getting

done

issue

Almost
anything
believes

Franklin
all
we're
seeing
people
overdosing
on
these.
These
substances
and
people
don't
know
that
fentanyl
is
in
the
substance
that
they're
taking
the
United
Way
is
a
funder
of
project
staff.
We
work
with
project
step
by
putting
our
counselors
inside
the
high
schools
and
the
elementary
schools
doing
counseling
with
the
youth
who
might
be
abusing
or
using
substances
support.

lives

Somerset

worked

a
number
of
city
councilors
who
have
helped
or
supported
his
efforts.

I
asked
that
councilor
McKenney

Wilkinson

forward
at
the
request

Abram.

Bienvenue
and
I
want
to
extend
a
very
warm
welcome
to
the
family,
friends
and
colleagues
of
Ibrahim,
who
are
here
today.
Ibrahim
is
being
recognized
for
his
volunteer
work
and
for
his
efforts
to
empower
and
inspire
young
people
in
Ottawa.
He
is
the
communications
and
engagement
coordinator
with
youth
Ottawa,
a
not-for-profit
charity
found
in
1997
that
envisions
a
city
where
youth
drive
positive
change.
The
charity
provides
young
people
across
Ottawa
with
the
resources,
training
and
support
to
develop
the
skills,
confidence
and
strategies
necessary
to
build
a
better
community
for
themselves
and
for
their
peers.

Abraham
believes
that
every
moment
spent
with
youth
is
an
opportunity
to
empower
and
inspire
them.
He
lives
by
that
principle
in
his
day
to
day
life
and
it's
my
honor
to
acknowledge
his
work
as
a
city
builder

City
Council,
this
award
recognizes
people
who
have
demonstrated
an
extraordinary
commitment

make

city

better
place

for
the

through

Ibrahim
is
a
student
of
political
science
at
the
University
of
Ottawa.

Since
its
inception
in
2015,
Abraham
has
managed
a
team
of
eight
dedicated
volunteers,
some
of
them
who
are
with
us
here
today.
He
is
mobilized.
Community
members,
local
barbershops,
Hair
Salons
and
even
lawyers
who
attend
his
events
and
provide
pro
bono,
advice
and
assistance
he
inspires
youth
to
pursue
and
achieve
their
goals
and
cuts
for
kids
is
meant
to
help
youth
look
and
feel
good
about
themselves.
In
August
2017,
the
cuts
for
Kids
Foundation
received
agent
status
with
youth
Ottawa
and
officially
became
a
charity.

take

to
recognize

folks

represent
a
few
of
the
many
individuals
that
have
been

for
us
from

gave
us

first

Throughout
our
journey,
it
has
been
our
city
councilors

guided
us
and
spread
the
word

our

acted

the
link

staff

community
organizations

a

a
resident
in
another
Ward,
where
the
Builder
and
architect
next
to
them
are
going
to
the
committee
of
adjustment
in
an
hour

to
get
the
variances
necessary
to
build
a
triplex.

They'll,
probably
get
those
variances,
but
in
the
building
that
they're
proposing
there
are
three
bedroom
sized
unit
in
the
basement,
each
of
which
has
windows
and
which
has
its
own
hot-water
tank.
It
is
serviced
as
though
it's
going
to
become
a
unit
at
some
point
in
that
building.
The
architect
swears
that
no,
we
are
only
seeking
permission
to
build
this
triplex,
but
this
is
a
path
that
we
have
gone
down
increasingly
for
those
of
you
who
haven't
yet
experienced
the
infill
boom.

Just
a
bit
of
a
preview
for
this
you
this
morning
of
what's
coming
the
the
basis
of
this
application,
is
a
bit
of
subterfuge
at
the
very
beginning.
Builders
go
to
the
committee
of
adjustment.
They
ask
for
permission
to
build
triplexes
in
our
three
zones
where
the
zoning
contemplates
a
triplex.
They
build
a
fourth
unit
in
the
building
they
service
it.
They
rough
out
the
the
bedrooms
and
then
once
the
units
once
the
construction
is
completed,
they
come
to
us
for
permission
to
then
make
the
fourth
units
legal.
Q
The
reason
they
do
this
is
because
there
is
a
lot
of
red
tape
and
cost
involved
in
pursuing
the
process
properly
from
being
transparent,
with
residents
with
being
for
being
transparent,
with
the
committee
transparent
with
planning
staff
that
they
intend
to
do
this.
All
along
at
planning
committee,
we
had
some
significant
discussion
actually
about
that
red
tape
and
cost
that
maybe
we
can
understand
why
small
builders
seek
to
start
the
process
with
that
little
bit
of
subterfuge
in
order
to
avoid
that.
But
the
result
of
bypassing
the
appropriate
process
is,
is
pretty
negative.
Q
The
there
should
be
a
high
bar
involved
before
you're
allowed
to
destroy
a
home,
dig
a
pit
and
and
proceed
with
building
something
I.
Think
in
our
ward.
Right
now
we
have
five
or
six
abandoned
projects.
Builders
who
ran
out
of
money
in
the
course
of
building
where
you
now
have
open
pits,
open,
excavations
and
and
working
with
by
law,
is
an
extraordinarily
slow
process.
Q
With
the
graduated
response
that
the
courts
want
to
see,
the
Planning
Committee
staff
report
is
probably
the
correct
recommendation
that
we
should
approve
this,
that
it
is
a
form
of
gentle
intensification
that
all
the
planning
statutes
speak
to
not
the
process.
But
the
outcome
are
these
fourth
units
appropriate
and
I.
Q
Think
you
would
find
that
most
reasonable
people
in
in
the
wards
affected
by
intensification,
agree
that
you
know
what
had
the
process
started
out
the
right
way
to
begin
with,
we
could
understand
why
these
fourth
units
are
going
in,
but
because
it
starts
this
way
where
residents
are
assured
by
builders
are
assured
by
developers
that
no,
no,
no
we're
not
going
to
put
a
fourth
unit
into
this
building.
It
then
poisons
the
bigger
discussions
that
we
need
to
have
with
residents
around
the
transformation.
Q
This
city
is
undergoing
we're
having
difficult
conversations
in
our
wards
every
day,
around
intensification
around
LRT,
where
we
need
residents
to
understand
and
work
with
us
on
the
the
kinds
of
city
building
initiatives
and
the
kind
of
transformation
that
is
going
to
make
this
a
sustainable
City.
But
that's
really
really
difficult
to
do
when
residents,
don't
trust
us
and
they
see
the
evidence
every
day
that
the
processes
that
are
supposed
to
have
their
back
are
not
working
in
their
interest.
Q
Colleagues,
if
this
were
rejected,
the
Builder
may
well
go
to
the
Ontario
Municipal
Board
and
at
the
Ontario
Municipal
Board.
That
builder
would
probably
win,
but
the
pain
of
having
to
go
to
the
OMB
may
be
enough
to
convince
the
next
builder
that
they
should
follow
the
process
appropriately
from
the
beginning,
I
and
Steve
Willis
have
had
good
discussions
about
site
plan
approval.
How
can
we
make
the
process
work
for
developers
so
that
they
don't
have
to
begin
with
this
subterfuge?
Q
But
in
the
meantime,
that's
going
to
be
a
long
discussion
and
in
order
to
regain
residents,
trust
I
am
asking
today
that
we
reject
this
proposal
and
and
can
help
convince
residents
that
we
do
have
their
back
in
the
bigger
discussions
that
we
need
to
have
every
day
mayor.

verbal
statements

bedrooms

the
three

help
the
residence
of
my
new
building,
which
was
a
single-family
home
with
one
parking
space
to
acquire
parking
permits
on
the
street
because
clearly
there's
not
enough
parking
for
the
23
other
people
who
I
just
introduced
into
the
neighborhood
and
have
made
a
profit
off
and
I
replied.
No
I
can't
do
that
for
you.

That
is
really
something
you
ought
to
have
thought
of
before
you
pretended
that
you
were
building
something
different
and
have
now
offloaded
all
of
the
costs
on
to
the
public
and
onto
the
taxpayer,
and
you've
made
all
of
the
profits.
So
if
I'm
getting
a
little
irate
here
and
I
know,
I
am
it's
because
this
has
happened
over
and
over
and
over
again.
It
is
a
front,
it
is
a
fake.

is
a
dodge
and
it
happens
too
much
our
interim
control
bylaw
that
we've
just
put
down
in
some
of
the
neighborhoods
will
help
to
address
a
bit
of
it,
but
it
happens
over
and
over
again.
We
want
infill
to
be
something
positive
and
yet,
over
and
over
again
it's
just
an
ugly
box
with
big
problems
that
come
with
it.
That's
not
how
we're
going
to
accomplish
good
intensification.
Is
this
the
particular
you
know
unit
on
which
to
fight
that
battle?
Maybe
not.

that's
a
symptom
of
many
phenomena
and
I
will
support
my
colleague
who
has
been
experiencing
this
in
his
community.
As
you
know,
we're
going
through
review
interim
control
bylaws.
Also,
it's
not
the
ultimate
solution
for
all
these
issues,
because
there
are
various
components
involved,
but
I
think
we
have
to
do
something
and
we
have
to
look
at
the
number
of
bedrooms
per
unit.
Sometimes
you
can
find
eight
or
ten
bedrooms
in
a
building
and
it's
not
considered
as
a
rooming
house.
So
that's
an
abuse
of
process.

If
they
have
an
access
point,
if
there
are
windows
that
are
added
to
the
foundation
that
could
be
used
for
bedrooms
well,
these
are
key
elements
that
you'll
find
that
you
can
identify,
and
you
know
what
their
future
projects
might
be,
and
so
we
have
to
look
at
this
before
we
have
to
approve
triplex
and
an
extra
unit.
I
think
the
development
review
officers
have
work
to
do,
because
if
that
is
the
case,
if
there's
some
space
in
the
building
that
is
unused,
you
can
be
sure
that
they
will
be
used
as
bedrooms.

allegedly

consistent

provincial

would
have

process
that
everybody
would
have
been
transparent
with
upfront
and
it
would
have
likely
led
to
the
same
outcome
without
all
of
this
problem.

council

what's
the
savings,
in
other
words,
what's
the
benefit
of
if
they
both
would
have
been
improved

way

their
architect

the
logic
behind
doing
the
three

then
jumping
to
four?

they
make
a
mistake,
or
was
it
intentionally?

the
benefit?

laws

in

they've

approved

a

than
a
four-plex

potentially
at
risk,

we

to

Certainly
we
can
all
agree
that
Ottawa's
diversity
is
one
of
our
greatest
strengths
and
that
true
is
a
parent
and
River
award,
where
we
have
an
excellent
mixture
of
various
communities
and
residences
and
businesses,
whether
it's
the
Ethiopian
Orthodox
community,
in
River
Ward,
the
Ukrainian
Orthodox
community,
second
largest
Italian
parish
and
the
Saint
Elias
Lebanese
parish
with
1,700
families.
They're
already
efforts
afoot
within
the
provincial
legislature,
bill
60,
looking
at
declaring
November,
Lebanese,
Heritage,
Month
and
notice
has
been
given
in
the
Parliament
of
Canada.
That's
not
yet
being
debated,
but
certainly
notice
is
coming.

Members
of
council
received
a
letter
yesterday
through
the
deputy
city
clerk
on
behalf
of
the
st.
elias
parish
from
father,
good-ass
and
council
chair
george
hannah,
and
in
that
letter
they
they
underlined
the
1700
families
that
this
parish
serves
and
the
significant
contributions
that
lebanese
ottawa
n--'s
have
contributed
over
the
years.
Going
back
to
1882
even
I
was
surprised
how
early
the
first
immigrants
to
Ottawa
from
Lebanon
have
come.

Contributions
from
the
Lebanese
are
quite
long,
having
served
in
both
great
Wars,
significant
contributions
in
the
small
business
community
political
candidates
at
all
three
levels
and
certainly
are
engaged
in
every
level
within
the
Ottawa
society.
So
again,
Ottawa's
strength
is
our
diversity.
We
certainly
recognize
and
honor
many
of
our
multicultural
communities
and
given
that
other
levels
of
government
are
looking
at
this
type
of
commemoration,
I
would
like
to
do
this
as
well.

Council
has
already
taken
decisions
in
the
past
we've
actually
commemorative
lien
aimed
Riverside
Drive,
the
Cedars
of
Lebanon,
with
the
location
of
Saint
Elias
on
Riverside
and
Ridgewood
in
that
vicinity.
We
have
commemorative
blades
similar
to
what
we
do
in
Chinatown
and
a
little
italy.
So
this
motion
is
on
the

is
there's
only

months

year

a

lot
more
than

countries,
who've
got
heritage
in

Canada
and

strong
roots.

my

thought

criteria

council

types

federal

government
and
provincial
governments
have
shown
us
repeatedly
that
any
number
of
organizations
can
be
given
months,
so
you
can
have
several
organizations
in
any
one
month,

we're
not
eliminated

that
respect.

lots
of
Lebanese
people

echo

thankful

councillor
brockington
and
councillor
caucus
for
bringing

motion
forward

recognizing
November
is
in
heritage
month
for
the
Lebanese
community
in
the
last
seven
years.

Seven
decade
as
City
of
Ottawa
always
welcome
immigrant
from
across
the
country
and
we're
very
lucky
and
fortunate
that
to
have
the
we
call
the
City
of
Ottawa,
our
home
I,
looked
at
the
numbers
and
start
yesterday,
and
it
triggered
something
and
I
want
to
share
it
with
my
council
colleague.
It
says
that
there
is
over
ninety
eight,
almost
ninety
eight
hundred
home
Lebanese
home
in
the
City
of
Ottawa,
and
if
we
look
at
my
riding
alone,
it's
almost
I
have
96
to
98
hundred
home.
So
the
similarity
is
almost
there.

We
are
very
happy
to
be
living
in
the
city
like
the
City
of
Ottawa
diversity,
I'm
thankful
that
we
did
emigrated
to
to
Canada
and
in
1990
and
specifically
chose
our
home
to
be
the
City
of
Ottawa,
so
I'm
really
honored
and
I'm
really
happy
to
hear
that
we
are
gonna
declare
November
is
heritage
month
for
the
Lebanese
community.

Thank

receiving
my
email
on
this
last
week,
and
it's
with
some
sadness
today
that
I
bring
this
forward.
In
June
of
this
year
we
had
a
local
community
leader
in
the
West
End
of
Ottawa
and
Crystal
Beach.
Mr.
Harry
Kingston
passed
away,
Harry
passed
away
after
a
long
and
brave
fright,
with
pulmonary
arterial,
hypertension
and
Harry
was
a
community
staple.
A
He
was
a
volunteer
in
many
regards
for
many
different
agencies
and
causes
not
the
least
of
which
was
the
Community
Association
of
Crystal
Beach.
He
was
very
involved
with
the
Ottawa
Police
Service
and
crime
prevention,
Ottawa
and
Neighborhood
Watch,
as
well
as
more
social
clubs
like
kin,
Canada
and
the
Toastmasters,
and
on
and
on
and
on
his
his
remembrance
service
was
filled
literally
filled
with
people
who
came
out
and
spoke
about
how
he
had
influenced
their
life
in
big
ways,
small
ways
and
all
positive.
A
It
was
the
desire
of
some
members
of
our
community
to
move
forward
with
a
commemorative
naming
and
we
selected
a
point
of
land,
an
unnamed
point
of
land
in
dick
bell
park
across
from
where
Harry
lived,
Harry
was
a
sailing
man
and,
and
this
point
of
land
looks
out
past
the
lighthouse
onto
the
Ottawa
River
and
we
found
it
a
very
appropriate
place.
He,
given
that
November
is
pulmonary
arterial
hypertension
month.

And
I
can
certainly,
as
the
former
MPP
for
that
part
of
the
city,
I
had
the
honor
of
working
with
Harry
on
a
number
of
different
Community
Safety
projects,
and
he
was
very
dedicated
and
passionate
about
the
neighborhood
watch
program
and
he
was
a
great
leader
of
the
community
and
we
were
very
sad
to
see
him
pass
away
earlier
this
year.
So
thank
you
for
bringing
the
motion
forward
so
on
the
motion
carried.

mayor,
whereas
the
objective
of
the
2008
report
entitled
reto
van
award,
12
interim
Control,
bylaw
study
and
zoning
bylaw
amendment
was
to
find
land
use
solutions
to
a
social
planning
issue,
which
is
the
over
concentration
of
social
services
within
Ward
12
and
more
particularly,
the
current
distribution
of
shelters,
drop-in
centers
known
as
community
health
and
resource
centers
and
residential
care
facility.
Whereas
Ottawa
City
Council
is
committed
to
fighting
homelessness
in
our
city
through
the
City
of
Ottawa
10
year.

Housing
and
homelessness
plan,
whereas
the
City
of
Ottawa
supports
shelters
that
provide
emergency
accommodations
for
our
most
vulnerable
community
members.
Whereas
the
City
of
Ottawa
strategy
relating
to
our
emergency
housing
response
is
guided
by
a
series
of
policies
in
social
services
and
also
in
planning
through
the
human
services
plan,
the
Official
Plan
and
the
city's
Housing
Strategy
amongst
relevant
approved
direction.

And
whereas
the
recommended
regulation
of
the
report
entitled
as
follow
one
limiting
the
number
of
shelters
in
Ward
12
to
four
two
prohibiting
the
shelter's
along
those
streets
in
Ward
12,
as
well
as
all
the
streets
citywide
that
are
designated
Main
Street
in
the
Official
Plan.
Three
prohibit
residential
care
facility
and
community
health
and
resource
centres
in
residential
adjacent
to
Mary,
st.
M
By
permitting
these
uses
in
commercial,
non
Main
streets
and
non-local
commercial,
mixed
use
and
institutional
zones
subject
to
regulations.
In
many
instances
these
uses
will
be
newly
permitted
in
four
municipalities
within
the
city:
seven
increasing
the
minimum
separation
area
required
between
shelters
to
500
metres,
whereas
the
recommendations
were
carried
as
amended
at
the
Planning
Committee
Environment
committees
and
approved
by
City
Council
on
June
25th
2008
with
councillor
Holmes
and
Colin
dissenting
at
the
time.

Listening
to
this
I
have
a
question:
I
think
it's
effectively
in
the
Official
Plan
Amendment,
which
is
not
appropriate
to
go
through
this
process
and
I
suggest
that
the
relevant
parts
of
it
be
referred
to
the
planning
committee
for
a
future
planning
committee
and
be
dealt
with
there,
and
there
may
even
be
some
that
should
go
to
community
and
Protective
Services
and,
as
we
know,
I
think
it's
next
February
Chair
Dean's
is
planning
to
review
the
housing
and
homelessness
policy
had
her
committee.
So
this
in
my
mind,
it's
it's
out
of
order.

within

rights

we
wanted

lift
it
today
and
vote
on
it
today.
So
that's
why
I
I'm
saying
that
I
truly
believe
it's
an
official
plan
amendment.
It's

forward

fashion,
and
you
know
rather
than
wait
for
the
two
weeks
and
have
discussion
then
I
want
the
evidence
as
soon
as
possible.
