concerns

morning

went
through
that
there's

miscellaneous
resolution
about
the
oakland
together
mental
health
and
well-being,
non-profit
grant
program,
policies
and
procedures,
and
it's
stating
that
because
mr21284
was
adopted
on
june
30th,
they
don't
have
to
go
anywhere.

does
seem
to
be
different
alliances
that
are
actually
managing
housing
and
different
things,
and
the
hud
grant,
specifically
the
the
award
letter
that
was
omitted
from
the
documentation,
approved
that
all
these
funds
in
may
specifically
states
that
it's
not
allowed
to
be
used
for
people
who
are
non-citizens
and
I've
been
in
other
meetings,
where
they've
clearly
stated
that
all
these
benefits
opportunity
for
jobs.
Everything
is
eligible
for
citizenship,
but
I'm
not
clear
that
that
actually
is
in
compliance
with
the
federal
law
governing
the
funds
that
were
awarded
under
those
letters.

walk

infusion
center,
where
everyone
knows
me
by
my
first
name
as
I've
been
going
for
the
past
three
years
after
taking
all
my
vitals
and
put
into
a
short
stay
room,
the
nurse
comes
in
and
takes
the
taggerderm
patch
off,
so
she
can
clean
the
numbing
cream.
I
applied
at
home
around
my
port.

lay
in
bed
for
four
hours
until
my
treatment
is
done
after
my
treatment
is
full
is
done,
I'm
flush
with
heparin
and
on
my
way
I
was
diagnosed
with
the
form
of
dysautonomia
called
postural
orthostatic
tachycardia
virus
called
epstein-barr
destroyed
part
of
my
autonomic
nervous
system.
That's
why
I'm
shaking
right
now.

symptoms

answer

option

protection,

As
you
recall,
the
board
took
up
and
adopted
unanimously,
the
I
think,
27
million
dollars
in
authorization
and
sometimes
appropriation
depending
on
which
program
for
the
acute
focused
projects
and
programs
back
in
june
30th.
I
One
of
those
provisions
was
a
10
million
dollar,
non-profit
mental
health
and
well-being
grant,
and
one
of
the
requirements
in
the
resolution
was
to
come
back
to
the
board
of
commissioners
and
receive
approval
for
the
specific
grant
policies
and
procedures
in
discussions
with
the
board
leadership,
rather
than
just
having
the
committee
approve.
This
we've
presented
a
resolution
that
would
go
to
the
full
board
for
their
consideration
with
that,
I'm
going
to
turn
it
over
to
alice
audi
figueroa
who's
joined
the
administration
as
a
special
rescue
plan.

I
think
that
you
all
have
in
your
your
packets,
some
information
about
what
we
are
planning
I'd
like
to
start
with
general
overview
of
how
we
see
this
money
to
be
spent
and
then
talk
a
little
bit
about
how
we
plan
to
administer
it.
So
we
have
set
this
up
as
a
competitive
award
to
be
eligible
to
complete
an
application.
The
applicant
must
be
a
501c3,
so
this
is
a
non-profit
grant.

The
spending
has
to
concur
within
a
year
because
this
is
to
address
acute
needs.
Obviously,
we
have
to
follow
the
treasury
guidelines
which
are
developing
as
we
speak
so
to
the
best
of
our
ability
we
have
written
in
what
we
know
so
far.

The
applicant
must
be
a
provider
of
evidence-based
interventions,
and
that
is
a
treasury
rule
regarding
evidence-based
and
the
people
who
are
doing
the
intervention,
if
appropriate,
need
to
be
licensed
by
the
state.
So
we
are
looking
for
for
programs
that
we
know
evidence-based
means.
Basically,
there's
been
research
done.
That
suggests
that
the
interventions
actually
work.

The
services
shouldn't
should
include,
but
are
not
limited
to
mental
health
treatment
for
adults
and
children,
substance,
misuse,
treatment,
other
behavioral
health
services,
hotlines
or
warm
warm
lines,
crisis
intervention,
overdose
prevention.
So,
as
you
can
see,
we
try
to
make
it
as
broad
as
possible
to
encourage
as
many
applicants
as
possible.
Since
we
know
the
need
in
the
community
is
so
great,
we've
decided
to
offer
three
levels
of
award
the
lowest
being
between
fifty
and
a
hundred
thousand
dollars.

If
you
apply
for
the
the
bigger
grant,
the
250
to
500,
you
have
to
have
a
minimum
annual
budget
of
4
million.
The
reason
that
we
put
that
in
is
you
have
to
spend
the
money
within
a
year
and
so
to
steward
the
monies
in
the
most
appropriate
way.
We
thought,
if
you
don't,
have
four
million
dollars
in
your
budget.
Already
spending
half
a
million
dollars
in
a
year
could
be
challenging,
so
we
want
to
make
sure
that
these
monies
get
spent
in
the
community
within
the
next
year
to
address
these
acute
needs.

way
in
which
we
are
administering
this
is
we've
partnered,
with
the
united
way
for
southeastern
michigan.
They
are
in
the
process
of
designing
a
grant
application.
They
will
accept
those
applications.
They
will
evaluate
the
applications.
They
will
make

recommendation
for
funding.
They
will
then
bring
their
recommendations
back
to
a
committee
that
will
include
commission
and
executive
office
participation.

that
is
that's
the
short

responsibility
is
to
follow
the
reporting

monitoring

to
ensure
that
everyone
reports
on
a
quarterly
basis.

sort
of

reacting
to
that
feedback

don't
want

continue
oversight

The
pandemic
disaster,

county

expended
a
significant
amount
of
funds
during

pandemic,
part
of
which
we
believe
are
eligible
from
fema
for
reimbursement.

way

grants
operate,
maybe
a
little
bit
differently
than
normal
grants
and
that
it's
only
reimbursement.
It's
funds
we've
expended,
they
put
it
under.
They
consider
the
pandemic
one
event,
but
then
they
break
it
up

projects.

we
have
one
main
grant
number
in
multiple
little
projects
within
that
which,
in
this
case,
are
still
ongoing
because
the
pandemic
is
ongoing.
So
what
we've
included
in
the
packet
is
a
grant
agreement
from
the
first
project
that
they
approved,

this
goes
all
the
way
back.

those

the

in

to
reimburse

that

us
that
they

of
a
moving

goal
has

finance
on

seek
all
we
can
from
fema
and
then,
if
there
are
things
that
we
can't
work
through
that
approval
process,

we've
moved
that

of
those
on
occasion
to
cares
act

have
to
look
at
arp
funding,
but
our
first
choice
has
been
fema
and
to
try
to
get
all
we.

think
that

legitimately

that
they
would
approve

work
down

response

9.5
million
dollars.

grant
does
come

grant
period

october
1st

21

september
30th
of
22,
and
basically
these
funds
are
focused,
as
I
said,
around
covet
operations,
so
contact
tracing
case
investigation,
laboratory
services,
cobia
vaccination,
immunization,
clinics,
testing
coordination,
if
we're
in
providing
it
even
to
our
community,
and
then
this
also
helps
for
some
lab
renovations
so
that
we
can
increase
our
capacity.
For
that
again,
the
majority
of
the
funding
here
that
we're
asking
for
goes
towards
staffing
a
lot
of
times
our
contracted
services.

regular
staff
were
really
focused
on
covered
response,
because
you

things

staff
are
back
to
doing
their

jobs
and

in

services

in
