Agenda and background materials can be found at http://www.ottawa.ca/agendas.
A
A
I
just
want
to
acknowledge
mr.
George
Ellis
for
for
the
recognition,
that's
very
much
it's
rewarding
for
the
police
service.
You
know
we've
put
through
last
year,
142
students
I
supposed
to
ensue
the
EPI
program
through
our
co-op
program
through
our
ventures,
and
not
only
does
it
give
them
an
opportunity
to
to
work
and
learn
the
you
know
the
interview
process
and
some
working
skills.
A
It
helps
us
build
a
relationship
with
our
youth,
which
is
sometimes
challenging
with
teenagers
and
police,
but
it's
so
much
so
beneficial
to
to
that
relationship,
trust
that
we
have
to
build
it
at
an
early
age.
So
thank
you
very
much
for
the
recognition,
they're
very
much
appreciated
and
to
our
to
our
staff
who
run
these
programs.
Thank
you
very
much
for
the
work
that
you
do,
because
that's
certainly
helping
us
build
those
bridges
of
the
community
with
the
youth.
Thank
you.
B
B
Item
number
one
item
number

well.
So
we'll

So
it's
the
I
think
a
or
we
have
to
have
a

and

yeah.
Thank

very
much

Thank

and
item

18
letters
of
commendation
receive
and
that
will
take
us
to
item
number
one
which
is
the
Chiefs
verbal
report.
Chief.
A
Thank
You
mr.
chair
board,
members
good
evening.
I've
got
a
number
of
items
that
big
the
board
on
you
know
when
we
evaluate
our
performance
as
a
pre-service,
we
often
look
at
numbers
such
as
the
arrest
the
charges
and
calls
to
service.
What
sometimes
isn't
captured
in
those
numbers
is
the
difference
that
our
members
make
in
the
community
each
and
every
day.
So
I'd
like
to
go
over
a
couple
of
those
examples
that
we've
had
over
the
past
couple
of
weeks.
A
Earlier
this
month,
a
young
woman
came
to
our
front
desk
at
elgin's,
Street
visibly
upset.
She
was
she
just
moved
to
Ottawa
from
India
and
the
moving
company
that
she
hired
never
show
with
their
belongings.
She,
no
friends
or
family
in
the
city
and
her
parents
had
just
returned
to
India
constable
Lisa
Welsh
took
the
report
and
went
on
to
contact
the
moving
company
and
have
the
woman's
belongings
returned
the
following
day.
However,
in
the
meantime,
constable
Welsh
also
helped
collect
and
deliver
some
necessities
to
the
young
woman's
apartment,
including
a
sleeping
mat.
A
The
chair,
pyjamas
towel,
face
cloth
and
plates,
and
she
also
provided
your
email
address.
In
case
she
needed
anything
further
counsel,
Walsh
went
above
and
beyond
her
duties
as
a
police
officer
to
assist
the
resident
in
need.
One
of
our
members
possible,
if
easy,
recently
assisted
on
a
call
involving
his
17
month-old
child
without
any
vital
signs.
A
His
quick
response
at
intervention
on
the
call
helped
to
save
the
young
boy's
life
paramedics
were
then
able
to
transport
the
child
to
Chiho
on
April
22nd,
a
young
woman
accidentally
fell
into
the
Rideau
River
from
the
Cummings
bridge,
cost
for
Hugh
Erin,
nadir,
Siddiqui
and
Sebastian
shall
convey
Betsy
were
first
officers
on
the
scene.
The
acquaintance
got
a
rope
line
down
to
the
woman
to
hold
on
to
it
while
she
was
in
the
fast-moving
water.
Our
partners
at
the
auto
fire
services
arrived
shortly
after
and
completed
a
boat
rescue.
A
I
want
to
thank
those
officers
for
their
quick.
On
my
setting
life-saving
actions.
Early
in
April,
we
received
a
call
for
service
on
seal
Ridge
Drive
a
62
year
old
male
had
no
vital
signs
constable
knock
on.
If
he
arrived
on
scene,
where
the
man's
wife
had
started
CPR
and
immediately
deployed
the
defibrillator,
the
man
was
resuscitated
and
the
paramedics
who
attended
to
call
later
wrote
a
note
commending
the
officer
for
his
quick
actions.
A
Early
in
April,
a
number
of
officers
were
returning
from
a
prisoner
transport
to
the
Niagara
detention
centre.
They
come
up
on
the
kodan
pawn
a
major
accident
on
the
401,
be
handled
by
the
OPP.
The
officers
sergeant,
Selena,
Gospels,
Gill,
cable,
RJ
cuts,
Eclair,
I'll,
stop
and
assisted
the
OPP
in
triaging
victims
and
clearly
traffic
Quinte
West
mayor
Jim,
Harrison
leader,
a
sent
a
note
of
gratitude
thanking
the
officers
for
their
assistance.
A
So
those
are
just
a
few
chapels
all
the
work
that
goes
in
day-in
day-out
from
our
members
and
it's
important
I
think
that
we
recognize
that,
on
a
regular
basis
and
I'd
like
to
update
the
board
on
the
investigation
into
the
homicide
of
18
year
old,
Connor
Stevenson,
he
died
of
his
injuries.
He
sustained
at
a
Jasmine
Crescent
Street
address
thanks
to
the
combined
efforts
of
those
working
on
this
case.
Major
Crime
made
an
arrest.
Last
week,
19
year
old,
David
Dubois
has
been
charged
with
second
degree
murder.
A
At
the
beginning
of
April,
a
home
invasion
took
place
on
Barrett
Street,
a
suspect
was
seen
exiting
the
residence
of
the
gun.
Patrol
officers
arrived
on
scene
a
short
time
later
and
affected
of
a
high-risk,
Mihkel
takedown
of
the
suspect
vehicle
four
occupants
were
located,
arrested
and
charged.
A
search
of
the
vehicle
also
uncovered
a
sawed-off
shotgun
in
the
vehicle.
We
continue
to
be
focused
on
enforcement
efforts
related
to
guns
and
gangs.
This
important
work
is
going
on
is
ongoing
and
our
officers
investigators
continue
to
lay
charges,
execute
warrants
and
conduct
compliance
checks.
A
In
total
this
year,
576
criminal
charges
have
been
laid,
160
persons
have
been
charged,
69
warrants
have
been
executed
and
170
compliance
checks
were
conducted.
We
also
seized
another
three
car
guns.
Since
my
last
update
in
March,
bringing
to
this
year,
total
17
I'd
like
to
remind
the
board
of
the
announcement
by
the
federal
government
to
renew
its
commitment
to
funding
some
of
the
unique
policing
costs
associated
with
policing
in
the
nation's
capital,
cherish
and
Chile
joined.
The
mayor
mr.
A
Polly
eV
and
acting
deputy
chief
Jones
Don
sweet
at
434,
Elvin
Street,
to
discuss
and
to
announce
the
ten
million
five-year
commitment.
This
funding
is
important
for
our
city
and
bears
and
we
were
pleased
to
see
the
commitment,
renewed
and
I
want
to
thank
the
Board
Chair,
the
mayor
for
their
involvement
in
getting
access
to
those
funds
and
finally,
I'd
like
to
invite
the
members
of
the
board
to
join
us
in
celebrating
Police
week
from
May
10th
to
the
16th.
The
theme
of
the
police
Week
this
year
is
discovered.
A
Policing
there'll,
be
a
series
of
events
across
the
city
throughout
the
week,
starting
with
the
official
launch
and
proclamation
on
May
11th
at
470
for
organ
a
dates
and
times
for
other
Police.
Week
events
are
available
on
auto
police
CA,
whose
chair
that
concludes
my
report,
subject
to
any
questions.
Thank
you.
Thank.
B
You
thank
you
very
much
chief
and
congratulation
to
our
staff.
For
that
effort
and
I
know.
The
mayor
is
not
here
but
also
I
want
to
say
thank
you
to
the
mayor
for
his
support
for
the
application
of
receiving
the
money
from
the
federal
government.
So
it's
a
five
years
commitment
and
it's
a
budget
line
item
so
we're
hoping
that
would
continue
for
the
next
five
years
and
maybe
indefinite
in
the
future
as
well.
So
so
question
sure
please.
C
Thank
You
mr.
chair,
and
thank
you
chief
for
that
that
brief
discussion
I
just
wanted
to
thank
on
the
record
constable
Heather
Cooper,
as
well
as
Brad
Hampstead,
for
the
great
work
after
the
tragic
incident
with
Connor
Stevenson
the
day
after,
if
you're
not
aware,
we
put
a
piece
of
literature
at
two
two
towers:
the
two
jasmine
towers
and
the
next
day.
Even
though
the
only
15
people
did
show
up.
C
There
was
some
emotional
people
and
they
wanted
to
express
their
concerns,
and
they
did
a
great
job
dealing
with
the
residents
of
those
two
towers
and
also
gave
their
commitment
to
go
back
in
a
future
date
with
myself
and
some
with
Crimestoppers
auto
as
well,
and
just
have
some
discussions
about
what
they
can
do
to
help
themselves
in
the
future.
So
as
well.
Have
a
note
and
I
want
to
make
sure
was
on
the
record
to
think
thank
those
two
members,
Thank.
A
You
constituency
I
think
it's
part
of
our
protocol
that
well,
we
do
have
a
major
event
and
a
tragic
event
like
like
the
homicide
of
corner
Stevenson,
that
our
officers
do
go
to
the
community
cruise
to
recognize
the
impact
that
it
has
emotionally
and
that
people
feel
obviously
concerned
for
for
right
reasons.
So
we
try
and
get
out
there
into
a
to
manage
to
help
and
let
people
talk
and
answer,
questions
that
we
may
have
and
the
support
that
we
get
from
the
counselors,
including
yourself,
it's
tremendous.
So
thank
you
very
much.
A
B
D
Well,
thank
you
for
that
introduction.
Mr.
chair
I
appreciate
it.
You
know
we
always
enjoy
coming
to
the
O
PSB
and
sharing
some
of
the
good
work
that
we're
doing
in
the
community,
not
only
with
our
police
partners,
but
also
with
Police,
Services,
Board
and
and
council
members
as
well.
So
it's
it's
a
welcome
opportunity
to
to
join
you
again
today.
D
I
just
want
to
acknowledge
the
good
work
that
our
board
many
of
them
are
are
here
with
me
today
to
be
a
cheering
section
and
help
us,
but
also
to
share
with
with
us
their
energy
and
commitment
and
passion
about
Crimestoppers.
So
we're
really
fortunate
to
have
have
them.
We're
also
fortunate
to
have
a
hard-working
staff
and
seconded
officer
specifically
sergeant
long
and
Jim.
D
Wiles
has
been
a
long-standing
assistant
coordinator,
he's
just
going
through
the
retirement
process
and
we're
pleased
to
welcome
Janice
tanchingco
who's,
the
now
acting
assistant
coordinator,
so
we're
very
pleased
with
that,
and
we
certainly
as
a
board,
recognized
Jim's
long
tenure
and
commitment
and
and
definitely
appreciate
his
service.
Yet,
as
you
may
recall,
last
September
we
hosted
a
zone
meeting
with
the
eastern
region.
Crimestoppers
programs,
so
a
lot
of
the
smaller
communities
around
there's
38
programs
in
Ontario,
and
we
had
the
Eastern
Ontario
Crime.
Stoppers
programs
join
us
here.
D
We
had
the
pleasure
both
past
president
Wayne
visit
myself
and
Sergeant
Wong
I
went
to
the
great
countess.
Miss
falls
on
Saturday
and
met
with
his
own
representatives
of
the
the
smaller
communities
and
it
was
an
interesting
dynamic,
a
chance
for
us
to
share
and
learn
from
them
and
and
hopefully
share
some
of
our
success.
So
that
was
a
great
opportunity
followed
up
by
a
parade.
D
I,
don't
know
if
you've
been
at
a
parade
in
a
small
town,
but
we
were
let
off
by
the
Smyth
Falls
Police
Service
every
opposing
vehicle
and
Smith's
fall
stops
and
pulls
over
as
as
they
move
through.
So
it
was
a
good
good
life
experience
for
folks
to
see
that
for
sure,
and
as
the
chair
mentioned
this
year
does
mark
our
30th
anniversary,
we've
got
some
upcoming
events.
January
was
Crimestoppers
Month,
that's
celebrated
nationally.
We
were
able
to
do
a
whole
host
of
different
things.
D
Some
public
service
announcements
on
local
media,
all
sorts
of
different
engagement
with
some
media
outlets.
We
were
able
to
participate
in
several
on-air
and
as
well.
Some
good
reporting
done
by
some
of
the
media
partners
as
well.
The
protecting
of
the
anonymity
of
the
tipster
continues
to
be
one
of
our
pillars
and,
as
I've
said
many
times
before,
protecting
those
focuses
is
our
utmost
responsibility.
D
It's
a
challenge
because
it
doesn't
allow
us
to
necessarily
share
the
good
success,
specifically
that
that
the
Crimestoppers
program
has
in
the
community
I've
shared
with
you
in
the
package,
our
2014
statistics
and
those
paint
a
really
good
picture
of
the
type
of
work
that
were
able
to
contribute.
But
it
shouldn't
be
left
out
that
it's
the
folks
at
the
police
services,
Ottawa
police,
specifically
that
carry
the
brunt
of
that
responsibility
and
we
certainly
appreciate
their
hard
work
recently.
D
D
It
was
a
great
opportunity
for
us
to
share
with
the
media
to
get
engagement
around
that,
hopefully
to
prevent
other
folks
from
engaging
in
that
type
of
activity
that
they
see
that
the
community
is
is
partnered
to
to
discourage
that,
but
also
the
fact
that
the
police
service
have
to
answer
the
call
from
the
folks
at
the
banks
they
have
to
go
and
investigate.
They
have
to
follow
up
and
do
investigations
and
those
are
the
really
hard
pieces
of
the
work.
You
know
we're
able
to
provide
that
tip
and
and
those
tips.
D
We
know
that
that's
ultimately
going
to
reduce
in
some
cost
and
time
and
hopefully
bring
folks
to
justice,
but
it's
the
men
and
women
of
the
police
service,
the
civilian
and
Swarm
members
that
carry
that
brunt
so
kudos
to
them.
For
for
that,
our
team
of
volunteers
in
the
community
had
every
opportunity
whether
it's
a
community
event
or
the
type
of
event
that
councilor
Tierney
mentioned.
Those
are
really
good
engagements
for
us.
You
know
as
a
Crimestoppers
program,
to
be
able
to
share
with
the
citizens.
D
D
We've
also
been
to
a
host
of
different
events,
Vanier
and
back
in
November,
provided
a
really
community
engagement
to
reduce
and
and
basically
in
reinforce,
the
positive
work
that
the
police
service
and
Crime,
Stoppers
and
and
community
engagement
can
have,
and
so
we
were
delighted
to
attend
that
with
our
police
partners,
politicians
from
the
city,
a
municipal
level
as
well
and
and
the
business
community-
and
it
was
a
really
good
day
for
for
us.
We
we
definitely
enjoyed
that.
D
The
other
thing
included
in
the
package
we've
been
fortunate
over
the
last
few
years
to
work
with
the
auto
police
youth
advisory
committee,
a
group
of
just
talented
young
folks
that
are
engaged
and
we
challenge
them.
I
went
to
a
few.
Their
meetings
challenged
them
to
come
up
with
some
literature
that
we
could
use
when
we're
out
at
public
forums
and
different
events,
and
they
created
a
bilingual,
really
creative
piece
of
literature
that
we
can
share
with
the
community.
D
So
that's
a
really
great
great
story
and
great
story
of
partnership
and
partnering
is
really
what
Crimestoppers
is
about.
We
were
all
so
delighted
that
the
o-p-s
quartermaster
could
provide
a
new
and
updated
crime
scene
tape
for
members
to
use
and
the
new
crime
scene
tape
actually
has
Crime
Stoppers
information
on
it
bilingual,
and
that
was
a
really
good
reinforcement
of
the
Crimestoppers
brand
in
the
community
at
firsthand
events.
D
So
they
should
be
commended
for
that,
as
well
as
the
the
folks
at
O
PS
media
we've
done
a
lot
more
collaboration
included
some
of
the
good
media
work
that
they've
done,
but
you
know
specifically
when
there's
a
broadcast
that
they're
putting
out
whether
it's
a
vehicle
that
so
that's
wanted
or
a
person
of
interest.
Those
types
of
things
they've
been
including
a
lot
of
Crime
Stoppers
information,
and
it's
reassuring
to
see
that
because
I
think
it
absolutely
has
an
impact
and
as
I
helped.
D
Lastly,
our
finances.
You
know
we
continue
to
develop.
As
you
know,
mr.
chair
and
and
some
of
the
folks
around
the
table,
that
Crimestoppers
was
in
financial
difficulty
a
few
years
ago.
So
thankfully
we've
the
corner
on
that
we've
got
a
sustainable
bank
account
and
we've
got
goodwill
moving
forward
and
that's
a
really
positive
reflection
of
the
partnerships
that
we
have
and
the
community
supporting
and
the
political
support
that
we
get
around
the
table
here
be
happy
to
take
any
questions
or.
B
D
D
He's
a
great
asset
to
the
program,
we're
fortunate
to
have
a
lot
of
stable
volunteers
and
they're.
Actually,
our
ambassador
is
owning
the
community
events
and
that's
really
key
for
us
to
get
the
branding
and
messaging
and
that
reinforcing
we've
also
got
Jen
from
bylaw
services
that
volunteers
with
us
and
her
free
time,
and
we
appreciate
that
support.
You
know:
we've
been
able
to
turn
the
corner
financially,
but
I
think
on
awareness
as
well,
so
well.
E
It
just
if
I
can
mr.
chair
to
you
Richard
in
your
board,
I
love
your
passion
and
it's
always
so
refreshing.
I
know.
I
can
speak
on
behalf
of
the
other
members
of
the
board
when
we
have
the
opportunity
over
the
year
to
hear
lots
of
people
speak
and
your
passion,
your
belief
in
this
and
how
it
transmits
to
the
volunteers
and
the
public
at
large
speaks
to
your
success.
So
thank
you
very
much.
I
appreciate
that.
A
You
chief,
sorry,
my
counts
on
behalf
of
the
police
service.
You
know
we're
all
here
to
keep
our
community
safe
and
taking
five
guns
off
the
street
150
criminal
charges,
thirty-eight
criminal
cases,
clear,
36,
arrests,
you
are
making
a
difference
in
our
community
and
thank
you
to
to
the
board
art,
Janice
Jim
outstanding
work
in
the
community
and
keep
up
the
great
work
because
that's
helping
the
residents
not
only
feel
safe
but
be
safer,
not
seen.
Thank.
