And
stories
that
we
have
seen
since
her
passing
says
anyone
any
one
thing
is
that
Auto
I
loved
her
too,
while
thanks
to
Matthew
Pierre
Simmons,
who
shone
for
their
very
kind
stories
about
Linda
in
recent
days,
and
please
join
me
now
in
a
moment
of
silence.
As
we
remember
our
late
friend,
Linda
Smith,.
A
B
B
They
have
the
choir
there
and
throughout
senior
centers
in
the
city,
to
keep
everybody
active
amongst
us,
some
special
events
in
December
we
have
learned,
but
the
snowflake
breakfast
that
has
to
do
with
the
food
bank
of
Otto
and
that's
on
December
4th,
and
then
they
have
the
Christmas
concert
on
Sunday
December
13
at
1:00
o'clock
at
the
Pauline
Sherrill
Center.
So
without
any
further
ado,
thank
you
for
being
here.
Let's
listen
to
require.
B
A
A
A
Missile
Ryan
a
so
proudly
with
the
fire
department
of
the
Old
City
of
Ottawa,
almost
40
years,
he
retired
as
a
district
chief
after
a
career
that
took
him
to
every
fire
station
in
the
old
city
of
Ottawa.
Thank
you
for
your
years
of
service
to
the
city
during
your
career,
I
know
our
former
fire
chief
John
deluge
is
here
and
many
other
members
and
alumni
the
auto
fire
service
and
family
and
friends
is
great
to
have
such
a
good
turnout.
A
A
Morning
to
take
this
opportunity
to
thank
you
for
the
many
other
ways
that
you
have
served.
Our
community
since
retirement
Peter's
been
extremely
active
volunteer
in
our
community
peter
served
as
president
of
the
boy
town
fire
brigade
brigade
for
many
years.
The
by
time,
fire
brigade
is
a
nonprofit
organization
established
in
1984
to
serve
the
community
as
Historical
Society,
preserving
firefighting,
artifacts
and
educating
a
city
on
important
parts
with
history,
and
if
you
haven't
been
to
their
museum
at
many
days
a
remarkable
collection
of
vehicles
and
equipment.
I
had
the
opportunity
of
touring
the
center.
A
A
Contributions
to
the
local
firefighting
community,
through
hosting
many
fundraisers
or
events,
many
of
which
are
led
by
Peter
weather
for
the
Bytown
Brigade
or
the
Fallen
Firefighters
Paiva,
is
quick
to
offer
up
his
culinary
talents
to
raise
funds.
A
frequent
item
for
auction
at
one
of
the
many
fundraisers
which
Peter
is
involved
in
is
a
seven-course
gourmet
meal
for
up
to
ten
people
with
wine
pairing
prepared
by
Peter
himself.
The
successful
butter
on
these
dinners
are
picked
up
and
dropped
off
by
Peter
as
well.
Additionally,
Peter
contributes
handmade
wood
carvings
for
the
auction.
A
These
can
vary
serving
trays
chairs,
coasters
wine,
trees
and
many
others.
Of
course,
one
of
his
more
familiar
roles
in
the
community
is
driving
a
unique
fire
apparatus
for
families
to
enjoy
during
several
Christmas
parades
around
the
city.
A
true
ambassador
for
our
city
and
Fire
Service
Peter
recently
took
it
upon
himself
to
welcome
a
group
of
Belgium
fire
observers
visiting
our
city
on
behalf
of
the
volunteer
Ottawa
Fire
Department
ban
Peter
welcomed
these
twelve
delegates
for
barbecue
and
sleeping
accommodations
at
his
home.
A
Peter
is
a
longtime
volunteer
for
the
Salvation
Army's
emergency
disaster
services
canteen
truck
and
can
be
called
into
service
at
all
hours.
The
canteen
truck
and
I
know.
Many
of
you
have
seen
this
is
on
hand
at
major
incidents
for
first
responders,
such
as
last
year's
tragic
shooting
at
the
National
Monument,
the
Cameo
canteen
apron.
The.

B
A
A
To
take
this
opportunity
to
congratulate
the
Ottawa
Regional
Cancer
Foundation
on
the
occasion
of
its
20th
anniversary
and
acknowledge
and
thank
the
organization
for
its
wonderful
work,
it
does
in
the
community.
I
know
that
the
Foundation's
volunteers
and
donors
are
such
an
important
part
of
the
team,
and
today
we
acknowledge
five
community
event.
Organizers,
we've
done
amazing
work
in
helping
the
foundation
work
towards
its
goals.
My
thanks
to
all
of
the
Foundation's
volunteers
for
the
amazing
commitment
and
support
that.
Let
us
see
Avon
I,
my.

C
B
D
Okay,
so
we've
had
a
mandates
and
they're
both
even
get
in
shape
and
so
for
four
years
and
the
Ottawa.
So
if
there's
a
little
people
that
have
been
organized
an
auto
race
day
and
in
that
very
short
period
of
time,
they've
managed
to
bring
thousands
of
people
and
there's
three
hundred
and
three
thousand
dollars
and.
D
A
Thank
you
all
very
much
and
I
know.
A
number
of
members
of
council
have
been
to
some
of
the
events
that
we
talked
about
and
we're
very
proud
of
the
work
that
nonono
team
does
for
cancer
survivors
and
research
for
a
final
presentation:
I
invite
to
a
city
manager,
Kent
Kirkpatrick
and
the
city's
former
deputy
city
manager,
planning
and
infrastructure
and
current
executive
eyes
on
the
light.
Rail
planning
and
implementation
office.
Nancy
Sheppard's
to
join
us
at
the
podium.
A
A
Substantial
contribution
of
the
city
of
Adelaide,
her
nine
years
as
deputy
city
manager
and,
more
recently,
as
light
rail
executive
advisor,
a
native
of
Windsor
Ontario
Nancy
graduated
from
the
University
of
Windsor,
with
a
Bachelor
of
Science
and
civil
engineering.
Since
that
time,
Nancy
is
cultivated
over
30
years
of
experience.
There
are
three
levels
of
government,
including
the
formal
Regional
Municipality
of
Ottawa
Carleton,
where
she
served
as
director
and
then
Deputy
Commissioner
of
the
Environment
and
transportation
departments.
A
Nancy's
leadership
and
dedication
assisted
the
city
in
applying
principles
of
sustainability
to
its
short
and
long
term
planning
to
position
the
city
as
an
mental,
economic
and
cultural
leader
today
and
for
future
generations.
If
you
look
around
at
various
landmarks
that
compose
our
city,
you
will
find
examples
of
the
direct
impact
that
Nancy's
work
has
had
from
buildings
to
bridges
to
roadwork
Nancy's.
Active
promotion
of
safe
cycling
in
Ottawa
has
led
itself
to
many
notable
projects,
including
the
implementation
of
the
segregated
bike
lane
on
Laurier
Avenue,
which
has
turned
out
to
be
a
tremendous
success.
A
Nancy's
portfolio
was
responsible
for
the
construction
of
Lansdale
Park,
including
Place
collaboration
with
important
stakeholders
such
as
the
Algonquin
zuv
Ontario,
as
well
as
work
to
oversee
transportation
elements
in
delivering
the
program
nancy
oversaw
the
completion
of
340
million
dollars
in
construction
projects
from
2011
to
2014.
In
advance
of
the
light
world,
transit
construction
and
nancy
was
present
during
the
initial
planning
stages
of
the
Confederation
Line
project
and
helped
to
carry
the
project
through
planning
and
procurement
and
into
construction.
As
we
see
it
today.
A
As
you
may
know,
the
Confederation
line
project
is
the
recipient
of
the
2013
deal
of
the
Year
award
from
project
finance
magazine,
the
2013
CC
PPP
gold
award
for
innovation
and
excellence,
the
2014
p3
bulletin,
gold
award
for
best
real
project
and
the
2014
PG
bulletin
silver
award
for
best
transportation
project
in
the
country.
This
is
not
common
knowledge,
but
it's
an
urban
legend
at
Nancy's
engineering
has
been
embedded
in
the
cement
and
one
of
the
Confederation
Line
stations.
A
A
Nancy's
contribution
in
the
City
of
Ottawa
has
been
significant
and
she
will
be
missed
by
her
staff
for
management
colleagues
and
by
members
of
council
I'd
like
to
take
this
opportunity
to
sincerely
wish
Nancy
the
very
best
in
our
next
phase
of
life,
which
I'm
sure
willing
gardening,
cycling
and
many
more
canoeing
and
glamour
camping,
also
known
as
glamping
adventures.
With
a
traveling
tribe
of
book
club,
women
Nancy,
you
are
dedicated
to
service
to
the
residents
of
Ottawa,
has
been
outstanding
service.
A
D
D
All
of
you,
thank
you.
It
is
just
the
support
that
I've
had
to
work
with
you
on
executing.
What
I
think
is
a
tremendous
vision
for
this
city
has
been
just
so
rewarding
and
I.
Thank
you.
I
think
that
council,
you
have
a
very
clear
vision
and
I
know
my
job
isn't
always
been
easy,
but
you
have
supported
me
very
strongly
want
to
thank
you
and
let
you
know
that
I
appreciate
that.
D
So
the
next
thing
I
want
to
do
is
I.
Do
want
to
thank
you
can't,
because
you
are
a
tremendous
leader.
The
organization
is,
is
really
very
fortunate
to
have
have
had
you
at
the
helm,
on
your
steady
hand
and
and
your
vision
about
how
great
this
city
can
be
our
leaving
a
big
legacy
and
and
I
think,
and
that
you
hold
me
back
on,
took
a
chance
with
me
to
bring
me
back
to
City
Hall.
D
People
that
are
around
them
and
I
have
to
tell
you.
I
have
been
fortunate
to
work
with
some
of
the
best
people
here
at
City
Hall,
whether
they
were
working
for
me
or
my
colleagues.
We
were
all
working
together
towards
what
I
believe
is
a
great
vision
for
a
great
city.
The
mayor
mentioned
I'm
from
Windsor.
Originally
I
chose
to
live
here,
I'm,
not
a
native,
but
I
am
passionate
about
the
city.
D
D
Thank
you
from
the
bottom
of
my
heart
and
I
just
want
to
say
you
know
I'm
living
here
with
so
many
fond
memories
and
I
am
really
living
also
with
a
lot
of
excitement
and
joy
about
the
things
that
have
been
done
in
the
city
and
for
this
city,
and
especially
the
light
rail.
It
really
is
a
crowning
achievement
for
me
as
as
a
career
public
servant
and
yes,
I
did
leave
my
iron
ring
in
the
in
the
tunnel.
It
will
be
there
and
it
was.

Counselor

has
a
motion
which
there's
a
substituting
revised
motion.
That's
on
the

Sanger
my
counselor
flurry,
counselor
cadre.
If
you'd
like
to
introduce
your
motion,
please
thank.
C
You
very
much
mr.
mayor
and
thank
you
for
fantasy,
thanks
to
culinary
also
for
a
second
in
this
motion
and
mr.
mayor
this,
the
emotion
referring
to
the
smoking,
the
prohibitions
in
City
of
Ottawa.
We
started
a
good
campaign
and
further
enhanced
it
back
in
2012.
As
a
city,
we
showed
leadership
by
expanding
the
smoke-free
spaces
in
Ottawa
and
prohibiting
smoking
of
water
pipes
and
non
tobacco
products
in
outdoor
properties.
C
Despite
these
changes,
legislative
gaps,
which
still
exist,
including
prohibiting
smoking
of
non-tobacco,
combustible
substances
to
this
effect
earlier
this
month,
I
on
behalf
of
the
board,
with
a
letter
to
the
padishah
Ministry
of
Health
and
long-term
care,
recommending
that
the
SFA
be
amended
to
include
the
smoking
of
any
combustible
substances
in
indoor
and
outdoor
public
spaces.
The
motion
before
council
today,
if
adopted,
aims
to
protect
people
from
secondhand
smoke
exposure
by
reducing
legislative
gaps
and
these
legislative
gaps.
Some
of
these
mr.
C
mayor
and
colleagues,
have
been
created
by
the
introduction
of
new
methods
and
new
finale
at
for
smoking
purposes,
in
not
only
in
public
places
but
also
in
lounges
and
so
on.
So
what
I'm
asking
the
colleagues
to
get
approval
on
this
motion,
so
we
can
really
make
City
of
Ottawa
smoke-free
environment
going
forward,
and
thank
you
very
much
mr.
mayor
great.
A
Thank
you.
It's
a
very
good
initiative.
Any
other
questions
comments
on
the
motion.
Okay,
thank
you
all
much,
counselor
cadre.
The
next
are
motions
requiring
suspension
of
the
rules
of
procedure.
No
choice
well
sold
at
regular
procedure.
The
first
is
from
Kelso
harder
and
teary
with
respect
to
construction
of
the
Innovation
Center
on
suspension
carried
Kelso

If
you
like
to
introduce
thank.
C
C
Yards
is
in
the
process
of
having
building
permits
issued
in
respective
development
at
the
city
owned
facility,
and
whereas
development
has
been
approved
at
the
site
and
the
proponent
is
seeking
to
have
its
development
charges
deferred
and
whereas,
even
though
the
city
is
the
property
owner
of
the
bayview
yards,
the
delegation
of
authority
by
law
requires
such
matters
to
register.
In
title,
therefore,
be
it
resolved
City
Council
delegated
the
authority
to
the
city,
clerk
and
solicitor
to
enter
into
a
deferral
agreement
without
requiring
such
agreements
be
registered
on
title.
A
Ok,
so
many
questions
on
this
item
on
the
motion
carried
Thank,
You,
councillor,
harder
and
Tierney.
The
next
motion
requiring
suspension
of
the
rules
of
procedure
is
by
councilor
flowing

sale
by
councillor

with
respect
to
the

on
the

C
I
think
everyone
has
the
emotion
in
front
of
them.
This
is

We're
ahead
of
schedule
is
officially

of
2016.
We
will
officially
open
it
on
December
4th
at

p.m.
members
of
council
will
receive
an
official
invite
you
more
than
welcome
to
join
us
for
for
the
special
event
for
councilor
Nussbaum
and
I
as
communities
as
I
can
read
thoroughly
mr.
mayor
I
can
explain
which
one.
A
C
Went
to
a
fella
process
for
naming
we've
received
over
60
summation,
we
went
through
involvement
in
the
community
members
here
to
John
wah
q
associations
and
beyond,
and
I
can
announce
today,
with
the
help
of
my
colleague,
Toby
Nussbaum,
that
the
name
that
was
selected
from
our
community
was
a
delay
which
is
an
Algonquin
name.
That
means
to
trade
and
attach
to
that.
A
Great
on
the
motion
carried
an
update,
congratulations
forward
to
the
opening
of
that
important
transportation
link
across
the
river.
Are
there
any
other
motions
requiring
suspension
of
the
rules
of
procedure
at
this
time?
Let's
get
these
open,
also
notices
a
motion
for
consideration
of
subsequent
meeting
councillor
Nussbaum
sang
about
so

Please
Thank.

very
much
mr.
mayor
and
notice
of
motion
makes
reference
to
the
fact
that
the
deputy
city
clerk
requires
a
backup
signing
authority
in
case
she
is
absent
from
proceedings
here.
So
it's
a
notice
of
motion
that
we
appoint
Caitlin
Salter
McDonald,
a
deputy
clerk
to
take
over
Sonny
and
other
duties
in
the
absence
of
the
city
clerk
and
the
deputy
city
clerk,
and
we.
A
A
Prior
to
adjourn
that
I'd
like
to
invite
members
of
council
and
the
tenth
and
attendees
to
stay
following
adjournment
for
a
special
OC,
Transpo
Loblaws
Christmas
food
drive
present
presentation.
As
many
of
you
know,
this
year
marks
the
31st
annual
OC
Transpo
Loblaws
Christmas
food
drive.
This
food
drive
fills
a
need
when
many
families
are
struggling
to
make
ends
meet
and
helps
to
ensure
that
there's
enough
to
eat
during
a
time
when
we
in
demand
is
at
its
highest
to
give
you
an
idea
of
the
level
of
need
in
our
communities.
A
C
A
C
Thank
you
very
much,
miss
Nell
Watson.
To
date,
the
OC
Transpo
la
blaw
annual
christmas
food
drive
has
raised
over
1.4
million
kilograms
of
food
and
thousands
of
dollars
fraud
was
most
vulnerable.
The
continued
success
of
the
food
drive
is
due
to
the
support
of
Loblaw
corporation
and
the
incredible
generosity
of
the
City
of
Ottawa
staff
and
residents.
As
many
of
you
have
noticed,
donation
boxes
are
currently
set
up
at
several
City
of
Ottawa
administrative
buildings,
including
here
at
City.
C
Hall
I'd
encourage
my
fellow
council
colleagues,
city
employees
and
all
the
many
visitors
to
Ottawa
City
Hall
to
continue
filling
these
boxes
with
non-perishable
items,
including
rice,
soup,
tuna,
pasta,
diapers,
baby
food,
peanut,
butter
and
powdered
milk.
Please
don't
underestimate
the
importance
and
value
of
your
donations,
no
matter
how
large
or
how
small,
each
and
every
item
counts
the
new
su
estimate.
So
pelipper.
Please
don't
underestimate
your
donation,
because
every
article
accounts
already
please
consider
volunteering
your
time
on
Saturday
December,
5
and
one
of
the
twenty
grocery
store
locations
across
the
city.
C
The
stores
include
your
independent
grocer,
no-frills
role,
Canadian
Superstore
and
Loblaws.
It's
a
great
way
to
give
back
to
the
community,
while
also
getting
into
the
spirit
of
the
season.
At
this
time,
I'd,
like
mr.
Alleyne
Lowry's,
store
manager
of
the
Gloucester
Market
Loblaws,
to
say
a
few
words,
as
is
he
here.
C
Mr.
mayor
council,
honored
guests
as
part
of
Loblaws
continued
commitment
to
our
community,
we
have
again
partnered
with
OC
Transpo
and
will
host
our
annual
food
drive.
December
5th
I
would
like
to
also
introduce
Vanessa
from
Casey's
restaurant,
who
is
our
newest
partner,
and
also
to
thank
Jill
FM,
who
will
be
returning
this
year
to
broadcast
live
at
our
several
locations,
counselors
and
guests.
None
of
this
could
happen
without
our
many
volunteers
and
as
like
yourselves,
and
for
that
we
at
Loblaws.
C
A
You
very
very
much
and
I
know
just
after
our
journey
that
we're
going
to
bring
our
food
goods
into
the
center
circle
for
a
picture
and
I
very
much
appreciate
the
tremendous
effort
of
the
OSI
transfer
employees,
as
well
as
the
Loblaw
employees
and
now
Casey's
and
I
know
each
member
of
council.
If
you
have
a
Loblaws
or
one
of
their
their
store
brands,
I
know
you
go
out
and
help
with
the
food
drive.
So
thank
you
very
very
much
for
doing
that.
I'll,
Mel
C
will
group
or
vocal
about
the
special
ok.
C
E
Mertes
push
to
the
bottom:
there
we
go
good
morning,
Thank
You,
Mel,
Watson
and
councillors
and
city
staff
for
the
invitation
of
the
year.
It's
pretty
exciting
time
for
us,
the
Ottawa
food,
of
course,
coming
from
the
warehouse
this
morning.
Our
shelves
are
a
little
empty
right
now
and
it's
pretty
exciting
to
come
here
and
to
officially
kick
off
this
annual
event.
A
lot
has
been
said
about
the
amount
of
food
that's
raised
and
how
important
it
is
to
our
organization.
E
We
serve
nearly
50,000
people
across
the
city
every
single
month
and
and
the
support
of
this
event
within
the
city
with
NRC
transparent
across
the
across
the
community,
is
incredibly
important
to
us
so
that
we
can
meet
that
that
need
the
OC
Transpo
food
drive
started
thirty-one
years
ago,
and
it's
no
coincidence
that
the
Ottawa
Food
Bank
started
thirty-one
years
ago,
and
so
our
two
organizations
have
been
standing
side
by
side
for
thirty-one
years,
working
together
to
support
that
need
within
the
community
and
I.
Think
that
that's
outstanding.
E
The
other
thing
I
want
to
leave
with
you
this
morning
is
that
last
year
we
collected
234
thousand
pounds
of
food
and
36
thousand
dollars
of
cash,
which
is
again
used
to
purchase
food
for
areas
that
there
is
more
need
than
we
have
food,
that's
an
incredible
amount
of
food
and
for
us
at
the
Ottawa,
Food
Bank
and
the
organizations
across
the
city
which
we
support
on
the
OC
transport
bus.
You
know
throughout
the
year
has
become
really
a
symbol
of
hope
for
us,
and
you
know
I
say
we're
excited
to
launch
this.
E
Food
drive
and
I
truly
mean
it
when
we
see
buses
not
just
during
the
food
drive
but
all
throughout
the
year.
We
think
of
the
incredible
impact
that
this
partnership
has
on
our
organization
and
our
ability
to
meet
the
need
in
the
community
and
and
that's
I,
think
a
true
mark
of
of
the
partnership
and
support.
That's
existed
for
31
years.
So
thank
you
very
much
for
your
support
and
we're
looking
forward
to
a
great
year
this
year.
