pioneering
rule
played
by
Community
associations
and
the
City

Ottawa

the

conserve

sampier
and

to
conserve
ottawa's
disappearing
built
Heritage.

cultural
heritage,
character
area
in
Ward,
12
mid-block
between
will
Broad
and
Laurier
on
the
east
side
of
frail
and
can
be
seen
outlined
in
purple.
On
this
slide,
the
original
building
and
early
1930
Edition
are
visible
from
frail
Street,
whereas
at
Slater
editions
face
sir
Wilfred
Laurier
Park
and
are
not
visible
from

policy
statement,

Heritage
Act

the
city's
official
plan
provide
Direction
related
to
the
designation
of
properties
in
Ottawa

Ontario

added
this
property
to
the
city's
Heritage
register
in
2015,
following
the
approval
of
phase
two
of
the
Sandy
Hill
Heritage
study,
which
recommended
that
this
property
be
evaluated
for
designation
and
further
changes
to
the
Ontario
Heritage
act
through
Bill.
23,
however,
would
result
in
the
property's
removal
from
the
register.
If
Council
does
not
issue
a
notice
of
intention
to
designate
the
property
by
December,
31st
2025.,
it
would
also
not
be
able
to
relist
the
property
for
five
years
after
this
date.

Heritage
cultural
value,
the
former
cool
St
Pierre
is
a
two
and
a
half
Story
red
brick
building
constructed
in
1906
with
an
early
edition
in
1930.
It's
symmetrical
composition,
brick
exterior
with
strong
Stone
base
and
Decorative
Stone
and
stone
cast
elements
make
it
a
good
example
of
a
purpose-built
school
that
was
designed
in
the
Edwardian
classicism
Style.

this

lists
the
properties
identified,
Heritage
attributes,
as
listed
on
the
property
statement
of
cultural
heritage
value
that's
attached
as
document

Some
of
the
more
prominent
attributes
include
the
red
brick
and
the
Stone
Face
cladding
dress,
Stone,
lentils
and
Sills,
and
it's
cast
stone
elements
such
as
the
front
entrance
string
course
and
date
panel,
which
were
added
as
part
of
the
1930
Edition
and
the
mature
trees
on
the
front
lawn
as
well.

is
that
all
of
the
attributes
listed
in
the
statement
of
cultural
heritage
value
are
limited
to
the
original
1930
and
sorry
to
the
original
1906
construction
and
the
early
1930
Edition.

later
editions
and
the
interior

complex

done

the
former
counselor

Edo
venue

this
school

it

a
school
and
yeah.

of
you
may
know
him,
but
anyways
and
I
just
wanted
to
mention
that,
because
it
is
an
integral
part
of
the
community
and
we
do
like
to
recognize
the
efforts
whether
it
is
in
this
sort
of
Heritage
concept
or
through
historical
attributes,
that
the
francophones
have
had
a
lot
of
fight
to
keep
French
education
viable
in
the
province
of
Ontario,
not
just
here
in
Ottawa
and
designating
this
a
Heritage
building
goes
a
long
way
for
that
recognition.
So

at
that
point.
If
Council
decides
to
proceed
with
the
designation,
they
would
pass
the
bylaw
and
the
bylaw
the
owner
would
be
able
to
appeal
the
bylaw
to
the
Olt.

support
this
notice

designate,
but
I
wanted
to
just
take
the
opportunity,
through
the
motion,
to
remind
ourselves
that,
in
the
statements
of
Heritage
value
that
come
forward,
it's
important
to
include
contextual
and
historic
values
that
took
place
in
the
1970s
in
Ottawa,
where
part
of
what
having
been
subject
to
massive
growth
and
change
in
its
core
areas.

Since
the
second
world
war
Ottawa
as
other
communities
in
Canada,
we
had
citizen
groups
and
volunteer
groups
organizing
to
protect
downtown
neighborhoods
and
to
protect
the
heritage
of
these
these
areas
and
in
Ontario
this
is
even
before
there
was
the
Ontario
Heritage
act
in
1975
and
the
purpose
of
highlighting
in
the
statement
of
Heritage
values.
This
part
of
the
story
of
Saint
Pierre's
school
is
important
to
recognize.

What's
I
can't
remember,
counselor
her
last
name,
but
the
little
park
that
is
adjacent
to
Saint
Pierre's
school
was
a
development
site
that
mental
Construction
was
going
to
build
an
apartment
building
and
the
community
urged
city
council
to
purchase
the
site
for
a
park
and
the
city
you
know
in
1977
finally
purchased
the
the
site
as
a
park,
which
we
now
appreciate,
adjacent
to
the
school
and
in
1977
the
school
was
closed
by
the
aroma.

Catholic
School
Board,
along
with
nine
other
schools
in
the
core
area,
jeopardizing
not
only
the
quality
of
the
neighborhood
and
the
heritage
and
in
1977
to
1979.
There
was
a
community
campaign
to
urge
the
city
to
buy
sampier
school
for
a
community
center
when
that
was
done
in
1979
20
years
later,
the
city
sold
the
school,
and
this
is
really
quite
interesting
without
designating
it
under
the
Heritage
Act.

So
there
was
risk
there
that
the
city
took
to
the
the
property
and
so
I
think
that
it's
important
when
the
statements
of
Reason
get
drafted,
that
we
look
at
the
period
post-war
period
to
see
the
impact
that
cases
like
this
made
honor
quite
admirable.
Heritage
programs
and
policies
today
in
Ottawa,
so
I
just
thought,
I'd
speak
to
that
motion.
I'd
hope
that
people
will
support
the
amendment
of
The
of
the
statement
of
reason
to
include
this
historic.
These
historic
events.

context

terms

designated

overview
of
this
report.

I'll
be
discussing
the
application
for
Demolition
and
new
construction
at
40
Arlington
Avenue
in
East,
Center
Town,
Heritage,
Conservation
District.
So
next
slide

this

the
subject
property,
which
is
highlighted

Avenue
is
located
on
the
north
side
of
Arlington
Avenue
between
Kent
Street
and
Bank
Street
and
across
from
glass

school

a

the

In

These

a
row

2022

into
force
in

in

18th

application
heard

bhc
under
this
new
plan
and

the
property

a
two-story
front.
Gable
house
clad
in
horizontal
siding,
constructed
Circa
1879-1901.,
the
house
features
a
ground
floor,
front,
porch
and
a
covered
balcony
on
the
Second
Story,
and
it's
been
altered
over
time
in
very
few
of
the
original
elements
or
materials
exist.

The
center
town
and
mental
Park
hcd
plan
identifies
this
property
as
a
contributing
building
in
the
hcd
and
a
character
supporting
resource
based
on
the
previous
Center
Town
Heritage
inventory.
Specific
policies
of
the
hcd
plan
apply
to
constru
character,
supporting
resources
and
contributing
buildings.
So
we'll
now
turn
our
attention
to
the
proposal
and
next
slide
please.

demolition

removal
accomplishes
other
city
building
goals
and
that
any
replacement
building
complies
with
the
plans,
other
policies
and
guidelines.
So
this
slide
demonstrates
some
of
the
features
of
the
Bill
of
The
Proposal
that
support
its
compatibility
with
the
hcd
and
surrounding
buildings.
So
the
bay
windows
and
Gable
highlighted
in
blue,
reflect
the
existing
building's
front,
Gable
form
and
the
Bay
of
the
adjacent
brick
building
the
height
of
the
front
porch,
which
is
highlighted
in
the
red
line.

There
continues
the
dominant
line,
that's
established
by
other
buildings
along
the
street,
they're
further
enhancing
the
compatibility,
so
this
enables
an
accessible
front
grade
entrance.
That's
actually
built
at
the
grade
of
the
street,
while
still
maintaining
compatibility
with
adjacent
buildings
that
have
a
elevated
front,
porch
and
entrance
and
next
slide.
Please
so.
Heritage
staff
have
reviewed
the
application
and
supporting
material
and
find
that
it
is
compliant
and
consistent
with
applicable
policies
and
guidelines
of
the
hcd
plan.

So
in
summary,
The
Proposal
is
compliant
with
the
policies
for
demolition
of
a
character
supporting
resource
for
the
following
reasons.
The
character
of
the
existing
house
has
been
significantly
diminished
by
alterations.
The
design
of
The
Proposal
is
compatible
with
the
hcd
interflex
elements
of
the
existing
building
and
surrounding
buildings,
and
the
proposal
supports
the
broader
City
goals
of
intensification.

Therefore,
staff
are
recommending
that
this
application
be
approved,
subject
to
three
conditions
based
on
some
of
the
recommendations
set
out
in
the
cultural
heritage
evaluation
report
submitted
by
any
applicant
first,
that
the
app
can
provide
final
material
samples
prior
to
the
issuance
of
a
building.
Permit.
Second,
that
the
applicant
provide
a
final
landscape
plan
and,
third,
that
historic
documentation
on
the
subject
building
be
filed
with
the
city
of
Ottawa
archives,
as
per
hcd
plan
policy.

delegate
Authority
for
minor
changes
to
staff
and
establish
a
two-year
expiry
date
for
the
permanent
and
just
finally
to

terms

applicant
team,
just
wanted
to
see
if
they
wanted
to
speak
to
this
item,
especially
if
the
item
carries.

morning,
chair
and

the

I
did
put
together
a
brief
presentation,
though
Greg
McPherson
has
done
a
tremendously
comprehensive
presentation,
so
I'm
happy
to
go
through
mine,
very
high
level
and
add
a
few
clarifications
and
extra
points.
I

Okay,
so,
given
that
Greg
provided
such
a
comprehensive
presentation,
I
will
go
through
this
very
quickly
I'm
good
morning,
everyone
I'm
Alex
Rose
Thompson

Heritage
Studio
I'm,
based
in
Kingston
Ontario
and
along
with
the
the
other
members
of
the
team.
Here
today,
the
project
team
consists
of
juxta,
Architects
and
Photon
planning
and
design
next
slide.
Please
so
again,
just
to
remind
you
where
the
property
is
on
Arlington
Avenue
and
again
it's
it's
at
the
sort
of
southern
boundary
of
the
center
Town
hcd
plan
area.
Next
slide,
please.
I
So
the
property
contains
the
detached
two-story
wood
frame,
Gable
front
house
and
I
will
just
clarify
that
through
historic
research,
I
was
able
to
narrow
the
date
of
the
building's
construction
to
actually
between
1896
and
1901
through
looking
at
Heritage
sorry,
fire
insurance
plans,
City
directories
and
a
variety
of
other
resources.
So
really
it's
a
vernacular
building
with
a
very
gentle
Gothic
Revival
influence
you
can
see
in
the
steeply
pitched
roof
and
the
the
steeply
proportioned
Windows
they
have,
as
Greg
mentioned,
been
multiple
alterations
and
additions
over
its
lifetime.
I
At
this
point,
there's
really
no
original
architectural
detailing
left
and
also
we
did
observe
some
degree
of
settlement
as
the
stone
foundation
has
been
parched
over
with
cement
and
over
time.
It
is
trapped,
water
and
causing
the
lime,
the
softer
lime
water
to
to
Decay.
So,
overall,
you
know
what
we
see
before
us
is
very
much
not
the
original
design.
We
would
have
Once
Upon
a
Time
and
unfortunately,
no
historic
photographs
were
found
in
the
process.
I
So
we
don't
have
a
a
great
sense
of
what
it
originally
looked
like,
but
we
can
look
to
other
buildings
for
for
to
make
estimated
guesses
next
slide.
Please
so
I
just
again
wanted
to
show
the
the
current
context,
the
red
arrows
pointing
to
the
house-
and
this
is
again
as
Greg
said-
it's
a
character
supporting
resource
it
can
contributes
to
the
buildings,
to
the
streetscape
and
really
through
the
research
and
evaluation
of
this
house
to
the
cultural
heritage
impact
statement
process.
I
What
came
became
very
clear
is
that
its
contribution
today
is
very
much
limited
to
its
form,
so
the
Gable
front
form
of
it
as
well
as
its
scale,
so
it's
two-story
scale
but
other
than
that.
It's
Heritage
character
and
Architectural
Integrity
are
so
greatly
diminished
that,
theoretically,
its
contribution
could
be
maintained
through
a
new
contextually
designed
building
next
slide.
Please
so
again,
you've
seen
these
photos
very
quickly.
I
I'll
just
say
that
the
proposed
new
building
there's
no
there's
no
changes
to
the
existing
lot
size
or
configuration,
so
we've
we're
maintaining
the
19th
century
compact
development
pattern
and
related
building
typology
that
you
see
along
Arlington
Avenue
and
it
is
adjacent
to
both
the
two-story
Gable
front
house
and
the
two
and
a
half
story
hip
profile.
I
So
again,
as
Greg
pointed
out,
there
are
design
features
that
are
intended
to
reflect
the
existing
building
now,
as
well
as
these
adjacent
buildings
in
the
streetscape,
so
that
the
new
building
does
knit
in
very
cleanly
and
comfortably
with
the
existing
streetscape
and
continue
on
that
that
character.
So
again,
the
porch
with
the
pediment
is
very
much
a
defining
feature.
I
So,
as
the
Heritage
consultant,
the
architect
and
the
planning
team,
we
went
through
very
like
many
many
many
many
designs
trying
to
meet
the
the
policies
and
guidelines
in
the
HTT
plan,
but
also
just
to
find
the
design
that
felt
quite
honestly
to
everybody
to
be
the
right
style
and
right
design
for
this
site.
So
in
summary,
the
new
building
response,
the
quality
and
character
of
the
surrounding
streetscape
by
taking
design
cues
from
existing
adjacent
dwellings.
I
The
result
is
a
modern
building
that
is
distinguishable
and
formed,
but
visually
and
physically
compatible
with
the
Stratton
historic
Street.

so
again.
Moving
forward.
In
conclusion,
importantly
I
just
want
to
say
that.
Certainly
we
believe
this
through
the
cultural
heritage
impact
statement
process
that
the
building
does
conserve
the
cultural
heritage,
values
and
attributes
of
the
district
and
complies
with
the
objectives
and
policies
as
well.
I
So,
given
the
properties,
limited
cultural
heritage,
value
and
contribution
of
the
property
to
the
hcd,
the
value
of
to
the
community
of
its
physical
conservation
would
be
insignificant.
On
balance
with
the
benefits
of
a
well-designed
residential
building
that
represents
gentle
but
significant
intensification
within
an
established
neighborhood
so
again
moving
forward
and
following
this
Heritage
approval,
the
next
step
is
to
apply
for
minor
variants,
as
the
property
fits
within
the
section
6
section
60
of
the
zoning
bylaw
for
the
Heritage
overlay
and
does
not
meet
those
current
provisions.
