Improvement
program.

Foundation

times

year.

they
give
a
couple
of
weeks
notice
for
that
at
times
it's

enough

to
come
before
a
committee
for
approval,

have
one
approval
at
the
beginning
of
the
fiscal
year
for
the
grant
applications
to
accept
the
grant
applications
that

our
chair

quote

ton

getting

earlier

Bissell
event
that
something
that
is
very
near

dear
to
us.
We've
had
over
800
animals
adopted
since
the
Bissell
started
in
2016
I

it
was
the
problem
with
it.
Is
they
don't
give
us
enough
notice
to
get
all
the
approvals
through
the
administration
and
through
the
board
and
when
we're
not
approved?

don't
take
part
in
their
advertising
campaign,

many
people

county
think

participating

a
phone
call

a
resident

Waterford,
wanted
to

his

man

has

terminal
illness.
His
wife
has
died
several
years
ago
before
him.
They
were
married
for
45
years.
She
was

dog
lover.

dogs

marriage

loved
every
one
of
them
and

Coffee
wanted
to
memorialize
her
love
for
Animals
by
no
by
donating
a
hundred
thousand
dollars
to
our
shelter

money
would
be
put
into
our
Legacy
fund
and
we
are
working
feverishly,
trying
to
devise

plan

funding

the
Community
Development
black
Grant,

5.2
million
from
the
home
investment
partnership
grant

the
emergency
Solutions
Grant,
which
comes
out
to
about
325
000
every
year-
and
this
is
again,
this
is
our
normal
funding
that
we
get
every
year.
This
is
just
the
application
Phase.
As
a
reminder.

happens
is
we
turn
in
our
annual
action
plan
that
states
through
citizen
participation,
Community
input
and
some
past
miscellaneous
resolutions?

we
plan
to
do

money
we
submit

application

annual

HUD

reviews,
it
make
sure
everything
is
allowable
and
they

approve

plan

send
us

agreements
that
will
come
back

the
Board

Commissioners

official
acceptance

this
program
year,

we
support
housing
counselors,
mostly

municipal
activities,
infrastructure
improvements.
They
support.
Some
public
services,
such
as
Meals
on
Wheels
Etc,
they
also
some
elect
to
support
Haven
and
some
other
public
services
with
their
own
cwg
funds
that
are
allocated
to
them
home.

only
major
shift
that
we
did
this
year
compared
to
past
years
is
because
of
the
passage
of
the
housing
trust
fund
and
some
other
funding
sources
that
are
going
to
video
to
support
other
rental
developments.
We've
moved
some
of
that
funding
back
into

Home
Improvement
program,
so
we'll
be
able
to
do
some
more
Home
Improvement
activities
for
eligible
homeowners.

still
have
to
have
some
rental
support
within
our
home,
regular
home
budget
per
our
voluntary
compliance
agreement
with
the
fair
housing
side
of
Hud
and
what
we
have
in
the
plan
right
now
easily
meets
that
minimal
amount
which

20

our
regular
allocation,
and
then
there
aren't
any
major
changes
in
the
emergency
Solutions
grant.
That
is
still
a
largely
supported
by
a
past
miscellaneous
resolution.

portion
of
it
on
shelter
operations,
support
for
some
of

local
shelter
operators,
as
well
as
homeless
prevention,
rapid
rehousing
activities

those
same
agencies
help
to
support
individuals
experiencing
homelessness.

is
just
an
application
to
the
to
HUD
for
us
to
get
our
regular
annual
year.

dollars

drives
the

money
for
our
local
communities

the

is

funds

the
local

so

just

sure

that

not
flow

communities.

thing
is
on
the
home
changes.

ordinances

dollars

not
supersede

using

cannot
change
any
local
municipality
rules.

commit

developer

two
homes
to
assist
how
they
administer
that
CBG

loan

grant

interest-free
deferred
loan
that

due
until
transfer

ownership,

the

and

we

money

comes
back
in
usually
paid
off

that
quote-unquote
revenue
and
we
turn
that
right
back
around.

probably

average

twice

many
homes

we

situation
and

time

school
district
superintendent.

school
president
asked
me
to
try
to
get
some
resources.

mean
try

get
funding
for
another
resource
officer
well,
three
years
ago,
I
didn't
know
this,
but
they
never
appropriated
the
funds
and,
let's
fast
forward
three
years
post
covet
post,
we
know
a
lot
of
situations
is
going
on
as
far
as
safety
around
here,
and
it
has
come
to
my
request
by
our
president
School
Board
president
Gail
Garrett,
who
is
actually
a
sheriff
one
of
our
sheriffs
and
also
our
superintendent,
and
also
our
captain
Ewing,
my
captain
out
there
to
request
and
needing
a
little
more
assistance
in
tackling
youth
issues
in
my
city
that
revolved
around
violence.

So
they
asked
me
to
put
in
this
request
for
another
officer
for
at
least
a
year.
Let's

how
it
goes
if
we
need
to
request
one
more

more
moving
forward,
but
as
of
right
now,
it's
kind
of
emergency

perception

though

secure

debate

of
other
issues
to
discuss,
but

things.

want

kids

safe
and
we
want
our
kids
to
be
able
to
go
to
school,

the
pandemic,

of
the

far
as
how
it
would
truly
impacted

communities

color

income

greater
