I'd
like
to
start
by
recognizing
a
part
of
our
team
from
emergency
management
who
were
here
today
earlier
this
year,
they
received
a
very
distinguished
honor.
The
International
Association
of
emergency
managers
presented
them
with
a
public
awareness
award
from
division,
one
in
both
the
Canada
and
global
categories.
They
were
awarded
the
honor
for
their
exceptional.

The
I
am
public
awareness
awards,
recognize
outstanding
public
awareness
programs
or
public
education
products
related
to
emergency
management,
homeland
security,
and/or
disaster
preparedness-
are
you
ready,
is
a
comprehensive
public
education
and
awareness
program
that
addresses
the
emergency
needs
and
practices
of
residents,
businesses,
private
and
public
stakeholders.
The
program
is
unique
because
of
the
train.
The
trainer
approach
with
peers,
educating
peers
and
the
program
is
also
available
in
five
different
languages
in
2012,
the
program
shifted
its
focus
internally
and
the
result
we
already
was
introduced
to
City
of
Ottawa
staff.

proof

their
hard
work
and
dedication
to
emergency
preparedness
in
our
city.

for
anything

upon

so
the

of
the

ready

award

recognition
on
March
13th,

This
is
councillors
items
councillor
flurry
review
of
the
provincial
pawnbrokers
act.
We
are
being
asked
that
community
and
Protective
Services
Committee
direct
staff
to
review
the
pawnbrokers
act
and
advise
whether
they
recommend
that
the
province
be
approached
to
make
amendments
to
it
in
order
to
more
easily
and
efficiently
put
into
place
a
municipal
licensing
scheme
for
pawnbrokers,
and
that
staff
would
consult
with
the
Ottawa
Police
Service
and
review
best
practices
and
other
municipalities
in
responding
to
this
question.
So
this
is
direction
to
staff
council.

Thank

mr.
chair
a
couple
of
elements
to
come
and
play
here,
so
this
stems
from
a
couple
of
years
ago.
It
complains
we
were
receiving
from
businesses
along
the
railroad
corridor.
Mainly
this
one
was
junk,
and
what
happened
is
that
we
were
seeing
stolen
good
materials
in
second
and
good
stores,
and
we
started
digging
into
the
file
and
realized
that
it
was
quite
quite
tough
for
the
enforcement
bodies
either
by
our
place,
to
actually
look
into
to
the
overall.

So
they
can't
go
in
and
and
review
it,
as
was
done
previously
to
the
Privacy
Act
in
2001.
So
we
need
to
look
at
how
we
can
how
we
license
these.
We
can
enforce
them
and
then
how
the
province
can
modify
the
pawnbrokers
act
helpless
with
with
the
investigation,
but
also
with
response
related
to
stolen
goods
in
those
types
of
stores.

I
remember
when
we
had
this
system
in
place
and
it
worked
extremely
well
and
it
was
really
at
the
police
request.
There
were
many
fewer
stolen
goods
going
through
pawn
brokers,
and
it
was
necessary
for
somebody
coming
in
with
with
goods
to
put
into
the
shop
to
have
their
name
and
address
documented
and
P,
and
the
purchasers
name
and
address
documented
as
well.

Right
in
2007,
we
received
an
order
from
the
information
of
Privacy
Commissioner
that
restricted
our
ability
to
require
second-hand
goods
dealers
to
collect
personal
information
about
secondhand,
good
dealers.
The
same
restriction
is
not
in
place
for
pawn
brokers,
so
certainly
as
part
of
this
direction
to
staff
we'd
be
looking
at
privacy
as
a
whole,
both
for
pawn
brokers
and
for
second-hand
good
dealers
as
well.

We
had
actually
the
regional
government
at
the
time
on
the
web.

Betty
Hill,
she
introduced
that
motion
to

effect

took
effect
for
a
number
of
years,
but
I
thought
even
with
the
privacy
Commission
that
you
are
allowed
to
restore
information
that
there's
a
limit.
How
long
can
you
restore
that
information
and
there's
a
limit
who
can
access
that
information
is
not
just
a
blanket?

cannot
take
information
because
they
ask
information
from
all
of
us.
Even
when
you
go
rent
a
movie
in
a
path.
I
think
some
of
us
also
repay
we
kept
those
I
mean
we
respect
the
Privacy
Commissioner,
but
it
was
a
limited.
How
much
you
can
do
with
that
information.
I'm,
not
sure.
If
we'll
just
blanketly
say
well,
the
Privacy
Commissioner
said
we
can't
do
it
so
we're
not
doing
anything
about
it
or
there's
a
limit
under
the
the
the
says.
How
much?

2007
order
that
we
got
from
the
information
and
Privacy
Commissioner
was
specific
about
the
way
that
we
required
secondhand
good
dealers
to
collect
information
about
their
customers.
The
order
was
clear
that
the
licensees
could
continue
to
collect
information.
We
just
had
restrictions
on
the
way
that
we
don't.
We
dealt
with
it
as
a
licensing
authority,
but
that's
certainly
something
we
would
review
as
part
of
this
direction.
Like
I
said,
the
pawnbrokers
Act
is
in
place
right
now
and
does
require
the
pawn
broker
to
collect
personal
information.

this
is
fast
becoming
my
one
of
my
big
pet
peeves,
because
the
Privacy
Act
was
not
brought
in
to
protect
fencers
the
privacy.
Not
act
was
not
brought
in
to
prevent
residents
from
being
able
to
communicate
directly
with
their
city
councilor
and
the
Privacy
Act
was
not
brought
in
to
put
online
every
time
a
member
of
the
public
meets
with
us.
Even
if
they're,
not
a
lobbyist.
The
Privacy
Act
is
to
protect
important
personal
information
from
abuse
and
I.

Think
when
we
just
let
rulings
like
this
stand
like
the
one
we
were
talking
about
stand
and
don't
take
action
like
councillor
flurries.
Do
then
we
just
let
the
privacy
creep
creep
up
on
us.
I
think
what
we
need
to
do
is
first
get
behind
councillor
Flurry's
initiative
here
and
in
the
future,
be
willing
to
take
steps
to
appeal
some
of
these
ridiculous
decisions
that
seem
counter
to
the
purpose
of
the
Privacy
Act
in
the
first
place,
I.

fundamental
and
Valerie
answered
it
well,
but
it's
to
say
this
and
in
practical
terms,
is
that
the
they're
asked
to
keep
the
books.
They
keep
the
books.
But
then,
if
there's
an
investigation
right
now
they
can
only
go
item
per
item.
So
if
you
let's
say
almost
or
you
say
hey,
this
drum
machine
was
stolen.
They
go
in
and
investigate
that
drum,
but
they
can't
look
at
all
of
the
other
material
that
was
there
and
the
tracking,
which
is
where
the
privacy
elements
come
in
and
we
have
major
issues.

they
could
not
be

but
that
they
did
support
this
direction
and
councillor
flurry
and
councillor
Ellie
have
been
really
the
ones
interested
in
noise,
mostly
because
of
the
post-secondary
institutions
located
in
their
wards,
and
we
do
have
chief
Anderson
here
and
christine
heartache
to
answer
any
questions
if
you
have
them,
but
the
report
really
revolves
around
what
steps
can
we
take
for
progress
of
an
escalating
enforcement
and,
to
some
degree,
to
your
previous
point?

Are
we
able
to
and
our
legal
staff
are
giving
us
a
tentative?

Yes,
they
have
more
work
to
do
on
this,
but
listing
very
much
like
the
bad
addresses.
Are
we
allowed
to
list
addresses
where
we've
had
repetitive
noise
complaints
online?
So
so
that's
the
IPD.
It
doesn't
require
us
to
carry
it,
but
would
anybody
like
to
ask
any
questions
on
it?
Counselor,
surely
not.

Actually,
a
question
I
just
want
to
make
a
comment
that
what
we've
been
doing
on
noise
in
the
past
18
months
has
made
a
dramatic
improvement,
at
least
in
our
area.
The
fact
that
we
now
don't
have
to
find
out
who
made
the
noise
before
we
weigh
a
charge
that
we
can
actually
charge
that
location
has
improved
the
situation
at
least
85
percent
in
in
my
ward,
the
number
of
complaints
is
dwindled.
People
are
happier
and
when
it
comes
right
down
to
it,
even
the
people
making
the
noise
know
they
shouldn't
be
doing
it.

All
right,
okay
for
sure
so
before
we
do
this,
my
my
friend
to
the
right,
my
my
clerk
here
has
told
me
that,
apparently
to
ask
questions
on
an
IP
D.
We
need
two-thirds
of
the
committee
to
agree
that
we
will
ask
questions
on
the
IPD.
So,
with
your
support,
may
we
ask
questions
on
the
IBD
carried
great
wonderful

comments,
the
the
work
of
miss
Hartigan,
miss
Anderson
on
this
file
has
been
nothing
but
amazing,
and
we
go
back
three
years
in
meeting
with
action.
Sandy
Hill
and
the
efforts
of
Christopher
and
Christopher
call
Morgan
and
Claire
McDonald
and
then
being
able
to
demonstrate
how
weather
loop
was
missing,
where
the
follow-up
was
and
I
want
to
recognize.
A
The
steps
now
is
not
only
are
we
better
able
to
respond
to
the
calls
we're
also
able
to
we're
also
able
to
bring
in
the
resources
at
the
right
time
where
there
is
their
calls,
especially
at
night
right
on
an
early
morning
or
on
a
very
late
night
neighbor,
that's
making
a
lot
of
noise,
it
is
problematic
and
what
we've
implemented,
not
only
in
terms
of
changes
to
the
bylaw,
but
also
our
individually
by
law
officers,
are
doing
amazing,
tracking
and
amazing
follow-ups
with
residents.
We
hear
nothing
but
positive
around.
They
call
back
the
complainant.

make
sure
that
they're
well
informed
of
what's
what
had
happened,
how
they
follow
up
and
that
in
itself,
as
close
the
loops
on
a
lot
of
the
issues
that
we
were
having
in
the
community.
So
I
want
to
congratulate
you
on
those
there's
three
pockets
that
remain,
and
it's
not
Baba's
fault.
It's
just
general
things
that
we
need
to
be
aware.
One
remain
and
I
know
that
we're
gonna
continue
that
think
about
those
but
they're
the
multi
res
access.
We
still
have
a
lot
of
issues
getting
into
the
buildings
and
so
on.
A
We
also
have
major
issues
and
I
know
that
we've
had
conversations
with
the
police
department
and
and
with
bylaw
services,
but
with
the
loop
back.
So
there
was
a
certain
elements
where,
because
of
safety
reason,
the
call
is
transferred
to
police
and
that's
great
place
responds,
but
in
terms
of
putting
into
our
bylaws
so
that
we
know
what's
done
and
and
we
can
follow
up.
That
remains
to
be
an
issue
and
the
other
one
it's
in
the
IPD.
A
It
also
speaks
of
additional
resources
for
you
in
the
evening,
but
I
want
to
keep
it
as
we
have
good
progress.
There's
still,
though,
chronic
challenges
that
in
time
will
hopefully
be
resolved,
but
I
wanted
to
recognize
and
acknowledge
the
work
of
the
community,
but
also
the
work
of
our
staff
on
this,
because
it's
all
about
quality
of
life
and
in
those
neighborhoods,
and
it's
made
a
significant
difference.

also
to
congratulate

It
has
really
been
a
significant
benefit
to
have
the
ability
to
find
whoever
is
in
the
establishment
and
whoever
appears
to
be
making
the
noise.
My
question
revolves
around
identification
of
the
landlord
that
has
proved
to
be
for
a
chronic
problem
that
does
not
seem
to
resolve
after
enforcement
that
getting
in
touch
with
the
landlord
has
proved
to
be
very
helpful,
but
you're
saying
here
that
once
again,
our
privacy
legislation
precludes
getting
in
touch
with
the
landlord.

Mr.
chair,
if
I
may,
the
privacy,
the
municipal
Freedom
of
Information
protection
of
Privacy
Act,
would
prevent
the
disclosure
of
specific
information
about
tenants
to
the
landlord
where
that
information
concerns
investigation
into
a
breach
of
the
bylaw
or
any,
that
type
of
personal
information.
Well,.

One
of
these
days,
we'll
have
some
strong
neighbors,
but
that
certainly
and
talking
to
the
landlord,
is
really
important
when
nothing
else
seems
to
work.
So
so
we
cannot.
The
city
cannot
get
in
touch
with
the
landlord
from
the
sounds
of
this,
although
certainly
our
inspectors
are
quite
good
at
that,
and
often
have
good
relationships
with
the
landlord,
and
it's
very
helpful
when
I
inspect
have
a
relationship
with
the
landlord
and
can
work
with
them.

we've
we've
heard.

Councillor
and
I
think
you
know
the
staff
are
tentatively
sure,
I
suppose
they
want.
They
want
to
do
some
more
legwork
on
illegally.
That
short
of
you
know
getting
in
touch
with
the
landlord.
What
may
be
possible
is
listing
the
address,
not
the
individuals
who
were
charged
with
the
noise
violation,
but
listing
the
address
of
places
where
there's
been
noise.

You
know
noise,
bylaw,
conviction
so
we'd
have
to
there
have
to
be
a
threshold.
Obviously
he
couldn't
do
it
on
one
complaint.
It
would
have
to
be
on
the
issuing
of
a
ticket,
and
probably
not
the
first
but
the
repetitive
tickets.
That
would
be
a
mechanism
of
at
least
identifying
much
well
in
a
similar
way
that
we
identify
bad
addresses
problem
landlords.
We
could
identify
where
these
sites
are
now
in
the
Eastern,
Ontario
landlords
organization
submission
to
us.

They
did
indicate
that
their
organisation
would
be
supportive
of
approaching
the
province
if
changes
to
am
fit
will
be
required
in
order
to
you
know,
have
that
disclosure,
because
you
know
they've
taken
the
position
that
good
landlords
want
to
have
good
tenants.
So
for
any
other
discussion
on
this
I
PD
nope
and
thank
you
we'll
take
it
as
as
received
notices
of
motion
for
considerations
at
subsequent
meetings.
I
have
one:
are
there
any
other

So
my
motion,
which
is
on
your
screens
and
being
circulated,
is
with
regard
to
the
donation
of
an
ambulance
to
the
Salvation.
Army
I
won't
go
through
the
entire
submission.
You
have
it
before
you,
but
the
Salvation
Army
victims
services
team
was
donated
an
ambulance
by
the
City
of
Ottawa
and
they
use
it
at
our
disaster
sites,
they're
called
out
regularly
to
support
our
residents
and
that
vehicle
they
use
now
is
at
the
end
of
its
lifespan.

We
cycle
through
our
ambulance
fleets
on
a
regular
basis,
and
so
this
motion
would
simply
take
one
of
those
ambulances
which
we
are
cycling
out
of
our
fleet
and
donated
to
them
so
that
they
in
turn
can
support
our
community.
So
it's
a
notice
of
motion
and
I'll
be
communicating
and
background
to
other
members
of
the
members
of
the
committee
in
the
month
to
come.

you're
gonna
be
asking
for
this
work
to
be
done
on
this
motion
and
steps
gonna
respond
to,
you
would
be
possible
to
add,
as
a
friendly
request
to
add,
to
try
to
establish
a
policy
about
this,
because
in

past
we
managed
to
help
other
community
and
other
country
and
other
area
with
them
with
the
vehicle
before
goes
to
to
the
auction.
So
whatever
the
value
is
we
give
it
to
the
city
directly,
so
it
doesn't
the
auction
or
the
living
person
doesn't
get
the
profits
from
it.

had
something
happened
not
too
long
ago
in
the
East
End,
where
they
want
something
that
it
was
too
late
and
what
already
went
today,
can
you
add
to
you

try
to
establish
a
guideline?

a
policy,

deal

those
in
the
future,
because
it
seems
it's
going
to
come
more
than
one
request
from
other
organization.
If
it's

policy
around
the
criteria.
There
is
a
policy
around
the
disposition
of
them
currently
and
actually
it's
been
delegated
to
this
committee

back

looking
at
Valerie,
I
guess
again:
2007
2011,
maybe
I
am.

Fourteen
hundred
dollars
to
purchase
the
float
and
and
if
the
policy
was
clear,
they
could
have
paid
the
reserve
price,
which
would
have
been
a
savings
for
them
and
it
would
have
helped
us
out.
Thankfully,
we
contributed
made
sure
that
that
float
continued
this
year,
but
I
think
that's
what
the
clarity
that
we
need,
because
there
was
a
lot
of
questions
around
that
and
we
never
got
a
firm
answer
here.

And
thank
you
very

This
one
I'll
just
go
to
quick
background
there.
If
anyone
doesn't
know,
we
have
lots
of
outdoor
rinks
throughout
the
city.
Children
make
use
of
these
ranks
all
the
time,
but
when
they're
not
shovel
they're
cleared,
it
becomes
a
bit
of
a
problem
for
us
and
Astro.
An
unfortunate
was
a
perfect
storm
where
one
of
our
contractors
that
clears
one
of
these
rinks,
for
whatever
reason,
wasn't
able
to
fulfill
a
duty.

We
couldn't
get
anyone
else
to
clear
the
rink
and
even
though
city
staff
do
clear
some
of
the
rinks,
they
do
an
amazing
job.
The
no
clear
policy
on
what
happens
if
a
contractor
falls
through
doesn't
clear.
The
rink
can
city
staff,
backfill
watts,
so
there's
no
clear
answer:
I,
don't
want
the
same
thing
happening
this
year
where
we
had
a
hole.
We
had
three
links
in
my
community
that
were
shut
down
for
an
entire
week,
so
my
enquiry
is
in
the
event
that
a
contractor
does
not
fill
their
duty
to
maintain
outdoor
rinks.
