the
work

excellent
staff

Parks
and
Recreation,
and

superstars

daily
decision,

we're

proud

we
have
to
present

last
five
years

our
past
plan
was
adopted,
has
been
a
period
of
extraordinary
change

terms

our
needs,
as
as
people
in
terms
of
recreation
needs
that
we
have
the
pandemic

Think
as
we've
discussed
in
the
past,
we
saw
an
extraordinary
growth
in
popularity
in
enthusiasm
in
Need,
for
recreational
resources
and
outdoor.
You
know
opportunities.

We,
you
know,
have
I,
think
a
deeper
appreciation
for
how
Parks
and
Recreation
fit
into
the
overall
picture
of
the
infrastructure
that
supports
our
health
and
well-being,
and
we
are
also
experiencing
changing
climate
in
more
extreme
weather
and
as
the
parks
agency,
we
have
to
be
a
very
active
partner
and
being
part
of
the
solution
and
also
adapting
our
resources,
so
that
we're
you
know
dealing
with
the
very
reality,
a
very
real
realities
of
what's
happening
on
the
ground
every
day.

And,
of
course,
when
you
take
a
look
at
those
issues,
you
have
to
really
view
them
through
the
lens
of
diversity,
equity
and
inclusion,
and-
and
we
need
to
build
upon
the
successes
of
the
past,
continue
to
operate
at
a
high
level
of
high
standards
and
success,
and
so
we're
going
to
do
that
as
well.
And
this
plan
captures
all
of
those
values,
and
we
say
that
in
the
immediate
future
we
have
a
lot
of
exciting
things
ahead.

Very
much
based
on
the
support
of
the
support
of
Commissioners
and
increased
millage
is
allowing
us
to
address
long-standing
infrastructure
needs
in
our
Park
system,
be
better
support
and
partner
to
local
communities.
The
arpa
funding
that
you
all
approve
back
in
October
is
an
incredibly
exciting
opportunity
for
us
to
really
take
a
much
more
active
role
in
in
supporting
the
needs
of
our
more
urban
communities
where
we
haven't
had
a
strong
presence
in
the
past.

also
were
very
pleased
to
receive
a
large
earmark
right
at
the
end
of
the
year
to
support
renovation
of
our
Farmers
Market
as
well.
So
in
the
next
two
to
three
years,
we
have
about
17
million
dollars
in
federal
resources
to
expand
plus
another
five
million
that
we've
committed
towards
the
arpa
plan.
So
we
have
a
lot
going
on
at
Oakland,
County
Parks
and
to
have
a
firm
foundation
of
a
solid
plan
like
this
is,
is
very
helpful
in
showing
us
the
way
forward.

be

to
apply
for

Grants
from

Michigan
DNR,

it's

much

that
we
can
apply
for
Grants.
We've
developed
it's
kind
of
a
new
day
for
us,
as
Chris
explained.
Oh
we've
developed
a
mission,
vision
and
core
values
and
developing
a
foundation
for
an
equitable
and
sustainable
future,
and
that
will
guide
us
over
the
next
five
years
and
we're
very
excited
about
it.

then
we
have
working
with
our
commission
with
lots
of
input
from
partners
and
our
staff
and
the
public
we've
developed.
Four
core
values
and
those
values
are
diversity,
equity
and
inclusion,
health
and
wellness,
environmental
sustainability
and
stewardship

fiscal
responsibility
to
organizational
excellence,
all
of
our
goals
and
objectives
that
our
actions
need
to
be
planned
and
evaluated
on
the
basis
of
these
four
core
values.

This
is
how
we
move
forward,
and
some
highlights
of
the
of
the
rec
plan
is,
as
Chris
mentioned,
the
healthy
communities
Park
and
outdoor
recreation
investment
plan,
which
is
the
50
million
dollars
in
arpa
funds
and
the
5
million
from
RC
IP.

That's
designated
for
local
investment
in
park
and
outdoor
recreational
spaces,
I,
identifying
projects
within
four
Oakland
County,
Parks
partnership,
Park
projects
in
Pontiac,
Oak,
Park,
Madison
house
and
Heights
in
Southfield,
and
then
providing
grants
for
Park
improvements
in
Hazel,
Park,
Royal,
Oak,
Township,
Pontiac,
Oak,
Park
and
Southfield,
and
those
were
all
those
areas
of
work
were
all
determined
using
the
federal
guidelines
for
areas
that
were
impacted
by
coven
very
excited
about
the
federal
earmark
allocation
for
the
Oakland
County
Farmers
Market.

Looking
at
a
major
modernization
of
that
facility
and
we're
just
at
the
beginnings
of
starting
to
identify
what
those
tasks
will
be
and
then
another
highlight
is
nature
preserves
we
have
some
very
high
quality
natural
areas.
I
Now
we
are
developing
Michigan
natural
features,
trust
fund
grant
that
will
be
submitted
in
April
and
that
will
be
a
nature,
preserve
and
the
healthy
communities
project
and
Southfield.
Restoring
the
former
golf
course
at
beechwoods,
we're
anticipating
that.
That
would
also
be
a
nature
preserve
some
more
highlights
our
clubhouses
and
Conference
Centers.
We
want
to
be
looking
at
alternatives
for
those
increasing
the
public
use
and
fiscal
sustainability
of
those
facilities.

Also
with
our
two
water
parks,
Red
Oaks
and
Waterford
Oaks,
to
evaluate
their
condition
and
determine
what
the
best
level
of
future
investment
is
to
meet
public
need
for
those
and
for
them
to
be
fiscally
sustainable
and
throughout
all
of
our
Parks.
Looking
at
Water
Access,
which
is
so
important
to
people
in
Oakland
County
to
improve
and
expand
access
the
facilities
we
have
looking
at
more
places
for
kayak
and
canoe
access,
fully
universally
accessible
ways
that
people
can
access
our
waterways
and
now
I'm,
just
going
to
run
through
quickly.

we

the

of

development
is
recommended

planning
process
looks
at
our
planning
methods,
which
are
focused
on
equity
and
need
within
the
county,
and
then
our
facility

Development,

our
Capital
Improvement
plans,
is
pulling

that
priority.
Investment
rating
is
pulling
in
how
the
performance
of
various
facilities,
whether
we
need
to
invest
more,
whether

need
to
pull
back
we've
developed

rather
complex
evaluation
and
prioritization
system,
which
is
detailed
in
that
section,
and
then
public
and
Community
input
which
starts
with
the
visioning.

did

the
Parks
Commission
early
in
2022,
which
was
really
important

setting
sort
of

New
Path
for
us
with
this
Rec
plan,

we

able

develop

renewed.

mission
and
those
core
values

puts

sustainability
and
equity
and

seeking
information

Oakland
County
and
using
foia
process,

good

suggestion

Sometimes
the
response
for
information
is
quick.
It's
usually
complete
I've
requested
contracts,
and
sometimes
they
are
sent
the
same
day.
The
online
system
to
process
requests
functions
pretty
well.
The
County's
Public
Archive
of
foia
request
is
commendable.

is
a
place
for
improvement,
though,
and
I'll
identify
that
in
a
moment
now,
for
the
bad
last
year,
I
called
the
board's
office
and
asked
if
the
apportionment
committee
meetings
were
available
on
video
and
if
the
committee
spent
any
money
on
drawing
Maps,
they
turned
what
I
thought
was
a
pretty
simple
couple
of
questions
into
a
four-year
request,
needlessly
I
called
the
Sheriff's
Office
to
find
out
how
many
sworn
deputies
are
in
the
county.
Initially
I
was
given
up.
Who
are
you
and
why
do
you
want
to
know
response?

I
fired
that
request
and
it
took
three
weeks
to
get
an
answer.
I've
spoken
to
other
sheriff's
departments
and
they've
been
a
lot
more
open.
This
past
July
I
foiled
monthly
jail,
Telecom
commission
reports
and
received
details
for
April,
May
and
June.
It
took
24
business
days
then,
on
August
25th
I
asked
for
the
same
thing.
