our

bylaw.
The
board
is
required
to
elect
a
chair
and
a
vice
chair
at
the
first
meeting
every
year.
So
accordingly,
I'd
like
to
open
the
floor
to
nominations
for
the
position
of
chair
I
need
a

and
a

charity.

the
fund
for
2015

the
Ottawa
Food
Bank
and
the
caring
and
chill
in
exchange.
They
do
amazing
job

our
community.

police
of
suppose,
I'd

both
for
your
leadership
in
your
organization
and
continued
success
in
our
city.

I'd
like
to
take
make
a
few
brief
comments
on
two
particular
issues:
guns
and
gangs
and
Deborah
contenders.
The
issue
of
guns
and
gangs
is
one
that
our
service
has
been
focused
on:
we've
increased
stopping
it
guns
and
gangs
unit
and
ensured
that
this
service-
this
is
a
service
wide
priority.
E
We
began
the
year
with
five
reported
shootings.
All
those
cases
are
currently
being
investigated.
Our
officers
are
working
each
and
every
day
to
investigate
these
crimes
and
hold
offenders
accountable.
Just
last
week,
two
individuals
were
charged
in
relation
to
recent
shooting
On
January
15th
on
Ennis
Road,
in
which
a
man
was
struck
by
bullet
and
a
result
of
the
investigation.
A
loaded
handgun
with
ammunition
was
also
seized.
The
reality
is
that
guns
are
becoming
more
accessible
and
that
the
criminals
that
have
them
are
more
inclined
to
use
them,
and
we
are
adapting
to
this
shift.
E
Last
year
alone,
we
charged
more
than
a
hundred
fifty
people
and
laid
more
than
1200
charges
in
relation
to
guns
and
Gangji
tivity
on
our
streets.
In
addition,
we
seized
76
crime
guns
from
our
streets,
but
we
know
that
enforcement
alone
is
not
the
answer
to
this
issue.
We
continue
to
support
our
partners,
efforts
on
intervention
prevention
and
neighborhood
coercion,
coercion
through
the
Ottawa
gang
strategy.
E
I'd
also
like
to
commend
the
work
of
our
break-and-enter
teams,
who
have
been
very
busy
investigating
a
number
of
cases
across
the
city
and
have
successfully
solved
many
of
them.
In
the
last
month
alone,
they
have
laid
284
criminal
charges,
and
here
a
few
highlights
have
stand
out
beginning
in
early
December,
we
received
a
number
of
reports
of
smash-and-grab
to
stop
break-in
editors
across
the
city
involving
two
suspects.
The
suspects
would
arrive
in
a
vehicle,
then
smashed
the
glass
on
the
entrance
of
the
door
business
once
inside.
E
The
suspects
would
target
the
cash
drawers
East
patrol
officers
located
and
arrested
the
suspects
in
early
January
break
and
under
investigators
were
able
to
link
the
suspects
to
a
total
of
eleven
and
incidents
resulting
in
42
charges,
and
this
investigation
is
ongoing
and
further
charges
may
be
laid.
Another
individual
was
arrested
on
January
14th
on
Colley
Avenue
following
a
break-in
at
her.
This
suspect
was
linked
to
other
investigations
and
is
currently
facing
21
charges.
And
finally,
earlier
this
month
a
person
witnessed
his
neighbor's
door.

Getting
kicked
in
on
defore
Drive
police
were
called
and
were
able
to
arrest
the
FLE
suspects.
The
investigation
found
that
the
suspects
had
committed
a
second
break-in
under
Noreen's
as
well.
One
of
the
suspects
was
wanted
on
a
Canada
Canada
wide
parole,
ward
and
was
believed
to
be
response
for
at
least
20
residential
break
and
enters
in
Ottawa
since
mid-december
2015.
Both
suspects
are
facing
a
number
of
charges.
Mr.
chair,
this
outlines
some
of
the
excellent
work
being
done
by
our
members
on
an
ongoing
basis.

I
think
there's
a
still
a
ways
that
we
can
go,
but
it
looks
like
there's
a
new
strategy
that
should
help
out
I
actually
have
a
question
if
it's
okay,
mr.
chair
unrelated
to
what
was
in
the
verbal
report,
but
it's
of
new
information
and
I
think
we
wanna
make
sure
we're
prepared.

As
a
city
I
was
reading
on
Twitter
today
that
the
the
cab
Union
uniform
1688
is
preparing
a
demonstration
on
the
hill
on
February
2nd,
it
seems
like
it's
a
pretty
big
demonstration.
They're
planning
and
I
just
want
to
make
sure
and
get
some
reassurances
from
you,
chief
that
were
coordinating
with
them.
I
think,
there's
also
the
expectation.
Are
we
setting
the
expectation
if
they're
blocking
roads
after
creating
issues
that
there
will
be
some
kind
of
actions
taken
against
them?

I
want
to
make
sure
we're
prepared
for
this
one,
because
we've
seen
what's
happened
just
on
a
Parkway
I
think
this
is
when
you
have
a
grander
scale.
It
looks
like
they're
bringing
people
across
the
country
to
come
into
this.
One
and
they've
already
said
there'll
be
sanctions
against
their
members
if
they
don't
attend,
so
this
will
be
of
something
of
a
big
scale.
Have
we
coordinated
with
them?
Do
they
have
permits
to
be
able
to
have
their
protest
again?
D

We
work
with
our
partners
with
the
RCMP
if
the
partner,
if
the
demonstration
is
on
the
hill
and
our
priority,
will
and
has
always
been
their
protection
of
life
and
property,
and
that
ensure
that
any
demonstration
is
done
in
a
safe
manner,
both
of
the
demonstrators
and
the
general
public
and
our
officers.
So
we
will
work
proactively
with
them
to
try
to
understand
where
they
want
to
go
and
facilitate
that
with
the
least
disruption
possible
with
respect
to
traffic.
But
the
reality
is
in
order
to
make
sure
that
everyone
is
safe.
D
You
for
that
chief
and
I
think
it's
you
know,
I'm
bringing
up
twofold
for
two
reasons:
one
to
ensure
were
prepared
and
it
sounds
like
there
is
a
plan,
but
I
think
to
to
really
get
the
message
out
there,
that
you
know
violence
or
any
kind
of
action.
That's
taken
against
our
citizens
outside
of
the
protest,
won't
be
tolerated
and
I
think
that
message
has
to
be
very
clear
if
they're,
if
they're
blocking
roadways,
smashing
windows
or
if
there's
any
of
that
chaos
that
we're
going
to
react
to
make
sure
that
that
it's
controlled.

Mr.
chair
I
think
the
police
service
has
demonstrated
that
they
will
hold
offenders
accountable
for
those
who
don't
behave
according
to
the
law,
we
have
charged
individuals
with
respect
to
smashing
windows
and
drivers
on
the
Parkway
we've
held
those
accountable
who
violently
storm
the
the
offices
on
Coventry,
Road
and
charged
them
with
criminal
offences.
So
we
will
intervene
if
appropriate
at
the
time
and
conduct
the
investigations
necessary
to
hold
those
accountable
that
don't
follow
the
rules
of
the
law.

That's
what
I
like
about
you.
Let
other
people
actually
have
to
play
a
role,
but
this
past
week,
within
the
last
week,
the
top
ten
signalized
intersection
collision
locations
was
released.
Five
of
the
ten
are
directly
because
of
Bar
Haven,
and
it's
absolutely
because
of
volume.
So
then,
I
heard
and
and
looking
at
the
chart
like
33,
were
in
dry
conditions.
Seven
were
in
wet,
thirty-one
daylight
eight
when
dark.
F
Thirty
six
were
clear:
environmental,
the
red
four
and
one
was
the
rest
of
them
and
that's
consistent
with
all
of
the
five
that
I'm
talking
about,
and
my
question
is
in
hearing
that
you're
going
to
direct
traffic
officers
to
these
sites.
I'm
hoping
what
is
it
you
hope
to
gain?
Because
from
what
I'm
eating
in
the
report?
F
That's
because
surely,
because
of
volume,
people
are
going
extremely
slowly
and
it's
actually
low-speed
bumper
we're
in
and
I
can
tell
you
that,
representing
that
eighty
five
thousand
people
that
are
tied
up
on
the
one
road
that
has
four
lanes
on
it,
which
is
a
big
part
of
the
problem,
as
we
head
north
or
south
every
day,
coming
and
going
not
one
person
has
ever
asked
me.
Please
put
more
cops
there
so
that
you
know
when
we're
already
doing
no
miles
an
hour,
they
can
catch
us
if
we,
you
know
bump
into
each
other.

Now
I'm
going
to
speak
to
that
fuel
mind
mr.
chair,
the
plan
is
an
intelligence-led
traffic
enforcement
campaign,
so
you
may
have
heard
sergeant
Dennis
hull.
He
actually
spoke
to
this
issue
and
what
he
speaks
about
is
actually
getting
the
data.
So
we
know
where
to
go
to
conduct
our
enforcement
activities.
For
instance,
one
club
in
Woodruff
is
one
of
those
areas,
so
sometimes
it's
really
just
about
people
being
more
aware
of
their
driving.
When
they
see
a
police
car,
it
does
have
an
impact
on
their
driving.

So
our
plan
is
to
go
to
those
intersections,
and
sometimes
it's
just
going
to
be
to
have
the
police
car
there.
So
we
have
those
plans.
We
also
have
plans
to
use
those
cars,
so
we
are
going
to
put
those
things
into
place
so
that
we
have
an
impact,
we're
also
using
the
speed
signs
to
try
and
slow
people
down.

Would
it
not
make
more
sense
to
make
some
recommendations
in
in
reviewing
this
to
the
traffic
people
on
an
analysis?
You
know
I
think
about
the
Transportation
Safety
Board
ruling
on
wow.
You
guys
were
really
wrong
in
your
estimate

truck
traffic.
That
was

the
bottom
line
is,
we
haven't
widened
any
other
roads,
so
we're
forcing
people
to
have
this
so
anyway,
I'd

more
discussion
when
we
can

a
safer
roads,
auto

partnership
that
we
do
have
and
part
of
that
is
engineering.
So
they
do
conduct
traffic
surveys
to
look
at
what
the
numbers
are.

utilizing

road

they

those
kinds
of
impacts,
we
are
going
to
be
in
a
position
that
we
can
actually
push
back
and
say,
wait
a
second.

partner

members

Ottawa
resident
for
their
participation

contribution.

is
an
important
document
to
the
board
and
reflect
our
commitment
to
the
community
safety.

police
service

the
plan
is
prepared
in
accordance
with
the
provincial,
adequate
adequacy
standards
and
and
also
under
the
police
services
act,
and
it
requires
the
board's
to
prepare
a
plan
every
three
years.

The
planet
actually
this
year
will
focus
on
our
priorities,
how
we
successfully
achieve
our
mandate
and
how
we
are
going
to
achieve
our
legislative
responsibilities,
and
the
theme
of
this
year
is
innovation
and
investment
in
Community
Safety,
and
it's
designed
to
aligned
with
and
respond
the
needs
of
our
members,
our
partners
and
the
community
and
also
reflects
the
changing
complexity
and
the
context
in
which
policing
is
is
evolving
these
years,
and
it's
also
designed
to
be
a
very
flexible
due
to
any
potential
changing
circumstances.
We've
had.
This
has
been
an
evolution.

As
far
as
the
business
plan,
we've
had
a
structured
process
to
ensure
that
we
have
both
internal
input
and
external
input
from
the
auto
Police
Service
and
our
community.
We
started
with
research
and
inputs
by
doing
an
environmental
scan
and
looking
at
many
many
pieces
of
information
that
are
out
there
and
then
we
we
developed
a
plan.

We
did
in
consultation
with
the
board
with
our
members
and
with
the
community,
and
then
we
were
finding
the
plan
based
on
the
information
that
we
received
from
our
all
our
stakeholders,
and
then
we
received
internal
approval
from
the
executive
for
our
members
and
now
it's
here
before
the
board.
Is
that
deceiving
for
your
for
your
approval.
So
I'll
turn
over
now
to
a
chair
and

will
continue
with
you
in
the
presentation
just

outcome

all
that
work

have
increased
public
safety

the

trying

understand
where
we
are

terms

Safety

the

performance

framework

has
supported
and
included.
In
the
past
number
of
business
plans,
the
other
new
area
that
we've
encompassed
as
well,
this
time
is
a
kind
of
an
emerging
global,
good
business
practice
and
and
looking
at
setting
up
and
measuring
your
operations
through
the
lens
of
equity,
diversity.

piece
I
want
to
cover
up
before
our
turn
over

the
consultation
input
stages
as
well

important
component
of
how
we
develop
our
our
plan
and
bring
it
forward
for
your

We
undertook
from
the
community
policing
advisory
committee
to
youth
advisory
committee
contractor
Ottawa,
our
public
surveys

internal
survey
members,

we

canvassed
the
mayor
and
and
the
entire
councillors
group
to
see
what
they
thought
were.

A
number
of
the
emerging
and
community
concerns
that
we
should
be
addressing
as
a
police
service.
And
finally,
you
see
the
photograph
there
that
was
captured
on
early
November
when
we
had
our
that
chat
session,
where
75
some
odd
members
of
the
community
and
policing
Police
Services
came
together
and
considered
all
the
inputs.
The
draft
goals
objectives
at
that
time,
so
superintendent
for
is
going
to
take
us
through
the
results
of
of
that
exercise.

I
So
what
you
see
here
is
really
the
output
of
a
work
or
a
collaboration
between
all
those
involved
in
the
creation
of
this
version
of
the
business
plan.
One
of
the
things
that's
while
the
values
for
the
organization
did
not
change
or
was
not
suggested
to
change.
We
saw
a
slight
tweaking
and
division
and
mission
for
the
organization
or
recommended
vision
and
mission
for
the
vision
that
moved
away
forever,
2013
to
2015
business
plan
from
a
trusted
leader
in
policing
to
a
trusted
partner
in
community
safety.
I
So
the
cornerstone
of
the
business
plan
are
our
three
strategic
priorities,
so
the
first
one
speaks
to
community
and
importance
of
working
with
our
communities
on
a
shared
responsibility
for
safety.
Each
of
these
strategic
priorities
have
three
objectives,
and
each
objective
has
three
goals
associated
now.
I
There
is
an
exception
and
we
will
see
that
under
the
members
goal
or
a
strategic
priority,
that
there
are
four
goals
associated
with
that,
but
these
fall
into
building
blocks
in
the
foundation
for
the
organization
over
the
next
three
years
and
provides
strategic
direction
as
we
move
forward
over
those
years
so
that
community
one
speaks
to
working
with
our
communities
for
shared
responsibility
and
safety.
Just
to
briefly
run
over
the
goals
is
one
of
the
goals
would
be
to
engage
and
engage
mobilize
and
support
a
community
that
is
part
of
our
solution.

There
are
four
goals
associated
with
this
particular
strategic
priority:
the
first
one
being
an
appropriately
resourced,
well-rounded,
highly
capable
membership
that
has
opportunities
for
for
growth,
second
goal
being
an
organizational
culture
that
understands
and
supports
member
health
and
well,
the
third
goal
being
an
engaged
membership
that
feels
that
Hirsh,
their
issues
are
being
heard
in
a
dress
in
the
fourth
goal:
a
diverse
membership
that
better
reflects
the
demographics
of
the
communities
we
serve
and
finally,
oops
a
little
too
quick
on
that.

I
The
third
strategic
priority
being
that
of
service
and
delivering
service
excellence
through
operations
is
what
this
speaks
to,
and
there
are
three
goals
associated
with
this:
delivering
delivery
of
core
policing
services
that
reflects
the
needs
of
our
communities,
and
this
is
where
you
will
find
the
Chiefs
operational
priorities
reflected
in
this
particular
goal
and
the
objectives
associated
with
this
goal.
The
second
goal:
a
new
integrated
approach
to
work,
life
that
reflects
a
changing
workforce,
supported
by
workplace,
innovation
and
technology
and,
finally,
a
policing
model
that
is
sustainable
and
adaptable
for
the
future.

There
will
also
be
the
formalization
editing,
translation,
publishing
and
rollout
of
the
business
plan
for
the
public,
and
that
would
be
expected
to
be
completed
within
the
next
four
to
eight
weeks
and
finally,
as
per
past
practices,
the
semiannual
reporting
to
Police
Services
Board
on
the
delivery
of
the
goal
on
the
goals
and
objectives
related
to
the
business

the
