meeting

councils
appreciation
for
the
continued
support
of

dollars,
which
have
benefited
our
city
greatly
and
to
thank
you
for
the
continuation
of
keeping
to
the
schedule
and
it's
a
great
honor
to
have
both
Ted
and
Yasir.

a
former
mayor
of
Flamborough,
so
he
understands
the
municipal
world
very
well
and
a
very
warm
welcome
to
both
of
you.

Colleagues,
it's
with
great
sadness
that
we
learned
of
the
passing
of
mr.
John
G
Malak
on
September
19,
2014
artist,
engineer,
longtime
Bell,
northern
research
worker
elected
official
and
community
volunteer
John
has
made
his
mark
in
so
many
fields.
His
contributions
to
his
community
in
our
city
over
the
years
are
to
merit
numerous
to
count.

Is
much
admired?
I
was
honored
to
have
been
able
to
present
John
with
the
Lucile
broad
bed
award
for
artistic
achievement
in
2010.
His
paintings
are
beautiful
and
has
worked
with
the
kanata
Civic
Art
Gallery
was
instrumental
in
developing
the
careers
of
local
working
artists.
We
have
one
of
his
beautiful
paintings
on
display
here
today,
titled
Graham
farm,
which
is
just
at
the
entrance
of
the
council
chamber.

Vacuuming
Sean
and
Beth
were
among
the
first
10
families
to
move
to
tiffany
Crescent
in
the
new
Beaverbrook
community
in
1965,
and
they
remained
in
their
home
since
that
date,
John
believed
passionately
and
built
Aaron's
vision
of
Canada
to
create
a
Garden
City,
complete
with
homes,
employment
areas,
a
town
center,
an
extensive
natural
areas
that
same
year,
in
1965
he
became
a
counselor
from
arch
Township
and
in
1967
was
elected.
Read
a
position
he
held
until
1976
when
I
took
over
later.
He
spent
three
years
on
the
NCC
board
of
directors.

John
was
a
mentor
and
friend
to
me
support
he
made
from
time
to
time
when
I
was
first
elected
councillor
in
1969
to
the
present.
In
those
early
days,
the
only
staff
in
the
offices
for
administrative
staff,
so
John
made
long
lists
of
municipal
issues
and
gave
one
to
each
councilor.
I
was
given
planning.
We
work
together
as
a
team.
Mr.
mayor,
our
budget
meetings
were
around
John's
dining-room
table
and
we
put
together
a
budget
in
one
evening
and
then
shared
a
bottle.

A
good
way
to
do
a
budget
John
continued
to
support
the
key
after
retiring
from
office,
providing
advice
and
support
to
many
several
times
this
year
he's
presented
to
the
Planning
Committee
the
last
time
in
June.
We
spoke
passionately
about
the
pols
building
and
how
they
needed
to
be
secondary
to
nature,
and
he
also
it
was
at
the
opening
of
our
new
library
where
he
is,
was
also
instrumental
in
getting
started
in
night
in
the
early
days.

He
continued
support
the
vision
of
a
clean,
complete
satellite
city
that
remains
his
underlying
foundation
for
Canada,
and
particularly
for
Beaverbrook.
After
tiring
from
build,
northern
John
was
able
to
concentrate
on
his
painting
doing
wonderful,
colorful
landscapes.
Among
other
artworks,
we've
lost
a
wonderful
artist,
a
great
family
man,
a
passionate
supporter
of
his
community
and
a
great
supportive
friend.
This
community
will
celebrate
his
life
to
Saturday
evening
at
6
o'clock
at
the
Malak
Center,
which
is
going
to
be
the
that
building
would
be
the
lasting
memorial
to
his
vision
and
to
his
leadership.

and
talent
to
such
notable
charities
as
Make
A,
Wish,
Foundation,

and
ring
sight
for
youth.

Always
hard
at
work
giving
back
to
his
community
for
many
as
many
contributions
in
leadership.
Captain
Mickey
has
been
acknowledged
with
several
awards,
including
being
presented
with
the
Queen's
Diamond
Jubilee
medal
last
year,
and
it's
my
pleasure
to
recognize
some
of
your
many
contributions
to
our
community.
Today,
captain
Mickey
has
been
volunteering
his
time
with
the
301
eight
Royal
Canadian
Army
Cadet
Corps
for
over
a
decade.
Thanks
to
his
leadership,
the
301
eight
Corps
recently
received
its
highest
possible
commendation
for
the
third
year
in
a
row.

Many
events
in
Orleans
his
cadets
can
often
be
seen
setting
up
in
staffing
events
like
the
annual
Canada
Day
seniors
bingo
held
at
the
Cumberland
seniors
Park.
The
301
eight
Corps
has
also
found
time
this
year
to
help
with
the
recently
opened
Orleans
community
garden
and
the
annual
cleanup
of
the
one
hundred
and
fiftieth
anniversary
of
Orleans
mural
on
San
Jose
F
Boulevard.
Captain
McKee
is
committed
to
ensuring
that
each
member
of
his
Cadet
Corps
has
the
opportunity
to
become
leaders
and
contributors
to
their
community
and
beyond.

fact

it
takes
a
community

build
a

strength
in
our
community
lies

strength

youth,

over
12
Cadet
units,
C,
Army
and
Air
throughout
the
city
of
Ottawa,
there's
over
a
hundred
thousand
12
to
18
year
olds
in
the
city.
Yet
there's
fewer
than
a
thousand
of
those
youth
involved
in
the
cadet
program.

three

One
of
the
largest
private
employers
in
the
region,
with
more
than
3600
dedicated
men
and
women,
applying
their
expertise.
That's
a
far
cry
from
the
commissionaires
Ottawa's
modest
beginnings
in
1939,
where
it
employed
just
15
employees.
With
their
years
of
experience,
these
talented
men
and
women
are
now
contracted
to
nearly
500
sites
in
the
Ottawa
Gatineau
area,
including
many
government
buildings.
Security
is
something
that
can
never
be
taken
lightly.

Lightly

our
society,

many
of
whom
the
members
are
retired,
RCMP
and
members
of
the
Armed
Forces
has
stepped
up
to
the
call
and
need
in
our
community
on
behalf
of
City
Council

colleagues

council
table.

usually
go

all
the
warehouses,
but
I
think
in
this
particular
time.
It's
important
to
do
so

where
a
staff
undertakes
an
annual
review
of

adult
crossing
guard
program
to
determine
which
new
locations
meet.
The
warrants
for
an
adult
crossing
guard
and
12
locations
have
been
identified
as
meeting
the
warrants
for
the
2014-2015
school
year
and
whereas
any
request
for
additional
funding
for
new
locations
are
brought
forward
through
the
annual
budget
process.
A
But
no
additional
funding
was
provided
for
new
locations
flat
out
crossing
guards
that
met
the
warrants
for
September
2014,
with
the
result
that
only
one
of
the
12
haunted
locations
now
has
an
adult
crossing
guard
and
whereas
the
Public
Works
Department
is
indicate
that
is
already
in
a
deficit
position
due
to
winter
operations
and
is
not
in
a
position
to
cover
the
cost
of
the
additional
crossing
guards.
And
where
is
that?
A
It's
meeting
July
9
2014,
City
Council
directed
the
mayor
and
myself
to
meet
with
the
four
chairs
and
four
directors
of
Education
together
to
discuss
cost-sharing
arrangements
on
the
adult
crossing
guard
program
and
other
common
issues.
But
this
meanwhile
schedule
does
not
yet
taken
place
as
some
of
the
communities
that
have
warned
at
locations
found
out.
A
Crossing
guards
have
expressed
concerns
with
the
safety
of
the
locations
and
whereas
the
city
treasurer's
advised
that
there
are
sufficient
funds
in
the
one-time
and
unforeseen
excuse-me
provision
to
provide
the
temporary
solution
to
the
community's
concerns
by
funding
the
thirty
$8,500
cost
to
providing
crossing
guards
at
the
following
eleven
warrant
at
locations.
I'm
not
going
to
read
through
them,
but
I'm
Court
can
put
that
on
the
the
screen.
A
And
whereas
council
is
aware
that
any
permanent
funding
for
these
crossing
lights
will
have
to
be
brought
forward
to
the
2014-2018
City
Council
as
part
of
their
annual
budget
process.
Therefore,
be
it
resolved
that
City
Council
approved
the
transfer
of
thirty
eight
thousand
five
hundred
dollars.
The
one-time,
an
unforseen
account
to
the
adult
crossing
guard
program
for
the
purpose
of
providing
an
adult
crossing
guard
on
a
temporary
basis
at
the
eleven
wore
in
two
locations
for
the
remainder
of
2014.
A
So
this
motion
is
is
clearly
being
brought
on
the
basis
of
safety
and
on
the
basis
that
we
we
already
have
these
locations
warrant
at
mr.
mayor.
However,
it
is
a
stopgap
solution
and
will
move
forward
with
our
meeting
with
the
school
boards
coming
up
in
in
the
next
weeks
and
we'll
do
this
met
will
deal
further
with
this
matter
through
through
next
term.

next
term
is
budget.

deal

this
basically

the

council,

the
money

technically

on
December
31st,
but
it
go
over
to
the
new
new
fiscal
year
and
thank
councilor
egg,
wise
chair,
the
Transportation
Committee
and
councillor
Wilkinson
for
originally
bringing
this
forward
and
to
reiterate.
Council

a
meeting
at
the
end
of
the
month
with
the
chairs
and
directors
of
education
with
the
school
board,
because
there
are
a
number
of
other
issues
that
are
coming
up
as
a
result
of
changes
to
the
transportation
network
that
is
going
to
have
an
impact
on
walkability
and
walking
times
and
distance
to
schools,
and
obviously,
children's
safety
is
a
paramount
concern.
But
we
also
think
it's
a
shared
responsibility
with
the
school
board.

I
thank
all
who
were
involved
in
in
this
work
and,
as
I
said,
no
one
is
jumping
the
queue
on
this.
Everyone
is
meeting
the
warrants
and
these
are
the
ones
that
will
be
dealt
with
and
we
believe,
if
I'm
not
mistaken.

can
be
hired
relatively
quickly
and
up
and
running
within
what
time
frame.
