auditor
general
hiring
panel
meeting,
which
will
be
conducted
by
virtual
means
through
zoom,
while
we
continue
to
practice
physical
distancing
to
keep
everyone
safe
and
just
as
a
reminder
to
keep
your
microphones
muted
until
I
can
call
until
I
call
on
you
to
speak
at
any
point,
if
you
wish
to
speak,
you
should
use
the
raised
hand,
zoom

which
you
will
find
in
the
zoom
controls
at
the
bottom
of
your
zoom
window,
near
the
audio
controls
and
the
committee
coordinator,
and
I
will
be
watching
for
these
cues
and
the
usual
five
minute
speaking
limit
will
apply.

meeting

hiring
panel
in
accordance
with
council's
direction
and
the
statutory
officer
requirement
appointment
and
contract
administration
policy
and
procedures
with
the
important
task
of
interviewing
the
candidates
for
the
position
of
auditor
general
and
ultimately
becoming
a
successful
candidate
to
counsel.
Our
first
step
is
to
select
candidates
from
a
long
list
to
establish
a
short
list
that
will
be
interviewed
by
the
hiring
panel
at
our
next
meeting
on
november
6
and
9

The
firm
that
was
successful
in
the
competitive
procurement
process
to
assist
the
hiring
panel
on
this
matter
provide
us
with
any
comments
or
advice.
Mr

Only
members
who
hear
the
consultant's
presentation
in
camera
may
participate
in
the
selection
of
the
candidates
to
be
interviewed
and
barring
any
individual
issues
of
personal,
as
opposed
to
pecuniary
or
financial
conflicts
of
interest
which
can
be
identified
and
dealt
with
through
the
municipal
conflict
of
interest
act.
Members
must
be
present
for
all
of
the
interviews.

Members
cannot
be
late
for
the
interviews
and
they
cannot
step
in
as
they
were.
If
it
were,
a
committee
meeting
and
just
resume
their
post
members
who
are
absent
from
the
interview
process
cannot
participate
in
the
recommendation
process.
In
other
words,
mr
mayor,
if
you're
a
member
of
the
hiring
panel
and
you're
not
able
to
fully
commit
to
adjusting
your
schedule
over
the
next
several
weeks
to
accommodate
the
interview
and
selection
process,
I
would
recommend
that
you
not
participate
in
the
closed
session
and,
quite
frankly,
for
the
remainder
of
the
hiring
process.

Now
mr
mayor
members
will
all
remember
that
they
cannot
participate
for
the
process,
even
if
they
can't
they're
going
to
be
bound
by
their
assigned
confidentiality
agreement,
and
it's
not
only
the
confidentiality
aspects
of
it,
but
it's
also
the
principles
of
fairness,
impartiality
and
objectivity
which
were
enshrined
in
the
policy
and
the
procedures,
but
also
in
the
ombudsman's
report
on
the
region
of
niagara.
So
I'll
just
go
through
those
briefly,
mr
mayor,
mostly
for
the
viewers
viewing
public,
because
I
know
the
members
of
the
panel
know.

This
confidentiality,
first
and
foremost,
is
critical
for
a
closed
meeting
in
any
sort
of
session
like
this
and
the
procedure
by
law,
section
42,
1d,
actually
specif,
sorry
specifies
as
follows:
no
member
shall
where
a
matter
has
been
discussed
in
camera
and
where
the
matter
remains
confidential,
disclose
the
content
of
the
matter
or
the
substance
of
the
deliberations
of
the
in-camera
meeting.
Mr
mayor,
we
go
from
there
on
to
the
code
of
conduct
from
members
of
council,
which
has
an
entire
section
on
confidential
information
and
it
states,
by
way
of
their
office.

Members
of
council
acquire
confidential
information
from
a
variety
of
different
sources,
including
confidential
personal
information
related
to
constituents.
Who've
contacted
their
office.
Confidential
information
includes
anything
in
their
possession
received
in
confidence
by
the
city
and
the
city
is
either
prohibited
from
disclosing
or
is
required
to
refuse
to
disclose,
under
the
municipal,
freedom
of
information
and
protection
of
privacy
act
also
known
as
mfipa
to
those
of
us
who
work
with
it
on
a
daily
basis.

Members
of
council
shall
not
use
that
information
that
is
obtained
in
his
or
her
capacity
as
a
member,
and
that
is
not
available
to
the
public
to
further
seek
the
members
private
interests
or
improperly
to
further
or
seek
to
further
another
person's
private
interests.
Mr
mayor,
we
go
from
your
code
of
conduct
the
mandatory
confidentiality
agreement
that
everyone
signed
in
anticipation
of
this
process,
and
we
also
speak
then
to
the
policy
and
procedures
passed
by
council
this
past
spring,
including
the
following
comments.

The
confidentiality
provisions
of
the
policy
and
procedures
include
all
city
staff
and
members
of
council
involved
in
the
recruitment
process
are
required
to
hold
in
strict
confidence
all
confidential
information
concerning
matters
dealt
with
by
council,
the
hiring
panel
and
or
the
interview
panel
city
staff
must
abide
by
the
confidentiality
agreements.
The
provisions
of
m
fippa,
the
employee
code
of
conduct
and
all
applicable
contract
provisions
relating
to
confidential
and
or
personal
information
members
of
council
are
also
subject
to
amphipippa,
as
well
as
the
code
of
conduct
for
themselves
relating
to
confidentiality.

There
shall
be
no
acts
of
favoritism
bias,
undue
influence
or
discrimination
in
the
statutory
officer,
recruitment
process.
Individuals
participating
in
the
recruitment
and
appointment
process
shall
not
attempt
to
influence
the
hiring
of
an
applicant
in
a
manner
that
is
inconsistent
with
this
policy.

Participants
shall
not
engage
in
any
behavior
that
provides
an
unfair
advantage
to
a
candidate
during
the
statutory
officer
recruitment
process.
This
includes
assisting
any
candidate
by
providing
inside
information,
including
interview,
questions
and
possible
answers,
presentation,
materials,
information
about
other
candidates
and
or
any
other
information
gathered
in
meetings,
conversations,
emails
or
any
form
of
communication
and
discussion.

In
summary,
mr
mayor,
both
members
of
the
hiring
panel
and
staff
who
are
participating
are
guided
by
the
following
number
one:
the
statutory
officer,
recruitment,
appointment
and
contract
administration
policy
and
procedures
number
two:
the
city's
procedure,
bylaw
number
three:
the
municipal
freedom
of
information
protection
privacy
act,
number
four,
the
council
code
of
conduct,
as
well
as
the
employee
code
of
conduct
and
number
five.
Mr
mayor,
the
confidentiality
agreements
that
we
have
all
executed
now,
with
respect
to
the
maintaining
of
confidentiality
and
security
of
the
virtual
closed
meeting.

This
means
that
members
must
be
alone
when
they
join
the
in-camera
session
and
from
a
location
where
no
other
individual
can
overhear
or
see
the
closed
session.
Members
are
requested
to
use
their
video
as
they
are
now
for
the
duration
of
the
in-camera
session,
if
possible.
Obviously
there
might
be
some
technical
challenges
to
assist
my
staff
in
identifying
those
people
who
are
participating
in
the
closed
session
members
are
requested
to.

Please
remain
in
the
teams
meeting
for
the
duration
of
the
in-camera
session
and
if
you
must
leave
as
we
do
in
council
meetings,
we
would
ask
that
you,
please
advise
the
mayor
and
or
committee
coordinator
verbally,
and
please
do
so
again
when
you
rejoin
the
meeting.
If
at
any
time,
during
the
ms
team's
meeting,
someone
cannot
be
identified
by
the
mayor,
the
coordinator,
the
meeting
will
be
stopped
and
until
that
person
is
identified
and
clarified.

rise
and
report,
there
will
be
a
short
recess
to
allow
members
to
leave
the
team's
closed
meeting
and
to
rejoin
the
open
zoom
meeting
and
allow
my
staff
to
restart
the

the

in
open

the
