speaking
as
representative
of
the
27th
house
district,
which
is
the
southeast
corner
of
oakland
county,
which
includes
the
communities
of
berkeley,
huntington
woods,
oak
park,
royal
oak,
township,
pleasant
ridge,
ferndale
and
hazel
park.
I
I'm
coming
out
today,
just
to
speak
in
support
of
the
vote
today
on
the
agenda
for
the
account
putting
on
the
ballot
a
county-wide
millage
for
smart.
I
believe
that
this
is
a
very,
very
smart.
No
pun
intended
move
for
the
county
to
go
in.
It's
historically
been
an
issue
where
we
have
some
communities
that
don't
have
service
and
it
creates
holes
and
makes
it
difficult
for
people
who
rely
on
public
transit
to
be
able
to
get
to
work
to
have
reliable
forms
of
transportation.
I
We
know
right
now,
especially
in
our
economy,
how
important
it
is
for
people
to
be
able
to
get
to
work,
how
important
it
is
for
us
to
be
able
to
build
our
workforce
by
creating
a
solid
transit
organization
for
our
entire
county.
So
I
do
believe
that
this
is
the
right
move
and
I
just
want
to
applaud
the
county
for
taking
this
vote
up,
and
I
just
want
to
again
offer
my
support
on
that.

budget

very
loosely,
because

we
know

vaccine

that's
a
whole

conversation.

in
yesterday's
meeting
maybe
it
was
mondays.
I
can't
remember
at
one
point
in
time
commissioner
markham
is
saying
something
like
we
have
to
sell
it
to
our
citizens.
Talking
about
the
transit
thing,
that's
going
on,
sell
it.
If
it
was
good,
you
wouldn't
have
to
sell
it.
We
would
be
supportive
of
it
and
then
I
hear
megan
and
her
cronies
over
there
saying
put
it
on
the
ballot
put
it
on
the
belt.
Fine,
let's
put
on
the
bail,
but
how
about?
I
If
the
communities
that
voted
down
get
the
chance
to
opt
out,
we
need
another
solution.
The
smart
bus
is
not
the
solution,
because
if
you
look
at
the
financials
of
it,
which,
if
you
own
a
business
or
if
you
had
any
financial
sense,
you
would
look
at
the
amount
of
money
that
we're
losing
it's
not
a
good
investment.
It's
it.
You
need
something
sustainable,
because
this
is
going
to
keep
continuing
to
build
and
build.
And
personally
I
like
to
live
a
debt-free
life.
I
I've
taught
my
kids
that
too,
at
the
rate
that
this
smart
thing
is
building
up,
there's
going
to
be
a
huge
debt
to
pay,
and
it's
not
going
to
be
us.
It's
going
to
be
our
children,
it's
going
to
be
our
grandchildren
and
it's
a
big
mess
that
we're
creating
the
reality
is
is
that
there
are
other
options.

just
heard
something
today,
let's
see
it's
called
michivan.
I've
never
heard
of
this
before
has
anybody
else
heard
of
it?
So
that's
an
option.
That's
currently
happening
and
it
doesn't
sound
like
it's
taking
33
million
dollars.

Now
here's
an
idea
if
we
could
take
that
33
million
dollars
that
you
guys
are
sinking
into
the
sinking
ship
called
smart.
Maybe
we
could
do
something
like
an
uber
system.
That's
based
on
you'd
probably
be
able
to
do
it
for
half
of
that,
if
not
less,
because
that
way
the
community
helps
the
community
and
not
just
us
sinking
money
into
a
sinking
ship.

know

find
something
that
works
for
everybody,

over
30
percent
of
oakland
county
is
currently
opted
out.

on
our
property
taxes,

raising
our
property

seniors

foreclose

homes

they
can't
afford
their

taxes.

rebuilding

smart
city

interacting
transit
situation

low-income

housing
being
developed
all
over

transit

gretchen
whitmer
and
her

governor's
program

hud
system
for
michigan
all
over
michigan

develop
this.
This
is
what
this
is
working
towards.
It
is
not
best
for
the
community.

do
with
providing
transportation

ample

empty
smart
buses
in
northern
oakland
county
daily.

about
financially

oakland
county
citizens

get
them
dependent
on
the
government,
so
they
will
follow
more
unlawful
orders.

that
vote
in
favor
of
this
resolution

putting
yourselves
on
the
wrong
side

remembered

doing
great
things
for
oakland
county.

go
down
in
history

ignored

of
the
people
and
ruined
oakland
county
citizens
financially.

guess
it

a
public

did
get
the
opportunity

spend
time
with
the
committee.

believe
it
was
yesterday

look
at

language

make
sure
that
the
language
was
crafted
in
a
way
that
did
give
me

assurance
that
if
this
should
go
through,
if
the
board
approves
it,
it
goes
on
the
ballot
that
at
least
has
language
that
says
for
all
of
oakland
county,
and
it
says
transportation
for
all
of
oakland
county.

Wota
has
taken
the
stance
that
they're
more
than
willing
to
stand
up
and
take
responsibility
to
extend
their
systems
into
the
communities
in
north
oakland
county
that
don't
have
transportation
right
now.
Those
that
do
we
can
help
manage
those
systems
so
that
we
can
take
it
off
of
the
individual
supervisors
or
senior
center's
shoulders.

I'm
not
jumping
up
and
down
on
how
much
money
this
costs,
but
the
one
thing
that
our
group
did
was
in
advance
several
years
ago
is
anticipate
that
something
like
this
might
happen.
Instead
of
sitting
back
and
wait
for
it
to
happen
and

to
excuse
my
terminology
about
it,
we
decide
that
we
need
to
be
front
and
face,
be
a
partner
to
it
and
make
sure
that
when
it
happens,
it
happens
in
a
way
that
everybody
benefits
from
we're
going
to
make
sure

we're

party
to
that
what
happens
happens.

best

get
it

vote

the
people.

people

whole

county

the

opposition

this
property
tax
on
people
that
simply
will
not
get
benefit
from
it.
I
represent
groveland
and
holly
in
part
northern
oakland
county,
where
we
have
thousands
of
acres
of
agriculture,
growing
food
forest
they're
going
to
be
taxed.
On
that
one
of
my
townships
is
almost
half
poverty
level,
alice
poverty
as
determined
by
the
federal
government.
They
will
be
paying
for
a
system.
They
simply
will
get
nothing
out
of
my
township.

I
think
it's
almost
criminal,
that
you
would
tax
people
out
of
their
homes
for
something
they
get
nothing
out
of.
That's
why
we
did
opt-outs,
and
I
was
one
of
the
ones
that
did
the
opt-outs.
If
you
want
to
be
part
of
it,
please
do
it
if
you
like
mass
transit
and
need
it.
I
wish
you
the
best
and
would
like
to
try
to
help
you,
but
do
not
tax.
My
people
out
of
their
homes,
do
not
put

that's

it
costs.

know
what
it

make
sure

those
townships
that

not
get
benefit

them

can't
afford

charged

unfair

unethical
tax

grocery

rhetoric
has
to
stop
and
you
talk
about
patchwork.
It
will
always
be
patchwork.
Why
would
you
provide
lion
hall
where
there's
agriculture
we're
always
going
to
have
it?
The
question
is:
are
we
responding
to
what
the
people
want
and
need,
or
are
we
just
trying
to
take
money
away?

west
bloomfield,
this
is
regards
to
the
public
transit
language
on
the
november
ballot.
Many
in
our
county
are
struggling
to
pay
their
bills
today,
in
some
townships,
30
or
more
of
the
residents
are
struggling
to
pay
for
their
food
and
medicine.

Inflation,
while
reported
at
about
9
nationally,
is
over
25
for
food
and
essential
items.
Energy
is
up
even
more
if
you
pass
this
tax.
On
top
of
the
other
taxes
residents
recently
passed
in
their
communities
for
fire,
police
policy
and
other
things,
you
will
be
putting
the
last
straw
on
the
camel's
back
for
some
people
by
adding
another
millage
and
taxing
them
out
of
their
homes
for
this
county.

Another
major
concern
is
that
this
county
commission
aligned
with
the
un
plan
2030
plan,
will
be
deciding
for
every
municipality
how
these
funds
will
be
spent.
You
will
be
appointing
yet
another
bureaucrat
yet
another
unelected
authority
or
department
to
distribute
and
spend
our
money
and
hire
your
favorite
contractors.
America
is
about
freedom
and
choices.

Every
community
must
be
given
a
choice
to
decide
for
themselves
if
they
want
to
be
part
of
an
already
failed
and
bankrupt
public
transit
system,
which
is
currently
dependent
on
federal
and
state
funding
for
life
support.
Many
communities
are
functioning
well
with
the
system.
They
already
have.
Many
commissioners
have
less
than
a
handful
of
people
who
have
ever
complained
about
their
current
system.
Yet
you
want
to
force
this
on
them
through
a
county-wide
vote.

Your
sponsorship
and
favoritism
toward
their
organization
is
an
affront
to
your
sort
of
elected
position.
We
are
not
feeling
the
equity
or
inclusion
in
our
own
county.
Those
that
have
come
from
wayne
county
need
to
go
back
to
their
own
commission.
This
is
how
government
works,
complain
there
or
get
jobs
and
pay
for
their
own
rides.
I
know
from
being
an
advocate
that
those
with
disabilities
have
more
than
enough
convenience
services
to
take
them
door
to
door
provided
by
the
state
and
local
agencies.

A
county-wide
vote
means
the
bigger
cities
will
decide
for
smaller
communities
what
they
must
do,
milford,
which
does
not
need
more
public
transportation,
and
a
millage
will
be
paying
for
novi
sidewalks
for
infrastructure.
This
is
not
democratic.
This
is
forcing
others
to
fund
what
they
don't
want
or
need.
I
ask
you
to
vote
no
on
this
resolution.

fits

allowing
local
voters
to
decide

participation

undemocratic

impoverish

struggling

sponsored

resolution
approving
language

oakland
county
public
transportation
millage

appear
on
the
november
8th
ballot.

want
to
thank
real
quickly,
commissioner
weipert
and
state
senator
run
said
for
bringing
you
know
this
resolution
to
our
attention
and
keeping
us
updated.

Some
of
the
points
made
during
our
discussion
that
this
resolution
was
rushed.
The
minority
caucus
did
not
see
it
until
last
thursday.
Less
than
a
week
ago,
the
opt-out
portion
that
has
been
our
community's
choice.
You
know
in
the
past,
is
not
part
of
this
resolution.

Many
on
the
council
last
night
wanted
to
know
why
that
was
our
finance
department.
Wix
fire
finance
department
determined
that
a
0.95
millage
would
yield
revenue
just
less
than
845
000.
Based
on
our
current
taxable
values.
We
currently
spend
thirty
thousand
dollars
on
transit.

What's
going
to
happen
to
the
remaining
eight
hundred
and
thirty
thousand
that
you
know
that
wixom
doesn't
need
I'll,
remind
you
that
you
know
milford
described
a
similar
situation
for
themselves
all
to
you
last
week.
This
millage
would
cost
their
residents
one
million
dollars,
even
though
they
currently
take
care
of
their
own
transit
system
for
a
hundred
thousand
dollars.

is,
according
to
milford
supervisor,
don
green.
You
should
be
able
to
see
why
it's
appropriate.

And
I
have
it
right
here

I'll

It's
very
short,
be
it
resolve
that
the
city
council
of
wixom
hereby
calls

all
oakland
county
commissioners
to
approve
to

the
proposed
transit
plan.

would

forced
taxation
upon
residents
without
a
municipality's
right
to
opt
out
of
such
a
program.

guinness
book
of
world

Why
is
that
significant?
It's
significant
because
over
the
weekend
that

the
first
time
I've
heard
about
this
proposal.

chance

was
informed
by
a
resident
who
contacted
me
about
it.
That
was

first
time
now.
Over
the
years,
rochester
hills
has
been
in
conversations
with
smart
we've
had
madonna,
not
the
famous
madonna
from
rochester
hills,
but
madonna
from
smart
come
in
and
twice
to
present
to
us
about
these
things
and
to
the
extent
that
what
we
did
is
as
a
result
of
those
conversations,
we
did
community
surveys
to
determine
the
need
and
to
determine
what
our
residents
were.

probably

have
been
helpful

making

none

resolution
will

the

have

homeowner

I
live

royal
oak
and
I
actually
have
a
background
in
economics.
So
I
don't
know

that
adds

credibility
to
my
arguments,
but
I
want

talk
a
little
bit
about
public
transportation
and
some
of
its
effects.
I
consider
myself
an
environmentalist
and
have,
since
I
was
very
young-
and
I'm
excited
to
be
here
this
afternoon,
to
address
that
issue,
which
I
feel
is
of
great
importance.

on
the

because,
it's

personal
to

I
grew
up
going
to
south
lyon.
Schools
and
I
lived
in
both
novi
and
royal
oaks,
so
for
almost
my
entire
life,
I've
been
a
part
of
oakland
county
and
I
can
safely
say
that
every
resident
in
this
great
county
knows
that
we
have
some
of
the
worst
public
transportation
in
the
entire
country.

many
workers
when
I
ride
in
families
that
are
using
the
service
as
well
and
for
those
that
rely
on
it
is
their
only
option.
It
is
a
matter
of
sustaining
their
livelihoods.
It
is
critical
that
people
are
able
to
get
to
jobs
right
now.
One
of
the
major
driving
economic
problems
is
a
worker
shortage,
and
yet
we
have
thousands
of
people
who
simply
cannot
reach
jobs
that
are
open
to
them,
reliably
enough
to
fill
them.
Furthermore,
our
economy's
growth
will
fall
apart
if
we
provide
access
to
jobs
in
a
manner
that
is
unsustainable.

economic
growth
and
our
respect
for
the
environment
must
come
hand
in
hand
allowing
climate
change
to
continue
to
flood
our
neighborhoods
with
historic
rain
events
and
leave
us
with
devastating
heat
waves
is
a
cost,

great

must
think
of
our
children
and
our
grandchildren,
who
will
inherit
whatever
we
are
leaving
behind.

are
areas

communities
specifically

east

mass
transportation

a
revised

revamped
system

have
a
great
impact.

see

west

north

our
residents.

we've
looked
at
the
lift
and
uber
before
we
we
settled
on
our
present
process
and
we
know
that's,
not
economical
and
that's
not
feasible,
where
you
have
less
density
of
population,
but
I
also
know
that
nearly
two
and
a
half
million
dollars,
if
this
goes
forward,
will
come
from
our
residents,
we're
presently
providing
a
great
service
to
our
residents
for
less
than
10
of
that
amount
and
we're
looking
at
potentially
increasing
it
now
hey.

this
isn't

nothing
else

pause
on
it
agreed.
We
found
out
about
the
no
opt
out
literally
maybe
a
month
ago
or
less
caught
us
off
guard,
but
we're
happy
to
sit
down

it's
finding
a
solution
not
just
for
the
east
and
the
south,
but
the
north
and
the
west,
and
the
most
effective
and
efficient
use
of
our
tax
dollars
to
provide
again
needed
services,
not
services
that

people
may

we

we

a
meeting.
One
of
my
things
I
kept
asking
is:
what's
the
plan
last
week,
I've
heard
three
or
four
different
plans
coming
out,
so
I
still
have
to
ask:
what's
the
plan,
we
still
have
a
plan
in
place.
I
actually
called
my
dad
the
other
day
and
I
told
him
what
was
going
on
and
he
goes
larry.
You
know
you
remember
how
I
raised
you.

know
I
sure
do
dad
and
that
was
the
six
p's.
If
anybody
knows
what
the
six
ps
are
prior
to
planning
prevents
piss,
poor
performances.
So
that's
how
my
dad
raised
me

he
said
that's
exactly
why
I
got
out
of
oakland
county,
because
the
tax
monies
that
we
paid
just
went
to
nowhere
in
oakland
county.
We
have
1.3
million
people
in
2022.

We
are
expected
to
spend
1.5
million
dollars
for
smart
that
has
approximately
115
dollars
per
person
in
12
months
with
smart,
there
was
about
3.8
million
riders,
that's
about
15
000
a
day
when
you
average
those
numbers
out
that
comes
out
to
be
about
point
zero,
four
percent
of
the
population
with
affairs
they
they
collected,
that's
four
million
dollars,
which
is
less
than
2.7
percent
of
smart's
budget,
the
in
commerce.

We
pay
25
dollars
per
ride
right
now,
mathematically
that
will
work
out
that
every
ride
that
we
have
now
would
cost
us

200.
That
seems
pretty
fair.
Doesn't

got
to
ask
how
much

this
money

be

to
the
failing
pension
plan
that
that
we
have
going
on
as
well?
As
I
hear
some
folks
talking
about
disabilities?

year

stepson,

cognitive
parent

when
he
needs
to
get

get
him

did
not
drive

working

They
closed
the
marshals
that
was
near
her
and
sent
it
up
to
an
opt-out
community.

look

issue
and
say
that
you're
putting
a
burden
on
the
taxpayers
we
have
to
have
mass
transit
in
the
city

pontiac
when
amazon
came.
The
reason
they
came
was
because
of
the
location
and
because
they

access

move
their
vans
officially
through
our
roads
and
byways.
Human
beings
need
to
be
able
to
traverse
throughout
oakland
county
the
same
way,
but
guess
what
I'm

change
anybody's
mind
on
the
commission

opt-out
system

oakland
county

always
operated
under
has
been

impediment

with

have
residents
of

communities

to
where
they
want
to
go
and
opt

say

backup

it

community

we

who
depend
upon
transit
transit

a
county-wide
issue
that
deserves
the
opportunities
afforded

county-wide
funding,
and
the
voters
of
oakland
county
deserve
the
opportunity

vote
on
this
critical

challenging
issue.

back
time
and
time

It
circle
back

the

now
it's

regional
transit

concept

always

same.

concept
is
to
sweep
the
money
from
the
opt-outs
and
put
it

a
pile
for
government
to
use,
in
this
case
the
county
commission.

what's
going
to
happen,
if
you
read
the
resolution,
is
the
county
commissioners
are
going
to
decide
what
to
do
with
this
pile
of
money?
Any
verbal
promises
that
they're
making
to
you
leaders
of
the
community,
that's
verbal!
What
this
resolution
says
is
the
county
commission
and
controlled
by
the
current
leadership,
is
going
to
make
the
decision
on
where
the
dollars
go.

keep
that
in
mind
when
you're
having
meetings
on
this
and
you're
seeing
all

of
maps,
it
is
going
to
be
the
county
commissioners,
and
also,
I
think,
when
that
pool
is
under
control
of
the
county
commissioners,

leadership
god
help

supervisors
and
county
commissioners.
If
you
run
your
mouth
a
little
bit
too
much
on
social
media
or
somewhere
else
and
suddenly
there's
a
reallocation
in
your
community
of
where
these
dollars
are
going
to
go
because
again
it's
the
leadership
of
the
county
commission.

know
this

going

there

Commissioner?
They
got

numbers,
they
got

money
they're

the
opt-out

republican

who
cares
about
their
community

these
opt-out
communities-
have
better
really
think
about
it.

support

screws
those

I
started
taking
public
transit
in
2012
when
I
went
to
college
for
creative
studies
that
answers
your
question.
I
took
the
woodward
bus
every
day
from
berkeley
12
mile
to
midtown.

I
took
it
through
two
polar
vortexes
in
the
2014
storm
of
the
century.
After
I
graduated,
I
did
something
with
my
life.
I
started
my
own
digital
marketing
agency
in
downtown
detroit
near
campus
tomorrow,
which
today
is
one
that
ranked
one
of
the
top
in
metro
detroit
and
I
work
with
clients
worldwide
and
when
I
bought
my
first
place
right
near
woodward,
I
chose
not
to
own
a
car.
I
made
that
choice
and
because
of
that
I
can
live
in
a
nicer
neighborhood.

I
can
invest
hundreds
a
month
in
marketing
for
my
businesses
and
with
the
bus.
I
have
only
a
30
minute
commute
from
11
mile
to
downtown
detroit,
but
I'm
not
gonna
go
brag
about
myself.
Many
people
don't
have
the
option.
I
have
many
posts,
one
second,
because
a
lot
of
people
don't
have
the
opportunity
I
had
and
for
them
it's
not
a
choice.
To
take
the
bus
for
them
their
lifeline,
smart
and
look,
I
understand
the
concerns
of
the
rural
communities.

For
example,
in
2018
auburn
hills,
citizens
voted
75,
yes
on
the
smart
millage,
but
a
greedy
power
hungry
mayor
and
a
city
manager
that
lives
in
macomb
county,
went
against
their
residents
and
try
to
eliminate
all
smart
services,
almost
misplacing
hundreds
and
live
in
possibly
hundreds
of
low-wage
workers,
mostly
of
color
unemployed,
and
they
wanted
to
replace
it
with
a
in-house
service
that
only
offered
a
small
percentage
of
the
coverage
and
restricted
for
only
disabled
and
seniors,
and
they
showed
absolutely
no
empathy
about
it.

mean
their
mayor
pro
tem
said:
the
proposal
is
problematic.

Well,
what's
really
problematic
is
that
people
like
him
are
serving
in
city
councils
going
against
the
constituents
trying
to
misplace
a
hundreds,
mainly
low-wage
workers,
because
of
some
b
foot
smart,
I
mean
that's
leaving
many
unemployed,
I
mean
all
of
you.
If
75
of
people
voted
for
something
in
your
city,
would
you
try
to
eliminate
it?
You
try
to,
and
also
I
want
to
explain
that
southeast
oakland
pays
over
0.5
mills
for
oakland
and
metro
parks
and
the
closest
metro
park
is
stoney.

where
they
want
or
need
to

seems
those
community
leaders
are
doing
an
admirable
job

meeting

needs

residents

composed
of
some

diverse

townships

villages
in
rural
areas.

only
thing

sport
cares

their
solution,

heavy
centrally
planned,
smothering
blanket
designed
by
the
world
economic

switzerland.

resident

the
city
of
rochester

three

two
out

three

the
schools.

attended
have
been

oakland
county

I

resident

More
importantly,

a
teacher
at
a
school
in
oxford.

a
lot

money

this

track
my
spending
all
of

spending.

found
that

biggest
variable
cost
is
transit.
I
spent
over
three
thousand
dollars
on
my
car
last
year
and
I'm
actually
lucky
I
own

car.
I
don't
have
a
car
payment.
I
looked
up
how
much
it
is
to
have
a
monthly
bus
pass
from
smart
for
a
year
less
than
900
this
summer,
with
prices
going
up,
I
chose
to
turn
off
the
punditry
to
not
blame
anyone
for
rising
costs,
but
to
rather
do
something
about
it.

bike

in

basket
for
it,

summer

than

county
right,
we're
writing
checks
or
you're.
Writing
checks
for
us
to
cash
for
the
next
10
years,

the
taxpayers
are
going
to
run
out
of
money.
Our
community
is
fearful.
I
These
tax
credits
will
make
them
lose
their
homes,
and
I
am
fearful
that
this
is
all
part
of
the
plan,
especially
with
the
new
land
break
that
you
just
implemented.
This
move
will
be
very
profitable
for
you
and
devastating
for
my
community.
This
type
of
bad
business
was
relevantly
or
recently
revealed
within

taking
people's
homes
with
minor,
outstanding
rearranges.

did
look,
go
in
favor
of
the
people
and
who
lost
their
home
and
I'm
pretty
sure
that
also
helped
him
lose
his
primary
election
with
a
quick
google
search.
You'll
be
surprised
what
you
can
find,
but

know

there

contributors
sitting
right

looks
like

there

our
northern
communities
are
being
railroaded
to
conform
to
urbanize
this
area,

area
and
a
lot
of
us,
including
myself,
move
from
the
city
to
a
small
time
area.

reason
now
I

not
ridden
a
public
bus
regularly
since
the
90s,
but
after
doing
some
research,
not
much
has
changed,
except
for
less
people
are
taking
it.
The
cost
per
ride
doesn't
cover
the
cost
of
the
route.
Crime
still
happens
regularly
on
board
and
kids
ride
it
all
day
when
they
want
to
skip
school.
Okay,
that
was
my
personal
use
for
it
and
school.
Sometimes,
so
that's
not
really.
A
resource
covet
happened
and
people
don't
want
to
sit
close
to
each
other
anymore.

Smart
smart
needs
oakland
county
taxpayers
to
pull
them
out
of
their
financial
money
pet,
but
I
know
that
you
guys
have
tried
to
make
it
look
good
by
adding
pennies
on
the
dollar
for
noda
vote
in
opc,
and
I
hear
people
able-bodied
people
who
complain
about
the
cost
of
transportation.

don't
know
my
mom
worked
three
jobs.
I
worked
two
jobs,
I
raised
a
family,
so
there
is
a
will.
If
there
is
a
way,
if
you
have
the
motivation
to
do
so,
northern
oakland
county
citizens
will
not
utilize
these
routes.

we
must
yet
we

pay
for
them.
These
benefits
are
really
for
the
current
chair
and
the
current
commission
and
people
who
do
not
contribute
to
our
community.
Our
current
elected
officials
across
the
country,
state
and
nation
frankly
have
lied
to
our
citizens
repeatedly.
They
purposely
cause
segregation,
our
community
over
vaccinations,
political
affiliations,
what
parental
rights
we
have
or
do
not
have
in
the
education
of
our
schools
and
now.

political
means

taxes

this
year
the
rate
of
inflation
is
through
the
roof
anyway.

we
have
serious
problems
from
an
assessment
valuation
standpoint,
and
I
would
tell
you
most:
citizens
are
completely
unaware
that
on
may
12th
there
were
two
tax
levies
that
they
won't
see
until
their
december
bills.
That
will
impact
their
assessment
valuation.

think
it
was
over
six
percent
up
there,
I'm
not
even
sure
on
the
rate-
and
there
was
an
extra
levy
noted
for
parks,
so
the
authorities
allow
them
to
charge
whatever
they
want.
Basically,
they're
not
restricted
to
headley.

So
among
the
authorities
we
should
not
have
in
oakland
county,
we
have
a
dia
art
authority,
almost
all
their
money
that
we
put
in,
like
44
million
was
for
legal
and
accounting
was
supposed
to
be
temporary,
should
be
gone
same
with
the
zoo
authority
was
supposed
to
be
temporary
should
be
gone.
Those
two
were
done
as
a
temporary
measure
to
preserve
the
assets
when
detroit
did
the
bankruptcy
for
all
the
policies
that
they're
trying
to
impose
on
us
with
all
the
people
they've
brought
from
wayne
county
and
detroit
to
administer
our
county
into
the
ground.

The
north
oakland
transit
authority
also
an
authority
west
oakland
transit
authority.
Smart
mobility
authority
is
really
what
smart
stands
for,
except
they
left
their
entire
contract
with
oakland
county
expire
in
june.
So
why
are
we
even
having
this
meeting?
Maybe
it's
because
they
also
have
downtown
development
authorities
that
they
did
as
backdoor
funding
in
the
orient
township
millage
for
noda.

probably
only
realized
that
they
approved
0.2316
per
thousand
rate,
but
somehow
by
law,
which
isn't
cited,
a
portion
will
be
given
to
the
village
of
lake
warren
downtown
development
authority,
not
even
the
township
and
the
orient
township
corridor
improvement
authority,
which
I
missed
the
meeting
in
june,
where
they
created
a
new
authority
for
that.
So
we
also
have
park
authorities
and
now
the
new
land
bank
authority.
What
I'm
not
so
sure
is
this
entire.

don't
realize
that
all
of
our
tax
foreclosed
properties
in
all
of
oakland
county,
that
the
communities
did

refusal

them

auction

michigan
resident,

something
to

don't
even
know
who
owns
it
and
which
is
allowing

our
foreclosure
properties

be

do
is

and
have
a
credit

give

better
idea

springfield
township

in
the
northwest
portion

county
we
are
in
an
area
that
is
not
a
hole.
It's
not
part
of
a
you
know
a
missing
patchwork
piece.

are

on
the
outer
edges.

six
over
600
acres
of
preserves
in
our
township
owned
by
springfield
and
that's
the
kind
of
community
that
people
seek
out
open
space,
rural
community
and
that's
what's
important
to
them.

also
have
a
park
and
ride
in

springfield
and
we
do
see
people
utilizing
that.
But,
most
importantly,
we
are
taking
care
of
our
residents
who
need
transportation,
and
we
do
that
by
a
creative
and
efficient
method
that
serves
our
community,

that
is
that
we
we
cooperate
with
independence
township
and
we
transfer
our
smart
credits
to
independence.

also
supported
that
this,
the
the
senior
center
through
community
development,
black
grant
funds.
So
that's
how
our
disabled
and
seniors
are
able
to
find
the
transportation
they
need
and
what's
important,
is
they
get
picked
up
at
their
home
and
taken
directly
to
where
they
need
to
be?
They
don't
have
to
get
a
ride
to
a
bus,
stop
and
wait
in
the
rain
or
snow
to
finally
get
to
where
they
want
to
go.
So
it's
serving
our
community
and
we're
we're
taking
care
of
them
in
the
right
way.

desire

unfortunately

reality

ballot

citizens

springfield
township,

000

registered

southeast

county

force
us

0.95
mill
tax.

that

perspective,
we
just
spent
the
last
year
very
stressed
and
concerned
about
putting

proposal
for
a
millage

front

our
residents
on
august
2nd,
but
that
was
for
advanced
life
support
for
our
community
by

fire
department.

was

important
to
our
citizens.
They
got
direct
benefit
out
of
that
and
they
support
it
overwhelmingly.

the

thousand
dollars
in
taxes
that
you
collect
from
our
residents
go
to
this
transportation
millage,
that's
gonna
equate
to
about
twelve
hundred
dollars
per
ride.

some
transit
millage
passes,
one
of
the
commissioners
commented
that
the
capital
dollars
in
the
cost
project
could
be
used
to
fix
the
sidewalks
and
novi
to
bring
them
into
compliance
so
that
you
would
then
qualify
for
federal
funding.

So
if
I'm
correct,
you
want
to
tax
an
entire
county
so
that
the
cities
like
novi
can
fix
their
sidewalks
so
that
then
they
can
get
and
qualify
for
more
additional
funding.
No,
I
have
a
proposal.
That's
based
on
equity,
because
everyone
should
have
access
to
the
most
basic
mode
of
transportation,
which
is
walking.

of
the
commissioners
stated
that
we
should
put
a
bus
stop
near
the
jail
because
she
saw
a
released
prisoner
walking
from
the
jail.
So
you
want
to
prioritize
spending
our
tax
dollars
on
a
bus.
Stop
so

a
released
prisoner
can
walk
safely
to
a
bus,
stop
and
enjoy
a
bus
ride.
But
my
children
who
live
in
a
rural
area
can't
go
to
their
job
safely
or
go
to
school
safely
on
a
sidewalk
because
there
isn't
access,
they
don't
have
access
to
the
cheapest
and
healthiest

cleanest
mode
of
transportation,
which
is
walking.

Your
plan
for
county
wide
millage
discriminates
against
people
in
rural
and
light
suburban
areas

not
providing
safe

affordable
public
access
to
the
most
basic
mode

transportation,

is

because

live
in
a
community
that
if
we
decide
to
take
on
something
like

public

county
is
proposing
for
the
new
november
eighth
ballot
brought
forth
by
this
board
of
commissioners
independence.
Township
has
been
running
an
opt-out
transportation
program
for
nearly
20
years.

diversity
of

geographical
area

programming
cases
is
unique
and
not
like
many
and
not
unlike
many
others
in
oakland
county.
We
operate
as
part
of
the
community
partner
program
with
smart
and
run
our
program
specific
to
the
needs
of

communities
we
serve
several
years
back.
We
did
a
transportation
analysis
and
determined.
How
we
currently
operate
was
the
most
cost,
effective
and
best
level
of
service
we
could
provide
in
our
area.

little
doubt
in
my
mind
in
no
way
shape
or
form
will
this
millage
expand
or
provide
the
level
of
transportation
to
services,
to
services,
to
seniors
veterans
and
people
with
disabilities.

area-
and
this

social
services
issues
that
we
could
use,
support
and
resources
from
the
state
and
county
level
such
as
affordable
housing
and
low-income
rentals
subsidies,
could
most
certainly
be
met
by

millions
of
dollars

would

channeled
into
this
one
particular
program
that
we
already
successfully
operate.

downtown
pontiac,

which

saw
the
smart
buses
in
action,

people
that

saw
getting
onto
them
were.
I
Workers
were
people
who
were
just

hospital,
probably
in
loads
of
medical
debt
already
and
trying
to
go
through
their
day-to-day
lives.
This
isn't
something
that
we're
going
out
there
to
do
for
fun.
This
is
something
critical.
This
is
how
we
are
able
to
promote
and
move
our
economy
forward,
to
simplify
for
some
who
may
not
be
able
to
conceptualize
how
the
larger
picture
works.

Imagine
that
our
community
is
a
body
and
our
community

not
limited
by
jurisdiction.
It
is
all
of
michigan
and
for
this
particular
case,
open
county.
Every
single
person
is
a
blood
cell
and
our
transportation
are
our
veins

arteries,
and
in
order
to
get
around
the
entire
body
to
keep
the
whole
community
alive,
every
single
vein
and
artery
has
to
be
open
to
transportation.

blockage
will
stop
the
whole
system,
and
particularly
those
who
are
working
for
minimum
wage
jobs,
because,
if
you
haven't
noticed
there
are
signs
everywhere,

respectful
to
those

do
show
up,
because
they
showed

lot
of
people
cannot
show
up
it's
hard
to
afford
transportation.

car
is
my
biggest
expenditure,

I
that's.

Afford
to
live
somewhere

public
transportation,

barely
get
paid

because
of

reasons,

happy

see
the
smart
buses
are
moving
forward,

understand

are
some
situations
where
being
picked
up
from
your
door

necessary.

Behaviors
transit

declining
for
several
years

pandemic.

growing
evidence

the
private

public
trans
transit
ridership
levels
will
not
return
to
pre-covet
levels
even
after

health
risk
has
passed,
will
make
them
generally
even
more
uncompetitive

unproductive

transportation
resources
will
be
aided
by
a
culture
of
responsible
spending
throughout
the
levels
of
government

across
all
sectors,

we're
not
necessarily
being
responsible
stewards

transportation

wants
to
base
the
transit
proposal
here
off
the
cities

indianapolis

bankrupt,
tens

of
millions

dollars
and
can't
even
remotely
come
close
to
being
viable
even
with
federal
bailouts.

this
look
like

of
justice
related
initiative,

it's
about

control,

taking

economic
prosperity

it
seems

me

criticisms-
love

transit

misunderstandings
of
how
it
works,

are
things
that
could

easily

smart
investment

solved.

example,
people
sometimes
do
need
to
get
door-to-door
for

reasons,
as

have

Smart
flex
is
a
new
program
that
addresses
that
I
don't
like
waiting
out
in
the
snow
either.

not
like
waiting
for
30
minutes,
but
that
is
a
problem
that
I
don't
usually
encounter
during
rush
hour
when
frequency
is
higher
and
can
be
addressed
further
by
increasing
frequency
with
more
investment.
Some
commenters
have
noted
that
smart
is
not
financially
self-sufficient
and
is
dependent
on
taxpayer
dollars.

I
think
it's
interesting
that
this
criticism
is
not
usually
levied
at
the
funding
of
our
roads.
Our
roads
are
not
fully
paid
for
by
gas
taxes,
not
even
close
they're
heavily
subsidized
by
a
people
that
use
them
little
or
not
at
all.
Mdot
is
currently
spending
one
billion
dollars
on
an
expansion
project
of
I-75,
in
spite
of
the
city
council
of
royal
oak,
passing
a
resolution
stating
that
the
money
would
be
better
invested
in
transit.

seems
that
when
we
do
these
big
spending
projects
with
roads,
that's
normal
and
that's
the
american
way.
But
when
we
the
moment
we
try
to
fund
transit,
it's
bill,
gates's
socialist
agenda:
if
is
any
enterprise,

enterprise

is
reliant
on
a
continuous
stream
of
taxpayer
dollars
is
a
failure,
then
fire
departments
are
all
failures.

buy

books

taxes

ballot

four
business

first
time
that
I
ever
saw

this
ballot
language
was
thursday
night,
and
I
want

be
clear
about
what
what
this
isn't
isn't.
This
is
not
about
whether
public
transit
is
good
or
bad.

actually
think
that
the
fact
that
we
don't
have
robust
public
transit
in
oakland
county
is
actually
holding
the
county
back.
We
should
have
something
better.
That's
not
what
we're
voting
on
here,
we're
folk
voting
on
very
specific
ballot
language
tonight,
that's

So
what
does
that
language
say?
The
language
says.
What
do
we
know?
We
know
that
we're
calling
for
a
tax
by
raising
over
half
a
billion
dollars
over
the
course
of
10
years,
and
we
also
know
that
individual
communities
have
no
assurances
of
what
they're
getting
for
that
money.

If
you
look
at
the
bailout
language,
we
have
no
idea
what
these
communities
are
getting.
There
are
no
protections
built
in
for
taxpayers.
There's
nothing
saying
that
communities
will
receive
the
proportionate
value
that
they're
paying
into
this
system.
Now
I

received
some
proposed
routes,
48
hours
before
the
vote,
that's
the
first
time
I
saw
any
proposed
routes,
that's
it
and
we've
talked
about
dependencies.
We've
talked
about
resolutions,
none
of
that
is
binding
whatsoever,
as
one
of
our
public
speakers
said.

is
a
terrible
time
for
this,
and
you
know
one
of
the
things
that
bothers
me
about
this,
too,
is
the
fact
that
this
has
become
a
republican
democrat
issue
right.
It
has
for
years,
but
let's
be
very
honest
with
ourselves,
there

group
of
people
that
will
benefit
from
this.
If
it
passes
in
november,
we've
heard
I've
talked
to
them.
I
know
they'll
benefit,
not
everybody.

won't
cover
everybody.
There's

group
of
disabled
individuals,
senior
citizens,
people
getting
to
the
job.
The
problem
is
the
story.

there
we're
helping
that
group.
We're
also
hurting
a
really
big
group
with
this
ballot.

goes

ways
and
probably
the
last,
maybe
even
bigger.
There
are
senior
citizens
on
limited
incomes
who
may

very
old
car

works.
They
need
to
get
to
various
places
that
would
not
be
covered
by
this
plan
that
still
need
it.
It's
going
to
be
devastating
for
them.
So,
let's
be
honest,
we're
helping
some
people,
we're
also
hurting
a
lot
of
people
and
it's
happening
so
fast.

people
being
taxed

homes

all

first,
as
we
all

because
we
all
work

local

anathema

the
fact
that
there's
a
thing
called
a
poverty
property
tax
exemption
where
veterans
seniors,
people
on
fixed
incomes,
disabled
individuals
and
families,
and
the
indigent
qualify
for
up
to
one
hundred
percent
off
their
property
taxes,
and
this
would
be
levied
on
your
property
tax.

I
moved
back
to
michigan.

years
ago,
I
moved
into
a
community
the
month
that
I
moved
in.
They
voted
to
opt
out
of
public
transit.
There
had
been
buses
coming
to
my
community
until
then
27
years

was
the
vote
of
the
city
council.
It
was
a
4-3
vote,
so
what
that
meant
was
one
person
a
net.
One
person
decided
that
our
community
would
no
longer
have
any
public
transit,
and
it's
been
that
way.

They
get
up
at
five
in
the
morning
to
catch
a
bus
and
another
bus
to
get
to
the
place
where
they
can
walk
to
work,
two
miles
to
be
at
their
job
by
10
a.m.
They
spend
three
four.
We
heard
it
from
some
of
the
folks
today,
three
four
hours
when
I
first
took
this
job,
I
plotted
out
how
long
it
would
take
me
to
get
from
where
I
live
to
the
county
on
a
bus
and
it's
over
three
hours,
and
it
wouldn't
be
at
the
right
time
because
there
is
no
adequate
public
transit.

knew
a
very
wise
leader
at
one
time
who
told
me
we
give
the
taxpayers
all
the
government
that
they're
willing
to
pay
for,
and
so
based
on
that
I
say
put
it
on
the
ballot
and
let
the
voters
decide
whether

taxpayers
decide
whether
they're
willing
to
pay
for
it.
That's
the
fairest
way.
It
is
democracy,
and
I
am
in
support
of
this
proposal
because
it
will
do
just
that.

people
talk

elections

majority

tell

the
county's
changed
and
that
we
are
in
the
minority

majority

ability
to
put
this
on
the
ballot.

understanding
is,
they
have

will

the
votes
to
do
it.

on

ballot
it's
going
to

look
at
rta,
which,

be
honest,
was
much
worse

this
proposal,
the
rta
was
going
to
be

20-year
millage

regional
transportation
authority
and
dollars
going
to
detroit,

fund
the
queue
line,
to
funded
rail
to
the
airport.
To
do
things
that
we
would
have
even
less
opportunity
to
talk
about
and
that
only
failed
by
one
percent
in
oakland
county.

not
a
defeatist,
I'm
a
realist,
and
what
I'm
telling
you
is
this.
This
ballot
proposal
is
going
on
on
the
ballot
and
it
in
my
opinion,
it
will
pass
even
if
all
the
northern
communities
vote.

it's

to
be
so
we

either
sit
on
our
hands.

feel
good
about
it
and
ultimately,

try

get
something
which
clearly
doesn't
seem

be

way
that

may

county

people

excited

want

proposal
does
three
things.
It
starts
in
an
incredibly
thought
out
and
great
partnership
with
all
the
providers
in
oakland
county.

an
oakland
county
solution
to
a
bettering
transit
in
oakland
county.

is

proposal
that
makes
sure
that
the
things
that
we
have
in
place
that
are
working
are
funded.
Funding
to
provide
to

pay
for
other
tax
levies
replaces
the
smart
millage
as
a
foundation.
It
provides
measured
increases

areas

have
demonstrated
their
ability
to
do
the
door-to-door
service,
the
paratransit
and
the
micro
transit
service
that

are
doing
incredibly
well,
including
smart
in
the
area

it's
providing
a
lot
of

has
the
funding
to
be
able
to
expand
and
do
that
better.

it
allows
the
opportunity

seize
the
unprecedented
opportunity

draw
down
federal
capital
to
be
able

help
support
transit
in
oakland
county
over
this
period
of
time,
replacing
the
buses

well

livelihood

on
the
road
right
now
to
make

invest
in
technology
and
be
open
and
be
flexible
to
seize
the
moment
and
the
time
a
tremendous
amount
of
work

gone
on
to
this,
and
so
I
take
some

I
hear
that
there's
no
plan.

most
detailed
plan
on
any
type

county

greatest
investment

areas
