Description
The Election Compliance Audit Committee is an arm’s length City of Ottawa Committee and does not report to Ottawa City Council. Election Compliance Audit Committee reviews applications for compliance audits of the election campaign finances of candidates and registered third-party advertisers and considers report(s) from the City Clerk and Solicitor on apparent contraventions of contribution limits.

Chair
I'd
like
to
move
that
the
following
motion
upon
hearing
the
representations
and
reading
the
written
submissions
and
documents
embedded
by
the
applicant
and
the
candidate
and
city
staff.
The
committee
hereby
grants
the
application
because
it
was
presented
with
compelling
and
credible
information
which
raises
a
reasonable
probability
that
a
breach
of
campaign
financing
provisions
of
the
municipal
election
act
has
occurred.

The
candidate
has
admitted
in
writing
and
orally
that
he
has
not
complied
with
the
election
campaign
financing
provisions
of
the
year
by
failing
to
file
a
financial
statement
under
Section
eighty-eight
25
of
the
Municipal
Elections
Act.
That
failure
and
admission
provides
the
committee
with
credible
information
from
the
candidate
himself,
which
raises
a
reasonable
probability
of
a
breach
of
the
municipal
election
act.

Committee
directs
the
city,
clerk
and
solicitors
office
in
consultation
with
the
committee's
independent
legal
counsel,
initiate
a
call
up
against
the
city
standing
offer
for
auditing
services
and
provide
the
committee
puzzles
received
of
up
to
three
potential
auditors.
The
committee
will
speak
to
the
nature
of
the
compliance
audit
to
be
carried
out
at
the
time
the
auditors
appointment.
