development
is
to
be
a
phase
development
of
subdivision,
with
the
total
estimated
construction
cost
of
over
two
hundred
seventy
six
million
dollars
under
often
marketing
conditions.
The
development
is
expected
to
occur
over
the
10
to
15
year
period.
The
development
comprises
of
916
residential
units
consisting
of
singles
towns
back-to-back
towns
and
condos
senior
housing,
along
with
thirty
six
thousand
five
hundred
square
feet
of
retail
space.

existing
site
was
that
the
site
used
to
be
owned
by
the
old
laser
residence,
and
at
that
time
they
were
exempt
from
taxes
due
to
a
religious
organization,
but
since
I
purchased
by
the
developer,
the
it
was
assessed
or
the
municipal
taxes
of
one
hundred
and
seventy
nine
thousand
dollars.
The
expected
fair
build-out
municipal
taxes
to
be
generated
from
the
site
is
anticipated
to
be
five
million.

hundred
thousand
dollars

site
has
been
found

be
contaminated
with
off-site
to
fill,

took
place
somewhere
between
1902
to
1922,
approximately
130
thousand
cubic
meters
of
materials

development

under
this
program
is

get

as
you

today,

the
additional
tax
is
being
generated,

to
assist
the
developer
in
covering

I
think
if
we're
covering
50%
of

costs
in
this
case.

this
is
the
largest
single
approval.
We've
done
under
this
program
to
date
it
is
but
I
do
they.
We
might
have
another
one
coming.
That
might
be
even
larger.
So
you,
when
you
approved,
see
a
few
months
back.

Questions
one
with
respect
to
is
there
any
ability
for
us?
I
know
not
for
this
one,
but
it
on
a
go-forward
basis
to
require
a
certain
percentage
of
the
units
to
be
affordable
housing,
because
my
understanding
is
this
particular
project
has
no
affordable
housing
units
and
yet
we're
providing
a
significant
benefit.
Do
we
have
any
legal
authority,
mr.
Moser,
to
in
the
future,
ensure
that
there's
a
certain
percentage
of
the
units
that
are
affordable
if
a
company
is
going
to
get
this
significant
advantage?

Personally
deferred

as
a

but
when
we
did
the
revised
program
we
didn't
look
at
it.
Add
on
that.
On
that
being
one
of
the
criteria
I
know,
the
official
plan
does
speak
to
certain
number
of
units
that
have
to
be
set
aside
in
a
development
for
affordable
housing.
But
you
know
I,
don't
think
there
would
be
anything
that
would
would
hold
us
back
from
a
legislative
point
of
view
to
be
able
to
consider
that
well.

Maybe
what
I
can
do
is,
with
the
concurrence
of
committee,
asked
through
direction
to
staff
that
they
come
back
with
what
options
are
available,
because
we
know
we're
going
to
have
a
significant
request
on
the
lebreton
site
and
we'd
like
to,
at
the
very
least,
see
a
certain
percentage
of
the
units
who
are
going
to
benefit
from
the
decontamination
of
the
site
to
be
affordable
units.
So
could
we
take
that
as
direction
to
staff?

very
much
but
to
address
your
last
point,
mr.
mayor.
In
fact,
there
is
an
intention
for
there
to
be
some
affordable
house
on
this
site,
not
by
mandatory
decree
if
you
will
or
requirement,
but
rather
the
developer
has
been
working
with
some
affordable
housing
development
organizations
in
the
city,
and
although
we
don't
have
the
specifics
at
this
moment,
there
should
be
a
fairly
significant
number
on
the
site,
not
that
I
would
want
to
stand
in
the
way
of
that
being
a
compulsory
or
standard
process,
but
I'm
glad
to
say
there
will
be
here.

I
just
wanted
to
sum
up
on
this.
Why
am
I
supportive
of
this
I
guess
we
have
to
compare
giving
a
brownfields
redevelopment
and
grant
versus
not
giving
one
and
what
the
likely
outcome
would
be
there,
as
we
have
seen
in
a
number
of
sites
in
the
city
contaminated
sites
where
there
is
no
type
of
government
support
before
their
cleanup
tend
to
sit
idle
for
decades,
if
not
generations.

But
the
fact
is
that
someone
who
wants
to
do
something
with
a
land
like
this
does
have
to
clean
it
up.
So
really,
what
we're
saying
is,
if,
if
we
were
not
to
offer
these
kinds
of
incentives,
we're
likely
not
to
see
this
very
major
investment,
the
jobs
that
come
with
it,
the
revitalization
of
a
whole
half
of
a
significant
Main
Street
in
this
case,
actually
Main
Street,
and
so
in
the
words
of
one
resident
who
chorus
bonded
with
me,
called
it
corporate
welfare
I,
don't
actually
see
it
that
way.

Think
a
good
example
is
can
be
found,
a
counselor
at
lice
ward
on
Hunt
Club,
where
there
is
this
massive
growth
of
new
businesses,
creating
literally
hundreds
of
jobs
that
would
have
otherwise
remained
a
vacant
lot
filled
with
contaminants.
So
I'm,
not
questioning
the
the
wisdom
of
this
program,
I
think
it's
a
very
progressive
program
and
I
think
it
does
create
jobs
and
it
helps
see
the
private
sector
create
those
jobs.
I.
Just
think
of
you
know,
there's
always
a
definition
of
what
is
affordable
housing.

It's
you
know
as
to
some
someone
250,000
dollars
is
not
affordable
to
others.
It
is
so.
We
want
to
make
sure
that,
when
we're
being
generous
with
tax
dollars,
we
also
ask
the
private
sector
to
be
equally
generous
in
terms
of
helping
those
people
looking
for
that
first
affordable
housing
unit,
so
thus
the
the
direction
of
staff.
So
thank
you
to
the
delegation
and
to
staff
the
good
work
on
the
report.

in

inflation
rate

on.

good
indicator
as
to
what's
happening
out
there
and
we
often
don't
spend
as
much
time
on
that
as
possible.
So
what
I
might
do
is
ask
the
acting
city
manager
to
ask
mr.
Bashir
to
do
a
presentation
on
the
the
local
state
of
the
economy,
given
some
of
the
work
that
he
has
done
on
that.
So
we
also
have
one
other
brownfield
site,
which
I
believe
is
in
councilor
Tierney's
Ward,
which
is
two
zero
one
two
all
will
be
Road.
