Good

She
I've
also
invited
her
because
she's
part
of
a
fulcrum
which
is
ottawa's
community
music
venue.
It's
a
volunteer
based
not-for-profit
organization
that
supports
local
artists
and
musicians.
B
Fulcrum
is
working
towards
the
creation
of
a
unique
space
where
the
full
spectrum
of
activities
associated
with
music
creation,
performance

community

can
take

The

extraordinary
contribution
and
commitment
to
make
our
city
a
better
place
through
outstanding
volunteerism
or
exemplary
action,
I'm
honored
to
present
this
award
to
mr.
Massoud,
who
has
been
a
committed
volunteer
within
the
Pakistani
Canadian
community
for
more
than
two
decades.
Mr.
Massad
advocates
on
behalf
of
the
multicultural
committee
in
Orleans
and
as
an
exemplary
recipient
of
this
award.
E
He
is
president
of
the
multicultural
Association
of
Orleans,
a
former
ambassador
of
peace
within
the
universal
peace
federation,
and
was
the
longest-serving
president
of
the
Canada
Pakistan
Association
of
the
National
Capital
Region.
He
continues
to
be
a
very
committed
volunteer
in
his
community.
In
addition
to
as
many
other
contributions,
he
is
recognized
for
his
fundraising
efforts
for
the
Masjid
Bilal
mosque
and
for
donating
catering
services
to
a
very
successful
fundraising,
roast
of
our
friend
deputy
mayor
monette,
that
raised
money
for
the
preservation
of
st.
E
E
F
Thank
You
Honorable
mayor
and
thank
you,
deputy
mayor,
Bob,
Manette
I,
know,
wall
and
tourism
is
given
to
everybody
from
God
and
what
it
takes
is
just
a
little
bit
of
thinking
whether
we
have
to
give
out
why?
Because
in
this
beautiful
world,
peace
is
the
most
important
thing
and
in
order
to
achieve
peace,
we
have
to
give
something
which
is
very
precious,
and
that
is
your
time.
Money
cannot
buy
volunteerism
and
recognition
is
something
which
you
got
it
for
no
reason,
I
was
not
expecting
it.
F
I
will
keep
on
doing
the
job
which
I
was
doing
actually
I
am
very
humbled
to
receive
this
award,
and
this
recognition
will
give
me
kind
of
a
boost.
You
know
in
my
arm
that
you
have
more
strength
to
keep
go
and
keep
on
doing
what
you
are
doing,
and
this
is
an
example
of
a
beautiful
city
that
why
on
earth
our
mayor,
let
go
the
big
job
at
provincial
level
and
keep
coming
back
to
the
city.
Why?
F
Because
he
loves
to
give
out,
he
loves
to
give
his
most
precious
thing,
which
is
his
time
in
order
to
bring
peace
on
earth
and
I.
Think
we
all
are
here,
for
that,
and
I
want
to
celebrate
that
with
this
award
and
I'm
going
to
keep
on
telling
my
children
and
the
others
to
keep
up
the
good
work,
and
only
one
thing
can
unite
us,
which
is
love.
Thank
you.

B
I
just
wanted
to
clarify
so
the
amount.
The
eight
point-
seven
million
in
revenue
that
we've
had
the
information
I've
received-
is
that
that
goes
in
terms
of
filling
permits.
Some
of
the
charges
and
fees
relating
to
planning
I
just
want
to
know,
what's
left
in
the
account
and
are
we
able
to
to
use
it
for
for
future
units
for
for
any
new
builds.
A
G
Mr.
mayor,
the
eight
point
seven
was
accrued
over
a
very
long
period
of
time,
so
it's
not
funding
that
was
just
received.
Last
year
we
might
have
approximately
I'm
just
guessing
here,
two
million
dollars
of
those
funds
in
the
but
that's
being
allocated
towards.
You
know,
paint
building,
permit
fees,
transit
portion
of
development
charges,
contingency
and
other
things,
so
it
couldn't
really
be
used
to
support
a
new
project,
but
rather
to
support
existing
projects
that
we're
finding,
through
the
through
the
IH
program,
streams.
Okay,.
E
You
okay.
Thank
you
on
the
report
carried
a
bulk

agenda.
Does
anyone
wish
to
remove
anything
from
the
bulk
consent
agenda?
No
on
the
bulk
consent
agenda
as
presented,
carry
we're
back
and
now
to
zoning
bylaw
amendment
890
and
950
them
all
the
zone
as
witness
it
Oh

Rule

We
have
a
motion
by
councilor
heart
or
a
Nussbaum
councillor
harder.
If
you'd
like
to
introduce
the
motion
and
those
who
would
like
to
speak
last,
questions
could,
let
me
know,
thank
you
sure,.
A
G
G
There
was
an
issue
with
the
step
backs
on
the
residential
zone,
and
so
the
staff
direction
was
to
work
with
the
applicant
to
see
if
some
additional
step
backs
could
could
be
achieved
on
the
Hmong
Street
side
of
this
building,
and
the
motion
before
us
reflects
the
fact
that
the
applicant
did
come
back
and
work
with
staff
to
achieve
a
two
and
a
half
meters
step
back
on
the
seventh
and
eighth
floor,
so
that
residents
on
the
Hmong
Street
side
were
not
facing
an
eight-story
wall
but
had
some
step
back.
The
relief.
G
G
G
It
is
good
when
we
can
have
these
kind
of
constructive
discussions
with
the
with
the
builders
where
they
take
the
community
feedback
seriously
and
make
an
effort
to
ensure
that
they
have
something
that
can
pass
so
I
will
also
be
supporting
this
today,
as
opposed
to
my
vote
at
Planning
Committee.
Thank
you.
B
Matt
I
just
wanted
to
follow
up
with
staff
on
the
discussion
relating
to
impacts
on
the
policies
for
traditional
Main
Street,
relating
to
that
this
application
I
spoke
to
the
planner
on
the
file
and
I
just
want
to
make
sure
for
public
record
that
the
it
doesn't
impact,
my
understanding
that
it
doesn't
impact
the
other
plans
that
are
on
Main
streets,
but
that
there
is
provision
where
there
is
height
to
establish
some
transition.
And
that's
that's
the
element
by
which
this
applicant
was
reviewed.
G
Mr.
mayor,
just
in
response
to
the
councillors
question,
first
of
all,
the
actual
design
of
this
building
actually
achieves
a
really
good
example
of
a
transition,
because
we
started
eight
stories
which
is
tucked
into
the
interior
of
the
building,
so
it
isn't
perceived
actually
on
the
Main
Street.
That
is
eight
stories
and
more
as
a
six
story
feel,
and
it
is
a
transition
from
the
taller
buildings
down
to
the
south
back
to
the
four
storeys
four
and
two
stories
for
leva
Street,
because
the
lowest
portion
of
the
building,
the
most
northerly
portion
is
four
stories.
G
Mr.
Schmitt
is
here
to
talk
about
the
policy
context.
If
you'd
like
to
understand
a
little
bit,
more
I
will
ask
him
to
talk
to
how
this
actually
fits
in.
Our
policy
context
is
actually
consistent.
Now,
with
what
we've
arrived
at,
particularly
with
this
new
design
solution
and
as
mr.
Schmitt
to
elaborate
Thank.
I
I
There
may
be
further
direction.
That's
provided
in
terms
of
specificity
around
how
some
of
those
compatibility
objectives
that
are
set
out
in
the
primary
plan
are
achieved,
so
this
application
really
doesn't
change
the
approach
and
the
focus
that
we
take,
which
is
really
driven
by
the
primary
policy
documents.
Thank.
B
C
You
very
much
at
first
I
just
want
to
get
a
clarification
question
to
staff.
This
came
up
very
very
at
the
very
end
of
the
planning
committee
meeting
was
almost
missed,
but
I
think
is
very
important.
My
understanding
was
that
staffs
positioned
to
support
this
project
in
the
report
fundamentally,
is
based
on
the
old
official
plan
and
that
if
the
new
official
plan
was
in
effect,
as
opposed
to
still
under
appeal,
then
you
would
not
have
supported
this.
This
project.
A
C
Think,
there's
a
reason
why
we
have
them.
There
is
a
recognition
that
a
traditional
Main
Street
is
something
quite
different
from
the
residential
neighborhood.
It's
different
from
a
wider
Boulevard,
it's
different
from
a
suburban
shopping
street.
It
has
a
certain
character
to
it
and
it's
something
that
actually
draws
people
when
people
choose
to
go
to
a
traditional
Main
Street
in
various
parts
of
the
city,
not
least
of
which,
in
the
Glebe
they're,
making
a
decision
to
go
somewhere.
That
is
different.
C
That
is
distinct
there
there's
a
feel
to
it
a
character
to
it,
and
they
want
to
go
there
and
spend
time
there
and
that
we
start
to
undermine
that.
We
undo
that
at
our
own
peril
we
use
the
cliche.
We
may
be
killing
a
goose
that
lays
the
golden
egg
here.
When
people
see
a
street
that
is
no
longer
a
traditional
Main
Street,
even
if
it
carries
that
name-
and
it's
quote
just
like
so
many
other
streets
they
can
find
in
the
city.
Is
there
a
reason
to
come?
C
So
let
me
draw
that
paint
that
picture
for
you,
the
Lord
Lansdowne
building
and
the
vibe
building
at
Lansdowne
are
being
used
as
examples
of
height
from
which,
apparently
we
need
a
transition.
No
one
has
ever
said
to
me
over
the
last
decade
that
it's
a
shame.
There's
no
transition
in
the
Glebe
I
I
won't
be
able
to
come
there
until
I
see
a
transition,
but
facetious
comments
aside.
You
have
to
remember
that
Lansdowne
was
required.
C
We're
getting
the
twelve
stories
of
Lord
Lansdowne
down
to
one
story,
then
back
up
to
eight
and
six
and
then
down
to
the
one
and
two
of
the
rest
of
the
Main
Street
to
me.
I
actually
see
that
as
being
worse,
worse
attendant
lis,
we
currently
have
I.
Don't
find
it
a
helpful
transition
and,
in
the
end,
I
have
to
point
to
the
fact
that
Lansdowne
was
never
meant
to
Amina
precedent
that
was
brought
up
on
many
occasions.
No
land
zone
is
an
exception.
C
It's
something
that's
not
meant
to
lead
to
the
erosion
of
the
character
and
the
heights
surge
in
heights
of
Bank
Street,
but
this
project
at
this
height
is
precisely
that
and
I
know.
The
last
thing
anyone
would
want
is
people
who
oppose
Lansdowne
to
say
they
told
you
so
and
yet,
at
this
height,
that's
in
a
sense
what
I
see
so
I
oppose
this
project.
I've
made
that
clear
to
the
proponents
from
the
outset.
I
think
that
the
compromise
was
possible,
but
from
the
outset
it
was
eight
and
six.
C
E
E
It's
a
nice
design,
I
think
it
would
complement
nicely
the
gleeps
adder
and
the
Lord
Lansdowne,
which
is
in
the
same
corridor,
but
the
challenge
I
have
with
it
and
it's
similar
to
what
counts.
Return
of
Shenko
mentioned
I
went
by
there
yesterday
just
to
take
another
look
at
it.
You've
got
a
situation
where,
in
essence,
the
traditional
Main
Street
in
the
Glebe
starts
at
home
would
because
from
Homewood
south
to
the
canal,
is
Lansdowne,
Park
and
and
the
Glebe
center
on
the
other
side.
E
But
you
go
from
a
situation
where
you
have
12
stories
that
the
Lord
Lansdowne
and
the
Osage
property,
which
is
a
nice
nice
addition
to
the
neighborhood.
Then
you
go
down
to
one
story
at
kettlemans
and
two
stories
across
the
street
at
Pizza
Pizza
and
the
Indian
restaurant
and
then
one
story
at
the
Glebe
meat
market.
E
And
then
you
come
to
this
site,
which
is
eight
stories,
and
then
you
go
down
a
few
feet
and
there's
a
proposal
at
the
old
Mikhail's
garage
at
Bank
and
fifth
for
four
stories
living
within
generally
the
rules
of
a
traditional
Main
Street.
The
other
challenge
is
there
is
not
mass
transit
options
in
this
neighborhood.
E
As
we
know,
there
are
route
number
one
and
seven
that
go
through
Bank
Street,
but
the
congestion
challenges
that
that
part
of
the
street
faces,
particularly
with
their
major
events
at
Lansdowne,
is
well
known,
and
we
have
secondary
plans
that
require
four
stories
on
Stitz
VLEs,
traditional
Main
Street
on
Elgin
Street.
At
five
stories
we
even
require.
If
I.
Let
me
just
correct
this.
Get
this
into
the
record.
E
Current
zoning
doesn't
permit
patios
closer
than
75
meters
from
a
lot
in
a
residential
zone
without
screening.
Yet
this
is
going
to
be
50
meters
on
monk
Street.
So
you
end
up
as
a
situation.
Our
rules
are
more
stringent
for
a
patio
than
for
an
eight
story,
building
which
doesn't
seem
to
make
a
whole
lot
of
sense
and
I
think
there
was
a
lot
of
goodwill.
You
know
it's
always
easy
and
sometimes
in
vogue
to
sort
of
take
a
shot
at
the
Glebe.
E
You
know
because
they
didn't
support
if
some
people
didn't
support
Lansdowne
to
this
project,
but
they've
actually
proven
over
the
last
couple
years
to
be
welcoming
to
good
development.
That's
compatible
with
with
a
particular
neighborhood
and
I
very
much
see
Homewood
as
the
Gateway,
a
gateway
into
the
gleb's
traditional
Main
Street,
and
you
end
up.
You
know
I
often
go
by
different
streets
in
center
town
and
wonder
how
did
this
gigantic
high-rise
end
up
in
the
middle
of
a
residential
street?
E
Who
voted
for
that
and
I
think
you
know
we're
gonna
be
caught
in
the
same
situation
if
this
is
supported,
because
there
was
no
real
compromise
on
the
part
of
the
proponent.
You
know
the
councillor
for
the
area
along
with
the
Community
Association
met
a
number
of
times
in
good
faith,
but
there
was
never
any
desire
to
bring
it
from
eight
and
six
to
six
and
four
and
I
don't
know
if
the
economics
don't
make
sense,
but
really
that's
not
our
role
to
play.
You
know
if
they
bought
the
land
too
expensively.
E

H
You
very
much
this
is
for
with
regard
to
a
surplus
farm
severance.
You
might
remember
these
things
from
such
things
as
the
full
consent
agenda,
so
these
are
items
that
generally
fly
through,
but
due
to
timing,
we
don't
have
the
ability
to
bring
it
to
a
close
for
Affairs
Committee
in
June.
So
this
motion
merely
asks
that
planning
committee
be
the
considering
committee
for
this
item
on
May
9th
so
therefore
be
resolved.
