progress

with

CEO
of
Alstom,
who

from

on

leadership

deliver
all

trains.

past
Sunday
July
7th.
There
is

forward

delivery
of
the
entire
system,
I'm
also
pleased
to
report
that
our
TG
has
agreed
to
set
a
new
RSA
date
of
August
16th,

us

track
to
launch

Confederation
line

public
in
September,

said
that

will
announce
the
specific
launch

reducing
commute
times
and
improving
the
quality
of
life
for
our
residents.

the

of
our
TG
and
to
my
right

Michael
Morgan,
who
many
of
you
know
is
the
director
of
rail
construction
for
both
stage
1
and
stage
2.
Mr.
mayor,
the
update
I
want
to
give
you
today
is
broken
into
eight
segments
and
I
want
to
start
off
with
substantial
completion.
That's
a
critical
step
in
the
process.

Rtg
will
be
submitting
their
notice
for
substantial
completion
within
the
next
ten
days
and
we
anticipate
getting
all
the
necessary
paperwork
and
elements
associated
with
that
and
based
on
that,
I
can
advise
that
we'll
be
recommending.
The
substantial
completion
has
been
achieved,
as
will
the
independent
certifier
based
on
where
we
are
so
that's
going
to
be
occurring
within
the
next
ten
days
or
so
so.
Substantial
completion,
all
the
construction
work,
the
build
of
all
the
assets
and
so
forth
is
essentially
done
and
tied
to
substantial
completion
are
some
critical
elements.
As
you
noted
mr.

mayor
Alstom,
they've
done
some
very
good
work
and
I
want
to
thank
Alstom
and
their
team.
They
put
extra
resources
on,
they
stayed
focused.
They
met
their
commitment
of
completing
the
rail
vehicles
by
July
7th,
so
that
has
occurred.
The
other
critical
element
associated
with
this
is
the
train
control
system.
So
Tallis
again,
an
excellent
firm
has
done
some
really
good
work.

They've
updated
the
last
major
software
upgrade
on
July
the
8th,
we're
taking
it
through
its
paces
right
now,
there's
some
minor
minor
final
software
upgrades
and
final
safety
certificates
associated
with
that
system
that
will
be
completed
on
Friday
July,
the
12th
system
assurance
RIT,
G's
filing
all
the
necessary
paperwork
and
with
respect
to
double
train
operations.
I'm
sure
many
of
you
have
seen
a
lot
of
train
activity
out
there
in
the
last
couple
of
weeks
that
we
have
run
up
to
ten
double
trains
and
RTG.
Mr.
B
Lau
and
his
team
are
planning
to
run
15
double
trains
early
next
week.
The
second
step
of
the
update
is
revenue,
service
availability
and
a
very
critical
element.
Rtg
has
submitted.
We
received
yesterday
in
writing
formally
from
them
their
revenue
service
availability
date
of
August
16th,
so
that
now
is
is
with
us,
and
that
leads
us
to
the
third
step
and
that's
that's
trial
running
and
it's
a
critical
step
in
the
process
and
what
you've
seen
to
date.
Mr.

mayor
and
members
of
committee
is
a
lot
of
testing
and
commissioning
activities
and
I
want
to
share
two
metrics
that
puts
the
scope
and
scale
of
the
testing
and
commissioning
activities
that
have
been
occurring
into
perspective
because
a
lot
of
you
have
been
asking.
You
know:
why
does
it
take
so
long?
B
6,800
tests
conducted
all
have
been
checked,
signed
off,
verified
independently
with
engineers
and
that
all
gets
fed
into
the
system,
safety
assurance
program,
so
6,800
individual
tests
and
think
of
the
logistics
and
the
the
work
that's
associated
with
that.
The
second
metric
I'll
give
for
you
is
the
fleet.
The
vehicles
combined
mileage
over
the
last
number
of
months
is
700,000,
kilometers
of
traveling
back
and
forth,
and
various
maneuvers
and
so
forth
and
I
could
go
on
and
on.
But
those
are
two
two
metrics
that
puts
the
testing
and
commissioning
into
perspective.
Why?
B
Because
safety
is
paramount
on
everything
and
we've
been
diligent
working
with
RTG
and
all
our
consultants
and
advisors
to
make
sure
that
we
do
that.
So
all
that
testing
and
commissioning
I
always
characterize
that
as
the
studying
for
the
final
exam
and
trial
running
is
the
final
exam
and
so
RTG
needs
to
write
the
final
exam
they've
done.

The
preparatory
work
they've
done
all
those
drills
and
so
forth,
and
they
have
to
get
an
A
on
that
exam
and
it's
a
critical
step
that
gives
us
the
assurance
you,
the
taxpayers,
that
we
were
getting
the
system
that
we're
in
we're
paying.
For
so,
the
trial
running
is
scheduled
to
complete
to
start
in
July
and,
as
I've
mentioned
before,
they
need
to
have
12
consecutive
days
of
regular
service,
and
that
demonstrates
the
system's
operating
as
it
was
designed.

It
validates
all
the
subsystems
and
verifies
the
vehicle
availability,
reliability
and
exercises
it
from
end
to
end
consistently
for,
and
they
have
to
have
12
consecutive
days.
That
gets
measured
the
critical
elements
on
that.
Of
course,
safety
is
always
at
the
top
there's
the
operation
end
to
end.
You
know,
headways
time
between
trains,
the
total
travel
time,
maintenance
that
activities
making
sure
they're
ready
to
do
the
overnight
maintenance
regimes,
vehicle
customer
facing
all
those
elements:
the
Public
Address
systems,
the
escalators
elevators
and
all
the
various
systems
that
you've
heard
about.

In
the
past,
the
tunnel
ventilation
system,
the
closed-circuit
televisions
so
forth
that
all
gets
measured
by
a
group,
a
group
that
is
made
up
of
various
representatives
from
RT
G,
so
Vito
transit
group
they're,
the
constructor,
Rideau
transit
maintenance
team.
That's
the
30-year
concession
team,
they
maintain
the
trains,
the
tracks
and
so
forth.
City
staff
and
the
independent
certifier
they're
involved
ensuring
that
everything
is
in
compliance.
I
do
want
to
warn
you
that
there'll
be
some
periods
of
the
the
trial
running
that
you
won't
see
any
activity
out
in
the
line.
B
That's
part
of
the
testing
and
the
commissioning,
particularly
on
off
hours
and
so
forth,
and
the
independent
certifier
confirms
that
they
they
have
passed,
that
everything
that's
been
measured,
pass
and
is
in
compliance
to
the
project
agreement.
We
will
not
be
giving
you
daily
updates,
we'll
be
giving
you
an
update
to
Council
I've,
advised
the
mayor
that,
once
we've
achieved
trial
running
requirements
once
our
TG
has
achieved,
that
will
inform
council
and
you'll
be
made
aware
of
it.

That's
the
segue
to
the
fourth
element,
which
is
the
handover
to
the
city,
and
that
basically
gets
done
when
all
of
that
trial
running
is
done.
It's
confirmed
by
the
Independence
certifier
and
then
you
add
another
layer,
checks-and-balances,
that's
the
independent
safety
auditor
once
that's
all
confirmed
from
a
safety
perspective,
a
compliance
perspective,
a
testing
regime
and
the
scores
are
in
the
RS.
A
period
has
has
been
achieved
and
we
need
up
to
four
weeks
to
move
into
launch
and
the
public
launch.
You
know
again
I've
been
asked.

Why
do
we
need
weeks
after
RSA
before
we
go
to
public
launch?
And
that's
because
we
have
to
do
the
final
push
to
make
sure
that
everything
is
triple
checked?
We
have
more
than
70
operational
drills,
that's
on
top
of
the
hundreds
of
drills
that
have
been
done.
Our
focus
is
on,
of
course,
safety
again,
but
also
the
station
specific
scenarios,
because
every
station
is
different.
We're
going
to
do
to
live
tests,
simulating
customer
experiences,
making
sure
that
everything
is
checked
and
triple
checked.

Some
of
our
staff
need
to
know
where
every
single
room
and
location
is
within
those
stations
and
then
final
validation
of
procedures
and
customer-facing
systems,
and
then
next
mr.
mayor
I'd
like
to
talk
about
the
bus
network
service
change
and
while
the
train
is
very
very
exciting,
the
bus
plays
a
critical
role
in
the
multimodal
operation,
you're
going
to
be
one
of
the
most
advanced
in
North
America,
from
bus
to
rail
and
so
forth,
and
the
current
bus
route.
That's
out
there
right
now
will
continue
for
three
weeks
after
launch.

That's
the
parallel
bus
service
that
I've
talked
to
you
about
in
the
past.
Yes,
there's
a
cost
to
that.
It's
your
insurance
policy.
In
case
something
happens
on
that
line
for
the
first
three
weeks.
It
also
enables
us
to
do
a
bit
of
a
transition
from
bus
to
rail,
we'll
be
encouraging
people
to
use
the
transfer
points
and
go
to
rail,
but
it
also
enables
us
to
throttle
up
throttle
down
and-
and
you
know,
will,
will
things
occur?
We
don't
know
things
can
turn
on
the
dime.

It
is
a
rail
system
like
any
other
rail
system.
Things
can
happen,
so
this
is
an
insurance
policy
and
an
extra
layer
protection
that
we
built
in.
Why
we
want
to
take
care
of
the
customer
every
step
of
the
way
go
back
five
years
when
we
had
all
those
focus
groups
that
I
briefed
you
on.
That's
what
they
said
care
of
me
every
step
of
the
way
as
a
customer
and
at
the
end
of
the
day,
it's
about
that
individual
trip
and
how
it's
affecting
them.

The
other
thing
that's
going
to
occur
is
your
end
state
bus
network,
which
is
the
elimination
through
the
core,
the
all
those
buses
that
get
off
of
Albert
and
Slater
and
so
forth.
The
transfer
points
and
your
five
point:
1
million
dollar
investment
and
and
I
want
to
list
off
the
neighborhoods,
because
I
think
that's
that's
gotten
lost
in
all
this.

This
is
a
big
investment
from
council
in
your
budget
process,
you're
going
to
see
enhanced
service
and
the
Bayshore
Carling,
the
you
know
the
infamous
route
11
issue,
Bell's
corners,
D&D,
Carlin,
campus
Fisher,
Park,
Riverside,
Meadowlands,
Canada,
North,
Canada,
South,
Orleans,
South,
Keyes,
green
borough,
Hunt,
Club,
Riverside,
South,
Stitz,
Ville,
Vanier,
West,
Central
East
throughout
the
core.
All
those
areas
are
going
to
have
some
of
this
five
point:

million
dollar
investment
put
in
that
all
kicks
in.

After
the
three
weeks
of
the
parallel
bus
service,
it
will
be
your
biggest
bus
service
change
in
the
history
of
OC
Transpo.
80
percent
of
your
customers
will
have
some
type
of
a
change
over
a
hundred
bus
routes
will
be
affected,
will
be
changed,
modified,
improved
and
so
forth,
and
then
you'll
have
the
major
transfer
points
to
Tiny's,
Blair,
herdmen
and
so
forth.
So
I
challenged
the
the
planning
team
to
give
me
a
line
diagram
that
I
can
use
because
I
know
people
have
asked
me
and
my
circle
of
friends
and
customers.

How
is
this
going
to
work?
This
is
a
good
tool
for
you
to
explain
that.
Basically
everything
takes
you
to
that
line
from
your
various
neighborhoods
and
we're,
but
you
should
be
very
proud
of
this
because
you
have
an
amazing
system.
This
is
the
backbone
of
your
system
coming
to
fruition,
where
everything
will
connect
up
and
then
you
can
overlay
Stage
two
as
you
get
out
further
east
west
and
south.
So
in
the
transit
world,
this
is
a
an
amazing
network
that
has
been
built
and
will
be
in
operation.

The
seventh
element
is
the
customer
communication.
I
I
don't
know
about
everybody
else
in
the
room,
but
I
can't
go
anywhere
in
Ottawa,
where
somebody
has
not
heard
the
term
ready
for
rail.
That
is
a
very
good
thing
mission
accomplished.
We
wanted
everybody
to
be
aware
of
our
branding
of
our
communication
forum
when
we
go
when
we
achieve
revenue
service
availability.

So
there'll
be
a
big
push
to
our
customers
and,
as
we
said
at
our
update
to
Transit,
Commission
I,
can't
say
enough
about
the
mail
out
strategy.
It's
very,
very
important.
Every
single
household
in
Ottawa
one
week
prior
to
the
line
opening
one
week
prior
to
public
launch,
every
household
will
get
a
mail
out
that
will
talk
about
the
line:
high
level
review
of
service
network
change
in
the
parallel
service
period.

Two
weeks
prior
to
that
final
change
in
bus
service,
another
flyer
will
be
sent
to
every
single
household
and
they'll,
make
it
more
specific
to
their
neighborhood
and
will
advise
everyone
to
look
at
their
trip
and
customize
their
trip
and
push
them
to
the
travel,
planner
and
ntoc,
Transvaal
and
so
forth.
So
we,
our
plan,
is
to
to
inform
everyone
in
every
single
channel
that's
available
to
us.
And
lastly,
mr.
mayor
customer
service,
we
have
hundreds
of
staff
that
are
being
trained
and
I
want
to
thank
my
colleagues
at
the
executive
table.

Their
departments
have
volunteered
staff
we're
sacani
them
from
their
areas.
We're
training
them
to
be
ambassadors
out
there
to
help
out
customers
every
step
of
the
way,
and
they
will
be
there
from
the
opening
day
through
the
three
week,
parallel
service
and
two
weeks
after
the
bus
network
kicks
in.
So
we're
not
going
anywhere
soon
we're
gonna,
be
there
every
step
of
the
way
and
make
sure
that
everybody's
taken
care
of
and
you'll
see
plenty
of
those
red,
OC
Transpo
vests
throughout
the
line
and
at
various
transfer
stations,
buses
and
so
forth.

been

OC
Transpo
operations,

the

we
saw

call
center
and

advised

people

trained
up
just
that
day.
We
were
there.
So
do
you
want
to
talk
about
that

you
we're
ramping
up
the
phone
system
to
take
those
calls
that
all
come
in
and
emails?

up
in
a
customer
service
area,

we're
gonna

out

we'll
also

available

intake
calls
in
any
fashion
and
also
a
reminder

state

the

trained

frontline

center

empowered
to
make

to

drivers
on

mechanics
bus
operators

to

laid
off

layoffs
in

bus
operation
area
because

getting
rid
of
180
buses,

how
you're
saving
money
and
and
it's
being
replaced
with
the

rail
