the
community

terms
of
the
expansion
of
our
community
health
center.
It's

a
building
that
was
underutilized.
Actually
it
just
was
never
kept
up,
so
it
fell
into
such
disrepair
that
it
cost
millions
of
dollars
to
fix
up
that
front
facade,
and
then
you
know,
would
cost
us
a
lot
more
in
maintenance.

it's
it
is
an
example
of
how
we've
let
some
of
our
infrastructure
our
assets
go
into
disrepair.
So
on
that
you
know
at
least
it
will
serve
the
needs
of
the
health
needs
of
the
community.
It
will
be
a
hub
for
community
health
and
youth
services
and
Children
Services,
but
there
is
a
real
and
concern
in
the
community
that
there
are,
as
we
intensify,
especially
in
this
part
of
the
downtown
we
don't.

are
not
keeping
up
with
space
meeting
space
public
space,
city-owned
space
for
the
community
and-
and
that
is
that
is
a
real
concern.
So
right
now
you
know,
plant
pool
is
all
that's
really
that
recreation
center,
which
is
quite
small
as
all
that's
available
to
our
Community,
Association
and
other
community
groups,
and
it
takes
about
a
year
to
get
a
room
in
there.
So
it's
not
really
an
alternative.

support
this

that
it
will

good
community
hub,

Center
does
exceptional
work
in
our
community

residents

realize
the
roof

to

replaced

policy

it

to
special
area
levies.
There
had
been
some
interest
gauged
in

going
forward
with
a
levy
vote,
so
I

there's
enough
interest

in
the
community
that
warrants
going
forward
with
an
actual
vote.
The
report
before
you
today
is
a
just
an
information
report
providing
background.

it
further
resolved
that
the
cost
to
undertake
the
levy
vote

assessed

the
constituency
services
budgets
of
the
college
ward,
counselors
office.
So
the
vote
that
the
vote
itself
will
cost
approximately
seven
thousand
dollars.

we

for

it's
a
very
similar
process.

have
a
public
meeting
scheduled
for
this

evening
in
the
ward

I'll
be
attending
with

community

go
forward
with
the
vote,

three
week
vote
and
then
we
come
back
at

March,
hopefully
with
the
results
of
that
vote,
so
that
we
can
get
an
answer
to
the
developer.
At
that
time,
the
the
levy
itself
will
look
at
a
car.

acquisition
fee
plus
works
required
for
the
property
to
bring
it
up
to
two

a
standard
necessary
for
a
public
for
public
use,
and
then
the
levy
will
also
contemplate
the
ongoing
operating
costs
of
the
property
as
well.
So
that's
still
to
be
a
chairman
and
we'll
be
working
with
the
clerk's
office
on
the
wording
of
that
vote
in
the
community
we
evolved
through
that
process
as
well.

as
I
can
imagine
each
of
you
is
sitting
here
in
disbelief
that
we
are
still
here
and
still
pursuing
the
saving
of
Komori.
We
do
appreciate
this
opportunity.
It's
been
a
long
bumpy
road.
We
have
surveyed
the
community
for
a
park.
We
have
surveyed
the
community
for
a
levy
two
years
ago.
It
was
a
favorable
outcome.
We
do
have
the
results
of
that
survey.
Still.
I
This
survey
was
requested
by
our
councilor,
and
then
it
was
stopped
by
our
councilor.
He
said
that
there
were
possibilities
of
private
donations
and
real
estate
deals,
and
so
we
had
to
go
back
to
our
residence
and
ask
them
to
personally
donate
some
money
to
this
cause,
and
many
did
this
way.
It
would
supplement
councilor,
turelli's,
private,
large
donations
or
real
estate
deals,
but
that
didn't
happen
here.
We
are
today
City
View,
Community
Association
began
this
project
in
27
2015
by
2018.
We
realize
this
is
bigger
than
city
view
its
outside.
It
contains
all
it.
I

I
Society
promotes
and
celebrates
artistic
diversity
and
embraces
Canada's,
rich
cultural
heritage.
We
tend
to.
We
will
promote
Canadian
artists
in
all
fields.
We
will
promote
equal
opportunities
for
artists
from
every
cultural
and
demographic
background,
promote
outdoor
garden
sports,
create
a
recreational
and
cultural
hub.

The
Society
has
shown
their
commitment
by
the
work
accomplished
to
still
be
here.
Today
we
have
secured
the
following
commitments
to
move
forward
in
kind
hours
to
care
for
gardens
and
small
maintenance.
Historical
flowers
and
penes
have
been
donated:
poetry,
books
for
our
poetry,
library,
old
books
of
history.
We
have
collected
in
trust
just
over
twenty
thousand
dollars
in
cash
from
private
individuals.
I
We
have
collected
about
forty
thousand
dollars
in
play
for
future
generations.
We
have
conference
with
Algonquin
College
to
offer
various
programs
experiential
learning
opportunities
right
in
their
own
community.
We
have
applied
for
grants,
however,
since
we
did
not
own
the
property,
we
were
not
eligible.
I
We
have
met
with
our
MPP
and
MP,
who
are
very
supportive
and
will
assist
in
accessing
grants
in
their
prospective
governments.
There
is
a
shortage
of
small
venues
in
Ottawa.
This
would
provide
the
society
with
sources
of
revenue,
small
weddings,
retreats,
meeting
rooms,
poetry,
readings,
Art,
Show,
outdoor
events.
I
Today,
we
are
here
to
allow
us
to
go
to
the
people
once
again
to
see
if
they
are
willing
to
finance
and
able
to
finance
this
purchase.
This
is
not
an
ideal
situation
in
an
area
that
has
little
green
space
and
no
chance
of
acquiring
more.
The
people
will
have
to
place
great
importance
on
preserving
this
landmark
and
saving
this
last
green
space.
The
prices
doubled
since
the
land
is
now
rezone
for
development.
So
now
we
are
asking
the
communities
to
finance
the
entire
purchase
and
renovations
without
financial
assistance.

have
some
concerns.

before
I
became
associated
with
a
Kumari
Heritage
Association
I
contributed
a
substantial
amount
to
the
undertaking
and
also
encouraged
and
reduced
the
Historical
Society
of
auto
to
make
an
appreciable
donation
for
this.
So
I'm
fully
supportive,
but
I
have
very
some
concerns
here.

this.
This
is
a
great
burden
on
the
on
the
communities.
As
Joan
is
emphasized,
there
are
a
number
of
rental
rental
properties
in
in
city
view:
low
income,
the
the
renters
don't
have
a
chance
to
vote
on
the
levy,
it's
the
landlords
that
have
the
opportunity
to
vote
and,
of
course,
any
increase
in
taxes
will
be
passed
on
with
higher
rents
and
so
on-
and
this
is
this
puts
a
great
burden
on
the
people.

City
View
community
as
a
whole,
as
a
greater
area,
is
a
working-class
area
by
and
large,
with
a
certain
amount
of
commercial
things,
and
it
seems
to
me
that
the
the
valuation
that's
gone
on
here
from
the
property
was
initially
acquired
by
the
developer
for
in
round
figures,
400
thousand
dollars,
actually
three
thousand
dollars
less
and
this,
and
so
to
get
it
up
to
three
point:
nine:
five
million.
That's
that's
frankly,
a
thousandfold
increase
by
the
exact
calculation,
nine
hundred
and
eighty
seven
percent
increase
absorbed.
It's
just
a
pardon,
it's
ridiculous.

just
just
scandalous
and
I
really
think
the
city
should
be
exerting
more
foresight
and
interest
in
a
historical
matter
of
this
sort,
which
is
in
the
interest
of
the
community
as
a
whole,
as
the
nation
too,
and
and
that's
that's
the
concern.
Actually,
you
know
each
of
the
councillors
if
they
put
in
five
hundred
thousand
each
if
we
had
ten
of
them.
That
would
clear
the
thing
that
it
is.
But
it's
an
outrageous
price
in
the
first
place
to
be
had
to
be
entertaining
and

really
have
sympathy
for
it
for
the
voters.

put
it
down
to
one
word,

that
is
fairness
and

want

address
that,
because
I
think
in
the
importance
of
this
property
to
the
city,
view
area

fact,

the
City

Ottawa,

important,

so
I
want
to
be
certain
that
whatever
decision
is
made,
that
the
principle
of
fairness
applies.
So
with
that
in
mind,
I'll
be
quick
and
succinctly
all
this

know
the
city's
commitment
to
city
building
and
that's
happening
all
around
and
I.

Think
it's
it's
as
great
for
the
people
of
Ottawa
and
what
lies
ahead,
however,
see
you,
as
husband
mentioned,
is
an
older
community
and
there
is
a
shortage
of
green
space
and
with
all
the
in
fields
that
are
taking
place.
I
think
it's
time
to
recognize
that
city
view
to
has
to
be
modernized
and
brought
into
the
21st
century.
The
2020s,
and
so
fairness
would
suggest
that
across
the
entire
Ottawa
area,
that
city
do
not
be
pushed
off
the
table.

second

I
have
is
the
environment
I
haven't
heard
anyone
really
mentioned
the
fact
that
the
perimeter
of
this
two
acre
parcel
has
something
in
the
neighborhood
of
a
hundred
meter
trees.
If
the
development
goes
ahead,
these
hundred
trees
will
be
stumped
st
PE
d.
They
will
no
longer
exist
so
today
in
the
2020
I
think
environment
has
to
be.

third
item
I
have
here
is
in
reference
to
actually
the
two
items
that
are
are
on
today's
agenda:
the
reference
to
the
grant
school
and
to
the
Summer
Street
West
Community,
Health,
Care,
Center,
plus
space
for
community
activities.
I
would
note
that
both
of
these
buildings,
they
are
owned
by
the
city
and
I.

The
next
point
I
have,
which
I
think
is
really
important:
fairness
relating
to
due
process
and
if
the,
if
the
ballot
goes
forward
in
its
current
format,
it
already
suggests
in
the
ballot
or
in
the
backup
material
that
the
developer
will
receive

think
it's
or
that
the
cost
for
this
project
will
be
in
a
neighborhood
of
4.5
million
dollars,
plus
an
ongoing
annual
levy
in
perpetuity
for
its
maintenance
and
I.
Think
that
about
it
should
first
of
all
be
two
parts.
One
for
fairness,
sake.
Do

residents
want
a
public,
an
additional
public
park,
green

taking
that
into
consideration.

should

numbers

property

the
development
process,

comfortable
getting
into
specifics.

can
tell
you
that
the
the
appraised
value
for

property

it
stands
today
is,
is
less
than
the
3.95
million
being
asked
for
by
the
developer.
So.

That
is
up
for
discussion
between
the
property
owner
and
the
city
at
this
time.
So
it's
probably
not
the
best,
and
it's
not
even
relevant
to
this
vote.
Ultimately,
the
community
has
expressed
an
interest
to
buy
the
property.
The
developer,
who
has
half
the
property
tied
up
the
other
half,
is
still
with
the
Roger
family
has
expressed
a
price
that
he's
willing
to
sell
it
at.
You
have
to
consider
that
at
this
point
he
has
full
ability
to
develop
this
property.

He
has
approval
from
El
Pat
for
Lots,
along
with
R
Avenue,
and
he
has
council
approval
for
the
balance
of
the
property
to
be
developed
so
for
him
to
build
the
price
he's
likely
looking
at
his
acquisition
cost.
The
cost
he's
put
into
it
over
the
last
four
years,
plus
the
profitability
of
development
on
that
site.
So,
in
reality,
the
best
value
from
the
city,
the
appraised,
value
of
the
city
and
his
asking
price
are
two
different
things
and
quite
irrelevant.

been
in
the
building

casual
observations.
We
would
assume
not
that
the
building
would
not
beef
it
up
for
public
assembly.
Our
experience
with
similar
properties
elsewhere
is
that
generally
a
significant
investment

terms

public
accessibility,
Building
Code
fire
code.
Those
kinds
of
things
would
be
required
if
the
building
were
to
be
open
up
as
a
community
building.
So.

who
would
end
up
paying
if
the
referendum
goes
ahead
and
I'm
more
than
happy
to
support
the
referendum?

think
the
public
should
have
a
say
in
this
because
it's
gonna
be
hitting
their
their
pocketbooks,
but
if
the
referendum
passes,
who
would
run
the
facility
and
who
would
pay
for
the
ongoing
operating
cost?
That's
a
large
piece
of
property
to
to
maintain
what
it
would
be,
a
not-for-profit
group
or
what
it
would.
The
city
expect
to
take
over
maintenance
and
everything
from
cutting
the
grass
to
repairing
the
roof
building.

levy
is

place,
the
total

be
about
a
hundred
and
sixty

after
the
ten
years
it
would
continue
at
thirty

inflation
has
taken

not
been
worked
out,
and
that
is
a
matter
that

inevitably

the

only
the
proponent
was
given
the

the
proponents

and

the

best
science
and
serves
as
adequate
assurance
of
safety.

were

accept
this

view

correct,

any
contrary
testimony
was,

junk
science

a
word
passed
out
during
one
discussion
with
dr.
stove,
but
there
were
strong
evidence
to
the
contrary.

this
could

is
proving
much
more
complex
in
the
real
world

things
interact
and
toxins
bioaccumulate

if

moved

great
meetings
in
great
discussion,

all
that
to
say
the
vote
did
take
place
over
a
three-week

participation
rate
of
37%,
which
was
almost
double
the
amount
that
participated
last
time
and
I
know
in
the
municipal
election
it
was
49%
in
Kanata,
nor
so
I
consider
37%
on
a
mosquito
program
to
be
pretty
pretty
significant.
We
also
had
great
support
from
the
City
Clerk's
office,
so
a
big
THANK
YOU
to
Tyler
and
the
team
in
the
City
City
Clerk's
office,
who
facilitated
this
vote
and
really
gave
it
that
rigidity
and
enabled
confidence
in
that
process.
So
I
really
appreciated
the
work
that
they
undertook.

Another
interesting
fact
as
we
undertook
this
is
we
enabled
online
voting
that
really
I
think
contributed
largely
to
our
success
in
getting
37%
participation
rate.
So
overall
63%
of
residents
voted
online,
which
I
think
is
also
telling
one
last
note
that
the
program
itself,
obviously
the
community
has
resoundingly
supported.
78%
supported,
is
a
four-year
program.
It
will
be
brought
back
again
in
four
years.
I
have
viewed
this
as
a
community
decision.
The
community
is
funding
it.

So,
ultimately,
the
decision
is
third
there's,
so
it
is
four
years
of
treatment
for
the
program
as
well
as
a
three
year
research
project,
building
on
the
research
that
was
done
in
the
prior
year
or
prior
pilot.

I
think
we've
gone
through
a
rigid
process
which
I'm
quite
proud
of
the
participation
rate
and
I
hope
that
my
colleagues
will
support.

moving
this
board,

the
folks

Kanata
north
when
councillor
Wilkinson

Initially,
it

far

decision

community

paid

that

would
suggest
that
the
ones
that
are
supporting
it
have
seen

benefit

we
continue
to
make
sure
that
what
we're
doing

safe.

the
city
would
likely
be
recommending
something
else,

people
have
spoken.

has
been
a
fair
and
democratic
process
here
and
I'm
happy

support

about
citywide
to
take
on
the
terrible
situation
we
have
on
another
couple
of
things
like
ticks
and
Lyme
disease.

terrible
what's
happening
some
of
our
families

wild
parsnip

absolutely
would
be
happy.

far
from
the
years
ago,

province
in
the

more
herbicide
