
Records
for
people
facing
extreme
hardship
and
getting
services
from
an
accredited
Social.
Service
Agency
I
just
wanted
to
report
that
that
program
is
still
in
place.
B
It
is
still
being
utilized
not
to
the
not
as
frequently
as
when
we
first
started
it,
which
I
take
that
as
a
positive
that
we've
helped
people
move
forward
in
their
lives
and
I
do
want
to
thank
you
for
for
doing
that
and
allowing
us
to
help
people
with
that.
I
also
wanted
to
remind
everybody
that
it
is
Sexual,
Assault,
Awareness
and
prevention
month.
B
That's
why
I'm
wearing
teal
tonight
and
I'm
not
going
to
give
all
the
statistics
about
sexual
violence,
but
just
use
your
voice
to
to
prevent
it
believe
victims
and
that's
it.
Thank
you.
