councillor
for

away
on

their
regimental

are

community

president
of
the
East
Nepean
Little
League,

established
in
1956
for
the
past

years.
Bruce

developed
programs
for

players

has
inspired
others
to
volunteer
and
support
Little
League
baseball
in
Ottawa.

He
is
recognized
for
his
work
with
the
Little
League
International
Advisory
Board,
Little,
League
Ontario,
and
his
treasurer
of
the
board
of
directors
of
Little
League
Canada
Bruce,
also
starred
a
challenger
baseball
in
East
Nepean,
which
provides
children,
youth
and
adults
with
cognitive
or
physical
disabilities
with
the
opportunity
to
play
baseball
during
his
time
as
president

and
the
eastern

League
have
hosted
several
provincial
and
Canadian
League
championship
tournaments,
welcoming
tourists
and
teams
from
outside
the

known
for
his

has

he

his

technology

be

jeopardy
and

saw

happen
during

we
switched
a
new
system
to
the

system
didn't
work
well
in
certain
areas,

folks

use
the
taxi
as

part
of
the

meter
didn't
work,

hard
meter
was

only
one

cell
drop

good
cell
coverage
everywhere.

collection
contracts.

service
systems
has
a
track
record
of
being
reliable
service
provider
for

live
in
zone

the
current
residential
curbside
waste
collection
contract
and
whereas
Miller
Waste
Systems
is,

awarded
the

year.

you
will
recall
earlier
this
year
we
did
go
back
outs
to
not
necessarily
extend
the
existing
contracts
but
renew
for
three
years.
Knowing
that
we're
doing
our
update,
there's
some
changes
at
the
province
on
the
waste
file,
and
we
expect
that
there
could
be
some
changes
within
that
time
frame.
So
we
it
wouldn't
be
feasible
to
go
out
for
a
six
year
contract
at
this
time,
knowing
that
it
could
change
substantially
halfway
through.
So
we
went
back
out
the
the
zone.

just
want
to
be
clear:
there's
been
a
lot
of
talk
about
zone
1
and
waste
management
in
the
last
few
weeks
couple
months.
This
has
nothing
to
do
with
that.
I
just
want
to
make
it
clear
that
this
this
collection
contract
is
only
about
the
next
contract.
It
has
nothing
to
do
with
what's
going
on
on
the
ground
today,
it's
just
about
the
price
of
zone
1,
going
forward.

were
able
to
keep
contracts
in
line
with
the
RFI
that
we
got
for
zones,
2,
2,
3,
4
and
5,
but
not
for
zone
1
and
that's
a
concern.
Obviously,
we
want
to
make
sure
that
we're
doing
things
wise
wisely
in
terms
of
taxpayers
dollars,
and
we
want
to
make
sure
also
that
we're
collecting
waste
immigrants
with
what
we've
already
decided,
how
we're
gonna
collect
waste,
the
City
of
Ottawa,
which
is
colle
collection,
which
is
the
doubling
of
the
recycling
and
the
organics
into
one
truck,
and
that's
that's.

Those
are
important
factors
that
we
decided
on
back
in
2011-2012
in
those
six
year,
contracts
that
we're
now
be
looking
at
ending
in
2020
to
2023.
So
this
is
that's
what
this
is
about.
I
request,
your
support
for
this.
It
doesn't
take
effect
until
June
2020
between
now
and
then
the
city
will
be
continuing
to
work
with
waste
management's
Miller,
as
well
as
our
in-house
team,
to
address
the
other
issues
in
the

area,

is
service,
standard
issues

are
affecting
multiple
awards,
so
I'm
happy
to

comments

respect
to
what
actions
are
being
taken
to
improve
this
service
number
one.

now
that
this,
if
this
council
approves
this
motion,
there's
even
more
pressure
on
the
employees
of
waste
management
to
find
other
work
which
will
compound
the
problem
and
people
are
upset
about
this
rightfully.
So
this
is
a
basic
municipal
service
and
people
are
having
their
garbage
and
recycling
out
on
the
street
for
four
or
five
days,
I
did
speak
to
the
president
of
the
company
and
he
assured
me
resources
being
brought
in,
but
you
know,
are
we
finding
the
company
number
one?

Mr.
mayor,
first
and
foremost
I'd
like
to
say,
we
fully
understand
the
frustration
that
is
out
amongst
the
residents
that
aren't
getting
their
green
bin
recycling
and
garbage
picked
up.
If
you
recall,
waste
management
did
early
in
the
summer,
when
we
were
having
initial
problems,
we
met
with
senior
management,
they
put
together
a
plan,
they're
executing
on
the
plan
and
I
will
say
they
continue
to
be
partners
in
in
this
they're,
not
walking
away
from
the
contract
by
any
means.
O
The
plan
was
a
longer-range
plan,
so
some
of
the
elements
because
of
training
requirements
to
get
on
trucks
aren't
even
coming
into
fruition
till
now.
But
having
said
that,
as
soon
as
the
word
got
out,
that
there
was
no
contract
extension
coming,
that's
compounded
the
situation
we've
been
in
constant
contact
with
the
management
and,
of
course
we
are
continuing
to
apply
all
the
levers
within
the
Kannada
current
contract
and
procurement
levers,
and
mr.
McDonald
can
speak
to
that
a
little.

If
you
want
more
details
on
that,
but
certainly
as
I
said
prior,
the
liquidated
damages
continued
to
be
applied.
However,
having
said
that,
our
main
focus
right
now
is
service.
On
the
street-
and
we
are
doing
everything
humanly
possible
to
ensure
that
service
gets
respectable
again
waste
management's,
making
efforts
in
pulling
in
additional
resources.
They've
got
new
drivers
coming
online.
We
are
actually
seconded
back
staff,
former
solid
waste
stuff
that
now
are
in
either
roads
parks
or
water.

They'll
be
seconded
back
for
a
six
week
period
and
we'll
be
putting
them
on
any
spare
truck
that
we
have
and
sending
them
over
to
waste
management's
and,
of
course,
we'll
be
recovering
all
our
costs
as
we
do.
This
we're
also
doing
other
innovative
things
like
pulling
in
our
litter
pickup
backers
from
parks,
they're,
smaller
Packers,
but,
as
I
said,
we're
we're,
throwing
everything
we
have
at
it.
We're
continuing
to
hire
from
labor
temp
agencies
to
help
out.

Having
said
that,
oh
and
also
we're
also
in
discussions
with
other
providers
in
Eastern
Ontario
to
see
if
they
can
help
out
at
all
Miller's
helped
this
week
they
were
quite
behind.
The
in-house
group
is
help
this
week.
Our
hope
is
that
we
get
everything
back
to
scratch,
because
it's
a
compounding
situation,
the
more
they
don't
get
collected
it
spills
into
the
next
week
and
they
have
troubles
the
next
week
and
then
it
continues
to
compound
so
where
our
hope
is
that
we'll
get
things
back
to
scratch.

Everything
collected
that
by
this
weekend
or
on
this
weekend
and
then
going
forward
once
we
have
the
authority
from
Council
to
to
seal
this
contract
with
Miller
we're
going
to
encourage
Miller
to
start
talking
to
waste
management,

doing

innovative
things

subcontracting
complete
routes
to
the
Millers,
so
that
helps
out
waste
management
or
even
negotiating
an
early
transition
to
Miller,
depending
on
what
Miller's
resources
are.
So
those
are
all
things
that
were
actively
pursuing
every
day
and,
as
I
said,
our
main
focus
I,
get
the
procurement
side
of
everything
and
and
mr.

think
it's
important
that
we
continue
to
keep
the
pressure
on
the
company
because
they
have
a

have
an
expectation
they
will
follow

contract
they
signed
and
that
the
taxpayers
do
not
incur
one
nickel.

should
all

charged
back

waste
management
because
they
have
clearly
dropped
the
ball
on
a
number
of
roots
and
I
know.
Colleagues,
from
the
West
End
of
her
loud
and
clear
they're,
not
satisfied.
They
were
given
a
date.
It's
gonna
get
picked
up
the
next
day
or
the
next
day,
and
that
never
seems
to
happen.

the
staff
recommendations.
My
concern
is
that
we

issues
in
Statesville
and
the
rest
of
the
West
End
dating
back
to
April
and
we've

told.

residents

think
are
getting
tired
of
hearing
that
we're
frustrated
and
and
we're
asking
their
patients
they've
been
patient
for
a
very
long
time.

concern
is
about
what
leverage
do
we
have
in
the
contract
to
ensure
that
waste
management
is
living
up
to
the
level
of
service
that
they're
contracted
to
deliver?
What
leverage
do
we
have?
What
fines
do
we
have?
What
kind
of
remedy
do
we
have
to
ensure
that
they're
living
up
to
what
they
promised.

the
contract
does
include
a
number
of
liquidated
damages
and
performance
provisions
which
are
actively
being
accessed
by
the
city.

are,

administering
the
contract
and
that
we
will
continue
to
work
with
them.

our
priority
to
date
has
been
continuity
of
service,
and
so
all
of
the
actions
we
have
been
taken
have
been
in
line
with
that
overall
objective.
However,
all
costs
are
being
tracked
and
will

passed
on
to
waste
management
through
our
contract
administration
process

security

week-to-week
basis

being
missed?

picked
up

message
we

told

residences
leave
it
out.

drove
around
my
community

morning
to
see
what

on
and
did
not
see
one
single
waste
management
truck

drove
around
again
later.

the
day
when
I
was
able
to
get
back
out

Kannada

see
any
of
those
bins
empty,
so
I
want
to
confirm,
did
they

did
they
not
show
up
for
work
on
Monday.

trucks

to
get
street
sweepers
out
there
to
pick
this

don't
know
the
proper
term
for
it,

the
guck
from
the
green
bins
were
being
left
on
streets.

was
really
bad
what
we
were
seeing
here
and
one
of
those
so
after
they
they're
missing
mechanic,
then
the
story
became
while
we're
losing
all
our
drivers
to
in-house
services
and
I'm
questioning
that,
because
the
contracts
are
very
similar
across
the
board.
We
know
that
Miller
services,
for
example,
is
able
to
operate
and
isn't
experiencing
the
same
issues
here
so
they're
not
losing
their
drivers.

this
rate.
Do
you
have
any
insight
into
this,
because
I
like
I
need
to
get
back

my
residence?

the
cause
that
they're
losing

residents

fee

days
