matters

as
a

on

discussed

Labor
Relations
matters.

I
will
ask
the
chairs

committees

brief
verbal
update
of
what
took
place.
We
will
start
with
the
human
resources
committee
member
Hensel
over
to
you.

directed
the
executive
director
to
develop
a
short
and
medium-term
Staffing
plan,
as
well
as
develop
a
temporary
staffing
solution
to
address
current
capacity
issues
and
my
role
as
the
chair
of
the
HR
committee

my
perspective,
it
makes
sense
to
have,
in
addition
to
the
board
executive
director,
to
have
a
board
administrator,
a
board
assistant,
somebody,
a
policy
analyst
or
a
policy
expertise

community
outreach
and
Communications

discussion
around
the
performance
evaluation
framework.
We
used
to
evaluate
the
executive
command
members.
Work
had
begun
in
years
prior
on
a
new
framework
and
we're
looking
to
restart
that
work
and
to
get
the
framework
finalized

year's
end.

we
moved
in
camera
to
discuss
a
number
of
confidential
Labor
Relations
matters.

July
11

discuss

to
ask
questions
around
a
number
of
factors
that
may
influence
the
budget,
including
service
fees
and
revenue
streams,
how
a
potential
city-led
mental
health
pilot
may
impact
resources,
assessment,
growth
projections
and
Federal
grant
money.
This
committee
is
scheduled
to
meet
again
in
September
to
continue
our
discussions
around
the
draft
budget.

recovery
of
stolen
vehicles.
Earlier
this
month
there
was
a
verbal.
There
is
a
media
report
from
the
on
the
Ottawa
Police
Service
that
they
have
recovered
75
stolen
vehicles.

After
wrapping
up
a
month's
long
investigation
into
auto
theft
in
the
city,
I
recognize
that
auto
theft
is
a
property
crime
and
for
some
it
may
not
seem
like
a
priority.
However,
for
others,
and
particularly
the
victims
of
these
crimes,
it
is
distressing.
Perhaps
more
important,
though,
is
the
fact
that
organized
auto
theft
is
known
to
you
to
be
used
to
fund
other
organized
Prime
that
poses
a
much
greater
public
safety
risk
and
I
want
to
congratulate
the
service
for
their
work
on
this
investigation.

and
speak
a
little
bit
about
the
community
meetings
that
I'm
holding
and
at
the
last
meeting
I
did
speak
about
these
events
and
meetings
that
I
had
been
attending
and.

Certainly,
starting
to
see
some
themes
emerge
through
these
engagement
and
I
look
forward
to
providing
a
more
fulsome
update
on
what
I'm
hearing
at
the
board's
special
meeting
on
August
20
25th
and
at
this
point,
I
just
want
to
reiterate
what
I
said
earlier,
that
we
are
prepared
to
meet
with
as
many
people
as
possible
in
preparation
for
the
Strategic
plan,
and
this
concludes
my
verbal
update
and
the
motion
would
be
that
the
Ottawa
Police
Services
Board,
received
this
report
for
information.

Canada
Day,
the
auto
Police
Service
developed
and
delivered
a
comprehensive
operational
plan
to
address
the
Canada
events
in
lebreton,
Flats,
Parliament
Hill,
and
the
various
celebrations
at
other
locations
around
the
city
we
had
over
750
officers
deployed
over
the
weekend.
It
went
very
well
with
officers
managing
a
few
issues
throughout
the
day
and
night.
I
want
to
thank
all
the
members
who
worked
that
weekend
and
that
included
numerous
officers
from
other
policing
agencies
throughout
the
province.

The
statistics
are
sobering
because
we
know
that
they
only
tell
part
of
the
story.
So
often
these
types
of
incidents
go
unreported
and
we
know
that
this
data
only
provides
a
glimpse
of
what
people
are
experiencing
in
our
community.
It's
why
we
are
encouraging
residents
and
Community
groups
to
file
a
report
with
police
in
person,
call
Us
online
reporting
or
via
a
third
party
when
they
encounter
a
suspected
hate
crime
or
hate
incident
with
honorable
pride
month
in
August.

We
are
seeing
a
significant
rise
in
overdoses
in
recent
months.
These
calls
have
risen
an
incredible
163
percent
from
367
at
this
time
last
year
to
966
this
year.
This
is
very
concerning
the
year-to-date
results
have
exceeded
already
the
total
for
the
entire
year
in
2022.,
Ops
members
have
administered
Narcan
88
times
this
year,
which
is
a
30
increase
from
last
year.
These
interventions
by
our
members
have
saved
78
lives.
H
So
far
this
year
we
are
hearing
back
from
the
community
about
our
efforts
to
respond
to
these
incidents
and
I'd
like
to
read
an
excerpt
from
an
email
we
received
from
a
resident
in
Centertown
early
last
week.
Thank
you
to
the
Ottawa
Police
Service
for
intervening
in
the
open,
intravenous
drug
use
on
Bank
Street
this
evening.
This
behavior
is
proving
to
be
an
enormous
public
safety
issue.
In
our
neighborhood
we
see
open
use,
dealing
and
discarding
abuse
paraphernalia
that
never
existed
before.
H
I
have
lived
in
this
neighborhood
for
25
years
and
I
have
never
seen
anything
like
it.
The
assistance
of
law
enforcement
to
engage
and
intervene
in
this
drug
use
is
very
much
appreciated
by
a
lot
of
us
who
live
here.
I
hope
we
see
a
continuation
of
this
work
in
the
future
and
I
will
also
mention
that
our
drug,
our
drug
unit
staff
sergeant
James
McGary,
has
been
working
with
Ottawa
Public
Health
to
roll
out
a
new
Narcan
initiative
that
equips
front-line
officers
with
extra
kids.
H

At
the
start
of
this
year,
project
Phoenix
was
launched
to
identify
organized
auto
theft
groups
operating
in
this
city
in
response
to
an
increase
in
vehicle
thefts.
These
groups
are
highly
organized.
They
use
shipping
containers
to
transport
the
stolen
cars
to
Montreal,
or
they
would
sometimes
be
put
on
a
ship
for
resale
to
other
countries.
While
others
were
re-rooted
domestically
in
Canada,
our
officers
recovered
over
75
stolen
vehicles
worth
over
three
million
dollars.
We've
charged
eight
people
with
67
criminal
charges,
including
conspiracy,
to
commit
an
indictable
offense
and
theft
over
5000..
H
This
was
exceptional
investigative
work,
which
included
identifying
the
vehicle's
owners
as
some
of
the
stolen
vehicles
had
their
VIN
numbers
replaced.
In
the
first
quarter
of
2022,
we
received
387
stolen
vehicle
reports
in
the
same
period
in
2023
that
number
jumped
to
504,
which
represents
a
30
increase
year
over
year.

I
would
like
to
thank
staff
sergeant,
Kathy
Brown
and
her
investigative
team,
along
with
our
traffic
section
for
their
work
on
Project
Phoenix.
I
also
want
to
thank
our
partners
at
ciso,
Canada,
Border
Services,
the
opp
and
numerous
other
Municipal
Police
agencies
for
their
collaboration
and
hard
work.

This
second
guilty
verdict
finally
provides
Jennifer's
family
with
some
closure
for
this
horrific
incident.
We
also
saw
another
guilty
verdict
issued
on
June
29th
for
the
first
degree,
murder
of
Muhammad
Hassan,
a
jury
found
Jeffrey
donji
guilty
of
shooting
and
killing
Muhammad
in
July
2020
on
a
wooden
path
near
a
school
I
can
tell
you.

I
have
a
high
level
of
confidence
in
our
homicide
unit,
who
have
now
responded
to
nine
homicides
this
calendar
year
they
deliver
time
and
time
again,
as
noted
in
the
two
cases
above
We
are
continuing
to
make
investments
into
into
developing
a
robust
data
analysis
program
that
will
help
to
inform
in
three
specific
areas
for
us:
the
development
of
service,
the
services
strategic
priorities
as
determined
by
the
board.
This
fall
as
well
as
updating
the
public
on
important
Trends
in
social
disorder
and
Public
Safety
and
operationally
it
allowed
the
Ops
to
make
decisions
to.

Effectively
deploy
our
resources,
our
team
is
currently
developing
dashboards
that
will
provide
information
about
things
like
homicides,
shootings
assaults,
thefts
and
Community
safety.
We
hope
this
will
provide
better
oversight
and
transparency
in
the
important
work
we
do
to
keep
our
city
safe.

Launching
some
of
these
dashboards,
this
fall
I'm
going
to
speak
to
our
ongoing
public
and
member
survey.
Our
consultation
strategy
continues
with
a
goal
to
receive
information
and
feedback
to
assist
in
developing
our
next
strategic
plan,
with
the
Ottawa
Police
Service
board.
So
far
more
than
3
000
people
have
filled
out
the
public
survey.
To
date,
10
members
of
council
will
filled
out
the
survey
and
over
550
members
from
the
Ops
have
provided
their
feedback
on
the
internal
survey.

this
is
not
a
scientific
poll.

Here's
an
issue
we
need
to
to
deal
with
misdialed
9-1-1
calls.
Last
week
the
Ottawa
Police
issued
a
media
release
for
public
awareness
and
education
on
the
increase
of
misdialed
calls
to
9-1-1.
In
the
first
quarter
of
2023,
there
has
been
a
49
increase
in
hang
up
pocket
and
misdial
calls
made
to
9-1-1.

That's
around
50
000
calls
that's
21,
000
more
calls
received
for
that
period
compared
to
2022..
Each
drop
call
warrants
a
follow-up
by
the
Communication
Center
to
determine
if
there
was
an
emergency
or
not.
We
continue
to
educate
the
public
on
the
process
to
follow.
In
case
this
happens
to
them.
We
ask
that
if
you
dial
9-1-1
by
mistake,
please
stay
on
the
line
and
answer
the
operator's
questions,
who
needs
to
confirm
that
there
is
no
need
for
emergency
services
and
that
you
are
safe.

day,
holding
offenders
accountable,
responding
quickly
to
The
Gunshot
calls
taking
Firearms
out
of
our
community
and
preventing
violence,
but
it
is
difficult
and
dangerous
work
in
July
the
homicide
unit
charged
a
21
year
old
man
with
second
degree
murder
in
relation
to
last
month's
Caldwell
Avenue
shooting
investigation
as
well
the
guns
and
gain
unit
charged
a
17
year
old
youth
with
numerous
firearm
and
possession
for
the
purpose
of
trafficking
charges.

personally
from
a
a
couple
here
that
lives
in
Ottawa,
my
wife
and
I
live
in
Lower,
Town
I'm
sure
you
are
aware
that
it's
a
complex
and
often
challenging
neighborhood
that-
and
we
have
lived
here
for
over
20
years
and
today
was
no
exception,
as
we
had
a
shooting
very
close
to
our
home
at
approximately
3
pm.

My
wife
and
I
were
sitting
out
back
and
we
heard
five
shots
ring
out
two
at
first,
a
three
to
five
second
pause
and
then
three
more
shots.
They
sounded
loud
and
close.
We
immediately
called
9-1-1
I
want
to
take
a
moment
to
say
how
thankful
and
appreciative
we
are
for
the
rapid
and
overwhelming
response
we
received
from
the
Ops.

The
dispatch
agent
took
my
call
that
took
my
call
was
efficient,
professional,
clear
and
concise
within
moments.
There
was
an
immediate
response
from
Ops
officers
who
quickly
sectioned
off
the
area
where
the
shooting
occurred,
the
recruiters
and
officers
in
place
visible
and
interviewing
Witnesses,
but
also
speaking
to
community
members.
I
went
over
to
speak
to
the
officers
briefly
and
they
provided
me
with
information
what
they
could
and
they
were
very
sympathetic,
understanding
and
thoughtful.

Please
let
the
officers
that
were
on
scene
today
know
that
their
efforts
and
client
service
was
greatly
appreciated
today
by
us
and
our
over
20
years
in
this
neighborhood,
my
wife
and
I
have
never
heard
gunshots.
As
you
can
imagine,
this
was
very
unsettling,
especially
as
close
as
they
were.
That
being
said,
the
response
from
Ottawa
Police
made
us
feel
safe
and
secure
for
knowing
that
our
fine
police
officers
were
in
the
neighborhood
on
the
job
and
making
sure
that
we
were
protected.

it

our
appreciation
could
be
filtered
down
to
the
men
and
women
of
Ottawa
Police,
who
responded
today
and
in
general
to
your
entire
membership

members

public

overdosing

their
calls

9-1-1.

that
over
and
over
again
because
it
is
becoming
so
prevalent
in
the
community
as
we're
driving
around.
But
the
majority
of
the
calls
are
2911
or
assisting
paramedics,
and
we
get
there
first
and
we
we
do.
We
do
our
thing.

You
know
it's
it's
almost
it's
interesting
I,
remember
when,
when
this
first
got
rolled
out
across
the
country
in
2017-
and
it
was
a
big
deal
for
us
to
have
this
on
our
Carry
with
us-
and
often
it
was
for
initially

police
officers
to
help
each
other.

contaminated
and
we
ourselves
need
it
and
then
it
it
developed
into
well,
we
need
to
help
the
people
that

suffering
with
OD
and
we've
saved
across

hundreds

lives,

take
that
lightly,

sometimes
they

die
despite

efforts

the
officer
which
can
be
traumatic,

a
pilot
where

most

these
illicit
drugs

in

that's
not
the
case
here
in
Ottawa,
but
you
know
when
it
comes
to
drug
use
and
somebody
who
is
addicted
and
they
are
using
drugs.
It
is
something
where
we
see
it
to
then
stop
and
arrest
that
person
for
simple
possession
of
of
that
illicit
drug,
be
it
crack
or
meth
or
cocaine
heroin
whatever
it
might
be.
That
doesn't
happen
very
often
it
just
doesn't,
and
it's
not
something
that
you
know
is
in
the
public
interest
in
terms
of
Charges
going
into
court.

It
does
happen
on
occasion
if
the
person
is
a
prolific
offender
if
they
get
very
violent
and
we
know
them
to
be
violent
when
they're,
when
they're
at
a
particular
state.
But
at
the
end
of
the
day
we
are
encouraging,
help
we're
trying
to
put
these
people
this
vulnerable
population
into
a
positive
path
and
and
that
that
so
that
that
balance
of
enforcement
and
and
trying
to
find
some
help
for
those
people
is
and
having
that
discretion,
that
police
discretion
gets
employed.

those
situations.

we
would
like
to
amend

of
the
report
and
add
some
language
under
the
section
of
summary

findings

actions
taken
and
this

those
that
haven't
read
it.
It
relates
to
the
investigation,
it's
a
convoy
investigation
in
terms
of
a
number
of
complaints
that
were
received
that
we
investigated
so
I
would
like
to
propose
the
following
Amendment
to
the
report.

police
investigation
into
the
five
oi
PRD
complaints
specifically
looked
at
the
issue
of
differential
treatment
of
demonstrations.

Police
must
always
balance
one's
rights
to
freedom
of
assembly
and
freedom
of
expression,
with
the
need
to
maintain
Public
Safety
in
order
in
the
case
of
the
Convoy,
the
challenging
factors
were
the
size
of
the
protest.
The
volatility
of
the
demonstrators,
the
time
of
the
year
and
a
real
important
one,
was
the
mass
presence
of
heavy
vehicles
once.

There
is
no
comparable
demonstration
that
Ops
has
dealt
with
Rulo
added
that
some
members
of
the
public
and
politicians
had
unrealistic
expectations
about
the
importance
of
a
measured
response,
which
would
take
more
time
to
implement
and
execute,

indicated
by
the
federal
government
in
their
closing
submissions
at
the
inquiry,
the
situation
in
Ottawa
was
described
as
a
powder
cake
waiting
to
explode
and
that
physical
confrontation
could
break
out
at
any
time.
So
those
would
be
our
additions
to
the
report.

answer
that
so
Progressive
discipline.
Basically,
when
we
have
a
red
light,
camera
or
automated
speed
enforcement
camera,
we
look
to
see
if
an
exemption
under
the
highway
traffic
Act
is
applied,
which
it
is
in
limited
circumstances
for
exceeding
the
speed
limit.

There
are
some
exemptions
under
which
we
can
go
through
a
red
light,
but
those
are
very
stringent
as
well.
So
if
those
preconditions
aren't
met,
then
then
we
investigated
in
our
office.
It
generates
an
internal
Chief's
complaint
and
we
apply
Progressive
discipline
so
the
first
the
first
time
within
a
two-year
span.

It's
counseling
the
second
time,
there's
counseling
and
forfeiture
of
hours
and
the
third
time
it's
it's
counseling
more
forfeiture
of
hours,
I
think
we
moved
from
8
to
16
hour
forfeiture
and
then
on
a
fourth
infraction
within
two
years
we
conduct
a
full
investigation
under
part
five
of
the
police
services
Act,
and
then
we
can
impose
any
number
of
disciplinary
measures.

I
think
it's
it's
very
safe
for
me
to
say,
because
I
look
at
these
every
day,
every
year
for
for
three
years
now,
the
absolute
vast
majority,
where
there
is
an
infraction
they
aren't
blatant.
We
you
know
we
look
to
see
if
the
speed
is
excessive
or
if
triggering
the
red
light
camera
is,
is
reasonable
in
the
circumstances
very
often
they're
Duty
related
they're,
going
to
high
priority
calls,
notwithstanding
the
the
exceptions,
are
very
limited.
So
if
they
don't
meet
those
exceptions,
they
will
still
be
subject
to
discipline.

But
it's
it's
extremely
rare
that
we
would
see
something
out
of
the
norm
in
terms
of
egregious
driving,
often
done
in
safety
safety
considerations
in
mind.
They
just
didn't
come
to
a
complete
stop
at
the
stop
line,
crept
over
at
15
or
20
over
middle
of
the
night
considerations
for
safety,
same
thing,
with
the
speed
cameras,
often
going
to
a
call
for
service
a
priority
call
for
service.
But
it's
that
balanced
approach.
Does
it
meet
the
threshold
or
not?
Is
it
Duty
related,
and
is
it
reasonable?
Over
and
above
everything
else,.

If,
when
you're
looking
at
your
data,
would
you
ever
send
that
off
to
our
traffic
staff
and
let
them
know
if
there
are
particular
intersections

are
problematic?
And
you
know,
certainly
my
residents
always
indicate
they
want

camera
has
a
countdown

people
can
tell
like
when

a

know

wondering

a

issue

us,
though,
is
we
can't

wouldn't

fair

to
have

anomaly

timing
at
which
their
received

as

appears
on
paper.

There
was
a

three
really
strong
accommodations.
That
I
feel
you
all

benefit

hearing
the
first

member

public

two
officers
who
responded
to
my
call
and
came
to
my
house
were
the
most
amazing
officers
that
I
have
ever
dealt
with
I
kind
of
thank
them
enough
for
the
help
they
gave
me
tonight.

My
daughter
has
a
mental
health
difficulties
and
tends
to
have
huge
outbursts.
Constable
Steve,
dorkin
and
Jonathan
Kenny
responded
in
a
calm,
empathetic
understanding
way
and
we're
especially
patient
I.
Couldn't
thank
them
enough,
starting
life
all
over
again
after
fleeing
a
domestic
violence
with
a
ten-year-old
this
heart,
but
for
the
first
time
in
a
long
time,
I
felt
safe
because
of
these
officers
and
I'm
glad
that
they
are
out
there
protecting
our
city.
I
am
forever
grateful
for
the
Ops.
I
Another
member
of
the
public
wrote
my
husband
and
I
would
like
to
take
a
moment
to
thank
and
acknowledge
Constable
Martin
LaBelle,
who
dealt
with
an
incident
involving
our
son
as
the
parent
of
a
16
year
old
indigenous
youth
who
suffers
from
mental
health
and
addiction.
We
worry
constantly
knowing
that
our
system
don't
typically
work
in
his
favor.
Our
son
was
detained
after
an
incident
where
he
was
confused
and
non-verbal
with
police.
I
We
really.
We
really
appreciate
that
the
officers
involved
took
the
time
to
identify
our
son
and
then
call
us
to
get
some
background
information
and
clarifying
about
the
situation
and
not
decide
to
press
charges.
Constable
LaBelle
was
non-judgmental
and
he
took
a
social
justice
approach
wanting
to
ensure
our
son
had
the
support
he
needed
rather
than
just
charging
him.
I
We
appreciate
the
cost
of
LaBelle,
took
the
time
to
gather
information
and
speak
to
us
and
the
youth
services
Bureau,
and
was
able
to
understand
that
our
son's
actions
were
due
to
his
mental
health
and
not
based
on
Criminal
Intent.
Although
we
mentioned
Constable
Labelle,
we
also
know
that
other
officers
were
involved
and
we
would
like
to
acknowledge
them
as
well.
I
Thank
you
for
making
a
very
difficult
and
stressful
incident
a
little
bit
easier
for
our
family,
as
we
continue
to
support
our
son
in
the
hope
that
he
can
overcome
his
challenges
and
then
the
last
one
again
from
a
member
of
the
public,
Rihanna
Kendricks
and
Daniel
Ellery
I
called
the
police
today
for
help.
I
had
a
really
horrible
day.
Someone
who
lives
in
my
area
threatened
me,
physically
and
verbally
for
the
second
time
in
three
days
in
front
of
my
neighbors
for
no
apparent
reason,
three
officers
arrived
and
I
met
them
outside.
I
My
building,
I
must
tell
you
all
three
were
extremely
helpful:
patient,
compassionate
and
informative
Beyond.
Even
my
expectations.
They
made
one
of
the
worst
days
weeks
of
my
life,
more
bearable
with
their
professional
and
empathetic
treatment
of
me
as
the
victim
of
a
crime
in
a
distressed
State.
The
older
gentleman
is
naturally
funny
and
his
friends
joke
put
me
at
ease.
He
began
to
inform
me
of
my
options
and
then
the
younger
male
officer
began
to
ask
me
for
specific
specifics
in
relation
to
the
incident
in
previous
encounters
with
this
man.
I
Finally,
the
female
officer
was
honest.
Quite
honestly,
quite
brilliant
I
showed
her
the
call
on
my
phone.
She
immediately
realized
that
the
date
I
provided
was
wrong
and
searched
the
proper
day
and
time
and
found
my
first
report
immediately.
She
also
she
was
also
very
kind
and
extremely
informative.
Very
much
like
the
other
two
officers
she
made
me
feel
heard
and
responded
very
specifically
to
some
of
my
concerns.
Moving
forward
by
the
time
I
was
finished.
I
Speaking
with
all
three
officers,
I
really
felt
much
better
I
had
a
clearer
understanding
of
what
I
could
and
couldn't
do
and
chose
to
complete
a
police
report.
Please
make
note:
please
make
a
note
of
how
well
these
three
officers
did
their
jobs
today
under
difficult
circumstances.
Late
at
night,
with
highly
agitated
and
rambling
victim,
Who
provided
confusing
date,
information
and
video
evidence,
I'm
also
a
person
of
color
and
at
no
point
did
I
feel
anything
other
than
extreme
desire
to
help
compassion
advice
and
the
kindest
possible
communication
of
pertinent
legal
options.
I
I'm
really
glad
you
have
officers
like
these,
responding
to
your
on
your
police
force
in
the
nation's
capital,
again
just
three
of
many
accommodations
that
we
receive
from
the
public
on
on
a
daily
basis.
