the
Chiefs
verbal
report.
Chief
thank.
C
You,
madam
chair
good
afternoon,
I,
have
a
brief
verbal
update
for
you
this
month.
We
all
know
how
important
it
is
to
be
a
good
neighbor
and
look
out
for
one
another,
but
that
lesson
was
never
more
apparent
after
officers
from
our
ethical
tune.
East
of
Asia
responded
to
a
wellness
check
from
a
concerned
neighborhood
at
an
East
End
home.
When
they
arrived,
the
property
looked
uninhabited.
An
entire
season
of
snow
was
left
unshelled
after
officers
made
their
way
to
the
door.
C
They
discovered
now
an
elderly
man
stuck
inside
unable
to
get
out,
but
he
had
been
subsisting
on
items
of
food
that
he
had
in
a
house
and
had
been
trapped
inside
since
Christmas.
Our
officers
diligently
dug
him
out
and
replenish
his
groceries
and
assure
that
he
was
safe.
This
is
just
one
example
of
the
gray
work
our
members
do.
There
are
hundreds
of
stories
like
these
that
don't
make
the
headlines
but
are
jet
to
serve
and
protect
the
residents
who
here
we
continue
to
target
problem,
addresses
around
the
Vani
area.
C
These
addresses
have
been
creating
issues
relating
to
crime
and
social
disorder
issues
and
often
involve
drug
trafficking.
In
consumption,
I
want
to
thank
residents
for
their
help
with
these
initiatives
and
for
providing
information
to
the
area's
area's
Community
Police
Center
officer
and
over
the
st.
Patrick's
Day
weekend.
Officers
from
frontline
patrol
traffic
services,
bikes
and
beats,
and
emergency
operations
were
out
in
Kalaa
in
a
collaborative
push
to
patrol
areas
to
ensure
Public
Safety.
We
work
together
with
our
city
partners
in
total
78
Provincial
Offences
illnesses
and
were
issued.
C
There
have
been
two
recent
incidents
involving
dog
attacks
in
the
first
instant,
a
constable
Amanda
Monroe
was
viciously
attacked
outside
a
residence
sustaining
serious
injuries
to
her
arm.
She
was
able
to
neutralize
the
imminent
threat
and
the
dog
was
shot
by
her
while
trying
to
fight
it
off
another.
Another
incident
occurred
just
last
week
when
we
received
a
911
call
from
a
woman
screaming
once
on
scene.
C
A
large
aggressive
dog
was
mauling
a
44
year
old
woman
officers,
shot
and
killed
this
dog
to
prevent
it
from
further
injuring
this
person
using
a
weapon
is
always
a
very
difficult
choice
for
any
officer
to
make
it's
important
to
know
this
for
any
officer
to
make
it's
important
to
know
that
the
safety
of
the
residents
and
her
officers
will
always
be
paramount
and
I'm
satisfied
that
these
officers
responded
in
an
appropriate
way.
Some
news
on
our
gala
we've
received
a
record
number
of
submissions
for
our
tenth
anniversary
of
the
o-p-s
gala.
C
In
total,
we
were
total.
We
received
46
applications
from
worthy
Ottawa,
Charities
and
it'll
be
a
difficult
decision
for
the
selection
team
to
narrow
it
down.
The
selected
applicants
will
be
announced
in
the
coming
months.
We
also
continue
to
focus
on
gun,
violence
and
suppression.
Already
this
year
we
have
seized
14
crime
guns.
We
have
option
in
a
number
of
shootings
with
15
year
to
date
compared
to
23
in
the
same
time,
frame
of
2018,
though
that
number
fluctuates
throughout
the
year.
C
The
presidents
of
illegal
firearms
is
still
very
real
and
poses
a
threat
to
our
community
and
our
officers
in
one
recent
traffic
stop
or
officer
seized
two
handguns
and
another
officers
were
possible
impaired
driving.
After
questioning
the
man,
officers,
discovered
drugs
and
a
shotgun
inside
the
vehicle.
C
It's
said
with
great
sadness
that
I
inform
you
that
of
the
passing
of
elder
Joel
McCrory
on
March
13th
Joel
was
one
of
our
chaplains
and
spiritual
leaders
since
2011,
and
was
a
longtime
serving
member
of
compounding
member
of
Compaq
and
mol,
and
most
seriously
she
was
appointed
elder
for
our
new
community
attic
equity
Council.
Her
presence
and
her
work
with
us
will
be
sorely
missed.
I
also
want
to
update
the
board
on
our
use
of
the
automatic
license
plate
recognition
system.
We've
operated
these
devices
since
Augustine.
C
They
can
scan
up
to
5,000
license
plates
per
hour
and
helps
our
officers
identify
vehicles
that
are
stolen
persons,
wanted
on
warrants
or
suspended
licenses
and
prohibited
drivers
safer
roads,
ottawa
recently
assisted
us
in
purchasing
an
additional
two
more
devices.
The
police
service
now
has
four
of
these
devices
and
operation
operation
with
a
fifth
unit
to
enter
into
operation
in
2019.
C
And
finally,
madam
chair,
this
marks
the
last
official
board
meeting
for
our
Director
General
Deborah
Fraser
Deborah
started
her
career
with
the
Ottawa
Kirkland
Regional
Police
Service,
as
Director
of
Finance
and
90
Carlton
Regional
Police
Service,
as
Director
of
Finance
in
1995
way
way
back
sorry
until
her
appointment
as
director
general
in
2000.
She
has
worked
with
four
Chiefs
of
Police,
including
myself.
Deborah
Deborah
has
led
and
worked
on
many
files
and
initiatives
that
have
have
left
the
positive
legacy
legacy
with
our
Police
Service
Police
Service
she's
supported
the
civilization
and
professionalization
of
our
service.
C
She's
moved
the
yardstick
on
technology
facilities,
recruit
and
diversity,
and
she's
been
the
go-to
person
for
corporate
knowledge
and
history
on
many
files.
So,
on
behalf
of
the
police
service,
deborah
I
want
and
your
colleagues
I
want
to
thank
you
for
your
significant
contributions.
You
have
been
over
the
past
25
years.
We
wish
you
all
the
best
in
your
next
journey
and
spending
more
time
with
family
friends
and
shadowcats
out.
Thank
you
so
much.
D
Chadwick
and
snuff,
from
my
adopted
racing
greyhounds
just
in
case
anyone's
wondering
greyhounds.
Thank
you
very
much.
Chief.
The
I've
long
said
that
this
is
the
best
job
in
the
city.
There
aren't
too
many
times
where
you
get
an
opportunity
to
work
with
great
colleagues,
to
improve
your
own
work
as
a
professional
and
to
do
something
on
behalf
of
the
community,
and
it's
been
an
honor
and
a
privilege
to
serve
auto.
Please
I
will
please
thank
you.
Okay,.
A
E
Thank
you,
madam
chair
I,
wish
to
thank
our
board.
Eadie
miss
Ferraro
in
making
arrangements
with
chief
bordello
in
affording
me
the
opportunity
to
do
ride-alongs
I
spent
two
nine
close
to
nine
hours.
This
I
said
attended
calls
for
service
with
central
frontline
officers
in
the
Byward
market
and
center
town
I
also
had
the
opportunity
to
visit
tactical
unit
cell
block,
o
PS
comm
center
front
line
patrol
central
sergeant
stacks
of
sac
and
West
Division
frontline
night
shift
patrol
briefing
at
the
Green
Bank
station.
E
E
A
F
G
Yeah,
it's
actually
our
our
presence.
This
year
was
not
only
around
the
response.
That
day,
we
spent
quite
a
bit
of
time
building
up
because,
like
most
cities
our
size,
what
we're
seeing
is
an
increase
in
a
in
a
partying
behavior
around
certain
events,
st.
Patty's
Day,
being
one
of
them
football
games
like
panda
being
others.
G
So
this
year
we
actually
took
a
bit
of
a
different
response
and
we
spent
time
in
advance
working
with
landlords
working
with
the
university
and
working
with
the
tenants
to
to
talk
about
safe
party,
a
safe
partying
and
our
expectations.
On
that
day,
we
followed
that
up
with
a
response
plan
that
was
very
effective
on
the
day
and
it
resulted
in
an
increased
enforcement
presence
of
us
and
our
ability,
based
on
the
crowds
that
came
around
to
mitigate
any
sort
of
street
takeovers
or
large
party
and
gap
party
gatherings.
G
F
G
F
Or
they
were
happening,
but
you're
arresting
more
PA.
That's
what
I'm
just
trying
to
figure
out,
because
you
said
you
did
outreach,
but
at
the
same
time
he
said
you
arrested
more
people,
so
was.
Is
it
the
enforcement?
That's
the
story
here
or
is
that
the
outreach
he
did
in
advance
to
avoid
having
the
port
Lake?
That's
what
I'm
trying
to
figure
out
here
because
we're
not
getting
any
smaller
solar
events
or
India
cuz
we're
not
getting
any
smaller
solar
events
are
going
to
get
bigger
and
the
parties
are
gonna,
get
bigger.
Well,.
G
We
we,
we
actually
hope
the
parties
in
these
circumstances,
don't
get
bigger.
We've
been
really
clear
that
they're
becoming
an
increasing
problem
for
us.
We're
trying
to
take
all
sorts
of
different
talks
like
engaging
the
universities
like
engaging
landlords
so
that
we
don't
have
the
parties
on
the
enforcement
activities
were
increased,
but
they
were
mainly
around
Provincial
Offences
notices,
provincial
offense
notices.
G
There
was
very
few
arrests
made
on
that
day
and
I'll
turn
it
over
to
to
Joan
superintendent
McKenna
in
a
minute
to
speak
of
the
numbers,
but
there
was
fewer
arrests
and
more
Provincial
Offences
notices
given
out
of
enforcement.
We
did
actually
isn't
the
measure
of
our
success
not
having
streets
taken
over
the
community
input
that
we've
gotten
post
is
what
we've
actually
taken
to
show
the
success.
We
had
that
day.
E
H
I,
don't
have
the
stats,
but
I
can
add,
counts
of
these
that
we
did
do
more
enforcement
earlier
in
the
day.
So
social
media
spread
any
open
alcohol.
We
were
doing
enforcement
very
early
in
the
mornings,
so
we
also
have
had
very
positive
feedback
from
the
residents
that
live
in
that
neighborhood.
Thank.
F
A
Okay,
other
business,
any
other
business,
seeing
none
consideration
of
a
motion
to
move
in
cameras
and
it's
moved
by
member
Smallwood
carried
okay
and
we
have
listed
the
in-camera
items.
Number
one
is
the
chief
and
director
general
recruitment
and
number
two:
is
the
public
sector,
salary,
Disclosure,
Act
2018,
so
a
moving
camera?
Thank
you.
Everyone.
