A
A
So
this
is
a
public
meeting
to
consider
the
proposed
comprehensive,
Official,
Plan
and
zoning
bylaw
amendments
listed
items
2
to
4
on
today's
agenda,
for
the
items
mentioned
above.
Only
those
who
make
oral
submissions
today
or
written
submissions
before
the
amendments
are
adopted
may
appeal
the
matter
to
the
local
planning
Appeal
Tribunal.
In
addition,
the
applicant
may
appeal
the
matter:
it's
the
Local
Planning
Appeal
Tribunal.
If
counsel
does
not
adopt
an
amendment
within
150
days
of
receipts,
the
application
for
zoning
and
210
days
for
an
official
plan
demands
a
comment.
A
Remember
one
in
the
agenda
is
a
commemorative
new
proposal
for
the
Mike
O'neill
arena.
The
a
cultural
affairs
committee
recommend
council
approve
the
proposal
to
rename
the
arena
within
the
man
said:
community
centre
located
five
five,
seven,
two
dr.
leach
drive
as
a
Mike
O'neill
arena.
We
do
have
some
members
from
the
community
rod,
Corbett
and
Enola
reneus
are
here
in
supports
on
behalf
of
the
Manta
culture,
Parks
Recreation
Association.
Thank
you
for
being
a
thank
you
for
your
support
of
mr.
O'neill.
So
on
the
item
Kerry.
Thank
you
very
much.
A
I'm
number
two
is
a
bylaw
amendments.
Four
four,
eight
three,
seven
Albion
Road
in
four
nine
one:
zero
Bank
streets.
This
is
about
the
hard
rock.
So
this
is
really
what
this
does
is
it
takes.
It
takes
what
council
already
approved
with
regards
to
any
future
zoning
regarding
the
number
of
gaming
tables,
and
it
doesn't
permit
them
to
go
to
committee
of
adjustment,
but
has
them
instead
come
back
to
Council?
So
would
you
have
an
amendments
on
that?
A
There
was
just
some
some
language
in
the
proposed
bylaw
that
was
put
forward
and
circulated
last
week
and
was
just
brought
to
our
attention
that
there
was
some
issues
with
it.
So
we
have
a
fairly
like
the
technical
amendment
to
address
that.
So
essentially
it
was
just
some
of
the
wording
in
the
bylaw
was
someone
overstepping
our
authority,
so
we
tried
to
just
narrowed
the
focus
to
make
sure
that
it,
the
intent
of
the
bylaw,
matches
the
intent
of
council.
So
what
we
approved
wanted
to
go
two
months
ago,
so
I
just
read.
A
Sorry
that
equals
row
first
me
approved
the
amended
rationale
section
of
the
staff
report,
as
described
in
this
motion.
Be
it
further
resolved
that
arakh
approved
that
the
applicant
and
architect
identification
and
be
deleted
from
the
staff
report.
As
this
is
a
staff
industry
report
and
be
it
FURTHER
RESOLVED
a
document
to
be
replaced
with
the
revised
bylaw
attached
to
this
motion.
A
Bylaw
t20
1:8,
yet
to
be
determined,
xx,
a
vial
of
the
City
of
Ottawa
to
establish
specific
criteria
in
respect
to
any
proposed
expansion,
or
addition
requiring
a
minor
variants
of
the
number
of
gaming
tables
at
for
837
Albion
Road,
and
for
nine
one,
zero
Bank
Street,
the
Council
of
the
City
of
Ottawa
pursuant
to
section
45
of
the
Planning
Act
and
acts
the
following
criteria
for
consideration.
My
committee
of
adjustment,
one
in
considering
whether
minor
merit
the
excuse
me
in
considering
whether
a
variance
is
minor.
A
The
committee
of
adjustment
shall
address
the
following
additional
criteria
that
such
variance
does
not
include
an
addition
or
expansion
to
the
gaming
table,
use
being
55
gaming
tables
at
this
location,
as
approved
through
Council's
resolution
dated
9th
of
May
2018
and
therefore
be
further
resolved.
That
Iraq
approved
the
addition
of
the
letter
commitments
provided
and
attached.
This
motion
by
the
Rideau
Carleton
Raceway
Casino,
with
subjects
letter
of
commitment
from
hard
rock
on
improvements
and
infrastructure
that
assists
in
approving
local
traffic
conditions.
A
As
document
four
of
the
report
and
b4
resolved
pursuant
to
Planning
Act
subsection,
34
17,
no
further
notice
be
given.
So
on
that
amendment,
that's
moved
by
Councillor
else.
In
theory.
Is
that
carry
so
the
report
that
ed
coach
really
recommend
council
approve
the
specific
criteria
for
consideration
of
an
application
for
minor
variants
by
the
Khedive
adjustment
for
43,
7
albion,
road
for
nine
one,
zero
Bank
Street
STK
on
document
two
and
to
the
head
cultural
affairs
committee,
approved
the
consultation
details
section
of
this
report
as
amended.
Is
that
carry
okay?
Thank
you.
A
A
A
A
This
is
a
file
that,
just
with
the
new
development
in
Richmond,
there's
a
new
communal,
well
system,
that's
being
put
in
place
to
service
that
developments,
and
this
just
recognizes
that
through
our
source
protection
plan,
their
Cultural
Affairs
Committee
recommend
council
approve
the
resolution
providing
document
to
regarding
the
endorsement
of
amendments
to
the
Mississippi
Rito
source
protection
plan
to
include
the
new
Richmond
West
musical
drinking
water
system
pursuant
to
section
34
and
Clean
Water
Act.
That
requires
a
resolution
for
musical
council
to
endorse
proposed
amendments
to
a
source
protection
plan
on
that
item.
A
From
councillor
Blay
last
counselor
blade
to
introduce
that's.
First
of
all,
it's
to
add
the
item
to
the
waive
the
rules
to
add
the
item
to
this
agenda,
obviously
with
our
next
meeting
not
being
until
September,
there's
always
some
time
considerations
at
this
time.
So
is
that
approved
to
add
the
item
to
the
agenda
Gary
and
I'll.
Let
councillor
Blay
introduce
the
animal.
Thank.
B
You
very
much
mr.
chair,
I'll,
read
it
and
then
I'll
happily
give
a
very
brief
explanation.
Whereas
2
to
6,
3,
Portobello
Boulevard
is
city-owned
parcel,
whereas
the
westerly
portion
of
approximately
8
hectares
is
zoned,
l1
community
leisure
facility
and
is
designated
as
general
urban
area
in
the
city's
Official
Plan
and
contains
the
françoise
history,
recreation
center,
a
municipal
fire
station
and
several
sports
fields,
whereas
the
easterly
portion
of
approximately
20
Hector's
is
owned,
AG
agricultural
and
is
designated
as
agricultural
resource
in
the
city's
official
plan
and
whereas
there's
a
dire
desire.
B
Excuse
me
to
explore
the
potential
expansion
of
the
existing
community
and
recreational
facilities
to
the
portion
of
the
property
present
presently
designated
as
AG,
and
whereas
the
provincial
policy
statement
permits
non-ag
uses
on
a
limited
non-residential
basis
and
prime
AG
areas
under
policy.
2.3.6,
therefore
be
it
resolved
that
staff
be
directed
to
initiate
an
analysis
of
the
lands
at
2263
Portobello
ville
presently
designated
as
AG
to
consider
whether
the
addition
of
a
recreational
and
park
use
is
appropriate
under
policy
2.3.6
of
the
provincial
policy
statement.
B
B
Our
own
property
department
did
an
analysis
of
that
and
installing
tile
drainage
is
economically
unfeasible
to
get
any
return
back
on
that
investment
and
Parks
Department
is
on
board
with
expanding
the
recreational
facility
to
include
this
potential
future
Park
and
Planning
Department
would
like
to
review
the
possibility
under
2.3.6
to
get
our
ducks
in
order
before
we
before
we
go
any
further
and
I'm
hoping
we
had
a
consultation
on
the
park
about
a
month
ago
and
I
can
tell
you.
Hundreds
of
people
came
out
to
show
their
support
for
the
possibility
of
this
future
Park.
C
D
Legal
Services
has
reviewed
this.
We
have
reviewed
it
in
the
context
of
other
requests
that
have
been
put
in,
and
we
see
this
as
being
distinguishable
for
a
variety
of
reasons,
one
being
the
fact
that
this
isn't
taking
lands
out
of
an
agricultural
designation,
but
simply
adding
a
limited
non-residential
use.
D
That
is
an
extension
at
this
time
of
uses
that
already
exists
within
that
property,
and
so,
while
the
analysis
has
not
occurred
from
a
planning
perspective
on
whether
or
not
this
is
appropriate,
the
direction
Legal
Services
feels
is
appropriate
for
exploration,
based
on
the
fact
that
it
is
different.
It
is
a
unique
situation
and
does
not
set
a
precedent
in
our
minds
at
this
time.
