trying
to
do
the
smart
program,

actually

the
auburn
hills
meijer
for
our
new
smart
route
that
was
modified
january,
2nd
2022
and
now,
in
spite
of
claiming
to
be
environmentally
friendly.

seems
pretty
high
for
a
bus
ride
to
be

never
really
been
into
buses,
but
the
fact
they
modified
the
entire
route
to
pick
up
people
from
downtown
detroit
to
bring
them
to
auburn
hills.

mile
woodward
meyer
along
the
same
route
that
is
actually
newer
than
the
mire
in
auburn
hills.

extraordinarily
disconcerting.

little
bit
about
this
program
at
the
state
of
the
company
and
we've
lifted
this
business
forward
program
off
already
a
matter
of
fact.
This
business
board
has
come
to
this
commission
last
june
in
regards
to
a
phase
one,
but
now
we're
moving
over
to
phase
two,
and
this
is
an
arpa
project
and
just
wanted
to
take
you
through
this
presentation.
I
I
did
share
this
with
a
working
group.
A
couple
of
weeks
ago,
I
tried
to
add
a
few
more
slides
to
address
some
questions
that
were
asked
at
that
time.
So
hopefully
that
will
hit
the
mark,
if
not
certainly
welcome
questions
at
the
end,
so
we'll
get
started
right
now
next
slide.
I
So
the
business
forward
program,
I
think,
what's
really
important,
is
as
we
look
at
economic
development
in
building
a
thriving
and
inclusive
economy.
There's
two
clusters
that
we're
looking
at
we're
looking
at
what's
called
traded
clusters
which
predominantly
handle
manufacturing,
transportation
and
warehousing
and
the
construction
industries
so,
and
then
is
what
we
call
local
clusters,
which
is
our
retail
stores,
our
mom-and-pop
restaurants.
All
of
the
folks
that
we
helped
the
fifteen
thousand
companies
that
we
helped
during
cares
and
made
an
investment
to
keep
those
companies
and
their
livelihood
moving
forward.
I
So
what
this
business
forward
program
is
is
number
one.
It's
mitigating
financial
hardships
from
cobit
19.,
helping
local
emerging
and
established
entrepreneurs.
Take
the
next
step,
build
resilience
with
the
15
000
companies
that
were
supported
during
the
cares
phase
is
the
focus
on
companies
that
have
less
than
20
employees.
I
Outreach
in
the
community
where
the
business
is
located.
Our
past
programs
that
we've
had
at
the
county
we've
had
outreach,
but
it
occurred
up
in
the
county
office
building.
So
we
are
moving
out
into
the
different
regions
where
we
can
help
these
small
mom-and-pop
businesses
that
sometimes
may
find
it
very
difficult
to
to
make
a
10,
20
or
30
mile
commute
when
they're
trying
to
run
their
stores
as
well.
I
We're
also
trying
to
respond
to
identified
areas
of
economic
distress
by
the
economic
outlook
report
that
we've
got
from
our
economist
based
on
facts
and
then
increase
the
number
of
minority
women
and
veteran-owned
businesses
as
well.
So
those
are
the
priorities.
The
bolded
areas
are
really
addressing
a
couple
of
factors
that
are
requirements
by
treasury
u.s
department
of
treasury
in
regards
to
the
expenditure
of
of
arpa
funds.
I
So
I
think,
what's
important
in
the
economic
outlook
report
that
was
delivered
by
our
economist
last
year
and
they
identified
eight
areas
in
oakland
county.
They
called
this
puma
areas,
public
use,
micro
data
areas
and
you
can
see-
and
this
talks
about
a
three-person
equivalent
household
income.
I
So
this
has
guided
our
thinking
and
our
direction
in
economic
development
so
that
we
are
with
purpose
as
we're
moving
about
to
accomplish
our
objectives
in
economic
development,
and
you
can
see
the
bottom
four
lines
represent
the
west
west
oakland
county,
the
line
just
below
that,
I
believe,
is
south
central,
farmington
and
southfield.
I
I
This
highlights
the
eight
regions,
so
you
get
an
idea,
so
this
was
not
our
regions
that
we
put
together.
This
is
again
the
university
of
michigan
economists
that
put
together
our
annual
economic
report.
I
This
is
how
the
eight
regions
broke
down.
So
I
think
this
is
important
to
understand
and
see
a
map
similar
maps
later
in
the
presentation
address
this
next
slide.

We
know
that
there's
supply
chain
issues
that
are
wreaking
havoc
as
well
and
making
sure
that
we're
supporting
that
supply
chain
base
and
ecosystem
is
important
to
us
as
well,
but
you
can
see
that
accommodation
in
food
services,
retail
trade,
private
health
and
social
services,
transportation
equipment
manufacturing
are
all
identified
areas
in
regards
to
incomplete
recovery.
So
that's
our
business
forward
is
focused
around
those
industries.

we
go
to
the
next
slide,
this
is
a
breakdown
from
the
report
of
establishments
with
fewer
than
50
employees,
so
we
can
see
lower
wage
services
in
blue
collar
now
these
are
establishments
they're,
not
the
number
of
employees,
so
the
number
of
establishments
less
than
50..
So
we're
we're
talking
about
industries
that
are
considered
to
be
lower
wage
services
for
the
most
part
next
next
slide.

This

is
to
give
you
a
perspective
that
we
have
39
000
businesses,
small
businesses
in
oakland,
county
small
businesses
are
the
backbone
not
only
of
our
nation,
but
also
the
state
as
well
as
oakland
county.
This
is
a
breakdown
to
give
you
an
idea
that
less
than
five
employees
we've
got
twenty
twenty
thousand
businesses
out
there.
That
are
less
than
five
employees.
I
We've
got
twelve
thousand
companies
that
are
five
to
nineteen,
just
a
shade
under
four
thousand
for
those
that
are
twenty
to
fifty
and
then
you
can
see
the
remainder
breakdown,
so
our
focus
is
really
going
to
be
on
that
less
than
20.
With
this
business
forward
program
in
regards
to
small
businesses
next
slide.
I
This
guides
our
thinking
because
disparate
impact
for
communities-
and
so
this
is
a
highlight
of
showing
the
poverty
rate
in
different
different
areas
and
although
oakland
county
leads
the
state
and
is
the
tip
of
the
spear
in
regards
to
gdp,
more
gdp
is
produced
out
of
our
county
than
any
other
county,
even
though
we
are
not
the
most
populous.
It's
important
for
us
to
continue
to
be
aggressive
and
lean
forward
with
our
economic
development
plans
and
support
our
small
businesses
so
that
they
can
support
our
communities.
I
Part
of
the
guide
post
for
us
over
in
the
executive
office
is
making
sure
that
any
project
that
we
bring
in
front
of
the
board
of
commissioners
that
it's
transformational,
it's
measurable
in
regards
to
effectiveness
and
an
outsized
impact.
So
we
ask
ourselves
these
questions.
Does
this
program
leverage
county
strength
and
or
our
economic
potential?
The
answer
is
yes,
and
I
will
provide
further
details
and
information
to
that.
Does
the
investment
target,
elimination
of
barriers
and
or
reduction
in
disparities?
I
Yes,
it
does.
Does
the
investment
align
with
community
objectives
and
key
performance
indicators.
We
want
to
make
sure
that
all
our
initiatives
are
aligned
with
our
goals
so
that
we're
not
misaligned
and
that
we
we
know
what
we're
we're
aiming
for
and
what
direction
we're
going
in.
Is
there
a
projected
return
on
investment?
Yes,
is
the
program
designed
to
support
industries
impacted
by
covet?
The
answer
is
yes.
I
So
business
forward
aligns
with
our
county
goals
of
a
thriving
and
inclusive
economy.
Our
community
objectives,
the
community
objectives,
business
investment-
it
has
direct
alignment
there.
It
also
has
direct
alignment
in
regards
to
our
efforts
to
help
grow,
minority
and
women-owned
businesses
and
also
in
regards
to
labor
force
participation.
I

One
of
the
things
that
we
want
to
make
sure
is
that
we
analyze
our
our
industry
in
mitigating
kovitz
potential,
negative
impact
on
the
county's
gtp
by
supporting
local
cluster
industries.
In
again,
you've
heard
me
talk
about
local
and
traded
clusters.
The
average
amount
of
local
clusters
nationwide
is
64.
I
and
the,
and
then
the
traded
clusters
is
the
reciprocal
of
that
which
would
be
30
36.
I
believe
so
in
oakland
county.
Our
local
clusters
make
up
62,
so
we're
pretty
much
aligned
to
to
what
the
us
looks
like
and
when
you
have
a
thriving
economy
in
the
amount
of
gdp
that
is
producing,
you
will
see
a
health,
a
healthy
diversification
between
the
traded
clusters
and
the
and
the
local
clusters
here
so
105
billion
dollars
is,
is
what
the
county's
gdp
is,
which
represents
again
20
of
michigan's
gdp.
I
One-Fifth
of
the
gdp
comes
from
one
county
and
that's
us
local
clusters
make
up
62
of
this
gdp.
The
number
of
people
employed
in
our
local
cluster
businesses
is
around
346
000.
The
number
of
companies
with
less
than
20
employees,
which
is
our
target,
is
32
000
companies
and
again
we're
going
to
be
looking
to
target
6
000
companies
per
year
for
the
next
five
years.
I
Again,
we're
targeting
6
000
small
businesses
annually.
Of
course
these
numbers
will
vacillate
when
we
get
into
them
nilda's,
probably
having
a
heart
attack
right
now,
because
54
000
and
now
it's
six
we're
asking
for
we're.
Gonna
intend
to
make
sure
that
we
have
folks
in
some
of
the
other
regions
that
currently
don't
have
folks
in
those
in
those
respective
areas,
500
potential
entrepreneurs.
What
are
potential
entrepreneurs?
Those
are
companies
that
are
looking
to
get
started.
We
want
to
be
able
to
help
them.
I

We're
talking
about
companies
that
have
opened
up
in
the
last
three
to
four
years
and
need
support,
need
help
in
various
ways,
not
just
not
just
money
services
and
that's
what
this
program
is
about
as
well,
we'll
get
into
that
3
500
established
entrepreneurs
we're
talking
about
small
businesses
that
might
have
been
around
more
than
five
years,
five
to
seven
years
or
longer.

So
the
return
on
investment
for
this
program
we're
asking
for
you've
already
passed,
13
or
3
million
dollars,
so
we're
asking
for
the
continuation
of
that
3
million,
plus
another
15
million
for
the
next
five
years
that
breaks
down
to
3.6
million
dollars
per
year,
investment
which
will
in
turn
create
a
33.25
million
dollar
annual
economic
impact.
That's
a
9.24
cents
to
every
dollar.
That's
invested
in
this
program.

This
is
a
very,
very
conservative
return
on
investment.
So
what
I'm
saying
here
in
this
graph
is:
if
we
help
500
potential
entrepreneurs,
and
our
hit
ratio
is
only
10,
we're
able
to
impact
50
of
those
businesses
and
create
one
job
for
that
business
in
this
sphere,
based
upon
the
economic
outlook
for
low-wage
services,
35
000
is
the
average
low-wage
services
based
on
our
economic
outlook
report
that
was
provided
by
our
economist
last
year.
The
annual
economic
impact
of
the
potential
entrepreneurs
line
would
be
1.75
million
emerging
entrepreneurs
would
be
7
million
and
established.
I
Entrepreneurs
will
be
24.5.
I'd
like
to
draw
your
attention
to
the
number
of
jobs
created
on
the
established
entrepreneurs.
We
are
conservatively
saying
that
if
we
help
350
of
those,
that's
only
a
10
hit
ratio.
I
expect
our
hit
ratio
to
be
much
higher
than
that,
but
to
take
a
very
conservative
approach
to
this
of
saying
that
if
we
hit
10
of
those
established
entrepreneurs
and
create
two
jobs,
help
them
create
two
more
jobs
at
35
000.
I
This
is
the
annual
economic
impact
that
that
that
will
have
so
you
could
see
again
well
worth
well
worth
the
money
next
next
slide.

at
the
end
of
the

This
is
one
of
the
reasons
that
I
can
say
with
a
fair
amount
of
confidence
that
that
hit
ratio
is
going
to
be
a
lot
higher.
She's
got
years
of
experience
in
this
place.

is
off
and
running.
She's
got
a
great
team
and
a
lot
of
energy
and
expect
great
things
from
this
program.

Our
our
phase,
one
just
remind
everybody
that
was
embedding
business
forward-
consultants
in
the
community
in
those
underserved
communities
throughout
the
county,
providing
business
resources
to
small
businesses
throughout
the
county,
training
and
workshops,
and
then
also
taking
a
proactive
outreach
to
the
fifteen
000
small
businesses
that
received
assistance
during
the
cares
phase.
So
we
have
that
list
we're
reaching
back
out
to
those
companies
and
making
sure
that
we
protect
that
investment
that
we
made
during
cares.
Next
slide,
you
can
see
in
this
graph
demonstrates
where
our
consultant
locations
are
at.
I
You
can
see
the
low-income
communities
have
a
dash
line
through
them,
so
you
can
see
rosetown
and
holly,
and
you
can
see
the
the
west
area,
so
we
do
have
a
location
there,
but
you
can
also
see
up
in
the
northeast
corner
and
also
the
midsection
on
the
east
side
as
well
as
well
as
weld
lake
and
novi
area
and
the
kegel
harbor
bloomfield
in
birmingham
that
we
do
not
have
representation
in
those
areas.
At
this
time.
I
Business
forward
phase
two
we'll
embed
five,
a
business
forward
consultants
provide
a
direct
outreach.
Additional
consultants
could
be
hired
of
c
cvts.
Our
cities,
villages
and
townships
decide
to
utilize
matching
funds.
So
we
know
a
lot
of
communities
receive
matching
funds.
It's
our
intention
to
go
out
to
them
and
see
where
they
would
like.
I
No
matter
what
we'll
have
a
consultant
in
that
region,
but
if,
for
instance,
the
city
of
rochester
rochester
hills
decides
that
they
want
to
use
some
of
their
money
to
also
join
in
the
program,
then
we
might
have
somebody
that's
exclusively
helping
that
community
training
and
workshops.
The
same
thing
that
I
mentioned
up
in
phase
two
and
again
the
proactive
outreach
to
the
fifteen
thousand
small
businesses
next
slide.
I
What's
also
very,
very
important
to
this
program
is
not
just
the
the
human
resources
and
the
consultants
that
are
out
there,
helping
and
supporting
those,
but
we
also
intend
to
hire
20
to
25
professional
service
providers
per
region
in
these
eight
regions,
we're
we're
expecting
to
hire
marketing
firms
attorneys
accountants,
to
provide
these
services
to
to
these
businesses
that
that
need
that
help
and
that
direct
assistance.
When
we
talked
to
the
commissioners
last
year,
we
all
understood
that
providing
grant
dollars
was
the
best
thing
to
do
during
cares.
I
It
was
decided
that
this
next
round
helping
these
small
businesses,
it
would
be
more
worth
it
to
provide
services
to
these
small
businesses
and
that's
exactly
what
we're
looking
to
do.
So
we
would
be
hiring
160
to
200
businesses
throughout
oakland
county
to
provide
professional
services
next
slide,
we're
looking
at
services
that
would
provide
legal
support
entity
set
up
legal
basics,
business,
tax,
basics,
accounting
and
finance,
quick
books,
capital
rise,
seed
lending,
financial
projections.
I
Business
operations,
five
steps
to
net
networking
mastery
how
to
access
resources,
fire
for
minority
women
and
veteran
owned
businesses,
grant
writing
advanced
tech
companies
exporting
and
importing
that's
probably
more
for
our
established
entrepreneurs
than
it
would
be
for
an
emerging
entrepreneur.
But
those
are
some
of
the
courses
that
we'll
be
setting
up
in
sessions
next
slide:
marketing,
marketing
basics,
e-commerce,
basics,
marketing
magic
for
your
business
search
engine.

workforce
development,
a
lot
of
our
mom-and-pop
organizations,
they
don't
have
hr
and
if
there's
some
way
that
we
can
provide
a
little
bit
of
support
for
them,

added
this
as
a
category
because
we
believe
retail
trade
is
in
a
very
precarious
situation
if
you're
in
retail
trade
and
you're
not
on
the
internet,
your
business
is
at
extreme
risk
and
for
us

try

lead
the
way
and
help
those
small
businesses
get
online
and
get
their
services.

are
using

a
crm,
a
customer
relationship
management
so
that
we
can
keep
track
of
all
the
businesses
that
we
have
helped
to
make
sure
that
we're
hitting
that
target
and
that
we
understand
how
often
they're,
using
our
resources,
what

that
they're.

what
adjustments
that
we
might
need
to
make
along
the
way
to
bend
the
curve,
if
it's
not
going
in
the
direction
that
we
need.
So
we're
looking
at

that

help
you
now

might
be

know

sure
that

is

in

never
had

that

service

them

into
our

today
is
a
renewal

brief
bit

background,
because
I
am
conscious
conscientious
of
the
time
there,
but
the
business
finance
corporation
is
what's
called
a
certified
development
company
and
we
are
approved
by
the
federal
sba,
small
business
administration
to
administer
their
sba
504
loan
program
in
the
state
of
michigan
that
entity.
The
bfc
is
a
separate
501
entity.
Standalone
and
we've
been
certified
since
1982
to
do
fixed
asset
financing
to
small
businesses.

original
mou
which
we're
required
to
have
via
the
code
of
federal
regulations,
sba
regulation
was
done
in
1988
and
then
in
2017.
After
some
audits,
the
sba
really
wanted
that
beefed
up
so
2017.
We
had
the
first
significant

was
approved
by
the
board
of
commissioners,
and
it
was
for
a
five-year
term.
That
term
obviously
is
up,
and
so
we
are
looking
for
a
renewal.

federal

changes

main
changes
from
the
prior
would
be
that
they
wanted
us
to
incorporate

our

announced

it
seems

actually

talking

the
numbers
seem
to
have
grown
a
lot
since
that
point.
So
I
do
think
we
need
to
re
review
that
and
he
mentioned
specifically,
the
economic
output
report
was
done
last
year.

They

less
revenue
than
expected,
and
so
there
was
a
transfer
to
fix
that
adjustment
in
a
separate
meeting
on
december
6,
because
those
four
items
had
been
pushed
from
december
first
and
then
I
do
see
in
this
project.
We
have

four
million
budget
shortfall
and
you
can
look
at
page
158
for
the
next
meeting
at

we're
expecting
to
have

contracted

benefit

prospective

former
entrepreneur,
I
can
tell
you
money:
isn't

drives
entrepreneurs?
Entrepreneurs
are
creative,
resourceful
people
and,
if
they're
going
to
succeed,
they're

to
succeed,

spite

make
them
more
motivated.
The
people
that
do
that
are
more
motivated
by
challenges.

motivated

loan
program
only

people
that
don't

initiative

don't
have

credit

keep
talking

medical
services
going
in
homes
and
financial
services.

was

talking
about
advising
people
on
reverse
mortgages
seniors
and
I

like

know:
does
the
county
have
appropriate?

insurance
for
those
types
of
additional
services
that
you're
going
into
communities
with
both
financial
and
health-oriented.
All
those
things
are
required
licensing
and
then
I
would
like
to
ask
why
we
are
spending
so
much
in
advertising
for
veterans
we're
using
the
veterans
grant.
Last
year
it
was
127,
we
used
27
grand
of
it
for
advertising,
don't
know
what
we're
advertising
then
they
increased
it
to
497
using
117
for
advertising
still
don't
know
what
we're
advertising
and
then
there
was
additional
148
or
thereabouts
again.
There
seems
to
be
way
too
much.

of
who
knows
what?
Why
aren't
we
simply
working
with
the
legions
that
exist
within
our
community?
That
already
have
the
participation
of
veterans
in
the
first
place
and
smart
is
a
very
big
bus.

see
them
all
over

place,
they're
picking
up
refugees
and
bringing
them
to
our
stores
and
go
ahead
and
wrap
up
your
comments
to
pick
up
an
individual
at
their
home
instead
of
noda.
