D
You
mr.
maryk,
here
to
perform
the
national
anthem,
is
WS
ken
johnson
puppet
school
recess,
guitar
Club
no
be
founded
in
the
fall
of
2014
all
began
with
mrs.
Stephens,
a
great
sixth
teacher.
Now
five
six
actually
was
asked
by
a
student
stay
over
a
recess
period
and
give
her
a
few
pointers
on
how
to
play
at
the
guitar.
She
now
has
50
kids
in
this
club
they're,
not
all
here
today.
This
is
not
room
for
them
all
yeah.
When
the
next
recess
came
along,
another
student
joined
and
from
then
on.
D
It's
very
that
note
grew
to
over
20
last
year
and
now
it's
up
to
250.
Some
of
them
play
the
guitar,
some
of
them
sing
and
Wilson
do
both.
They
got
they
meet
on
morning
in
afternoon
recess
in
a
portable
because
she
teaches
in
a
portable
behind
the
school
and
they
have
a
great
deal
of
fun,
so
they
enjoy
playing
top
40
hit,
picks
like
Royals,
by
Lorde
22
by
Taylor
Swift
in
roar
by
Katy
Perry.
The
club
formed
last
year
at
the
Canadian
North
annual
picnic
and
mrs.
D
Stephens
took
time
out
of
a
simplification
to
continue
practicing
with
the
kids.
She
knows
the
kids
will
be
out
performing
her
pretty
soon,
but
another
teacher
mentioned
that
mrs.
Stephens
have
given
the
children,
the
spark
and
the
kids
love
it.
So
this
is
a
great
addition
to
it.
The
school
curriculum
was
done
by
a
teacher
that
gives
free
she
doesn't
get
recess
time
now,
she's
doing
them
and
they
and
the
kids
don't
get
recess,
but
they
don't
mind
at
all.
So
here
is
so
what
w
risk
and
Johnson
recess
guitar
group.
B
Now
we
have
a
special
request:
that's
come
in
because
the
students
were
good
enough
to
come
down
from
councillor
Wilkinsons
community
and
bring
all
of
their
guitars,
and
many
of
you
I
know
are
disappointed
that
you
couldn't
get
tickets
to
Taylor
Swift,
because
her
show
was
sold
out,
but
they
know
one
of
Taylor,
Swift's
great
songs
and
they've
been
practicing
it.
So
we're
gonna
ask
them
to
sing
one
more
song
for
us.
So
thank
you
very
much.
The
students
from
WRC
and
Johnson
and
over
to
you.
B
That
was
great.
Thank
you
very,
very
much
and
I
saw
Scott,
Moffat
and
John
willing
singing
to
that
last
song
and
councillor
Ellie
said
it
should
have
been
sung
at
the
last
council
meeting.
We're
never
gonna
get
back
together
again,
but
you
did
a
great
job
students
from
w
Erskine
Johnson.
Thank
you
very,
very
much.
Merci
beaucoup.
Let's
give
him
another
round
of
applause
folks,
they
practiced
hard.
B
Thank
you
very
very
much
at
this
time,
I'd
like
to
invite
this
Margaret
Knight
to
the
podium
for
this
meeting
city
builder
award,
presentation
and
I'd
invite
miss
Knights,
councillor,
Ric
sure
Ellie,
to
join
us
as
well
as
councillor
Mark
Taylor,
whose
worid
is
home
to
Margaret's
breakfast
and
lunch
programs
so
Margaret.
If
you'd
like
to
come
forward
and
I
know,
you
have
family
and
friends
and
volunteers
with
you
and
it's
a
great
honor
to
have
you
at
City
Council.
If
you
just
want
to
come
right
up
here.
Welcome
and
here
come
the
councillors.
B
In
addition
to
providing
breakfast
five
days
a
week,
margaret
also
leads
a
lunch
program
twice
a
week,
despite
several
personal
setbacks
over
the
years.
Margaret
hasn't.
Let
this
deter
her
from
continuing
to
prepare
and
plan
meals
for
those
in
the
community
in
need.
Upon
being
informed,
she
was
selected
for
the
city
builder
award.
Margaret's
first
thought
it
was
for
her
colleague,
Linda
Makua.
B
A
B
B
Margaret's
generosity
doesn't
stop
with
her
work
at
foster
farm
either.
She
is
an
active
volunteer,
the
Starwood
nursing
home
in
in
Nepean
Saint
Vincent
Hospital
and
is
often
seen
around
the
community
delivering
meals
on
wheels
for
these
contributions
to
the
community
and
numerous
others.
It's
my
pleasure
to
present
you
with
the
mayor
city
builder
award
the
first
of
2015.
We
thank
you
Margaret
for
your
dedication,
your
selflessness
and
your
love
of
your
community.
Congratulations.
E
E
E
E
B
B
A
very
happy
New,
Year
and
hope
that
you
had
a
restful,
Christmas
and
holiday
season
because,
as
you
know,
we
have
a
very
busy
year
ahead
of
us.
Much
of
that
work
will
begin
next
week
as
we
table
our
first
draft
budget
of
the
term.
I
want
to
thank
all
members
of
council
for
providing
their
input
into
this
year's
budget
process.
I've
appreciated
hearing
firsthand
the
priorities
you
have
for
your
ward
and
your
areas
of
interest
is
we
work
together
over
the
next
four
years.
B
B
Of
momentum
by
this
I
mean
we
will
build
on
the
momentum
we
started
in
the
last
few
years
and
we
will
continue
to
focus
our
energies
towards
building
an
even
better
city.
Let
me
give
you
a
few
examples.
By
looking
back
at
our
most
recent
accomplishments,
City
Council
unanimously
approved
the
stage
2
LRT
project
and
the
transportation
master
plan.
We
decided
to
move
forward
with
arts
court
and
the
Bayview
Innovation
Center,
and
we
continued
work
on
the
key
features
of
the
Confederation
line,
shaping
the
future
of
Ottawa's
transportation
system.
All
Peter
Sagan
approach.
B
A
B
Will
have
no
shortage
of
cranes
and
bulldozers.
Signs
of
momentum
are
all
around
us.
I
think
you
will
be
able
to
get
that
sense
at
our
upcoming
LRT
Showcase
at
Lansdowne
Park
taking
place
in
February
and
March
throughout
our
history
Lansdowne
park
and
the
Aberdeen
Pavilion
were
witness
to
significant
moments
in
our
history
and
our
city's
history.
B
Many
of
these
moments
had
to
do
with
new
products
and
innovation,
for
example,
in
1877,
Ottawa's,
Thomas
or
Hearn
gave
the
first
demonstration
of
a
telephone
at
Lansdowne
Park
in
1892
he
exhibited
a
series
of
new
electrical
equipment
such
as
an
early
electric,
oven
and
electric
water
heaters.
Today.
Of
course,
these
items
are
commonplace,
but
at
the
time
they
were
life
changing
innovations
that
made
the
world
a
better
place
and
tomorrow
another
great
innovation
will
be
unveiled
at
the
Aberdeen
Pavilion.
B
The
world-class
Alstom
Citadis
spirit
train
Ottawa
residents
have
heard
about
this
LRT
project
for
more
than
a
decade.
Only
recently
they
began
to
see
progress
at
construction
sites
in
several
locations
around
the
city.
Tomorrow
it
truly
becomes
tangible.
You
will
be
able
to
not
only
see
the
train
but
feel
the
train.
You'll
be
able
to
sit
inside,
look
out
the
windows
and
get
your
first
experience
of
the
Confederation
line.
The
man
buzolic
tomorrow.
A
B
Thousands
of
people
visit
the
Train
over
the
coming
weeks
and
months,
residents
and
visitors
will
be
able
to
visit
the
LRT
showcase
starting
this
Friday
and
it
will
be
open
every
day
from
8
a.m.
to
8
p.m.
and
I'm,
so
excited
they'll
be
able
to
share
this
experience
with
the
public
and
with
visitors
to
our
city.
Our
vision
for
light
rail
has
much
to
do
with
momentum
when
we
inaugurate
the
confederation
line
during
this
term
of
council
in
2018.
B
We
want
to
turn
around
and
pick
up
the
shovel
to
break
ground
on
stage
2
of
this
project,
as
we
continue
with
environmental
assessments
for
the
project
this
year.
We'll
continue
to
improve
our
plan
to
extend
all
RT
farther
east
west
and
south
working
with
our
transportation
chair
councillor
egg
line
we're
moving
forward
with
this
city.
Transforming
project
Ottawa
deserves
a
world-class
transportation
system
like
this
one
and
I
would
argue
that
it
is
long
overdue,
Ottawa
merit
and
system
the
cross
ball
come
in
Ottawa.
A
B
At
the
other,
g7
capitals
of
the
world,
Paris
Berlin,
Rome,
Tokyo,
London
and
Washington
Ottawa
has
the
distinction
of
being
the
only
one
that
is
yet
to
build
a
significant
rapid
rail
system
for
its
commuters
and
visitors.
Even
domestically
Ottawa
is
catching
up.
Over
the
last
10
years
we
have
spent
debating
and
refining
the
Confederation
line.
Calgary
and
Vancouver
opened
a
combined
42
kilometers
of
new
rapid
transit
lines.
Now
Ottawa
has
momentum
and
together
we're
delivering
better
tread
rotation
for
the
capital
city
of
the
greatest
country
in
the
world.
B
When
you
look
at
what's
to
come
over
the
next
12
months,
you
get
a
sense
that
Ottawa
is
on
the
cusp
of
something
special.
There
has
never
been
a
more
exciting
time
to
be
in
the
nation's
capital
and
together
we
are
building
new
institutions
that
will
shape
and
define
our
city
for
generations
to
come.
Yeah
as
yet.
B
Air
construction
will
move
forward
on
two
major
facilities:
the
new
arts
court
and
Bayview
Innovation
Center,
located
in
the
wards
of
counselors
flurry
and
leaper.
These
will
be
truly
regional
facilities
that
will
be
enjoyed
by
residents
from
across
the
city.
With
these
we
will
support
and
celebrate
our
city's
most
talented
creators.
They
will
be
unique
community
gathering
places
where
we
can
nurture
Ottawa
innovation
on
the
canvas
or
on
the
drawing
board
in
the
theater
or
in
the
marketplace.
Our
artists
and
our
artists
and
entrepreneurs
tell
the
story
of
Ottawa.
B
A
B
New
Central
Library
with
the
right
plan
and
the
right
partnership
I
believe
we
can
deliver
a
truly
world-class
facility
for
the
nation's
capital.
This
will
be
a
complex
project
and
we
want
to
do
it
right
as
a
first
step.
Counselor,
Tierney
and
I,
along
with
the
library
board,
will
host
a
public
engagement
meeting
right
here
at
City
Hall
in
March
of
this
year,
we'll
bring
together
the
community
as
a
first
step
to
begin
this
important
conversation.
What
features
does
it
need?
What
opportunities
can
it
bring?
How
can
it
build
on
our
strengths?
B
This
will
be
one
of
several
community
engaged
opportunities
as
we
take
these
steps
towards
a
forward,
rather,
as
a
city
I
want
this
process
to
represent
everything.
Our
new
library
should
be
open,
collaborative
and
dynamic.
I'm
pleased
to
also
announce
today
that
we
will
make
the
mayor's
rural
explore
a
permanent
event
working
with
councilor
Moffitt
share
the
Agriculture
and
Rural
Affairs
Committee.
We
will
work
to
make
this
the
best
year,
yet
we
launched
this
event
two
years
ago
as
a
pilot
project.
A
B
Develop
a
long-term
growth
strategy
for
our
city's
third
largest
industry.
We
know
that
2017
will
be
a
banner
year,
but
how
do
we
avoid
the
2017
hangover
in
2018
and
beyond,
as
the
private
sector
builds
more
hotels
and
our
event
organizers,
host
larger
events?
How
do
we
ensure
that
our
tourism
industry
can
continue
to
attract
these
large
numbers
in
2015
will
also
continue
to
roll
out
our
Ottawa
2017
brand
across
the
city.
B
B
The
strong
presence
at
the
Ottawa
train
station
in
recent
months
and
you
will
see
similar
signage
going
up
at
the
airport
city,
streets
and
local
businesses.
This
will
also
include
an
exciting
expansion
of
our
four
seventeen
underpass
mural
program
this
year.
We're
seeking
MTO
approval
to
create
murals
at
two
new
location
under
the
4:17
at
Bank
Street
between
councillor
McKenney
and
councillor
Jonah,
chenko
Swartz
and
the
Carling
west
of
Kirkwood
between
councillor
leaper
and
councillor
of
Washington's
Ward's,
as
we
saw
from
the
first
set
of
murals
this
past
year.
B
This
program
provides
us
with
an
easy
way
to
brighten
up
our
neighborhoods
and
support.
Local
artists
will
build
momentum
towards
building
a
more
livable
city
this
year
as
well.
We
opened
a
pedestrian
and
cycling
bridge
over
the
417
akun
Coventry
Road
in
just
a
few
weeks.
This
will
connect
councillor,
Cloutier's
ward,
with
councillor
news
palms,
Ward
and
councillor
flurry
and
Nussbaum
will
be
happy
to
see
construction
continue
on
a
much-needed
bridge
over
the
Rideau
River
to
connect
Donald
and
Somerset
streets.
It
will
open
next
year
providing
an
important,
east-west
connection
to
existing
active
transportation
infrastructure.
B
B
See
the
constants
and
Buckham
based
community
center
expansion
open
later
this
year,
councillor
Elgin
Terry,
who
has
taken
a
leadership
role
on
this,
and
the
community
have
worked
hard
on
this
project,
which
will
see
new
library,
space,
a
multi-use
room
and
a
fitness
room
at
it.
While
we
making
community
improvements
like
this
will
make
environmental
investments
as
well.
The
City
of
Ottawa
is
proud
to
partner
with
ecology
Ottawa
on
its
tree
Ottawa
project
over
the
coming
years.
B
B
They're
issues
we
can
do
more
when
we
work
together.
A
great
example
of
this
has
been
strong
being
on
addressing
guns
and
gangs
in
our
city.
The
Ottawa
Police
Service,
under
the
leadership
of
Eli
Elgin
Terry,
has
been
working
with
crime
prevention
Ottawa
under
the
leadership
of
shad,
Qadri
and
other
community
groups.
To
take
action.
I
also
want
to
thank
councilors,
sure,
Ellie
and
Taylor
for
bringing
together
residents
in
their
wards
to
speak
openly
and
honestly
about
the
challenges
we
face.
B
A
B
I
look
forward
to
continuing
our
strong
relationship
with
the
city
of
Gatineau
I've
been
working
more
closely
with
the
mayor
of
Gatineau
Maxine
Ted
knows
Robin
than
ever
before.
We
attended,
for
instance,
each
other's
inauguration
ceremonies
and
together
placed
the
wreaths
of
the
War
Memorial.
This
past
Remembrance
Day
a
first
in
2015
we'll
continue
to
collaborate
on
issues
of
mutual
interest,
including
transportation
and
transit
between
our
two
great
cities.
I'll
be
meeting
with
mayor
fed
knows
your
ban
again
and
Gatineau
in
the
first
half
of
2015
to
continue
strengthening
our
partnership.
B
2015
will
be
a
big
year
for
baseball
and
other
sports.
Our
can-am
baseball
team
will
take
to
the
field
at
the
Ottawa
baseball
stadium.
Thanks
to
the
strong
support
of
members
of
council
in
particular
councillor
Manette.
We
look
forward
to
cheering
on
our
champions.
The
Ottawa
champions
during
the
warmer
weather
in
May,
the
Miracle
League
of
Ottawa's,
fully
accessible
baseball
field
will
also
be
completed
this
year
in
the
word
of
councilor
midok,
our
new
Sports
Commissioner
we're
very
proud
that
Canada's
second,
fully
accessible
baseball
facility
will
open
for
children
and
young
adults
with
special
needs.
B
Of
course,
Ottawa
will
host
the
Canadian
Little
League
championships
this
summer
and
counselor
harness
Ward.
This
will
be
yet
another
event
to
showcase
our
city
to
families
from
across
Canada
on
a
larger
scale.
We
can't
forget
the
FIFA
Women's
World
come
coming
to
Lansdowne
in
June.
This
will
give
Ottawa
a
priceless
international
audience
as
we
host
some
of
the
best
female
soccer
players
in
the
world.
This
exposure
is
so
important
for
a
city's
reputation
and
the
long-term
growth
of
our
economy.
Duman
Caine's
set
up
Ottawa
and
they
will.
A
B
In
our
outlook
for
economic
growth
in
the
coming
year,
in
December,
the
region's
unemployment
rate
was
6.1
percent,
still
below
the
national
rate
of
6.6,
but
still
too
high,
but
we're
reminded
by
the
departure
of
retailers
such
as
Target
that
no
city
is
immune
to
bumps
along
the
road.
We
must
also
remember
that
our
population
is
growing
faster
than
the
national
average
and
with
it
comes
added
pressure
of
ensuring
that
there
are
good
jobs
and
a
high
quality
of
life,
I
believe
we
are
on
the
right
track.
B
Invest
Ottawa
is
continuing
to
do
great
work
as
it
approaches
its
third
anniversary.
Our
entrepreneurs
and
startups
are
being
given
the
support
they
need
to
prosper
and
grow.
Our
economic
development
and
innovation
Department
will
renew
its
strategy
in
2015.
It
will
begin
it
will
begin
to
introduce
new
tools
and
programs
to
ensure
Ottawa.
City
Hall
can
be
a
true
partner
with
the
private
sector
and
its
mission
to
create
jobs
and
grow
our
economy.
To
reflect
on
two
specifics,
we
will
soon
create
a
way
for
local
businesses
to
pilot
their
technologies
or
products
and
municipal
operations.
B
This
program
was
inspired
by
an
inquiry
raised
by
councillor
hubely
during
the
last
term
of
Council
and
I.
Think
it's
a
great
one.
Soon.
Our
economic
development
department
will
act
as
the
point
of
contact
for
any
local
startup
business
that
wishes
to
pilot
new
technologies
from
there.
They
will
choose
a
select
number
of
innovations
annually
if
we
can
help
a
business
refine
a
technology
before
it
moves
into
mass
production
by
acting
as
a
test
case,
I
think
we
should
carefully
consider
it.
B
The
benefit
to
the
city
can
include
reduced
costs
and
an
innovative
of
delivering
services.
The
benefit
to
our
local
entrepreneurs
can
include
the
ability
to
test
and
refine
a
technology
before
it
goes
to
market
and
I
think
this
will
be
a
win
win.
A
second
new
economic
initiative
will
have
to
do
with
taking
a
serious
approach
to
attracting
and
retaining
talent
in
2015.
We'll
begin
to
do
this
by
developing
a
strategy
and
talent
attraction
work
kit
toolkit.
B
Rather
this
will
allow
us
to
market
our
city
more
clearly
as
a
great
place
to
live
and
to
do
business.
We
need
to
remember
that
we're
competing
against
other
cities
for
the
best
and
the
brightest.
Why
should
a
family
choose
to
come
to
Cal
to
Ottawa
instead
of
Toronto,
Montreal
or
Calgary?
How
do
we
appeal
to
the
interests
of
the
most
highly
coveted,
highly
educated
worker,
as
well
as
their
spouse
and
children?
B
Ottawa
is
very
good
at
tourism
marketing,
the
kind
of
messaging
that
will
attract
someone
for
a
long
weekend,
but
this
kind
of
message
will
be
focused
on
attracting
people
for
a
lifetime.
Ottawa
does
have
a
great
story
to
tell,
but
I
think
we
need
to
do
a
better
job
telling
that
story
not
enough
shade
on
tois
a
table
on
film.
A
B
Close
my
remarks
by
sharing
two
significant
Civic
projects
coming
up
in
2015.
The
first
has
to
do
with
the
terrible
and
tragic
bus
train
crash
of
2013
in
partnership
with
councilor
harder.
We
will
begin
the
process
of
creating
an
appropriate
memorial
for
the
six
neighbors
we
lost
on
that
fateful
September
day.
We
will
approach
this
project
carefully
and
respectfully,
and
we
understand
the
emotions
are
still
very
wrong.
I
want
to
thank
councilor
harder
for
ongoing
liaison
with
the
families.
The
second
Civic
recognition
has
to
do
with
Daniel
Alfredsson
former
captain
of
our
Ottawa
Senators.
B
As
you
know,
Daniel
retired.
Last
month,
after
18
years
in
the
National
Hockey
League
on
the
ice,
he
was
our
captain
in
the
community.
He
was
a
leader
from
the
Ottawa
Senators
Foundation
to
the
Royal
Ottawa
Mental
Health
Centre,
to
Roger's
house
to
CHEO.
He
devoted
his
time
and
his
energy
to
making
our
city
a
better
place.
He
embraced
Ottawa
with
the
same
way
that
we
embraced
him
and
for
that
today,
I'm
pleased
to
announce
that
Daniel
has
accepted
my
offer
to
receive
the
key
to
the
city
in
a
ceremony
in
March.
B
A
B
And
projects,
both
big
and
small,
the
effects
of
which
will
define
our
city
for
a
generation
to
come,
I
look
forward
to
collaborating
closely
with
you
on
these
important
steps.
Over
the
year
to
come
and
together
we
will
build
momentum
towards
a
more
liveable,
caring,
vibrant
and
prosperous
City.
Thank
you,
garcy

of

a
question
Thank.
G
You
mr.
mayor
I,
just
thought
I'd
take
the
opportunity,
since
this
is
the
first
time
that
we're
dealing
with
the
approval
of
citizen
members
of
any
of
the
Commission's
or
boards
to
give
a
quick
comment
and
perhaps
a
question
to
the
clerk.
If
I
might
I
sat
in
on
the
interviews
for
the
built
heritage
subcommittee,
reserve,
members
and
I
was
certainly
encouraged
by
the
excellent
quality
of
the
candidates
there.
But
one
of
the
things
that
I
found
is
I
was
a
little
bit
out
of
los
in
terms
of
sort
of
understanding.
G
Exactly
on
what
basis
I
should
be
looking
at
the
candidates
where
their
specific
competencies
or
qualities
were
their
particular
interview.
Questions
that
I
should
be
asking
you
know,
are
there
typically
for
these
situations,
grids
or
scoring
mechanisms
should
I
be
evaluating
at
candidates
outside
business
interests.
Is
that
relevant,
notwithstanding
that
these
issues
are
volunteer
jobs?
G
So
my
question
to
the
clerk
is
whether
he's
aware
of
any
such
sort
of
guidance
or
guidelines
for
selection
panel
members
in
the
exercise
of
their
duty
of
choosing
citizen
members,
perhaps
within
the
province
of
Ontario,
and
whether
or
not
that's
being
examined.
Could
this
be
part
of
something
the
clerk
could
look
at
in
the
context
of
the
midterm
governance
review,
because
I
for
one
would
have
benefitted
from
having
a
little
bit
of
structure?
Certainly
as
I
went
through
that
and
a
little
bit
of
clarity
on
some
of
these
tricky
issues,
Thank
You
mr.
A
B
F
Thank
your
worship.
It's
moved
by
myself
seconded
by
Councillor
flurry
that
the
report
from
the
city,
clerk
and
solicitor
entitled
status,
update,
counsel
inquiries
and
motions
for
the
period
ending
the

The

B
G
B
If
no
one
wants
to
speak,
I
just
want
to
congratulate
OC
Transpo,
because
I
know,
councillor
Dean
started
the
process
and
now
councillor
bleh
will
take
over
and
to
staff,
and
particularly
the
students
Algonquin,
because
this
was
a
project
that
was
not
embraced
by
the
previous
student
administration
and
I
know.
Councillor
Sorelli
met
with
them
on
a
number
of
car
times,
because
the
college
is
in
his
ward
and
was
an
overwhelming
endorsement
of
the
u-pass,
because
I
think
they
saw
the
success
at
both
Ottawa
you
Carlton
and
st.
Paul's.
B
B
The
student
leadership
at
Algonquin,
who
worked
hard
on
the
referendum,
offered
the
choice
to
the
students
and
the
reason
it's
before
us
is
that
this
is
required
for
the
board
of
governors
of
ogon
Qin
to
make
their
decision
before
they
make
the
recommendation
of
the
Minister
of

and
universities,
so

A
Liz,

John
de
the

Q.
B
G
You
your
worship,
just
a
few
questions
if
I
may
I
just
wanted
to
double
check
just
based
on
the
wording.
It
says
in
the
the
first
therefore
paragraph
that
this
would
be
on
a
continuing
basis,
so
I
just
want
to
make
sure
that
this
enshrines
this
type
of
of
an
of
the
the
u-pass
program
would
be
enshrined.
That
is
not
going
to
come
back
to
council
every
year.
I
just
want
to
verify
that
that
the
case.
F
G
G
Mr.
mayor,
that
is,
a
2.5
percent
increase
on
the
amount
that's
charged
currently
consistent
with
the
the
previous
decision
of
counseling,
consistent
also
with
the
direction
of
counsel
and
the
long-term
affordability
plan
for
transit.
Okay
and
finally,
we
have
seen
transit
fare
increases
of
7.5%
I
think
there
was
three
years
in
a
row
that
we
we
saw.
Those
increases
and
I
note
that
there's
wording
in
the
motion
here
that
we
would
cap
increases
at
2.5%
for
future
years.
G
Is
that
a
reasonable
percentage
increase
to
enshrine
now
based
on
some
of
the
pressures
that
OC
Transpo
has
had
to
wrestle
in
past
years?
Is
that
I
just
want
to
make
sure
that
the
the
financial
pressures
that
the
Commission
might
be
facing
in
the
future
will
be
realized
through
increases
that
are
passed
along
to
students
is
2.5
percent.
Our
reasonable
amount.
G
Filter
blade,
hey
mister,
if
I
can
answer
that,
it's
actually
been
quite
some
time
since
increases
were
in
the
seven
and
a
half
range.
It's
been
more
than
four
years
since,
since
that's
happened,
it
would
be
my
first
answer.
Secondly,
what's
outlined
in
the
motion
is
consistent
with
the
long-range
financial
plan
for
transit,
which
was
approved
in
2011
unanimously
by
City,
Council
and
I
would
expect
that
what
you'll
see
in
the
budget
table
in
next
week
will
be
consistent
with
that
long-range
financial
planning
process
that
we
went
through
a
few
years
ago.
C
Chair
and
the
previous
chair
on
keeping
I'm
making
sure
that
the
u-pass
continues
I'm
happy
to
see
that
this
enables
a
conversation
for
a
longer-term
process
because
it
gets.
It
gets
a
bit
a
bit
of
an
issue
year
after
year
to
review.
It
I
think
that
that
long-term
commitment
on
behalf
of
the
students
and
on
behalf
of
council
and
the
Transit
Commission
is
important
relating
to
the
fee
increase.
C
My
comment
would
just
be
that
you
know
the
increases
are
in
place
and
it's
important
or
for
the
Commission
to
balance
the
budgets
and
and
that
that
that
impact
is
felt
throughout
the
fees.
But
I
would
just
say
that
I
hope
that
we
can
continue
the
conversation
regarding
the
you
pass
for
summer.
Students
I
know
that's
been
a
bit
of
an
issue
and
you
you
highlighted
to
it,
but
we
have
students
that
continue.
Full-Course
soared
over
the
summer
months
and
they
they
want
to
see
the
u-pass
continue
through
that
period.
F
You
very
much
mr.
mayor
I'm,
going
to
support
this
today,
but
I'm
still
seeking
assurances
from
the
Commission
and
from
mostly
Transpo
that
they're
going
to
have
the
capacity
for
this
we're
experiencing
significant
issues
in
Kanata
councillor
Wilkinsons
doing
a
public
meeting
with
OC
Transpo
officials
and
I've
been
working
with
them
since
the
fall
on
the
situation
of
for
capacity
coming
out
of
Canada
into
the
downtown
and
then
back
again
at
night.
F
So
I'm
looking
for
assurances
from
OC
transfer
that
if
we
approve
this
and
expand
the
you
pass
into
Algonquin
and
everything,
this
is
not
going
to
further
reduce
the
capacities
that
we're
experiencing
and
Kanata.
And
this
move
to
put
all
our
rooms
to
40-foot
buses.
Do
you
have
the
capacity
building?
Mr.
mr.
G
Mayor
we
do
have
reserve
capacity
on
all
routes
if,
as
we
hope,
the
u-pass
adoption
at
Algonquin
increases
transit
ridership
to
that
location.
It
may
be,
and
it's
quite
likely
that
we'll
have
to
reallocate
some
of
that
capacity
between
routes
to
put
it
in
the
places
where
ridership
is
growing,
but
in
the
system
we
do
have
that
capacity.
F
You
your
worship,
I,
spoke
at
numerous
occasions,
other
college
to
support
the
students
of
the
College
of
adopting
the
you
passing
capacity
was
one
of
the
things
that
most
attracted
them.
We
have
right
on
the
peripheral
of
periphery
of
the
Algonquin
College
campus,
our
largest
unused
transit
facility.
A
Morning,
Thank
You
mr.
mayor
I
just
have
a
question:
I
want
to
first
it's
a
very
it's
a
great
initiative
to
see
our
colleague
working
towards
our
su
and
I.
Just
want
to
make
sure
that
our
resident
that
student,
that
they
attend
our
college,
they
can
opt
out
the
path
the
you
pass,
just
like
the
Carleton
University
and
Oh
Thank
You
Pat.
B
G
B
D
I'm
on
the
transmission,
so
we
will
be
dealing
with
it
there,
but
it's
more
to
say,
I've
been
a
great
supporter
of
that
in
the
you
pass
and
I
want
is
echo
what
councillor
flurry
said
that
I
now
that
many
universities
are
going
to
co-op
programs
and
things
of
their
operating
year-round.
I
really
think
that
we
need
to
take
a
serious
look
at
that
and
I
recognize
it's
going
to
cause
even
more
congestion
of
things
and
I.
Think,
mr.
D
mayor
that,
because
of
the
u-pass
program,
we
really
do
have
to
look
at
having
some
additional
funding,
because
it
is
drawing
putting
pressure
on
and
we're
having
people
leave
the
bus
system
because
it's
so
crowded
with
the
students
that
they
can't
get
on
the
bus
goes
by
places
like
Tony's
pasture
that
doesn't
even
stop
the
express
buses
and
people
have
no
choice
in
our
areas.
So
we
do
have
to
take
a
really
hard
look
at
the
impact
it's
having
and
make
sure
our
system
can
handle
it.
Okay,.
B
B
Thank
you
very
much
on
the
motion
is
presented
by
Kelsey
hubely,
saying
about
councillor.
Qadri
carried
emotions
requiring
suspension
of
the
rules
of
procedure.
Most
show
exuse
on
a
small
sole

regular
to
proceed.
Zero
councillor
flurry
as
saying
about
councillor
Cloutier
has
a
motion
because
of
the
timeliness
of

approaching
us
on
the

C
You,
mr.
mayor,
the
motion
will

all
about?
The
delegation

for
Ottawa
2017
we've
assigned
Agee

Ron
to
work
on

the

to
2017.
We
want
to
enable
him

to
be
able
to
create
partnerships
and
an
advertise
the
special
year
for
us,
so
this
gives
them
appropriate
authority
to
to
build
these
partnerships
and
implement
that
strategy.

A
You,
mr.
mayor,
this
is
a
motion
to
name
a
kitchen
in
a
city
facility
at
Tanglewood
Park
after
France
Geyer,
who
passed
away
last
year.
The
motion
essentially
asks
us
to
go
straight
to
Council,
as
opposed
to
the
normal
Standing
Committee,
so
that
we
can
have
a
ceremony
at
the
winter
fun
day
for
this.
For
this
community,
which
France
used
to
cook
the
chili.
For
so
everybody
will
be
there
and
there'll
be
a
nice
way
to
recognize
him,
so
this
will
be
dealt
with
at
the
next.
The
next
council
meeting.
Thank
you.
Okay,.
