municipality

provides
residents
a
peace
of
mind
that
what
their
streets
look
like
now
is
what
they

look
like
in
the
future.

of
consultations
and
collaborations

residents
and
the
development
industry
and,
what's
before
us
today,
has
the
added
bonus
of
avoiding
OMB

cost
of
the

this

I
just
want
to
receive
clarification
about
risk
to
the
City
of
Ottawa.
If
certain
things
happen
or
don't
happen,
I
understand
that
there
is
risk
involved,
but
I
just

make
sure
before
we
vote
on
this
item.
It's
clear
in
my
mind
could
I
just
have
a
brief
reply
from
staff.

There
is
a
the
the
biggest
change
with
the
report
before
council
today
is
that
when
the
construction
bids
came
in
the
the
bids
were
over
there,
their
budget
and
they'd
asked
for
two
better
place:
a
mortgage
on
the
property
of
up
to
$850,000.
So
from
a
financial
point
of
view,
the
risk
would
be
that
the
the
bank
would
have
a
first
position
on
the
mortgage
and
that
the
city
this
were
to
decide
to
act
under
option
to
repurchase
the
property.
Then
they
would
have
to
make
the
bank
whole
and
whatever
was
left
on
that
mortgage.

The
so
my
understanding
is
is
that
if
the
the
organization
were
to
fail,
the
bank
would
obviously
have
that
the
first
lender
priority.
So
if
we
were
to
reacquire
the
property
that
it's
a
2
million
or
1.9
million
dollar
property
that
we're
giving
to
the
the
community
organization
in
order
to
get
it
back,
we
would
have
to
discharge
that
debt
or
it
revert
to
the
banks.
So
the
bank
would
receive
a
2
million
dollar
property
for
for
essentially
eight
hundred
and
fifty
thousand
dollars
at
most.
What
is
our?

Through
the
deputy
mayor,
as
mentioned
in
the
report,
the
CFO
is
proposing
a
community
center
to
serve
the
Franklin
residents
in
West
Ottawa
there.
Their
business
plan
is
to
retrofit
the
building
to
a
multi-use
service
center
that
will
include
community
groups
in
daycare
services,
so
they
are
right
now
securing
leases
and
this
their
business
plan
has
been
reviewed
by
the
bank
also
and
so
that
their
plan
looks
stable
right
now.

look
at
the
building
code
report,
I'm
interested
in
hearing
from
staff
about
the
level
of
the
the
capital
reserve.
There
are
three
reserve
funds
into
which
surpluses
are
put.
One
of
those
funds
is
the

forgive
me
if
I,
if
I,
don't
get
the
title
exactly
right,
but
it
is
the
building
code
capital
fund,
which
is
intended
to
purchase
trucks,
IT
systems
etc.

surplus,
currently,
that
fund
currently
stands
at
twelve
point:
four
million
dollars
roughly
at
year-end
December
31st
2014,
taking
a
look
back.
It
has
gone
from
in
2009
six
point:
eight
million
dollars

big
jump
to
thirteen
point:
nine,

little
bit
of
a
reduction
to
get
to
this
twelve

million
dollars.

terms

the

capital
contribution
fund,
we
have
increased

systems

have

the
building
system.

that's

cause
many
millions
of
dollars,
so
we've

certainly
been
trying
to

fund
built

discussions

look
at

we

in
our
opinion,
reaching

cap
of

we
need
the
funds
for
the

can't

money

contemplate

don't
anticipate
much
of
a
reserve
coming
to
us,

it

we

looking

them
reducing
building
permit
fees
with
the
excess

we

have.

meeting

heritage
subcommittee

the
fact
that,
although
we
held
a
facilitated
session

past
month,

won't

revised
terms
of
reference,
as
stated
in
the
governance
report
until
sometime
in
the
spring,
and
therefore
this
was
a
simple
shift
of
language
to
enable
the
bill.

on
heritage
overlay
matters,
and
the
amendment
is
from
after
April
1st
2015
to
after
July
1st
2015.

We
recently
had
an
allocation
process
where
monies
were
reallocated
as
per
some
federal
funding
funding
under
a
housing
first
approach,
which
meant
that
you
know
it
resulted
in
a
change
in
the
operational
structure
for
some
of
our
communities,
day,
programs
and
these
day
programs.
Many
of
them
also
offer
programs
and
services
on
behalf
of
the
city.

So
you
know
these
programs
have
not
seen
a
change
in
their
funding
since
2000.
This
is
a
sudden
change
for
for
those
those
day.
Programs
who
offer
services
on
our
behalf,
so
this
essentially
the
motion
you
know-
will
help
them
to
maintain
operational
viability
while
transitioning
their
programs
to
accommodate
the
the
funding
change.

That
they've
seen
so
essentially
we've
got
agencies
who
you
know
got
both
federal
and
and
city
funding
continue
to
get
funding
from
us,
but
but
it
is,
it
is
a
significant
change
for
them,
so
this
will
essentially
be
a
one-time
allocation
of
fifty
thousand
from
the
city's
one-time
and
unforeseen
account
which
agencies
who
qualify,
who
continue
to
offer
services
for
the
south
on
behalf
of
the
city,
can
apply
to
to
our
community
and
social
services.
So
it's
second,
it's
moved
by
myself
seconded
by
Councillor,
councillor
deans
and
looking
for
support
on
that.

back

this
challenge,
we've
done
a
lot
of
coverage,
received
a
lot
of
comments
from
you
from
the
clients,
but
also
from
residents.
I
think
it's
important
for
us
to
remember
that
why
first
off
I'm,
supportive
the
motion
but
I
think
it's
important
for
us
to
not
focus
necessarily
on
the
organisation
but
the
clients
themselves,
as
we
transition
our
supports
or
that
funding
to
perhaps
your
organization's
or
renew
our
engagement
with
existing
ones.
It's
important
that
no
clients
are
left
behind
its
residents
that
are
vulnerable.

I
spoke
with
councillor
McKinney
offline
and
prepared
to
support
the
motion,
but
one
one
of
the
concerns
I
have
in
the
criteria
here
is
that
we
don't
have
clarification
on
how
this
would
be
rolled
out.
The
pot
of
money.
Is
there
it's
50,000,
but
we've
heard
from
many
groups
at
community
and
Protective
Services
Committee,
who
want
more
funding
as
a
result
of
some
of
the
changes
that
they're
seeing
from
their
provincial
funding.
So
how
would
what
are
the
criteria
and
how
would
this
application
work.

So
my
understanding
reading
of
the
motion
is
that
essentially,
we
would
consult
with
the
9-day
programs
or
eight-day
programs
that
receive
direct
municipal
funding
and
we
would
get
a
recommendation
from
them
as
to
what
are
their
needs
and
how
is
best
to
expend
that
$50,000
to
meet
those
requirements.
And
then
we
would
have
them
make.
A
recommendation
would
go
through
that
formal
process
and
it
would
be
for
operational
pressures
only.
It
would
not
be
used
for
other
types
of
pressures.

Generally,
the
intent
and
the
process
that
we
use
for
other
types
of
funding
within
that
area.
The
day
programs
have
presented
at
CPSC
in
2014
as
well
as
2015.
They
have
a
coalition,
they
have
a
chair,
so
we
believe
it's
best
to
work
through
that
chair
and
that
Coalition
and
come
to
an
understanding
as
to
what
are
the
most
immediate
needs
for
the
funding
and
how
should
it
be
distributed?.

You
chair
just
a
quick
comment
that
I
am
very
pleased
to
see
that
we
were
able
to
arrive
at
this
lifeline
for
these
organizations
as
we
move
toward
greater
and
greater
emphasis
on
housing.
First,
it
is
critical
that
we
have
the
supports
in
place
to
ensure
that
that
is
successful
as
we
as
we
house
people.
H
They
need
access
to
exactly
the
kind
of
services
that
they
have
here
in
order
that
they're
not
living
in
isolation
where
they're
dealing
with
issues
of
trying
to
learn
job
skills,
life
skills,
recovery
from
addiction,
it's
it's
critical
that
we
have
ways
for
them
to
tap
into
the
community
and
feel
part
of
a
larger
community
and
supported.
So
it's
not
necessarily
the
city's
obligation
to
step
in
with
this
lifeline,
but
I'm
extremely
pleased
that
we
are
it's.

Are
really
two
areas
here:
one
is
the
operation
of
day
programs
and
that's
what
this
motion
specifically
deals
with
the
day
programs
were
not
part
of
the
rfo
that
was
submitted.
There
was
no
applications
for
that
funding
and
no
agency
was
actually
receiving
funding
out
of
the
federal
programs
or
applications
specifically
for
day
programs
where
there
are
some
some
overlap
for
the
programs
is
largely
in
terms
of
the
overlap
and
the
total
administration
and
the
total
funding
when
those
things
were
came
together.

So
the
sudden
loss
means
these
organizations
are
now
having
to
adapt
to
a
different
funding
stream
and
they're,
not
the
only
one
within
that
bucket.
That's
undergoing
that
particular
change
at
this
point
in
time.
So
that's
what
it's
focused
on.
It's
on
the
fact
that
some
extent,
some
of
your
administrative
and
staffing
costs
are
not
well
transitioned,
because
the
province
and/or
province
and
the
feds
only
provides
60
days
notice
to
us
when
they
change
funding.
That's
why
our
contracts
only
speak
to
60
days,
I.
P
Think
that
we
need
to
have
some
discussions
with
them
about
those
kind
of
timings.
They
may
not
realize
with
nonprofit
groups
that
that
is
really
difficult
to
deal
with
and
that
when
they
change
the
funding
parameters
it
if
there
is
an
impact
and
the
city
is
picking
up
100
percent
of
the
cost
of
something
that
really
is
not
our
program
that
we're
going
to
do
it
because
of
the
issues
that
it
creates.

of
the
areas
that
we
are
very
cautious
about
now
in
terms
of
ourselves
is
when
we
enter
into
contracts.
When
we
see
those
60-day
clauses
is
that
as
a
real
cause
for
concern,
specifically,
if
there's
no
commitment
to
ongoing
funding,
if
they
anticipate
that
we're
going
to
staff
up
and
hire
individuals
for
those
programs
and
not
willing
to
make
the
commitment,
then,
typically,
those
are
areas.
Now
where
the
city
takes
a
very
hard
look
and
often
we
don't
pursue
those
contracts
and.

this

think
we
can't.

do
this
kind
of
assistance,

think
that
if

many
times
are
put
in

position

happening

dollars.

that

not
apply

program

qualified

go

grant

I
understood

the
first
go-around
with
this
is
that
nobody,
none
of
these
cuts
that
are
taking
place
due
to
funding
loss,
are
an
elimination

service

people

is
these
services
provided
by
other
groups
and,
in
some
cases
their
fundings
being
increased.

that

housing
funding
the
rfo

was
issued
for

funding
was
related
to
supports
for
people
who
are
either
living
on
the
streets
living
in
rooming
houses
or
other
types
of
supports.
There
was
no
funding
for
day
programs,
however,
we
have
municipal.
This
is
a
municipal
or
program
in
service
we
funded
through
grants
to
those
agencies.

is
to
help
them
with
the
adjustment
to
make
sure
that
the
municipal
service
is
maintained
during
the
disruption
based
on
the
other
levels
of
funding
that
they've
lost,
because
in
many
cases,
they're
delivering
to
contracts
at
the
same
time-
and
there
has
been
some
loss
of
efficiency
for
that
agency,
and
this
is
what
this
is
intended
to
help
bridge
for
them.

the

I
just
wanted
to
add
my
support
for
it.
This
is
by
no
means
an
attempt
to
replace
with
City
dollars
money
lost
to
some
of
the
organization's
through
the
housing
first
program.
We
administer
housing
first,
but
it's
all
federal
and
provincial
dollars
and
I,
don't
believe
it's
in
our
interest
to
step
in
and
take
up
that
funding.
That
has
been
changed.

The
housing
first
policy
is
a
good
one
and
when
the
list
comes
out,
probably
on
April
1st
you'll
see
that
there
are
other
agencies
that
are
getting
more
funding.
It's
a
hundred
percent
pass-through,
it's
just
a
change,
a
shift
in
direction.
But
having
said
that,
the
reason
I
supported
this
motion
is
because
there
is
a
reality
of
those
day,
programs
that
they
will
have
to
transition,
and
this
is
really
emergency
funding
to
assist
in
the
very
short
term,
with
operational
expenses
through
the
transition
period
and
I.

I
know
that
you
know
this
was
brought
up
some
time
ago,
so
it's
been
kind
of
out
there
and
have
been
having
discussions
with
many
of
you
and
you
know,
I
appreciate
you
know
the
input
from
from
my
colleagues
I've
spoken
to
many
of
you
in
the
hall,
and
certainly
nobody
agrees
that
we
should.
You
know
that
it's
okay
to
leave
agencies
that
serve.
You
know
our
vulnerable
population.

You
know
at
any
risk.
One
of
the
the
biggest
issues
raised
with
me
was
the
fact
that
you
know
we
have
to.
We
do
have
to
be
careful.
What
counselor
Dean's
just
said
that
we're
not
you
know
we're
not
backfilling
where
the
federal
government
has
has
pulled
some
funding
from
from
de
programs.
We
can't
do
that
on
the
property
tax
base.
It's
not
it's
not
sustainable.
It's
not
the
right
thing
to
do,
and
the
mayor
was
clear
about
that
night
and
I
agreed
with
them
at
the
time.

But
I
do
also
want
to
you
know
just
say
two
things:
I
do
agree
with
housing.
First,
it
is
better
for
us,
it
is
better
for
us
as
a
city
for
everyone
in
the
city,
including
those
folks
who
don't
have
housing
or
have
unstable
housing
to
get
good,
strong,
sustainable
housing.
With
the
supports
that
they
need
to
keep
that
housing.

So
I
just
want
to
thank
everyone
for
for
your
questions,
your
comments,
and
particularly
also
to
the
mayor
who,
over
the
course
of
the
last
few
weeks,
I
worked
very
closely
with,
and
you
know
he
he
does
also
share
my

view
on

how
we
can
move
forward
on
this
in
in
a
fair
way
and
to
show
that
we
really
are
a
caring
City.

wish

a

was

it's
true

understand

fit

city

responsibility

contribute

past
couple

encouraged

exactly

think
we
should
still

it

board

left

the

install

ready
