fedco
and
the
nominating
committee
for
february,
2nd
2021.

so
just
a
few
reminders
at
the
same
as
we
gave
fedco
members
and
committee
and
staff
are
asked
to
stay
on
mute
until
they're
called
upon
to
speak
members
of
council.
If
you
wish
to
speak
to
an
item,
please
use
the

at
the
bottom
of
the

list
in
the

meeting

Are
there
any
declarations
of
interest,
question

conflict,
so
the
city
clerk
has
our
marching
orders
for
us.
Mr
clerk,
the
floor

Now,
as
with
the
last
meeting
of
this
nature,
that
seems
like
a
long
ago
to
place
in
the
champlain
room,
there
will
be
a
number
of
motions
that
staff
have
developed
as
a
result
of
those
expressions
of
interest,
and
if
we
look
to
the
voting
ahead,
mr
mayor,
I
would
like
to
add
some
of
the
following
comments
for
the
positions.

There
were
more
expressions
of
interest
than
some
were
available.
The
joint
committee
will
follow
a
process
very
similar
to
the
votes
that
took
place
actually,
as
recently
as
december
and
I'll
give
you
some
examples.
So,
each
member
of
the
joint
committee,
when
called
upon
to
vote
we'll,
say
the
name
of
the
candidate
or
candidates
that
they
may
wish
to
vote,
for
whichever
counselor
gets
a
majority
of
votes.
So
there
are
13
members
on
the
committee,
mr
mayor,
so
seven
votes
will
be
recommended
by
to
counsel
for
the
appointment
on
the
particular
standing
committee.

If
no
member
gets
a
majority
of
votes,
the
member
with
the
fewest
votes,
will
be
removed
from
the
bottom
of
the
list,
and
a
runoff
will
take
place
between
the
two
top
contenders,
and
that
is
where
there
is
one
spot
for
committees
with
more
than
one
space
available.
Each
member
of
the
joint
committee
has
one
vote
per
each
space
that
is
available
on
that
standing
committee.

So
in
other
words,
mr
mayor,
if
there
are
two
spots
available
as
there
are
on
the
planning
committee
and
where
there
are
three
capable
candidates,
each
member
will
give
the
names
of
two
candidates.
The
candidates,
with
the
most
votes,
will
be
recommended,
as
usual
for
council
to
fill
the
vacant
seats
in
the
unlikelihood
of
a
tie.
As
there
are
13
votes,
the
matter
will
be
referred
to
council
without
recommendation
from
this
joint
nomination
fedco
meeting
for
the
position
where
there
is
only
one
expression
of
interest.

Mr
mayor,
we
would
obviously
recommend
seoul
appointee,
be
passed
with
a
simple
majority
and
on
to
council.
Mr
mayor
before
I
close
off
my
my
spiel
here,
I
just
like
to
remind
members
of
the
prospect
of
electioneering.
I
know
it
has
come
up
virtually
every
time
we
we
have
nominating
committee.
I
know
there
has
been
a
long-standing
past
practice
where
no
campaigning
occurs
with
respect
to
nominating
committee
matters
either
here
or
at
council.
I
can
also
reassure
members
that
I
have
recommended
against
such
electioneering.

Each
and
every
time
the
committee
has
met
very
much
adopting
the
style
of
the
municipal
elections
act
on
voting
day.
Absolutely
no
campaigning
should
be,
it
should
be
taking
place.
I
would
suggest,
mr
mayor,
that
members
have
very
very
easily
adapted
to
this
past
practice,
as
I
did
see
a
number
of
emails
going
back
and
forth
between
the
members
giving
reasons
why.

Finally,
mr
mayor,
with
regards
to
the
city's
procedure
bylaw,
there
is
a
format
set
out
in
section
94
with
regards
to
the
structure
and
operation
of
the
nomination
committee,
and
it
does
not
speak
one
iota
to
the
issue
of
electioneering
or
campaigning.
Therefore,
mr
mayor,
we
look
to
as
we
always
do.
We
call
them
unprovided
cases
under
section
51
of
the
procedure
by
law,
whereby
you,
the
mayor
and
chair
of
nominating
committee,
would
rule
on
any
issues
not
expressly
set
out
in
the
by-law.

Ultimately,
mr
mayor,
the
recommendations
of
the
joint
meeting
this
morning
will
go
to
full
council
on
february
10
2021,
and
that
is
at
the
end
of
my
summary,
mr
mayor.

appointment
to
excuse
me
to
the
following
positions.

is
two
positions
for
planning
committee
and
the
motion
has
been
pre-circulated.
This
is
a
result
of
the
removal
of
mr
shirelli
from
various
committees.

have
two
council
to
vote
on
up
to
two
of
the
following
members
for
appointment
as
members
of
planning
committee
in
alphabetical
order,
councillor,
clutzier,
councilor,
menard
and
councillor
suds.

So
to
follow
up
on
what
the
clerk
just
told
us,
you
have
an
ability
to
vote
for
a
maximum
of
two
out
of
these
three,
so
we'll
go
through
the
voters
list.
