memory
of
Sergeant
Wilson

would

us
all

observe
a
moment
of

to
this
public

we've
held
our
income,
removing
the

considered
two
additional
items
and
discussed
a
major
event
briefing
in
Canada.
Today,
a
confidential

four
Labor
Relations
matters

proceeding
to
our
gender.

board
has
an
announcement.

wishes

In
February
of
this
year
the
board
launched
a
nationwide
recruitment
process
for
two
Deputy
Chiefs.

board
was
seeking
Progressive
Leaders,
with
substantive
years
of
senior
producing
leadership,
who
could
lead
changes
to
operations
and
culture
at
the
audible
things
together
under
the
command
of
chief
of
police
Eric
study
after
a
thorough
recruitment
process.

is
my

on
behalf
of
the
board,

announce
the
permanent
appointment
of
Deputy,
Chiefs,
Walter,
Knapp
and
Chris
Ferguson.

deputies

demonstrated
to
the
board
that
they

best

roles

sectors
and
collaborative

team

for
the
foreseeable

first
50
days
of
Lord's
plan
and
during
these
last
couple
of
months,
I've
begun
to
meet
with
members
of
the
job
work,
as
well
as
members
of

representing
various
agencies

Public

attended
public
events
on
behalf
of
the
board,
the
community
safety
and
well-being
advisory
committees,
and
have
had
meetings
with
members
of
community
Equity,
Council
leadership
and
School.

as

serious
event
that
occurred
yesterday
afternoon
near
the
byword
market.
The
public
had
reported
a
male
with
a
knife
and
four
of
our
members
located
him
on
St
Patrick
Street.

Well,
I,
don't
know
the
exact
issues
related
to
the
subject
that
we
encountered,
be
it
mental
health,
addictions
or
something
else,
but
our
members
on
the
ground
are
being
called
on
a
daily
basis
with
people
carrying
weapons
and
acting
erratically.
They
resolve
almost
all
of
them
without
using
this
level
of
force,
but
I
hope
the
public
realizes
how
challenging
and
dynamic
these
calls
can
be.

In
regards
to
this
coming
weekend,
we
continue
to
work
with
Canada,
Day
organizers
and
our
policing
and
Municipal
Partners
to
implement
a
public
safety
plan
that
allows
all
Canadians
and
visitors
to
freely
and
safely
enjoy
the
capital.
During
this
celebration
there
will
be
significant
road
closures
and
an
increased
police
presence
throughout
the
downtown
core
from
Friday
June
30th
to
Sunday
July.
The
second.
We
will
share
the
city
of
ottawa's
messaging,
so
residents
can
check
their
online
traffic
map
and
traffic
Twitter
account
for
up-to-date
information
on
the
traffic
delays.

understand
the
effects
road
closures
have
on
local
residents
in
the
downtown
area,
and
we
will
do
our
best
to
minimize
the
impact
on
them.
Additional
police
resources
will
come
to
Ottawa
to
assist
us
with
security,
and
we
have
developed
scalable
operational
plans
for
any
unexpected
events.
Lastly,
we
do
ask
the
public
to
be
vigilant
and

suspicious
activity.

also
highlight
the
2022
Ottawa
Police
Service
annual
report.
It's
on
the
agenda
later
today
and

was
held
for
discussion,
so
I'll
speak
to
it.

When
it
comes
up
on
the
agenda
on
June
16th,
we
saw
the
release
of
the
safer
alternatives
for
mental
health
and
substance
use
crisis
response
a
report
by
The
Guiding
Council
on
Mental
Health.
We
want
to
express
our
thanks
to
the
guiding
Council
for
this
important
report.
The
ray
partners
are
at
the
table
to
develop
an
informed
approach.
D
We
believe
the
strategies
and
actions
proposed
in
this
report
will
support
a
desired
outcome
of
fewer
calls
for
service
handled
by
the
Ops.
When
people
are
experienced
experiencing
a
mental
health
crisis,
there
is
still
a
significant
amount
of
work
to
be
done,
but
this
is
a
great
start.
Ops
will
continue
to
work
with
the
guiding
Council,
its
implementation,
working
group
and
City
Hall
to
develop
to
further
develop
the
action
plan.
D
In
mid-june,
we
had
a
series
of
shootings
at
multiple
locations
across
the
city.
One
of
those
shootings
was
on
June
10th
in
the
byword
Market
at
about
1
30.
In
the
morning
we
discovered
four
wounded
men
who
were
taken
to
hospital.
Two
of
them
suffered
life-threatening
injuries,
but
they
are
expected
to
recover.
We
had
two
other
shootings
at
homes
in
the
center
town
and
West
End
over
that
same
weekend
and
thankful
that
no
one
was
injured,
but
we
did
recover
shell
casings.
D
Another
incident
occurred
in
the
area
of
Somerset
and
Leon
streets
early
on
street,
where
police
were
dispatched
after
gunfire
Was
Heard.
One
of
the
ways
that
we're
are
looking
to
reduce
incidents
of
violence
in
our
city
is
with
our
Market,
safe
initiative.
We
have
partnered
with
provincial
bodies
like
the
alcohol
and
gaming
commission
and
service
Ontario's
licensing
services
to
ensure
compliance
at
area
bars.
These
Partners,
along
with
the
police,
can
revoke
patio
permits
if
bars
are
not
in
compliance
if
they
are
over
capacity
or
over
serve
a
patron.

We've
also
engaged
City
bylaw
and
OC
Transpo
special
constables
to
be
on
site
at
the
Rideau
Center
Transit
locations
as
bars
closed
down
in
the
area
to
ensure
that
everyone
gets
safely
home
at
the
end
of
the
night.
We
continue
to
work
with
the
city
councilor
for
the
ward
Stephanie
plant
and
keep
her
updated
on
all
of
our
ongoing
initiatives.

More
importantly,
we
are
increasing
our
presence
in
the
byword
market,
between
the
hours
of
8
and
3
A.M
on
weekends,
to
ensure
that
we
can
quickly
respond
and
effectively
to
any
public
safety
issues.
We
are
taking
these
measures
very
seriously.
We
want
both
residents
and
visitors
to
our
city
to
have
a
safe
experience
in
the
downtown
core
and
Market
safe
will
help
to
coordinate
our
efforts
service
wide
on
June
7th
Ottawa
police
officers
in
our
West
Division
responded
to
a
call
from
Holy
Trinity
Catholic
School
in
Canada
about
a
possible
weapon
on
campus.

It
resulted
in
a
lockdown
where
students
and
teachers
remained
in
place,
as
our
officers
went
room
to
room
to
determine
if
any
threat
existed
by
3
pm,
they
cleared
the
building
and
no
weapon
was
found.
But,
as
you
can
imagine,
this
was
a
very
stressful
event,
not
only
for
the
students
and
teachers
inside
the
school,
but
for
worried,
worried
parents
and
the
days
that
followed,
we
began
to
receive
a
number
of
emails
from
grateful
teachers
and
parents.

These
emails
have
been
included
in
this
month's
Commendation
report,
but
I
did
want
to
read
just
a
few
out
to
you.
So
here's
the
first
one
I
am
so
external
eternally
grateful
for
the
work.
The
police
and
teachers
did
when
my
child's
school
went
into.
Lockdown
phones
are
often
taken
and
people
were
asked
not
to
text,
because
it
can
create
confusion
and
rumors,
which
I
understand
completely
I,
actually
feel
better.
D
Now,
knowing
the
police
have
our
kids
backs
and
the
teachers
were
following
lockdown
rules,
the
second
one
when
I
finally
heard
from
my
son
when
a
school
went
into
lockdown
I
asked
him
later.
If
he
was
scared,
he
said
no,
the
police
were
there
and
he
knew
they
could
handle
it.
Having
taught
in
the
USA,
I
can
say
that
this
is
a
huge
statement
from
a
teenager.
D
Trust
in
our
police
is
truly
a
wonderful
thing
and
the
last
one
as
a
teacher
at
the
school
that
went
into
lockdown
I,
wanted
to
extend
my
thanks
to
the
officers
who
responded
to
our
emergency
calls
yesterday,
as
you
can
imagine
the
staff
and
students
who
are
incredibly
alarmed
and
frightened
when
we
knew
that
the
police
had
arrived
and
we
could
hear
their
presence
in
the
hallways.
We
felt
so
relieved
I
can't
imagine
what
it
is
like
to
respond
to
a
call
like
that.
But
I
am
eternally
grateful
for
your
bravery
and
dedication.

Please
know
that
the
work
you
do
does
not
go
unnoticed
or
unappreciated.
You
made
an
incredible
difference
in
our
lives
yesterday,
so
those
are
great
great
feedback
and
we
got
more
than
that.
Look
our
job
as
a
police
professionals
is
to
ensure
the
safety
of
our
community
and,
in
particular,
vulnerable
populations
like
our
City's
youth.

What
students
witnessed
that
day
that
when
is
when
there
is
an
emergency,
the
police
are
there
to
help,
and
we
thank
the
team
at
the
Ottawa
Catholic
School
Board,
for
their
support
and
to
the
school
administrators
and
teachers
at
Holy.
Trinity
I
want
to
bring
to
your
attention
a
complex
human
trafficking
investigation.
It
was
reported
in
the
news
last
week
if
you
saw
it
in
in
2018,
a
victim
came
forward
to
the
Ottawa
Police
Service,
which
ultimately
led
to
police
locating
additional
victims,
some
of
which
were
still
being
exploited
by
the
accused.
D
in
February
23,
the
accused
was
found
guilty
of
trafficking
offenses
on
all
four
survivors
that
testified.
He
was
sentenced
to
15
years
in
prison
very
significant.
This
was
an
incredibly
difficult
file
and
I'm
extremely
proud
of
our
team
in
human
trafficking.
We
had
key
Partners
on
our
team
that
included
the
Crown's
office
and
many
agencies
that
assisted
us
with
victim
management.
D
Now,
after
reading
about
this
file
in
the
media,
another
victim
has
come
forward
who
was
drafted
by
the
offender
20
years
ago.
He
is
now
facing
additional
human
trafficking.
Offenses
I
think
our
incredible
investigators
in
human
trafficking,
all
our
partners
and,
of
course,
the
courageous
victims
who
trusted
us
and
came
forward
I'm
looking
forward
to
attending
our
annual
police,
Ottawa
Police
Service
gal
in
November
and
I,
was
pleased
to
see
the
two
non-profits
that
will
benefit
from
the
funds
raised
at
the
event
this
year
and
they
both
focus
on
helping
youth
in
Ottawa.

The
first
one
is
the
door
Youth
Center
that
offers
a
drop-in
space
for
youth
in
the
downtown
core
and
provides
opportunities
to
learn
new
skills
like
photography,
art
or
even
get
help
with
their
homework.
The
second
agency,
the
Robert
smart
Center,
offers
a
secure
treatment
facility
for
youth
struggling
with
complex
mental
health
challenges
and
offers
programs
for
reintegration
to
support
their
families
as
their
children
recover.

I'd
like
to
end
my
verbal
report
with
a
story
about
how
our
Tactical
Team
made
one
child's
dream,
come
true
as
part
of
the
Make-A-Wish
program,
which
is
fantastic
program.
Of
course,
officers
assisted
a
young
boy
named
Caden
and
a
police
project
called
operational
seaweed.
The
goal
was
to
recovery
to
recover
a
secret
recipe
for
krabby
patty
burgers,
which
was
stolen
from
SpongeBob
Caden's
favorite
TV
show
Kate
Noir
his
own
tactical,
uniform
and
started
his
day
by
doing
physical
testing
to
ensure
he
was
fit
for
Duty
he
passed
with
flying
colors.

Next
he
did
some
preliminary
training
by
rappelling
off
the
side
of
our
Elgin
station.
Several
times,
I'm
told
he's
a
little
nervous
at
first,
but
our
tactium
said
he
became
a
natural
after
that
operation.
Seawood
seaweed
involved
a
full
briefing
where
he
was
sworn
in
as
a
tag.
Team
officer
and
information
was
shared
with
the
team
just
like
on
a
regular
call
for
service.

Kaden
was
updated
about
the
theft
and
the
location
of
the
suspect,
Kate
and
the
talk
team
drove
over
to
the
location
in
an
armored
vehicle
and
located
the
accused
after
a
search
of
an
Ops
training
facility
building.
At
the
end
of
the
day,
the
tag
team
took
Caden
out
for
dinner
to
celebrate
the
heroic
rescue
and
the
successful
conclusion
of
operational
seaweed,
now
I'm,
not
sure
who
had
the
most
fun
Caden
or
the
attack
team,
but
it
was
a
great
day
for
everyone.

facility

professional
staff

hours

day
for
wraparound

the

initiative
is
fantastic
and
there
is
no
doubt
that
it's
needed
and
there's
no
doubt
that
it
will
have
a
benefit.
Whoever
responds
to
a
person
that
is
experiencing
a
mental
health
crisis,
be
it
police
or
what
is
being
proposed
by
the
mental
or
The
Guiding
Council
a
civilian
team.
They
can
only
do
so
much
that
night
and
they
need
to
guide
those
those
clients
into
an
area
where
they
can
get
help
and
often
because
of
capacity
at
hospitals
or
with
these
beds.

are
they
don't
get
that
help
in
a
timely
manner,
the
more
beds,
the
more
resources
that
we
have
in
Ottawa
will
will
allow
more
people
to
get
more
timely
care
and
that
wraparound
model
is
the
very
best.
Because
often
it's
not

issue,
there's
more
that
need
to
be
addressed
and
I
I
just
love
every
they
call
it
Hub
tables
wrap
around.

that
is

beneficial.

need
to
come
and
attend,

exactly
why
we
chose
Queen
view
because
it
was
so
accessible.

look

different
location,

looking
for
accessibility
to
make
sure

people
in
our
community
can
attend
our
stations
and
get
those
background
checks.

in
terms
of
actual
footprint,
we
will
be
able

manage

South

benefit

services

be
such
a
positive

really
means
for

some

co-locate.

statistics
and
financial
and
Workforce
data.
As
you'll
read,
a
number
of
the
key
crime
stats
are
on
the
rise.
This
reflects
what
I
have
seen
in
my
first
seven
months
here
that
we
are
a
busy
Police
Service.

We
are
being
pulled
in
many
directions,
but
despite
that
workload,
I'm
so
impressed
the
level
of
passion
and
dedication
that
I
witness
every
single
day
from
our
members
from
our
community
and
from
our
partners,
I
think
as
we
transition
out
of
the
pandemic,
it
is
important
to
acknowledge
the
impact
of
the
year-over-year
statistics
and
consider
the
long-term
trends
and
some
of
the
results
presented
in
the
report.
The
unlawful
protests
last
February
were
also
a
major
factor
in
some
of
the
numbers.

data
in
the
crime
stats
that
are
provided
in
the
annual
report
is
important
for
our
community
and
our
partners,
as
we
work
together
to
foster
a
safer
environment.
Mayor
and
counselors
need
this
information
more
frequently
than
once
or
twice

year.

why

are
actively
working
to
create
the
community
safety
data
partner
portal,
where
almost
we're
almost
real-time
information
will
be
available
to
All.
By
leveraging
this
platform,
we
aim
to
empower
the
community
with
greater
transparency
and
enable

more
informed
Dialogue
on
matters
of
Public
Safety.

document

people
don't
really
understand

you're
saying
you

and
in
terms
of
it
being
an
accurate
reflection,
it
is

Good,
the
Bad
and
the
Ugly,

that's
what
a
report
should
be.

comments

other
City
councilors
who've
contacted
me

say
they
have
some
pretty
serious
concerns.
One
particular
example

the
break-ins

the
thefts,

guess

theft
under
one
particular

how
many
teenagers
are
involved
in
some
of
those
and
that
you
know
the
connection
to
our
schools
in
terms
of
talking
to
Youth
and
and
helping
them
to
understand
a
whole
bunch
of
things.

not
just

We
Shouldn't
steal
things,
but
it
is
very
important.

I
think
that
people
look
at
the
stats
to
see
the
ages
of
the
of
the
people
that
are
involved
in
crime.

Think
that's
a
message
to
us
that
more
needs
to
be
done
in
terms
of
education
and
and
the
place
to
start
is
in
our
schools.
So
I
will
make
that
comment.
Overall.
I
will
say
that
I
know
we're
about
to
talk
to
another
item
about
how
many
officers
we
need
to
hire.

when
you
look
at

the
next
report,

the
retirements

people
who
are
leaving
the
force

I
have

questions
about
that
in
the
next

is
a
significant
message
in
this
annual
report
that
we
need
additional
officers

reasons,

hoping
that
we'll
have
more
conversations
about
that,
and
the
last
thing

was
just

health
response
I
was
really
pleased
to
see
in
the
document
that
police
were
also
advocating
for
exactly
what
the
guiding
council
is
advocating.
For
you

there
were
conversations
about
whether
you
know
the
Police
role

Guiding
Council,
and
you
see
in
the
report
how
similar
the
messaging
is,
and
the
thinking
is-
and
that's
a
very
positive
thing
to
see.

this
is
not
US
versus
them.
This
is
hello.
We
all
have
a
problem
here
together
and
we
need
to
work
on
it
together.

I
will
say
that
I
know
that
and
I
want
to
remind
counselors
if
they're
watching
that
they
should
ask
for
an
individual
meeting
with
an
officer
regarding
the
crime
stats
and
their
Wards
if
they
haven't
done
that
already,
because
there's
some
specific
comments
here,
word
specific
and
counselors
would
benefit
from
understanding
them
better.

those

overall

exit

police
aren't
always

most
appropriate
responses
and
and
looking
at
way
to
meet
those
needs

explore
de-escalation
and
Crisis
Intervention
training
in
another
aspect.

Obviously,
that
pilot
isn't
going
to
be
starting
until
next
year
and
I
I
am
quite
concerned
about
about
the
increase
in
in
crime.
In
the
ways
in
which
looking
at
some
of
the
statistics,
you
know
the
increases
in
charges
such
as
shoplifting,
the
increase
is
obviously
we
know
about
the
motor
vehicle
thefts
and
the
wings
of
theft
that
occur
there.

But
you
know
the
fact
that
you
know
we've
got
hate
crimes,
hate
and
bias,
motivated
offenses
up
almost
400
percent
in
the
past
10
years.
The
fact
that
calls
for
service
of
suspected
overdoses-
you
know
up
136
percent
I,
just
wondered
other

the
guiding
the
pilot.
That's
going
to
happen
next
year
with
the
the
guiding
Council
and
and
the
city
and
the
alternate
response.

you
could

a
little
bit

hate
crime
for
sure

increase
of
almost
400
percent,
the
reported
criminal
code
offenses,

significant

line
with
that,
we're
seeing
a
crime
severity
index
increased
as
well
by
12.

could
comment

that-
and

you

on
root,
causes
potential
root
causes
or
is
there

work

done
through
a
crime
prevention
lens
at
this
point,
given
the
increase

seeing

postcovid
related

numbers
are
reflective
of
that
environment
like
it's
that

numbers

It
absolutely
is
not.

Last
week,
Deputy,
Ferguson
and
I
were
at
the
Ontario
Association
at
Chiefs
of
police
annual
conference
in
Kingston,
and
certainly
conversations
that
I
had
with
Deputy
Chiefs
and
Chiefs
is
many
Services.
Many
communities
are
are
struggling
with
this
very
problem
as
well,
and
in
my
old
career,
I
certainly
saw
in
British
Columbia
a
meeting
that
I
went
to
last
September
with
Mayors
and
councils
I
had
20
out
of
23
communities
that
I
met
with
expressed
concern
about.

You
know
these
very
issues
that
we're
talking
about
here.
So
you
know
from
from
the
BC
perspective
into
the
Ontario
perspective.
We're
certainly
not
unique
and
there's
different
variances
of
of
the
acuteness
of
those
problems,
but
many
are
struggling
with
what
to
do
next
and
there's
a
lot
of
good
programs
out
there.
There's
a
lot
of
different
approaches,
the
ones
that
again
that
I've
mentioned
that
I
think
are
that
work.

The
best
just
is
when
it's
a
whole,
a
holistic
approach,
where
we
are
partnering,
with
City
Hall,
with
ngos
with
provincial
agencies
and
being
very
focused
on
the
on
the
issues
that
are
in
the
community
that
we
can
that
we
can
manage.

and
then
you
know
to
move
on
to
other
parts
of
your
question.
You
know
the
you

the
reasons
for
this,
and

one
thing
I
don't
want
to
do

try
to
be
careful

not

many
parts
that

people
are
talking

population

contributing

crime

Montreal
that

taking
cars
across
this
province
at
an
unprecedented
rate
is
something
that
we

are

partnering
with
other
police
agencies
in
the
opp
to
try
to
combat
so
there's
you
know,
there's
that
you
know
that
type
of
Spike
I
was
just
in
the
media
availability
before
this
meeting
and
one
reporter
asking
about
intimate
partner
violence
and
the
10
increase
that
we
saw
there
that,
due
to
you,
know
other
set
of
factors
when
we
see
some
traffic
complaints,
Ottawa
has
a
massive
problem
with
people
car
meets,
they
call
them
at
different
areas
and
they
there's
a
dangerous
operation
of
vehicles,
speeding
loud
all
over
the
place
that
that
are
increasing
those
calls
for
service.

So
that's
a
different
segment
of
the
population
that
that
is
responsible
for
that,
and
somebody
on
the
board
brought
up
about
a
liquor,
store
thefts
where
you
know
you,
sir
walking
in
knowing
that
if
they
can
overwhelm
an
employee
and
they'll
back
out,
they'll
just
walk
out
what
they
need,
maybe
for
the
evening
and
off
they
go.
This
is
this.
Is
this
is
problematic?
It's
it's!
It's
something
that
this
culture,
or
this
routine,
of
doing
something
like
that
is
upon
us.

So
there
there's
many
different
facets
and
there
is
in
fact,
the
vulnerable
population.
They
increase
issues
that
we
have
seen
that
we
are
trying
to
work
very
hard
with
our
partners
to
try
to
manage
the
crime
that
is
associated
to
that,
but
put
it
into
more
of
a
positive
path
instead
of
the
Justice
path,
so
that
there
is
a
lot
of
reasons
for
it
and
it's
not
once
one
solution
fits
all.
We
have
to
take
a
holistic
approach
at
all
these
different
issues.
