background

prior
to
coming
to
oakland
county,
I
was
working
for
a
non-profit
that
was
located,
nationwide
called
bethany
christian
services,
and
so
they
focused
on
foster
care
services,
conjucal
care
and
other
resources,
for
you
know,
adoption
and
refugee
and
immigrant
housing.
So
I
was
there
for
three
years
before
I
came
to
oakland
county
and
prior
to
that
I
was
in
the
washington
dc
metropolitan
area
and
worked
for
arlington
county
in
human
resources
and
had
a
focus
on
a
lot
of
organizational
development
items.

at
the
new
of
our
early
career
workers,
so
the
new
generation
coming
into
the
workplace
and
worked
with
arlington
on
creating
succession
planning
and
career
pathing
to
change
that
catapult
of
a
lot
of
our
high
high
season
workers
were
set
for
retirement.

offset
that

sure
that
we
were
rendering

appropriate
services
to
our

this

the
same
presentation
that
is
in
your

There
we
go,
and
again
it's
just
kind
of
a
general
update
on
I'm
gonna
focus
this
brief
presentation
just
on
the
two
grant
programs
that
we're
developing-
and
I
know
later
on
in
the
agenda
sue's,
going
to
provide
a
couple
additional
updates
as
well
regarding
millage
programs.

So,
just
a
real,
quick
kind
of
update
as
to
how
we
got
to
where
we
are
today.
I
think
everyone's
aware,
obviously,
that
we
had
a
fairly
significant
increase
in
our
millage
back
in
november
from
0.2310
up
to
the
0.35,
which
was
our
first
ever
increase,
which
passed
at
essentially
the
same
rate
that
we
passed
that
in
2010
when
we
just
went
for
a
renewal.
So
we
are
very
very
proud
of
that.
We
thank
all
of
our
constituents
for
their
support,
just
to
show
you,
the
minimum
approval
was
66
and
the
max
was
87.

So
again,
we're
just
we're
very
grateful
for
that.
We
thank
everyone
for
their
support,
so
some
of
the
new
initiatives
that
we
promoted
and
talked
quite
a
bit
about
when
we
were
doing
our
village
awareness
campaign.

We
with

passage
of
the
village
we
are
offering
free
annual
vehicle,
passes
to
seniors
veterans
and
active
military
and
persons
with
permanent
disabilities,
and
we're
very
proud
that
today,
as
of
today,
we've
given
away
just
about
6
700
able
people
permit,
so
people
are
definitely
taking
advantage
of
that
and
getting
out
into
our
parks.
So
we're
really
happy
with
how
that's
working
out
and
then
the
two
programs
that
I'm
going
to
talk
more
about.

But
the
other
two
initiatives
were
some
increased
programmatic
outreach
for
through
our
recreation
programs
and
services
department
and
then
the
dedicated
funding
base
of
species
management
county-wide,
which
is
that
sisma
conversation.

We
are
kind
of
modeling
them
off
the
dnr's
grant
program
which
a
lot
of
communities
oakland
county
most
definitely
are
very
familiar
with
we're,
not
maybe
having
quite
as
much
or
quite
as
much
effort
to
apply
as
some
of
those
dnr
programs,
but
we
are
using
similar
criteria
just
so
that
we're
kind
of
lining
up
our
programs
with
other
funding
sources
which
hopefully,
will
lead
to
our
program
being
able
to
be
used
as
mesh
funding
for
some
of
these
dnr
programs
and
our
process
right
now,
we're
looking
at
a
fall
request
for
proposals
with
a
winter
due
date,
either
just
before
this
after
the
holiday
and
then
an
early
spring
break
award.

So
the
trailways
program
for
2022
we
have
750
000
budgeted
for
that
program
right
now,
we're
looking
at
breaking
off
about
thirty
percent
of
that
for
redevelopment
grant
funding.
So
that's
that
you
know
public
engagement,
design,
engineering,
some
of
those
kind
of
last
pieces
that
need
to
come
together
before
a
trail
can
actually
get
constructed.

We
require
a
20
match,
25
percent
match.
For
those
we
would
have
a
maximum
of
25
000
for
those
types
of
brands,
and
then
the
other
70
of
the
funding
for
the
trailers
program
would
be
for
actual
development.
Actual
trail
construction
we'd
be
looking
for
a
50
match
and
a
max
of
200
000
for
those
grants.

The
focus
for
the
trail
program
is,
of
course,
the
beautiful
trail
network
here
in
oakland
county,
but
also
things
like
safety
paths
and
connectors
sidewalks
and
bike
lanes
to
help
connect
communities
and
get
people
from
you
know
where
they
are
to
maybe
different
heart
resources
or
connect
them
to
the
larger
trail
network.
So
we're
looking
not
just
at
the
you
know
the
oak
routes,
the
major
trail
system,
but
also
all
those
important
connectors
as
well.

The
park
improvements
program,
we
have
450
000
budgeted
for
22.
and
these
the
way
we
kind
of
the
reason
we
kind
of
structured
it.
That
way
is
that
for
the
county
for
the
park
system,
the
trails
within
the
county
tend
to
always
be
the
highest
ranking
thing,
and
I
think
everybody,
you
know
kind
of
sees
that
in
the
surveys
that
we've
done
and
in
the
public
engagement
that
we've
done.

So
we
wanted
to
kind
of
wait
the
funding
this
year
more
heavily
toward
that
trail
wiz
program,
but
that's
something
that
the
parks
commission
can
always
suggest.
You
know
if
we
think
that
we
need
more
for
car
improvements,
maybe
a
little
less
for
trails.
You
know
each
year
we
can
kind
of
look
at
that
and
readjust
those
numbers
so
again
for
the
park,
improvements
program
that
30
for
pre-development
and
70
for
development.

The
focus
really
is
essentially
outdoor
park
facilities.
So
things
like
fishing
facilities,
beaches,
boating
access,
picnic
areas,
playgrounds,
ball,
fields,
park,
trails,
those
are
kind
of
the
ones
we
see
most
often,
but
you
know
park
improvements
in
general
will
qualify,
including
support
projects.
You
know
we
need
restrooms
at
our
parks,
nature,
interpretation,
storage,
buildings,
anything
to
help
make
that
park
function
and
again
the
same
considerations
as
for
the
trailers
program.

Like
nature
interpretation
signage,
you
know
as
you're
walking
through
the
parks.
When
you
see
those
beautiful
signs
that
tell
you,
you
know
what
it
is
that
you're
looking
at
some
of
the
history,
sometimes
the
natural
resource
features
of
a
park,
those
things
you
know
they
they
tend
to
cost
more
money
than
folks
think
just
gather
about
the
information,
the
design
and
the
instructor,
the
construction
and
installation.
So
that's
kind
of
what
we're
thinking
about
there.

Thank

just
some
general
kind
of
overview
program
information
projects
obviously
have
to
be
located
within
oakland
county.
We
will
be
encouraging
communities
to
work
together
where
you
know
maybe
different
trail
projects,
or
you
know,
impact
or
benefit
more
than
one
community
we'd
love
to
see
that
collaboration.

We
want
to
see
that
projects
are
included
in
some
sort
of
planning
document.
It
can
be
either
a
master
plan
or
a
capital
improvement
plan
or
a
city.
You
know,
city
plan
or
park
plan.
Essentially
we
just
want
to
make
sure
that
it's
a
it's
a
project,
that's
been
thought
out,
not
necessarily
a
knee-jerk
reaction
to
the
funding
being
available.

We're
not
going
to
be
funding
long-term
operations
and
maintenance.
Most
of
the
grant
programs
do
not
fund
that.
It's
not
really
a
sustainable
thing
for
us
to
fund
for
the
development
funds.
We
want
to
see
a
project
remain
open
for
a
minimum
of
15
years,
and
then
cities,
villages
and
townships
will
be
able
to
receive
funding
every
three
years
is
what
we're
saying
right
now
again
that
could
change
depending
on
you
know
what
we
see
coming
in
in
terms
of
applications,
but
with
62
cities,
villages
and
townships.

We
really
want
to
make
sure
that
everyone
has
a
bite
at
the
apple
and
that
you
know
a
few
communities
aren't
getting
the
grants
every
year.
So
that's
kind
of
the
reason
behind
that
and
then
just
again
with
those
free
development
grants,
we
were
getting
some
questions
on
what's
happening,
things
like
that
engineering
design,
public
engagement,
the
construction
drawings,
all
that
kind
of
everything
that
leads
up
to
the
actual
project
itself.

And
that
is
that,
right
now
we're
looking
at
requests
for
proposals
we're
working
right
now
on
getting
the
online
application
process
going
and
laserfiche
with
it
getting
some
of
that
marketing
and
collateral
information
pulled
together
by
the
end
of
the
summer.

can
start
broadcasting
into
the
commission
as
well,
so
that
you
can
share
it
with
your
constituents.

shooting
for
october
15th
for
the
rfp
to
be
open,
we're
hoping
to
have
some
at
least
some
basic
information
in
the
community's
hands
before
that
sometime
in
september,
but
that
rfp
should
open
sometime
in
mid-october,

then
you

we'll
give
them
at
least
two
to
three
months
to
you
know,
gather
all
the
information
and
apply.

outreach

doing
to
that

promoting

our
website,
it's
been
promoted
on
our
social
media,
adaptive
recreation
person,

dory,
she's,
doing
communicating
it

like
assisted

centers

group
homes,
and
we're
actually
been
able
to
provide
some
of
those
groups.
Kind
of
some
bulk
passes
to
even
use,
for
you
know
their
company
vehicles
that
are
transporting
people
to
and
from
the
parks
that
have
disabilities,
so
we're
trying
to
spread
it
out
there
as
widely
as
we
can.

it
would
be
smart
to
send
it
to
the
commissioners
as
well.

think
that's

asked
my
question
about
when

What's
what
is
our
relationship
with
sisma.

What
we're
planning
to
do
going
forward
is
essentially
to
absorb
the
sisma
into
oakland
county
parks
and
recreation
into
our
natural
management
unit,
so
that
essentially
the
goal
was
that
there'll
be
some
long-term,
stable
funding
from
cisma,
rather
than
relying
on
grant
funding
every
year,
the
county
will
be
able
to
provide
a
little
bit
more
stability
and
a
little
bit
more
integration
with
what's
going
on
county-wide,
so
we
kind
of
pushed
off
the
official
integration
of
the
sisma
into
later
this
year.

This
fall
for
a
couple
of
reasons,
one
because
we're
looking
at
the
nr
unit
as
a
whole
and
figuring
out
the
best
way
to
integrate
these
new
positions
into
what
we're
already
doing,
and
also
because
this
is
not
currently
has
some
active
grants
through
the
dnr
that
are
being
managed
by
six
rivers
who's
their
current
fiduciary
and
in
talking
with
six
rivers
in
the
dnr.
It
made
more
sense
to
kind
of
let
them
wrap
up
those
specific
grants
with
six
reverse
and
then
start
fresh
with
the
county
in
the
fall.

will
be,
they
will
be
open
finding
parks
and
recreation
staff
who
will
have
some
focus
on
seismo
sentinel-related
activities,
which
is
that
kind
of
county-wide
education
and
treatment
and
collaboration.

update,

think,
with
our
millage
passage.
Our
number
one
priority
is
to
continue
to
maintain
our
parks
at
the
high
standard
that
we

operate
them.

One
thing
that
we
do
have
as
part
of
the
millage
initiative
was
our
deferred
maintenance
that
was
has
been
put
off
and
we
have
budgeted
four
million
dollars
for
roads
for
parking
lots
for
the
things
that
people
don't
that
they
take
for
granted
and
each
year
we'll
evaluate
that.
We
do
have
a
plan
on
deferred
maintenance
for
15
parks,
but
we
we
hope
to
get.

know
staff
has
started
now
identifying
those
and
getting
those
ready
to
go
out

bid.

repairs

need
to
take
place,

unfortunately

know
it
just
came
out
here
just
but
about
two
weeks
ago
that
unfortunately
we
had
to
close
the
wave
pool
just
due
to
staffing,
inadequate
staffing.
So
I
guess
sue.

term:

there
are,
there

nothing
new.

indicate
that
as
most
people
know
that
we
did
have
to
close
waterford
for
this
season.

it
is
not
a

winters

added
new

had
to
take
down

features

of
the
structural
integrity.

children's
play
feature
and
wave
pool,

so
we
are

long-term
usage

waterford.

intent
was

the
community

park,
and
we
were
going
to
do
it

water

with

opening

have
had

appointment

coming

resumes

we've
sent
it
out
a
couple
times
over
the
past
month
and
a
half,
but
essentially
in
january
of
2020.

delay

reappointment.

should
have
been

this

the
onset

there

some
delays
within
this,
so
I'm
happy

say
that

hopefully
we
